सं. फा. 4 ( 1 ) /2004- हिन्दी- दिनांक 28.3.2005 के समसंख्यक संकल्प द्वारा प्रो . वी . एन . फिलिप, जो संसदीय कार्य मंत्रालय की हिन्दी सलाहकार समिति के सदस्य के रूप में नामांकित थे, का निधन हो जाने के फलस्वरूप उनके स्थान पर श्री श्रीराम शंकरलाल बहोरिया , इंदिरा भवन, लोहारपुर , वार्ड नं. 123 , स्वतंत्रता सैनिक शंकरलाल बहोरिया मार्ग , नागपुर-440018 ( महाराष्ट्र) को उक्त समिति के सदस्य के रूप में नामित किया जाता है ।
आदेश
आदेश दिया जाता है कि इस संकल्प की प्रति सभी राज्य सरकारों और संघ राज्य क्षेत्रों के प्रशासनों , भारत सरकार के सभी मंत्रालयों तथा विभागों, राष्ट्रपति सचिवालय , प्रधान मंत्री कार्यालय , मंत्रिमंडल सचिवालय, लोक/राज्य सभा सचिवालय , योजना आयोग, संसदीय राजभाषा समिति, भारत के नियंत्रक तथा महालेखा परीक्षक और मंत्रिमंडल कार्य विभाग का वेतन तथा लेखा कार्यालय , नई दिल्ली को भेजी जाए । यह भी आदेश दिया जाता है कि इस संकल्प को जन साधारण की जानकारी के लिए भारत के राजपत्र में प्रकाशित कराया जाए ।

संकल्प
सं. 11/ 12013/1 /2000 - रा.भा. ( नी.2 )-तकनीकी/विज्ञान संबंधी विषयों पर मौलिक रूप से हिन्दी भाषा में पुस्तक लेखन को प्रोत्साहित करने के लिए राजभाषा विभाग द्वारा जारी दिनांक 20.10.2000 के समसंख्यक संकल्प का अधिक्रमण करते हुए वर्ष 2005-06 से ( वर्ष 2004-05 में प्रकाशित पुस्तकों के लिए ) नई पुरस्कार योजना जारी की जाती है जिसका नाम " राजीव गांधी राष्ट्रीय ज्ञान मौलिक पुस्तक लेखन पुरस्कार योजना है । इस योजना के विनियम निम्नलिखित है :-- राजीव गांधी राष्ट्रीय ज्ञान- विज्ञान मौलिक पुस्तक लेखन पुरस्कार विनियम
1. नाम :
इन विनियमों का नाम " राजीव गांधी राष्ट्रीय ज्ञान- विज्ञान मौलिक पुस्तक लेखन पुरस्कार विनियम " है ।
2. परिभाषाएं :
इन विनियमों में , जब तक कि सन्दर्भ से अन्यथा अपेक्षित ने हो:-- (i) " योजना " से अभिप्राय है " तकनीकी/विज्ञान संबंधी विषयों पर मौलिक रूप से हिन्दी भाषा में पुस्तक लेखन को प्रोत्साहित करने के लिए राजभाषा विभाग की पुरस्कार योजना" । (ii) " पुस्तक " से आशय प्रकाशित पुस्तक से है । (iii) "विनियम " से अभिप्राय है : राजीव गांधी राष्ट्रीय ज्ञान -विज्ञान मौलिक पुस्तक लेखन पुरस्कार विनियम " ।
(iv) " विनियम " से अभिप्राय है : " वित्तीय वर्ष जो कि 1 अप्रैल से 31 मार्च तक माना जाएगा" ।
3. उद्देश्य :
योजना का उद्देश्य तकनीकी/विज्ञान की विभिन्न विधाओं से संबंधित विषयों के बारे में उच्च स्तर के मौलिक हिन्दी साहित्य के सृजन को प्रोत्साहन देना है । इन विषयों में समसामायिक विषय भी सम्मिलित किये जाते हैं ।
4. पुरस्कार :
प्रथम पुरस्कार ( एक) दोलाख रुपए, प्रमाण- पत्र तथा स्मृति चिन्ह
द्वितीय पुरस्कार (एक ) एक लाख पच्चीस हजार रुपए, प्रमाण-पत्र तथा स्मृति चिन्ह तृतीय पुरस्कार (एक ) पचहतर हजार रुपए, प्रमाण- पत्र तथा स्मृति चिन्ह
सांत्वना पुरस्कार ( दस) दस हजार रुपए, प्रमाण-पत्र तथा स्मृति चिन्ह
5. अवधि :
योजना के अंतर्गत किसी वर्ष में पुरस्कार के लिए विचारार्थ पुस्तकें उसके ठीक पिछले वर्ष में प्रकाशित पुस्तकें ही होंगी । 954

6. पुरस्कार के लिए पात्रता :
( 1) पुस्तक आधुनिक तकनीकी/विज्ञान की विभिन्न विधाओं पर लिखी हो सकती है, उदाहरणार्थ ( सूची पूरी नहीं है): -
(i) इंजीनियरिंग , इलेक्ट्रानिक्स, कंप्यूटर विज्ञान , भौतिकी, जैव विज्ञान, ऊर्जा, अंतरिक्ष विज्ञान, आयुर्विज्ञान, रसायन विज्ञान, सूचना प्रौद्योगिकी, प्रबंधन, मनोविज्ञान, ....
( ii ) समसामयिक विषय जैसे उदारीकरण, भूमंडलीकरण , उपभोक्तावाद, मानवाधिकार, प्रदूषण.......
(2) भारत का कोई नागरिक इस पुरस्कार योजना में भाग ले सकता है ।
(3) जिस वर्ष के लिए प्रविष्टि आमंत्रित की गई है उसके तत्काल पिछले तीन वर्षों के दौरान किसी एक वर्ष में यदि किसी व्यक्ति को इस योजना के अंतर्गत कोई पुरस्कार मिल चुका होगा तो उसकी प्रविष्टि संबंधित वर्ष के लिए विचारणीय नहीं होगी ।
(4) पुस्तक विषय के बारे में समीक्षात्मक विश्लेषण युक्त होनी चाहिए । उपन्यास, कहानी, नाटक आदि के रूप में लिखी गई या विद्यालयों के लिए पाठ्य
पुस्तक के रूप में लिखी गई पुस्तक इस पुरस्कार के लिए पात्र नहीं होगी ।
(5) पुस्तक कम से कम 100 पृष्ठ की हो ।
(6) यदि किसी वर्ष मूल्यांकन समिति इस निष्कर्ष पर पहुँचती है कि प्रविष्ट पुस्तकों में से कोई भी पुस्तक किसी भी प्रकार के योग्य नहीं है तो इस संबंध में उसका निर्णय अंतिम माना जाएगा ।
(7) यदि पुरस्कार के लिए चुनी गई पुस्तक के लेखक एक से अधिक होंगे , तो पुरस्कार की राशि उनमें बराबर- बराबर बांट दी जाएगी ।
(8) ऐसी पुस्तकें जिन पर कोई भी अन्य पुरस्कार प्राप्त हुआ हो, इस योजना के अन्तर्गत पुरस्कार के लिए सम्मिलित नहीं की जाएगी ।
7. प्रधिष्टि भेजने की विधि :
(i) प्रविष्टिविनियमों के अंत में दिए गए प्रपत्र में भेजी जाएगी ।
(ii) पुरस्कार के लिए प्रविष्टि की जाने वाली प्रत्येक पुस्तक की तीन प्रतियां भेजनी होंगी, जो वापिस नहीं की जाएंगी ।
(iii ) एक लेखक विचारार्थ एक से अधिक प्रविष्टियां भेज सकता है बशर्ते कि उसकी विषय - वस्तु परस्पर भिन्न हों ।
(iv) प्रविष्टियां निम्न पते पर परिपत्र/ विज्ञापन में उल्लिखित अन्तिम तारीख तक
पहुँच जानी चाहिए:-

(v) इस विनियम के अनुसार निर्धारित प्रपत्र में प्रविष्टियाँ न भेजे जाने पर उन्हें स्वीकार करना संभव नहीं होगा ।
8. मूल्यांकन समिति :
(1) प्रविष्टियों पर एक मूल्यांकन समिति द्वारा विचार किया जाएगा ।
(2) प्रविष्टियां भेजने वाले लेखकों के निकट संबंधी मूल्यांकन समिति में नहीं लिए जाएंगे ।
( 3) मूल्यांकन समिति को यह अधिकार होगा कि वह किसी पुस्तक के बारे में निर्णय देने से पहले संबंधित विषय के विशेषज्ञ/विशेषज्ञों की राय प्राप्त कर ले ।
मूल्यांकन समिति मूल्यांकन के मानदंड स्वयं निर्धारित करेगी । (4)
( 5) पुरस्कार देने के बारे में सर्वसम्मति न होने की स्थिति में निर्णय बहुमत द्वारा किया जाएगा । यदि किसी निर्णय के बारे में पक्ष और विपक्ष में बराबर मत हों तो, अध्यक्ष को निर्णायक मत देने का अधिकार होगा ।
(6) मूल्यांकन समिति के सरकारी सदस्यों को यात्रा भत्ता/दैनिक भत्ता उसी स्रोत से मिलेगा , जिस स्रोत से उन्हें वेतन मिलता है । समिति के गैर- सरकारी सदस्य भारत सरकार द्वारा समय- समय पर जारी किए गए और संबंधित अवधि में लागू अनुदेशों के अधीन यात्रा भत्ता और दैनिक भत्ता पाने के अधिकारी होंगे ।
(7) मूल्यांकन समिति के सदस्य राजभाषा विभाग द्वारा निर्धारित मानदेय के भी अधिकारी होंगे ।
9. पुरस्कार के बारे में घोषणा और पुरस्कार वितरण :
(i) पुरस्कार के बारे में निर्णय की सूचना सभी पुरस्कार विजेताओं को पत्र द्वारा भेजी जाएगी ।
(ii) पुरस्कार वितरण राजभाषा विभाग द्वारा निर्धारित तिथि को किया जाएगा । पुरस्कार वितरण के लिए नियत स्थान के बाहर से आए हुए पुरस्कार विजेताओं को पुरस्कार ग्रहण करने के लिए प्रथम श्रेणी भारतीय रेल का किराया मिलेगा तथा ठहरने के लिए भारत सरकार के नियमों के अनुसार दैनिक भत्ता दिया जाएगा ।
10. सामान्य :
(i) पुरस्कृत पुस्तक पर लेखक का कापीराइट अधिकार बना रहेगा ।
(ii) पुरस्कार प्रदान किए जाने अथवा पुरस्कार के लिए पुस्तक चयन की प्रक्रिया के बारे में कोई पत्र- व्यवहार नहीं किया जाएगा ।
(iii) मूल्यांकन समिति का निर्णय अन्तिम होगा ।
11. विनियम शिथिल करने का अधिकार :
जहां केन्द्रीय सरकार की राय हो कि ऐसा करना आवश्यक या समीचीन है, वहां वह, उसके लिए जो कारण हैं उन्हें लेखबद्ध करके, इन विनियमों के किसी उपबंध को आदेश द्वारा शिथिल कर सकेगी । 956

संख्या 11013/(1)/2000- हिन्दी- भारत सरकार ने अपने दिनांक 12.08.2003 के संकल्प सं.11013/ (1 )/2000-हिन्दी के अधिक्रमण में पेट्रोलियम और प्राकृतिक गैस मंत्रालय की हिन्दी सलाहकार समिति का गठन करने का निर्णय लिया है । समिति का गठन, कार्य आदि इस प्रकार होंगे: -

टिप्पणीः-
उपरोक्त के अतिरिक्त पेट्रोलियम और प्राकृतिक गैस मंत्रालय के नियंत्रणाधीन उन सभी संगठनों के प्रमुख भी समिति के सदस्य होंगे जिन्हें नियमानुसार इस सूची में शामिल नहीं किया जा सका है और उन सभी संगठनों पर भी समिति के निर्णय लागू होंगे ।
(ख) कार्य
समिति का कार्य सरकारी कामकाज में हिन्दी के प्रगामी प्रयोग से संबंधित विषयों तथा भारत सरकार द्वारा निर्धारित राजभाषा नीति के ढांचे के अंतर्गत आने वाले मामलों पर पेट्रोलियन और प्राकृतिक गैस मंत्रालय को सलाह देना होगा।

कार्यकाल
समिति का कार्यकाल उसके गठन की तारीख से तीन वर्ष होगा , बशर्ते किः-
(1) समिति में नामित संसद सदस्य जैसे ही संसद के सदस्य नहीं रहेंगे, इस समिति के भी सदस्य नहीं रहेंगे ।
(2) समिति के सरकारी सदस्य उस समय तक सदस्य बने रहेंगे जब तक वे उस पद को धारण किए हुए हैं जिसके कारण उन्हें समिति का सदस्य बनाया गया है ।
(3) अवधि के बीच रिक्त हुआ स्थान संबंधित सदस्य के स्थान पर उसके पद पर आने वाले अधिकारी से भरा जाएगा और यह अधिकारी तीन वर्ष की अवधि. के बकाया समय के लिए समिति का सदस्य रहेगा।

समिति की बैठक में भाग लेने वाले गैर- सरकारी सदस्यों को राजभाषा विभाग के दिनांक 22जनवरी, 1987 के कार्यालय ज्ञापन सं ० 11 /20034/4/86- रा.भा. (क -2) में निहित दिशानिर्देशों के अनुसार नियत दर और भारत सरकार द्वारा समय - समय पर संशोधित नियमों के अनुसार यात्रा और दैनिक भत्ता दिया जाएगा।
आदेश
आदेश दिया जाता है कि इस संकल्प की प्रति समिति के सभी सदस्यों, राष्ट्रपति सचिवालय , उप राष्ट्रपति सचिवालय, प्रधान मंत्री कार्यालय , मंत्रिमंडल सचिवालय, लोक सभा सचिवालय , राज्य सभा सचिवालय , योजना आयोग, संसदीय कार्य मंत्रालय, भारत के नियंत्रक एवं महालेखा परीक्षक , महालेखाकार, सामान्य राजस्व, भारत सरकार के सभी मंत्रालयों और विभागों और राज्य सरकारों एवं संघ राज्य प्रशासनों, को भेजी जाए ।
यह भी आदेश दिया जाता है कि संकल्प को सर्वसाधारण की जानकारी के लिए भारत के राजपत्र में प्रकाशित किया जाए ।

यूनेस्को के साथ सहयोग के लिए भारतीय राष्ट्रीय आयोग का पुनर्गठन
सं.एफ. 22-2/2001 - आई.एन.सीः 1946 में संयुक्त राष्ट्र शैक्षिक, वैज्ञानिक एवं सांस्कृतिक संगठन (यूनेस्को), जो संयुक्त राष्ट्र की एक विशेष एजेंसी हैं , की स्थापना के समय से ही भारत इस संगठन का एक सदस्य होने के नाते, भारत सरकार ने 1949 में यूनेस्को के साथ सहयोग हेतु एक अंतरिम भारतीय राष्ट्रीय आयोग (जिसे आगे आयोग कहा जाएगा) की स्थापना की थी जिसके स्थान पर 1951 में एक स्थायी आयोग का गठन किया गया । तबसे समय- समय पर इसका पुनर्गठन किया जाता रहा है ।
2. भारत सरकार के दिनांक 17.11.1988 की संकल्प सं ० 13-1/88 - आई.एन.सी. के जरिए यथा. संशोधित दिनांक 24 नवम्बर , 1981 की संकल्प सं ० 13-5/80-आई.एन.सी. और दिनांक 3 अप्रैल , 2001 की अधिसूचना सं 0 5-37/98- आई.एन.सी. के प्रावधानों के अनुसरण में इस आयोग का गठन निम्नानुसार किया जाता है: -
3 . क. पदाधिकारी
(क) मानव संसाधन विकास मंत्री इस आयोग के अध्यक्ष होंगे । वे आयोग की बैठकों की अध्यक्षता करेंगे । अध्यक्ष की अनुपस्थिति में प्रत्येक बैठक की अध्यक्षता करने के लिए यह आयोग उपस्थित सदस्यों में से अध्यक्ष का चुनाव करेगा ।
(ख) भारत सरकार, मानव संसाधन विकास मंत्रालय , माध्यमिक और उच्चतर शिक्षा विभाग के सचिव इस आयोग के महासचिव होंगे और इस आयोग के कार्य के सर्वकार्य प्रभारी बने रहेंगे । (ग) माध्यमिक और उच्चतर शिक्षा विभाग में यूनेस्को का कार्य देखने वाले संयुक्त सचिव इस आयोग के उप- महासचिव होंगे और महासचिव की अनुपस्थिति में आयोग के कार्य के सर्वकार्य प्रभारी के रूप में कार्य करेंगे ।
(घ) मानव संसाधन विकास मंत्री ने उपसचिव (आई.एन.सी.) को इस आयोग के सचिव के रूप में मनोनीत किया है । सचिव इसकी बैठकों की कार्यसूची तैयार करेगा और आयोग के मामलों से संबंधित दैनन्दिन कार्यों को देखेगा । 962

[भाग -खण्ड 1 4. समितियां
अध्यक्ष ऐसे विशेष उद्देश्यों के लिए , जिन्हें वह आवश्यक समझे, आयोग की समितियां नियुक्त कर सकते हैं । ऐसी समितियों की संरचना, विचारार्थ विषय , पदावधि और अन्य ब्यौरों का निर्धारण अध्यक्ष द्वारा प्रत्येक मामले में अलग-अलग किया जाएगा ।
5. कार्यः
आयोग के निम्नलिखितं कार्य हैं: -
(क) भारतीय गणतंत्र के लोगों के बीच यूनेस्को के उद्देश्यों तथा प्रयोजनों की समझ- बूझ को बढ़ावा देना;
(ख) भारत सरकार तथा शिक्षा, विज्ञान और संस्कृति को आगे बढ़ाने के लिए कार्य कर रही संस्थाओं के बीच एक सम्पर्क एजेन्सी के रूप में कार्य करना;
(ग) सरकारी विभागों और यूनेस्को के कार्यक्षेत्र के अधीन सेवाओं, संगठनों और संस्थाओं के साथ सहयोग करना;
(घ) यूनेस्को के कार्यक्रमों को तैयार करने और इसे कार्यान्वित करने में राष्ट्रीय , सरकारी तथा गैर सरकारी संस्थाओं और विभिन्न व्यक्तियों की भागीदारी को प्रोत्साहित करना ताकि यूनेस्को के लिए आवश्यक सभी बौद्धिक , वैज्ञानिक, कलात्मक अथवा प्रशासनिक सहायता प्राप्त की जा सके ।
(ड.) शिक्षा, विज्ञान , संस्कृति और संचार में क्षेत्रीय , उप-क्षेत्रीय और द्विपक्षीय सहयोग को , विशेषकर कार्यक्रमों के संयुक्त निर्माण और कार्यान्वयन के माध्यम से प्रोत्साहित करने के लिए राष्ट्रीय एशिया और प्रशांत आयोगों के साथ और यूनेस्को के क्षेत्रीय कार्यालयों तथा केन्द्रों के साथ साझेदारी करना;
(च) यूनेस्को के उद्देश्यों, कार्यकम और कार्यकलापों से संबंधित जानकारी का प्रचार- प्रसार करना और इनमें लोगों की अभिरूचि को प्रोत्साहित करने के लिए प्रयास करना; और
(छ) यूनेस्को से संबंधित मामलों पर भारत सरकार को सलाह देना ।
6. प्रत्येक सदस्य का कार्यकाल चार वर्ष होगा । तथापि , भारत सरकार , इस आयोग को चार वर्ष से पहले भंग कर सकती है और पुनर्गठित कर सकती है अथवा चार वर्ष का सेवाकाल समाप्त होने पर आयोग के पुनर्गठन होने तक अलग-अलग सदस्यों का कार्यकाल बढ़ा सकती है ।
7 . संस्थानिक सदस्यों का कार्यकाल भी चार वर्ष का होगा , जब तक आयोग भंग न किया जाए अथवा चार वर्ष का कार्यकाल पूरा होने के पहले सरकार द्वारा इसका पुनर्गठन न किया जाए अथवा आयोग के पुनर्गठन को लम्बित रखते हुए सेवा काल न बढ़ाया जाए । 969 भाग I-खण्ड 1 ]

8 . सांस्थानिक सदस्य को आयोग अथवा उप-आयोग , जैसा भी मामला हो, की बैठक में एक प्रतिनिधि भेजने का अधिकार होगा । ऐसे प्रतिनिधि विचार- विमर्श में हिस्सा लेंगे और उन्हें वोट डालने का भी अधिकार होगा।
9 . अध्यक्ष किसी विशेष उद्देश्य के लिए आयोग में अतिरिक्त सदस्यों को सहयोजित करने अथवा आयोग अथवा इसकी समितियों की किसी बैठक के लिए विशेषज्ञ आमंत्रित करने का निर्देश दे सकते हैं ।
10 . प्रत्येक उप- आयोग अपने अध्यक्ष, उपाध्यक्ष और रेपॉट्यो स्वयं चुनेगा जो अपने पद पर एक वर्ष के लिए कार्य करेगा ।
11 . मृत्यु, लम्बी बीमारी , त्याग पत्र अथवा अन्य किसी कारण से उत्पन्न अलग- अलग सदस्यों की रिक्तियों को सेवाकाल की शेष अवधि के लिए ही भरा जाएगा ।
12. बैठकें
प्रत्येक उप- आयोग और आयोग जितनी बार आवश्यक हो , वैठक बुलाएंगे ।
13 . यात्रा भत्ता और दैनिक भत्ता
आयोग के अलग- अलग सदस्य , जो किसी सरकारी मंत्रालय /विभाग/अर्ध सरकारी संगठन भारत सरकार के किसी मंत्रालय /विभाग द्वारा प्रायोजित अथवा स्थापित स्वायत्त संगठन में कार्य नहीं कर रहे हैं , के यात्रा भत्ते और दैनिक भत्ते संबंधी व्यय भारतीय राष्ट्रीय यूनेस्को सहयोग आयोग की निधियों से वहन किया जाएगा। अन्य सभी विशिष्ट सदस्य और सांस्थानिक सदस्यों के लिए , यात्रा भत्ते और दैनिक भत्ते पर व्यय उस मंत्रालय/विभाग/संगठन से वहन किया जाएगा जिनसे वे संबद्ध हैं ।
14. सचिवालय और आयोग के कार्यकलापों के लिए निधियां माध्यमिक और उच्चतर शिक्षा विभाग द्वारा प्रदान की जाएगी ।

आदेश दिया जाता है कि भारतीय राष्ट्रीय यूनेस्को सहयोग आयोग के सभी सदस्यों और सांस्थानिक सदस्यों , भारत सरकार के सभी मंत्रालयों और विभागों , सभी राज्य सरकारों /संघ राज्य क्षेत्रों , योजना आयोग लोक सभा सचिवालय , राज्य सभा सचिवालय , प्रधानमंत्री कार्यालय और राष्ट्रपति सचिवालय इत्यादि को इस संशोधन की सूचना दे दी जाए ।

No. II/ 12013 / 1 /2000-OL (P - 2 ) : In supersession of the Resolution of even no . dated 20-10-2000, the Department of Official Language introduces a new awards scheme from the Year 2005-06 ( for books published during 2004-05 ) known as ' Rajiv Gandhi National Awards scheme for original book writing on Gyan -Vigyan ' to encourage book writing originally in Hindi on technical/ scientific subjects . Regulations of this scheme are as under :
Regulations for " Rajiv Gandhi National Awards for Original Book Writing on Gyan -Vigyan "
1. Title :
These regulations may be called ' Regulations for Rajiv Gandhi National Awards for Original Book Writing on Gyan -Vigyan .
2. Definitions : In these regulations , unless there is something contrary to the context is desired -
(i) 'Scheme ' means the awards scheme of the Department of Official Language for encouraging original book writing in Hindi language on technical / scientific subjects .
'Book ' means a published book .
(ii)
(iii) ' Regulations ' signifies for ' Regulations for Rajiv Gandhi National Awards for Original Book Writing on Gyan -Vigyan . '
(iv) ' Year' means ' financial year commencing from 1st April and ending on 31st March' .
3. Objective:
The objective of this Scheme is to encourage creation of literature of high standard in Hindi on subjects relating to different streams of technology/science. The contemporary topics may also be included in these subjects .
4. Awards :
TwoLakh Rupees , a Certificate and a memento.
First Prize ( One)
Second Prize (One) One Lakh Twenty Five Thousand Rupees, a Certificate and a memento .
Third Prize ( One ) - Seventy Five Thousand Rupees , a Certificate and a memento .

5. Period:
Under this Scheme the books published only in the preceding year will be considered for awards in a year .
6. Eligibility for awards :
1 . The book may be written on any stream of modern technology/ science , for example (the list is not exhaustive) : -
(i) engineering, electronics , computer science , physics , biology . energy , space science , medical science , chemistry, information technology, management , psychology .
(ii) Contemporary subjects such as liberalisation, globalisation . consumerism , human rights , pollution ...
2. A citizen of India may take part in this Award Scheme .
3. If a person has received a prize under the Scheme during one of the immediately preceding three years , counted from the year for which entries have been invited, his book shall not be considered for award for that particular year .
4. The book should be an analytical review of the subject it deals with . Books written in the form of novel , story , play etc. or text books written for schools will not be considered for this award.
5. The book should contain atleast 100 pages .
6. If the Evaluation Committee , in any particular year arrives at the conclusion that none of the books sent as entries is suitable for the awards. its decision in this regard will be considered as final.
7 . In case , a book selected for the award is written by more than one writer , the award money will be distributed among them equally.
8. Books which might have received any other award, will not be considered for award under this scheme .
7 . Procedure for sending the entry :
i) Entries will be sent in the format given at the end of these regulations .
ii) Three copies of each book for entry under this scheme will be sent and they will be non - returnable .
Awriter may send more than one entry for consideration provided their subject matters are entirely different .
iv) The entries should reach the following address latest by the date indicated in the circular/ advertisement : -

8. Evaluation Committee :
1. An Evaluation Committee will consider the entries .
2. Close relatives of writers sending their entries , will not be considered for inclusion in the Evaluation Committee .
3. The Evaluation Committee reserves the right to obtain views of the expert (s ) of the concerned subject before giving its decision regarding a book .
4. The Evaluation Committee will set the criterion for evaluation itself.
5. In case of any difference of opinion regarding conferring of award, the matter will be decided by a majority vote . If there are equal number of votes in favour of or against a decision, Chairman will have a decisive vote .
6 . Official members of the Evaluation Committee will get travelling allowance/ daily allowance from the same source from where they draw their salary . Non - official members of the Committee will be entitled to get travelling allowance and daily allowance in accordance with the instructions issued from time to time and are in force at that time.
7 . Members of the Evaluation Committee will also be entitled for the honorarium prescribed by the Department of Official Language .
Declaration and distribution of awards :
9 .
(i) Decision regarding the award, will be intimated through a letter to all the awardees .
(ii) Awards will be distributed on the date fixed by the Department of Official Language . Awardees coming from places other than the place fixed for distribution of awards will get first class rail fare for travelling and daily allowance for stay as per rules of the Govt . of India .
10. General
(i) The writer will continue to have his copyright on the awarded book .
( ii) There will be no correspondence regarding conferment of the award or procedure for selection of a book for the award.
(iii) The decision of the Evaluation Committee will be final .
11. Right to relax Regulations
Ifthe central Government deems it necessary or appropriate , it may relax any of the provisions of these regulations by an order and after recording the reasons therefor.

FUNCTIONS
(b)

TENURE
(c)
The term of the Committee will be three years from the date of its composition, provided that: -
(1) Amember of Parliament nominated to the Committee shall cease to be a member of the Committee as soon as he ceases to be a member of Parliament.
(2) Official members of the Committee shall continue as members as long as they hold office by virtue of which they are the members of the Committee.

The non-official members of the Committee will be paid travelling and daily allowances for attending the meeting of the Committee as per the guidelines contained in Office Memorandum No. II/20034/4/86 -O.L. (A- 2) dated 22nd January, 1987 of Department of Official Language and at the fixed rates and as per rules amended by Government of India from time to time.

2. In accordance with the provisions of Government of India Resolution No. 13- 5/80- INC dated November 24 , 1981 as amended vide Resolution No. 13-1/88 - INC dated 17.11.1988 and Notification No. 5-37/ 98 - INC dated 3rd April , 2001 , the Commission is reconstituted as under: -
3.A Officebearers :
(a) The Minister of Human Resource Development shall be the President of the Commission. He/She shall preside over the meetings of the commission , in the absence of the President, the Commission shall elect a Chairman from among the members present to preside over each meeting;
(b) The Secretary to the Government of India in the Department of Secondary and Higher Education , Ministry of Human Resource Development shall be the Secretary General of the commission and shall remain in over- all charge of thework of the Commission ;
(c) The Joint Secretary dealing with United Nations Educational , Scientific and Cultural Organization ( UNESCO ) in the Department of Secondary & Higher Education shall be the Deputy Secretary General of the Commission and shall in the absence of Secretary - General , act as over all in- charge of the work of the Commission ;

ThePresident may also appoint committees of the Commission for such special purposes as he may consider necessary. The Composition , terms of reference , terms of office and otherdetails about such committees shall be prescribed by the President separately in each case .
5. Functions:
The Commission has the following functions:
a) To promote understanding of the objects and purposes of UNESCO among the people of the Republic of India;
b) To serve as a liaison agency between the Government of India and the institutions concerned with the working for the advancement of education , science and culture;

c) To co-operate with the Government departments and with services , organizations and institutions concerned with questions within UNESCO's competence;
d)
To encourage participation of national , govemmental and non- govemmental institutions and various individuals in the formulations and execution of UNESCO's programmes so as to secure for UNESCO all the intellectual , scientific artistic or administrative assistance that it may require;
e) To collaborate with the National Commissions of Asia and the Pacific and with UNESCO's Regional Offices and centers in fostering regional , sub - regional and bilateral co-operation in education , the sciences, culture and communication , particularly through the joint formulation and execution of programmes;
To disseminate information on the objectives , programme and activities of UNESCO and endeavor to nurture public interest in these; and
g) To advise the Govemment of India on matters relating to UNESCO.
6. The term of office of the individual Members shallbe four years . It shall , however, be open to the Government of India to dissolve and reconstitute the Commission earlier than four years or to extend the term of individual members until the reconstitution of theCommission on the expiry of the four yearterm.
7. The term of office of the institutional Members shall be four years , unless the Commission is dissolved or reconstitutedby the Government earlier than the completion of four years term or the term is extended pending reconstitution of the Commission.
8. Each institutional member shall have the right to send a representative to the meetings of the Commission or the Sub- Commission as the case maybe. Such representative shall participate in discussions and shall also have the right to vote;
9. The President may direct the co -option of additional members to the Commission for any specialized purpose or to invite specialists for any meeting of the Commission or its Committees.
10. Each Sub-Commission shall elect its own Chairman , Vice- Chairman and Rapporteur who shall held office for a period of one year.
11. Vacancies of individual members arising due to the death , continued illness , resignation or otherwise shall be filled for the unexpired portion of the term only;

[PART I-SEC . 1 12. Meetings: Each Sub-Commission and the Commission shall meet as often as necessary.
13. Traveling Allowance and Daily Allowance:
The expenditure on the traveling allowance and daily allowance of individual members of the Commission who are not working with any Government , Ministry/ Department/ Quasi -Governmental Organization/ autonomous organization sponsored or established by any Ministry/Department of the Government of India will be met out of the funds of the Indian National Commission for Cooperation with UNESCO . For all other individual and institutional members , the expenditure on their T.A and D.A will be metby the Ministry/Department/ Organization to which , they are attached.
14. The Secretariat and funds for the activities of the Commission shall be provided bythe Department of Secondary and Higher Education .
