इस कार्यालय के का.ज्ञा.सं. 25-19/ 88- एसपीजी दिनांक 04.05. 88 के साथ परिचालित कार्मिक एवं प्रशिक्षण विभाग के का.ज्ञा.सं. 22011/2/86- स्था. ( ए) दिनांक 12.01.88 जिसमें ( तदुपरांत ) कार्मिक एवं प्रशिक्षण विभाग के ज्ञापन सं. 22022/4/91 - स्था. ( ए ) दिनांक 14.9.92 द्वारा संशोधन किया गया व जिसे इस कार्यालय के ज्ञापन सं. 25-19/88 एस पी जी दिनांक 13.10.92 के साथ परिचालित किया गया था, उसमें उल्लिखित किस्म का कोई सतर्कता/ अनुशासनिक मामला यदि कर्मचारियों के खिलाफ लंबित है, तो उसे इस कार्यालय से विशिष्ट आदेश प्राप्त किए बिना तैनाती के लिए कार्यमुक्त नहीं किया जाना चाहिए। वे कर्मचारी जिनके विरुद्ध कोई दण्ड प्रवर्तित है, तो उन्हें दण्ड की मियाद के समाप्त होने से पूर्व पदोन्नति नहीं दी जानी चाहिए । इस सम्बन्ध में एक रिपोर्ट तत्काल भेजी जाए ।

4. परिवीक्षा अवधि
डाक सेवा समूह ' ख ' में पदोन्नत सभी कर्मचारी दो वर्षों के लिए परिवीक्षा पर रहेंगे और इस पद पर बने रहने के लिए उनकी उपयुक्तता पर निर्णय दो वर्ष की परिवीक्षा अवधि के पूरा होने के बाद लिया जाएगा । यदि इस अवधि के दौरान कोई कर्मचारी 30 दिनों से अधिक की अवधि के लिए अवकाश पर जाता है, तो अवकाश की अवधि के आधार पर परिवीक्षा अवधि को बढ़ा दिया जाएगा ।
5. प्रशिक्षण
फिलहाल डाक सेवा समूह ' ख ' में बिना किसी प्रशिक्षण के कर्मचारी को सीधी पदोन्नति दी जाएगी । तथापि, जब और जैसे निदेशक, पोस्टल स्यफ कालेज, गाजियाबाद द्वारा अधिसूचित किया जाएगा, उन्हें निर्धारित प्रशिक्षण लेना होगा ।
6. वेतन निर्धारण के लिए विकल्प
अधिकारी यदि एफ आर -22 ( 1 ) ( क) ( 1 ) के अंतर्गत वेतन निर्धारण के लिए तारीख चुनने के लिए विकल्प देना चाहते हैं , तो उन्हें पदोन्नति की तारीख से एक माह के अंदर विकल्प देना होगा ।
7. अपने मूल सर्किलों से बाहर आबंटित अधिकारी
आबंटित सर्किल तैनाती आदेश तत्काल और किसी भी हालत में 20.09.2005 से पहले जारी कर देंगे । वे सर्किल जहां कर्मचारी फिलहाल कार्य कर रहे हैं, उस सर्किल से, जहां वे तैनात किए गए हैं , तैनाती आदेश प्राप्त होते ही तत्काल उन्हें कार्यमुक्त कर देंगे । यदि कोई कर्मचारी प्रोन्नत पद पर प्रभार ग्रहण करने का इच्छुक नहीं है तो वह पन्द्रह दिन के अन्दर प्रोन्नति प्रस्ताव को लिखित में अस्वीकार कर सकता है , अन्यथा उन्हें मुख्य पोस्टमास्टर जनरल द्वारा कार्यमुक्त कर दिया जाएगा । संबंधित सर्किल के मुख्य पोस्टमास्टर जनरल अपने सर्किल में अधिकारियों के प्रभार ग्रहण करने और कार्यमुक्त होने के संबंध में 10.10.2005 तक निश्चित ही निदेशालय को एक समेकित रिपोर्ट भेजेंगे ।

6. साधारण शर्तें
1. यदि पुरस्कार के लिए चुनी गई किसी पुस्तक के एक से अधिक लेखक हों तो पुरस्कार की धनराशि को उनमें बराबर - बराबर बाँट दिया जाएगा ।
2. यदि किसी वर्ष , मूल्यांकन-समिति, किसी भी पुस्तक/पाण्डुलिपि का पुरस्कार दिए जाने के उपयुक्त नहीं समझे तो मूल्यांकन- समिति अपने विवेक पर इस पुरस्कार को रोक सकती है ।
3. पुरस्कार प्रदान किए जाने या पुरस्कार के लिए पुस्तकों के चयन की प्रक्रिया के बारे में कोई भी पत्र- व्यवहार स्वीकार नहीं किया जाएगा ।
4. पुरस्कार, वित्तीय वर्ष, 2005-2006 से आरंभ होंगे और प्रत्येक वित्तीय वर्ष में दिए जाएँगे । यदि किसी वित्तीय वर्ष के लिए उपयुक्त पुस्तकें उपलब्ध नहीं होंगी तो उस वर्ष पुरस्कार नहीं दिए जाएँगे । 7. मूल्यांकन-समिति 1. पुरस्कार प्रदान किए जाने के लिए पुस्तकों/पांडुलिपियों का चयन करने के लिए एक मूल्यांकन समिति होगी ।
2. मूल्यांकन समिति के अध्यक्ष और सदस्यों की नियुक्ति, पोत- परिवहन विभाग के सचिव द्वारा की जाएगी ।
3. यदि मूल्यांकन- समिति का कोई सदस्य, इस पुरस्कार- योजना में शामिल होना चाहे तो वह उस वर्ष, मूल्यांकन- समिति कासदस्य नहीं होगा । मूल्यांकन समिति द्वारा किया गया निर्णय , अंतिम होगा ।
पोत- परिवहन विभाग को इस योजना में संशोधन करने का अधिकार होगा । 8. योजना में संशोधन करने का अधिकार

AND WHEREAS the matter was further considered and it was found desirable to invoke the provisions of rule 7(2) (c) ibid in his case in view of his continued unauthorized absence and non response to this Ministry's communications;

RESOLUTION
No. E- 11011 /11 /2002-Hindi .--In pursuance of the suggestion offered in the meeting of Hindi Salahakar Samiti of the Department of Shipping , Ministry of Shipping , Road Transport and Highways and in supersession of the resolution of the erstwhile Ministry of Shipping , of even number dated 26.08.2003 , the Department of Shipping , Ministry of Shipping, Road Transport and Highways of the Govt. of India have decided to introduce a revised scheme for awarding writers with cash prizes to encourage them to write original books on the subjects relating to Indian Ports and Shipping originally in Hindi , as detailed below:---
1. Name of the Scheme :
The Scheme will be called "Cash Award Scheme For Encouraging the Authors , for Writing Original Books on the Subjects relating to Indian Ports and Shipping originally inHindi".
2. Objectives of the Scheme: The Scheme aims at promoting writing of original books on the subjects relating to Indian Ports and Shipping originally in Hindi .
3. Value of the Awards :
The following prizes will be awarded for original works in Hindi under the Scheme :
FirstPrize : Rs . 25,000/-
Second Prize : Rs . 15,000/-
Third Prize : Rs . 10,000/- .
4. Salient Features :
1. The Scheme will be operated by the Ministry of Shipping, Road Transport and Highways , Department of Shipping .
2. Prizes will be awarded for every Financial Year.
3. Authors will submit their. applications in the prescribed form duly filled in to the Joint Secretary (Ports/Official Language) , Ministry of Shipping , Road Transport and Highways , Department of Shipping , Parivahan Bhavan , New Delhi - 110001.
1. All Indian citizens can participate in this Scheme .
5. Eligibility for participation in the Scheme
2. Published original books in Hindi and manuscripts will be considered in this Scheme.
3. The authors of the books entered into the competition will be entitled to the copyright of their books .
4. Entries submitted on earlier occasions for this competition will not be entertained.
5. The books once awarded a prize under any other Scheme run by the Govt. of India, or a State Govt . or Administration of a U.T. shall not be included in this Scheme.
6. General terms & conditions : 1. If there are more than one authors at any prize winning entry, the amount of the award shall be divided equally among the authors .
2. If during any year , the Evaluation Committee does not find any published work/ manuscript suitable for the award , the Committee can withhold the award at its discretion.
3. No correspondence will be entertained regarding the selection of books for awarding of prize( s ) or the procedure regarding the selection of books for the award .
4. Prizes will commence from the Financial Year, 2005-06 and will be awarded every financial year and if suitable books are not available for any financial year , no prize will be awarded during that year .

7. Evaluation Committee : 1. There will be an Evaluation Committee for selection of the books/manuscripts for awarding of prizes .
2. The Chairman and the Members of the Evaluation Committee will be appointed by the Secretary, Department of Shipping.
3. If any of the members of the Evaluation Committee wishes to participate in the prize scheme, he/ she will cease to be a member of the Evaluation Committee that particular financial year . The decision taken by the Evaluation Committee shall be final .
8. Right to modify the Scheme : The Ministry of Shipping , Road Transport and Highways , Department of Shipping shall have a right to modify this Scheme .
