सं. ई-11011/6/2003 - हिन्दी-2-- भारत सरकार ने ग्रामीण विकास मंत्रालय के संकल्प संख्या ई -11011/7/ 98 - हिन्दी- II दिनांक 17 अक्तूबर, 2000 के अंतर्गत गठित हिन्दी सलाहकार समिति का पुनर्गठन करने का निर्णय लिया है । पुनर्गठित समिति की संरचना एवं कार्य आदि निम्न प्रकार होंगे :

(2) समिति का कार्य
इस समिति का कार्य ग्रामीण विकास मंत्रालय में, संविधान के राजभाषा संबंधी प्रावधानों , राजभाषा अधिनियम/नियमों के उपबंधों, केन्द्रीय हिन्दी समिति के निर्णयों तथा गृह मंत्रालय (राजभाषा विभाग) द्वारा जारी निर्देशों के कार्यान्वयन में तथा मंत्रालय के काम- काज में हिन्दी के प्रगामी प्रयोग के मामले में सलाह देना होगा।
(3) कार्यकाल
समिति का कार्यकाल इसके गठन की तारीख से तीन वर्षों के लिए होगा, किन्तु:
(क) जो संसद सदस्य समिति के सदस्य हैं, संसद सदस्य न रहने पर इस समिति के सदस्य भी नहीं रह सकेंगे ।
समिति के पदेन सदस्य उस समय तक सदस्य बने रहेंगे जब तक वे उन पदों पर हैं
( ख)
जिनके कारण वे समिति के सदस्य हैं ।
(ग)
होता है तो उसके स्थान पर नियुक्त किया गया सदस्य समिति की शेष अवधि के लिए सदस्य यदि किसी सदस्य के त्याग पत्र अथवा मृत्यु आदि के कारण समिति में कोई स्थान रिक्त होगा ।

समिति का मुख्यालय नई दिल्ली में होगा, किन्तु आवश्यकता पड़ने पर समिति अपनी बैठकें अन्य स्थानों पर भी कर सकती है । 1106

समिति की बैठकों में भाग लेने के लिए गैर- सरकारी सदस्यों को दिनांक 22 जनवरी , 1987 के राजभाषा विभाग के कार्यालय ज्ञापन संख्या 11 / 20034/4/ 86- रा.भा. ( नी. - 2) में निहित दिशा- निर्देशों के अनुरूम और भारत सरकार द्वारा समय - समय पर यथा संशोधित दरों एवं नियमों के अनुसार यात्रा भत्ता और दैनिक भत्ता दिया जाएगा ।
आदेश
आदेश दिया जाता है कि इस संकल्प की एक- एक प्रति समिति के सभी सदस्यों तथा सभी राज्य सरकारों और संघ राज्य क्षेत्रों के प्रशासनों, भारत सरकार के सभी मंत्रालयों , राष्ट्रपति सचिवालय , उप- राष्ट्रपति सचिवालय, प्रधानमंत्री कार्यालय, मंत्रिमंडल सचिवालय, संसदीय कार्य मंत्रालय, लोक सभा सचिवालय , राज्य सभा सचिवालय , योजना आयोग , संसदीय राजभाषा समिति, भारत के नियंत्रक तथा महालेखा परीक्षक, ग्रामीण विकास मंत्रालय के वेतन तथा लेखा कार्यालय एवं ग्रामीण विकास मंत्रालय के नियंत्रणाधीन सभी सम्बद्ध/ अधीनस्थ कार्यालयों आदि को भेजी जाए ।
वह भी आदेश दिया जाता है कि इस संकल्प को आम जानकारी के लिए भारत सरकार के राजपत्र में प्रकाशित किया जाए ।

सा.का.नि.सं.एफ 9-14/2005 -एम.Ⅰ: केंद्र सरकार , इलाहाबाद संग्रहालय सोसाइटी , इलाहाबाद के संगम ज्ञापन का 'धारा 24 और धारा 48 द्वारा प्रदत शक्तियों का प्रयोग करते हुए , इलाहाबाद संग्रहालय सोसाइटी के साथ उचित परामर्श करने के पश्चात्, इलाहाबाद संग्रहालय सोसाइटी के नियम 22 (viii) के अंतर्गत बनाए गए, निदेशक, इलाहाबाद संग्रहालय सोसाइटी के पद के लिए यथा संलग्न भर्ती नियमों को भारत के राजपत्र में अधिसूचना के लिए एतद्वारा अधिसूचित करती है ।
इन नियमों को निदेशक , इलाहाबाद संग्रहालय सोसाइटी , 2005 के पद के लिए भर्ती नियम (संशोधित) कहा जाएगा ।
ये नियम तात्कालिक प्रभाव से लागू होंगे ।

आदेश दिया जाता है कि अधिसूचना की एक प्रति भारत सरकार के सभी मंत्रालयों और विभागों तथा सभी राज्य सरकारों और संघ राज्य क्षेत्रों को भेजी जाए ।
यह भी आदेश दिया जाता है कि इस अधिसूचना को आम सूचना के लिए भारत के राजपत्र में प्रकाशित किया जाए ।

सीधी भर्ती, जिसके न होने पर प्रतिनियुक्ति/आमेलन (कम अवधि की संब्रिदा सहित) द्वारा। 1. किसी मान्यताप्राप्त विश्वविद्यालय से कला के इतिहास, संस्कृत/पाली/प्राकृत/म्यूजियोलॉजी के संयोजन के साथ फारसी (शास्त्रीय) में विशिष्टता सहित भारतीय इतिहास अथवा प्राचीन भारतीय इतिहास, संस्कृति और पुरातत्व विज्ञान, पुरातत्व विज्ञान में किसी मान्यताप्राप्त विश्व- विद्यालय से स्नातकोत्तर अथवा समतुल्य ऑनर्स उपाधि ।
2. शोध अनुभव ( दस्तावेजी प्रमाण प्रस्तुत करने होंगे ) ।
3. किसी उत्तरदायित्वपूर्ण पद पर 5 वर्ष के प्रशासनिक अनुभव सहित किसी प्रतिष्ठित संग्रहालय में 10 वर्ष का अनुभव ।
4. भारतीय पुरावस्तुओं, पुरातत्व विज्ञान, संग्रहालय प्रकाशन, भारतीय कलाओं और सज्जात्कम कला का ज्ञान ।

11 वांछनीय :
1. संग्रहालयों के संबंध में विदेश में अध्ययन, संग्रहालय विकास के लिए विख्यात कम से कम 2 देशों की यात्रा ।
2. म्यूजियोलॉजी में डिप्लोमा अथवा समतुल्य, म्यूजियोलॉजिकल दर्शन और तकनीक का ज्ञान और उसमें अनुभव।
टिप्पणी : अन्यथा सुयोग्य उम्मीदवारों के मामले में नियुक्ति प्राधिकारी द्वारा चयन समिति की सिफारिशों पर अर्हताओं में ढील दी जा सकती है ।
यदि कोई विभागीय पदोन्नति समिति विद्यमान है, तो इसकी संरचना क्या है
पदोन्नति/प्रतिनियुक्ति/आमेलन द्वरा भर्ती के मामले में, वे ग्रेड जिनसे पदोन्नति/प्रतिनियुक्ति/आमेलन किया जाएगा
वे परिस्थितियां, जिनमें भर्ती करने में संघ लोक सेवा आयोग से परामर्श किया जाएगा

चयन समिति :
आमेलन/प्रतिनियुक्ति
1. अध्यक्ष, इलाहाबाद संग्रहालय सोसाइटी
आमेलन हेतु प्रस्ताव को अनुमोदन के लिए संस्कृति मंत्रालय को भेजा जाएगा ।
केन्द्र/राज्य सरकार, विश्वविद्यालयों /केन्द्र/राज्य सरकार के स्वायत्त संगठनों के ऐसे अधिकारी :
2. एक सदस्य, सोसाइटी की कार्यकारी समिति द्वारा मनोनीत किया जाएगा ।
( i ) जो समकक्ष पद धारण किए हों, अथवा
(ii ) जिन्होंने 12,000-16,500/- रु. अथवा
समतुल्य वेतनमान वाले पदों में कम से कम 5 वर्ष की नियमित सेवा पूरी कर ली हो, या
3. दो विशेषज्ञों की सिफारिश , सोसाइटी द्वारा की जाएगी और भारत सरकार द्वारा इसका अनुमोदन किया जाएगा ।
( iii) जिन्होंने 10,000-15,200/- रु. के 4. भारत सरकार का एक प्रतिनिधि, जो भारत सरकार के संयुक्त सचिव के पद से नीचे के पद का न हो ।
वेतनमान में कम से कम 10 वर्ष की सेवा पूरी कर ली हो ।
जिनके पास भर्ती नियमों के कॉलम 8 में उल्लिखित, सीधी भर्ती हेतु निर्धारित योग्यता तथा अनुभव हों ।

(2) FUNCTIONS OF THE COMMITTEE
The functions of this Committee will be to render advice to the Ministry of Rural Development on the implementation of various provisions relating to Official Language contained in the Constitution, Official Language Act/Rules , decisions of the Kendriya Hindi Samiti and the instructions issued by the Ministry of Home Affairs (Deptt. of Official Language ) in this regard and on matters relating to progressive use of Hindi for Official purposes .
(3) TENURE
The tenure of the Samiti will be three years from the date of its constitution provided that:
(a) A Member of Parliament who is a member of the Samiti shall cease to be a member of the samiti as soon as he ceases to be the Member of Parliament .
(b) Ex- officio members of the Samiti shall continue as members as long as they hold offices by virtue of which they are members of the Samiti .
(c) If a vacancy arises on the Samiti due to resignation, death etc. of a member, the member so nominated in that capacity shall hold office of the residual term of the Samiti.
GENERAL

The Headquarters of the Samiti shall be at New Delhi but it may hold its meetings at any other station also .
(5) TRAVELLING & OTHER ALLOWANCES
The non -official members will be paid travelling and daily allowances for attending the meetings of Hindi Salahkar Samiti as per guidelines contained in Ο.Μ.Νο.11 /20034/4/86 - Ra.Bha. (Ni . -2) dated 22nd January, 1987 of the Deptt. of Official Language and according to the rules and rates as amended by the Govt . of India from time to time.
