चेन्नई, कोलकाता और बंगलौर, केन्द्रीय प्रतयक्ष कर बोर्ड, राजस्व विभाग, वित्त मंत्रालय के तुरन्त प्रभाव से गठन किए जाने को स्वीकृति प्रदान करते है।
2. नई दिल्ली, मुम्बई, चेन्नई , कोलकाता स्थित अंतर्राष्ट्रीय कराधान निदेशालय तथा बंगलौर स्थित आयुक्त ( अंतर्राष्ट्रीय कराधान ) के कार्यालय के क्षेत्राधिकार और कार्यों को पहले ही अधिसूचना संख्या 263/2001/एफ. सं. 187/5/001/आई. दी. ए. - 1 दिनांक 14.09.2001 के अनुसार अधिसूचित किया जा चुका है ।
3. ये आयकर निदेशालय ( अंतर्राष्ट्रीय कराधान ) नई दिल्ली, मुम्बई , चेन्नई, कोलकाता और आयकर आयुक्त ( अंतर्राष्ट्रीय कराधान ) , बंगलौर की अध्यक्षता आयकर निदेशक ( अंतर्राष्ट्रीय कराधान ) , बंगलौर की अध्यक्षता आयकर निदेशक ( अंतर्राष्ट्रीय कराधान ) द्वारा की जाएगी जो आयकर आयुक्त के स्तर के अधिकारी होंगे । 4. आयकर निदेशालय ( अंतर्राष्ट्रीय कराधान ) और आयकर आयुक्त (अंतर्राष्ट्रीय कराधान ) , बंगलौर आयकर महानिदेशक ( अंतर्राष्ट्रीय कराधान ) , नई दिल्ली के प्रशासनिक नियंत्रण में कार्य करेंगे । 5. आयकर निदेशालय ( अंतर्राष्ट्रीय कराधान ) के कर्मचारियों की आवश्यकता आयकर विभाग की कुल स्वीकृत संख्या में से पूरी की जाएगी ।

(i) आयकर विभाग हेतु अखिल भारतीय आधार पर निर्माण कार्य तैयार करना ।
( ii ) निर्माण कार्य को कार्यान्वित करना ।
( iii) भवनों के निर्माण के संबंध में मुख्य आयकर आयुक्तों/आयकर आयुक्तों से प्राप्त हुए उनके प्रस्तावों की जांच करना जिनमें निम्नलिखित शामिल हैं;
(क) आवास अनुसूची तैयार करना
(ख) योजनाओं और प्राक्कलनों की जांच करना ( ग) जहां कहीं भी आवश्यक हो , व्यय, वित्त समिति का अनुमोदन प्राप्त करना ।
( iv ) विभागीय भवनों के निर्माण हेतु भूमि अधिग्रहण के प्रस्तावों की जांच करना जिनमें कार्यालय आवश्यकताओं एवं कर्मचारियों की संख्या आदि के आधार पर आवासीय स्थल की विस्तृत जांच शामिल है ।

(v) भवनों की खरीद संबंधी प्रस्तावों की जांच करना । (vi ) विभागीय भवनों की मरम्मत तथा छोटे- मोटे कार्यों संबंधी प्रस्तावों की जांच करना ।
(vii) निर्माण , भूमि अधिग्रहण तथा भवनों की खरीद के संबंध में बजट प्रस्तावों को अंतिम रूप देना ।
(viii) कार्यालय/कार्यालय व आवासीय स्थल को किराए पर लेने संबंधी प्रस्तावों तथा संबद्ध व अधीनस्थ कार्यालयों के संबंध में गोदामों की जांच करना ।
( ix) कर्मचारियों हेतु सहायता प्राप्त आवास की व्यवस्था करना । (x) भवनों की मांग और मांगी गई सम्पत्तियों के संबंध में मामले । (xi ) आयकर विभाग के विभागीय पूल में आवासीय स्थल के आबंटन संबंधी नियम तैयार करना तथा इनकी व्याख्या करना । (xii ) फालतू भूमि तथा भवनों का निपटान करना ।
(xiii ) कार्यालय तथा आवासीय दोनों ही के बारे में विभागीय भवनों के संबंध में सभी विविध मामले ।
(xiv) विशेष भवनों में कार्यालयों की अवस्थिति के बारे में अभ्यावेदनों तथा शिकायतों पर कार्रवाई करना ।
(xv) संलग्न और अधीनवर्ती कार्यालयों के लिए वाहनों की खरीद, इनके बदलने और इन्हें किराये पर लेने संबंधी प्रस्तावों पर कार्रवाई करना ।
(xvi) आपातिक व्यय ( टेलीफोन , फर्नीचर, स्टेशनरी, टाइपराइटर और पुस्तकें एवं प्रकाशन आदि ) ।
(xvii) एयर कंडीशनर ।
(xviii ) उपरोक्तविषयों पर संसद सदस्यों/मंत्रियों तथा अन्य महत्वपूर्ण व्यक्तियों से प्राप्त संदर्भ ।
(xix) आयकर विभाग के विभिन्न कर्मचारी संगठनों से उपर्युक्त विषयों से संबंधित अभ्यावेदन ।
(xx) किसी विशेष भवन/ भवनों में कार्यालयों की अवस्थिति के बारे में अभ्यावेदन और शिकायतें ।
(xxi ) उपरोक्त विषयों के संबंध में संसदीय प्रश्न/कोई अन्य विषय । (xxii ) ऐसा कोई अन्य मामला जो केन्द्रीय प्रत्यक्ष कर बोर्ड द्वारा सौंपा जाए ।
3. आयकर निदेशालय ( आधार संरचना ) के प्रमुख एक आयकर निदेशक ( आधार संरचना ) होंगे जो आयकर आयुक्त के औहदे के होंगे और उनका कार्यालय नई दिल्ली में स्थित होगा ।
4. आयकर निदेशालय , ( आधार संरचना ) , आयकर महानिदेशक (प्रणाली) नई दिल्ली के प्रशासनिक नियंत्रण में कार्य करेगा । 5. 3 करोड रुपये तक के व्यय संबंधी प्रस्ताव आयकर निदेशक, (आधार संरचना ) द्वारा आयकर निदेशक ( प्रणाली ) को प्रस्तुत किए जो इन्हें सदस्य ( कार्मिक ) ककेन्द्रीय प्रत्यक्ष कर बोर्ड को प्रस्तुत भारत का राजपत्र , दिसम्बर 3 , 2005 ( अग्रहायण 12 , 1927 )

करेगा जहां से इसे राजस्व विभाग के समेकित वित्त एकक को भेजा जाएगा । ऐसे प्रस्तावों पर आवश्यक स्वीकृति आदेश आदेशों पर निदेशक ( मुख्यालय ) , केन्द्रीय प्रत्यक्ष कर बोर्ड पर उस समय तक हस्ताक्षर किए जाते रहेंगे जब तक निदेशक, आयकर ( आधार संरचना ) अथवा उनके नियंत्रण में कार्य कर रहे भारत सरकार के अवर सचिव के अथवा उससे बड़े औहदे के अधिकारी को सक्षम प्राधिकारी द्वारा ऐसा करने के लिए प्राधिकृत नहीं किया जाता है ।
6. आयकर निदेशालय ( आधार संरचना ) के कर्मचारियों की आवश्यकता आयकर विभाग की समग्र स्वीकृत नफरी से पूरी की जाएगी ।
