I माननीय गुवाहटी उच्च न्यायालय की इम्फाल बेन्च द्वारा रिट पेटिशन सं. 704/2003 में दिनांक 06 . 07.2005 कोदिये गये आदेश के अनुसरण में संघ लोक सेवा आयोग ने 23 . 09.2005 को यह परामर्श दिया है कि मणिपुर पुलिस सेवा के सदस्य श्री एल. के. हाओकिप के नाम को भारतीय पुलिस सेवा में पदोन्नति द्वारा नियुक्ति के लिये तैयार की गयी वर्ष 2000 की चयन सूचि में शामिल किये जाने कोशर्तहीन एवं अंतिम माना जाए । अतः भारतीय पुलिस सेवा (पदोन्नति द्वारा नियुक्ति) विनियम , 1955 के विनियम 9 के उप- विनियम ( 1 ) के साथ पठित भारतीय पुलिस सेवा ( भर्ती ) विनियम, 1954 के विनियम 9 के उप- विनियम ( 1 ) में प्रदत्त शक्तियों का प्रयोग करते हुए, राष्ट्रपति मणिपुर पुलिस सेवा के सदस्य श्री एल . के. हाओकिप ( जन्म तिथि: 01-03-1953 ) को भारतीय पुलिस सेवा में परिवीक्षा पर नियुक्त करते हैं तथा उन्हें अगले आदेश तक तत्काल प्रभाव से भारतीय पुलिस सेवा ( संवर्ग ) विनियम, 1954 के विनियम 5 के उप- विनियम ( 1 ) के अन्तर्गत संयुक्त मणिपुर - त्रिपुरा संवर्ग प्रदान करते हैं ।

2. तथापि, यह नियुक्ति माननीय उच्च न्यायालय के ऊपर संदर्भित आदेशों के विरुद्ध उसी अथवा उच्चतर न्यायालयों में अपील दायर करने के भारत सरकार एवं संघ लोक सेवा आयोग के अधिकार तथा न्यायालयों के निर्णय केअध्यधीन होगी ।
