जबकि राष्ट्रीय ग्रामीण संस्थान परिषद, हैदराबाद के संगम ज्ञापन और नियमावली , 1995 के नियम 4 के अनुसरण में भारत सरकार के दिनांक 25 फरवरी , 2004 के संकल्प संख्या एफ 0 21-6/99 - यू0-5 के द्वारा राष्ट्रीय ग्रामीण संस्थान परिषद की परिषद का गठन किया था ।
अब उपर्युक्त संकल्प द्वारा राष्ट्रीय ग्रामीण संस्थान परिषद की परिषद के लिए पहले से नामित 3 व्यक्तियों के अतिरिक्त निम्नलिखित सात व्यक्तियों को नियम 4 ( 111 ) के अनुसार नामित किया जाता है :
