अतः , अब, निर्वाचन आयोग उक्त अधिनियम की धारा 10-क केअनुसरण में नीचे की सारणी के स्तम्भ ( 3 ) में विनिर्दिष्ट व्यक्तियों को संसद के किसी भी सदन के या किसी राज्य/संघ राज्य की विधान सभा अथवा विधान परिषद्के सदस्य चुने जाने और होने के लिए इस आदेश कीतारीख से तीन वर्ष की कालावधि के लिए निरर्हित घोषित करता है :-

आ.अ. 1.-यतः, निर्वाचन आयोग का समाधान हो गया है कि नीचे की सारणी में विनिर्दिष्ट उड़ीसा विधान सभा , 2004 के साधारण निर्वाचन , के लिए जो स्तम्भ ( 2 ) में विनिर्दिष्ट निर्वाचन क्षेत्र में हुआ है, स्तम्भ ( 3 ) में उसके सामने विनिर्दिष्ट निर्वाचन लड़ने वाला प्रत्येक अभ्यर्थी, लोक प्रतिनिधित्व अधिनियम, 1951 तथा तद्धीन बनाए गए नियमों द्वारा अपेक्षित उक्त सारणी के स्तम्भ (4 ) में यथा दर्शित अपने निर्वाचन व्ययों का लेखा दाखिल करने में अथवा विधि द्वारा अपेक्षित रीतिसे दाखिल करने में असफल रहा है ;

New Delhi , the 7th December, 2005 O.N. 1.- Whereas , the Election Commission is satisfied that each of the contesting candidate specified in column(3) ofthe Table below at the General Election to the Orissa Legislative Assembly , 2004 held from the Constituency specified in column (2) against his name has either failed to lodge any account of his election expenses or failed to lodge his election expenses in manner required by law as shown in column (4) of the said Table as required by the Representation of the People Act, 1951 and the Rules made thereunder;
And, whereas , the said candidates have either not furnished any reason or explanation for the said failure even after due notice of the Election Commission, after considering the representation, if any , made by them is satisfied that they have no good reason or justification for the said failure .
Now, therefore, in pursuance of Section 10A ofthe said Act, the Election Commission hereby declares the persons specified in column ( 3 ) of the Table below to be disqualified for being chosen as and for being , a member of eitherHouse of the Parliament or of the Legislative Assembly or Legislative Council of a State/Union Territory for a period of three years from the date of this order .

आ. अ. 2.-निर्वाचक रजिस्ट्रीकरण नियम, 1960 के नियम 4 के द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, निर्वाचन आयोग , एतद्वारा यह निदेश देता है कि जम्मू और कश्मीर राज्य में सभी संसदीय निर्वाचन- क्षेत्रों की निर्वाचक नामावलियां , हिन्दी और/अथवा उर्दू जैसा भी मामला हो, के अतिरिक्त अंग्रेजी भाषा में तैयार व अनुरक्षित की जाएंगी । 2. आयोग, आगे यह भी निदेश देता है कि पृथक - पृथक संसदीय निर्वाचन क्षेत्रों के लिए अंग्रेजी भाषा में निर्वाचक नामावलियों के मुद्रण के प्रश्न पर, मुख्य निर्वाचन अधिकारी के द्वारा , आयोग से परामर्श करके निर्णय लिया जाएगा ।
3. उपर्युक्त निदेश , आयोग के द्वारा अलग से अधिसूचना की जाने वाली तिथि से प्रभावी होंगे ।

DIRECTION
New Delhi , the 21st December , 2005 O.N. 2. In exercise of the powers conferred by rule 4 ofthe Registration of Electors Rules, 1960, the Elec- tionCommission hereby directs that the electoral rolls of allthe Parliamentary Constituencies in the State of Jammu and Kashmir shall be prepared and maintained in English language , in addition to Hindi and/or Urdu , as the case maybe.
2. The Commission further directs that question of printing of the electoral rolls of individual Parliamentary Constituencies in English language shall be decided by the Chief Electoral Officer , in consultation with the Commission.
3. The above directions shall take effect from the date to be notified by the Commission , separately .
