संस्कृति मंत्रालय और इसके विभिन्न संगठन , सांस्कृतिक अभिव्यक्तियों के विभिन्न रूपों के परिरक्षण और प्रसार में कार्यरत हैं । इस प्रयोजनार्थ डिजिटल प्रौद्योगिकी एक बहुत बड़ा अवसर प्रदान करती है । मंत्रालय के अधीन अनेक संस्थानों ने अपने-अपने संस्थानों में पहले ही डिजिटीकरण कार्यक्रम शुरू कर दिये हैं । इन डिजिटीकरण कार्यकलापों को संयुक्त पैरामीटरों के एक समूह के तहत समन्वित किए जाने की आवश्यकता है ताकि भारतीय संस्कृति एवं विरासत के संबंध में एक प्रमुख पोर्टल पर डिजिटीकरण सूचना उपलब्ध कराई जा सके । इस उद्देश्य से भारतीय संस्कृति एवं विरासत के संबंध में राष्ट्रीय डिजिटीकरण पहल स्थापित करने का निर्णय किया गया है ।
2. इस पहल में अंतर्ग्रस्त विभिन्न कार्यकलापों को सुचारू बनाने तथा उनका मार्गदर्शन करने के उद्देश्य से नीचे दिए अनुसार तीन समितियाँ बनाई जाएंगी:
( i) संस्कृति मंत्री की अध्यक्षता में राष्ट्रीय अधिकारप्राप्त समिति ।
( ii ) सचिव ( संस्कृति ) की अध्यक्षता में एक कार्यकारी समिति ।
6. कार्यकारी समिति , कार्यक्रम के सुचारू कार्यान्वयन के लिए कार्य योजना तैयार करेगी । यह तकनीकी संगतता भी सुनिश्चित करेगा तथा विभिन्न संगठनों के डिजिटीकरण के प्रयासों के मध्य सह- क्रिया स्थापित करेगा । कार्यकारी समिति उक्त कार्यक्रम का मार्गदर्शन और नेतृत्व प्रदान करेगा जो अलग- अलग संगठनों को उपलब्ध नहीं है तथा अंततः राष्ट्रीय संस्कृति का पोर्टल तैयार करने के लिए उसे आगे बढ़ाएगा । कार्यकारी समिति, यदि आवश्यक हो अतिरिक्त सदस्यों को सहयोजित कर सकती है तथा किसी आम व्यय को प्राधिकृत कर सकती हैं ।
( iii) एक तकनीकी सहायता समूह ।

8. तकनीकी सहायता समूह डिजिटीकरण के तकनीकी पहलुओं पर अधिकारप्राप्त समिति को परामर्श देगा तथा भारतीय संस्कृति एवं विरासत से संबंधित प्रस्तावित पोर्टल के तकनीकी पारामीटरों, सॉफ्टवेयर और हार्डवेयर संबंधी पहलुओं के लिए उत्तरदायी होगा ।

4. राष्ट्रीय अधिकारप्राप्त समिति सर्वोच्च नीति- निर्माण निकाय होगा तथा यह उक्त कार्यक्रम के संबंध में समग्र निदेशन देगा, जो मुख्य ढांचा होगा जिसके तहत कार्यकारी समिति कार्य करेगी ।

RESOLUTION
Subject: National Digitisation Initiative on Indian Culture andHeritage.
Ministry of Culture and its various organisations have engaged in the preservation and dissemination of the various forms of cultural expressions . The digital technology offers a great opportunity for this purpose . Several institutions under the Ministry have already undertaken the digitisation programme in their respective areas . It has become imperative to coordinate these digitisation activities under a set of common parameters so that the digital information is made available on a major portal on Indian Culture and Heritage . With this objective , it has been decided to set up a National Digitisation Initiative on Indian Culture and Heritage .
2. In order to streamline and guide the various activities involved in this initiative three Committees as detailed below, will be set up.
( i) National Empowered Committee , with Minister of Culture as the Chairperson.
( ii ) Executive Committee with Secretary ( Culture ) as the Chairperson, and
( iii ) Technical Support Group.
3.The compositions and responsibilities of these various Committees are given below:

The Executive Committee will provide the vision and Leadership that may not be available to individual organisations and take the programme forward to the creation of a National Culture Portal eventually. The Executive committee may co - opt additional members if necessary and authorise any common expenses .
