( 8 ) 70/बी 52 और भारत सरकार के दिनांक 21 फरवरी , 1990 के असाधारण राजपत्र सं. 67 के अंतर्गत यथा संशोधित लोक ऋण अधिनियम , 1944 की धारा 28 के अंतर्गत भारत सरकार द्वारा बनाए गए लोक ऋण नियमावली , 1946 के नियम 18' के अनुसरण, दिसम्बर 2005 को समाप्त माह के लिए निम्नलिखित सूची खो गई आदि ऐसी प्रतिभूतियों के बारे में एतद्वारा विज्ञापित की जाती है , जिसके संबंध में इस बात का विश्वास करने के लिए प्रथम दृष्टया आधार मौजूद है कि प्रतिभूतियां खो गयी हैं और आवेदकों का दावा न्यायोचित है । नीचे लिखे गये संबंधित दावेदारों से इतर सभी व्यक्ति जिनका प्रतिभूतियों पर किसी प्रकार का दावा हो, तत्काल महाप्रबंधक, भारतीय रिज़र्व बैंक केन्द्रीय कार्यालय , सरकारी और बैंक लेखा विभाग , केन्द्रीय ऋण प्रभाग , मुंबई -400 008 को संसूचित करें । सूची दो भागों में विभाजित की गई है । भाग " क " में अभी पहली बार विज्ञापित प्रतिभूतियां शामिल की गई हैं और भाग " ख " में पूर्व विज्ञापित प्रतिभूतियों की सूची दी गई है ।

इंदिरा गांधी राष्ट्रीय मुक्त विश्वविद्यालय के अधिनियम 1985 (1985 की सं 0 50) की घारा 25 (2) के अंतर्गत प्रदत्त शक्तियों का प्रयोग करते हुए विश्वविद्यालय के प्रबंध बोर्ड ने 31.12.1999 को आयोजित अपनी 65 वीं बैठक और उसके बाद दिनांक 17.11.2001 , 01.07.2002 और 25.10.2002 को क्रमशः आयोजित 70 वीं, 72वीं और 73 वीं बैठक में विश्वविद्यालय के अध्यापकों के कैरियर एडवांसमेंट संबंधी अध्यादेश (अध्यादेश 3 ) में संशोधन किया है। इसे कुलाध्यक्ष के रूप में भारत के राष्ट्रपति का अनुमोदन प्राप्त है जैसा कि मानव संसाधन विकास मंत्रालय के दिनांक 14 अप्रैल , 2004 के पत्र सं. 5-63/ 99-डेस्क (यू) (ए ) द्वारा सूचित किया गया है।
संशोधन के बाद निम्नलिखित खंड को इस प्रकार पढ़ा जाएगाः
1) लेक्चरर का वरिष्ठ वेतनमान में स्थानन
(1 ) 8000-275-13500 रु. के वेतनमान में प्रत्येक लेक्चरर निम्नलिखित अर्हता पूरी करने पर 10000-325- 15200 रु. के वेतनमान में जाने का पात्र होगा यदि उसनेः
(क) 6 साल की सेवा पूरी कर ली हो (पीएच.डी. उपाधि धारकों के मामले में 4 वर्ष और एम.फिल. अथवा समकक्ष उपाधि धारकों के मामले में 5 वर्ष)
(ख) विश्वविद्यालय द्वारा मान्यताप्राप्त लगभग 3-4 सप्ताह के दो पुनश्चर्या पाठ्यक्रमों/अभिविन्यास में भाग लिया हो (पीएच.डी. उपाधि धारकों को एक पुनश्चर्या पाठ्यक्रम की छूट है) ; और
II ) सेलेक्शन ग्रेड (चयन वेतनमान) में स्थानन
(1 ) प्रत्येक लेक्चरर निम्नलिखित अर्हता पूरी करने पर 12000-420-18300 रु. के वेतनमान में स्थानन का पात्र होगाः
(क) वरिष्ठ वेतनमान में 5 साल की सेवा पूरी करने अथवा लेक्चरर/ वरिष्ठ वेतनमान में लेक्चरर के रूप में 11 साल की संयुक्त सेवा पूरी करने पर (पीएच.डी. उपाधि धारकों के मामले में 9 वर्ष और एम.फिल. उपाधि धारकों के मामले में 10 वर्ष)
(ख) वरिष्ठ वेतनमानप्राप्त करने के बाद विश्वविद्यालय द्वारा मान्यताप्राप्त लगभग 3-4 सप्ताह के दो पुनश्चर्या पाठ्यक्रमों/ग्रीष्मकालीन संस्थान में भाग लिया हो; और
III) रीडर के पद पर पदोन्नति
(1 ) वरिष्ठ वेतनमान में प्रत्येक लेक्चरर निम्नलिखित अर्हता पूरी करने पर 12000-420-18300 रु. के वेतनमान में रीडर के पद पर पदोन्नति प्राप्त करने पात्र होगाः
(क) वरिष्ठ वेतनमान में 5 साल की सेवा पूरी करने अथवा लेक्चरर/ वरिष्ठ वेतनमान में लेक्चरर के रूप में 11 साल की संयुक्त सेवा पूरी करने पर।
(ख) पीएच.डी. उपाधि प्राप्त करने पर।
निम्नलिखित नया खंड जोड़ा जाएगा और उसके बाद के खंडों को फिर से संख्या दी जाएगीः

(1) प्रत्येक रीडर निम्नलिखित को पूरा करने पर 16400-450-20900-500-22400 रु. के वेतनमान में प्रोफेसर पद का पात्र होगाः
(क) उसने रीडर के रूप में 8 साल की सेवा पूरी कर ली हो
(ख) सीधी भर्ती द्वारा पहले से प्रोफेसर पद पर नियुक्त व्यक्ति इसके लिए पात्र नहीं होगा
(2) उसे निम्नलिखित जमा कराना होगाः
(क) कम से कम पाँच प्रकाशित शोध प्रकाशन/ लेख /इकाइयाँ जिनमें से दो पुस्तकें होनी चाहिए ।
(ख) पात्रता की तारीख से पाँच साल पहले की समयावधि सहित की स्व- मूल्यांकन रिपोर्ट।

(3) चयन समिति के समक्ष रीडर को स्वयं को प्रस्तुत करने के लिए आमंत्रित करने से पहले विश्वविद्यालय रीडर द्वारा लिखित कम से कम पाँच शोध प्रकाशनों को समीक्षा के लिए क्षेत्र/ विषय के तीन प्रसिद्ध विद्वानों को प्रेषित करेगा जिनमें से दो पुस्तकें होनी चाहिए । ये तीन विशेषज्ञ उन विशेषज्ञों से अलग होंगे जिन्हें बाद में साक्षात्कार लेने के लिए आमंत्रित किया जाएगा। (*)

(7) लेक्चरर/ लेक्चरर ( वरिष्ठ वेतनमान) /सेलेक्शन ग्रेड/ रीडर के मामले में जो पहले से ही स्थानन/ पदोन्नति के पात्र हो गए हैं विचारार्थ समेकित
(8) ऐसे अध्यापक जिसे स्क्रीनिंग/ सेलेक्शन कमिटी द्वारा वरिष्ठ वेतनमान/ सेलेक्शन ग्रेड/रीडर अथवा प्रोफेसर के पद पर पदोन्नत करने के लिए संस्तुत नहीं किया गया है, वह पदोन्नति प्रक्रिया/ साक्षात्कार के पूरा होने के एक साल के बाद स्वयं को समीक्षा के लिए प्रस्तुत कर सकता है । (*)
(*) पात्रता की तारीख का निर्धारण प्रक्रिया शुरू होने की तारीख से किया जाएगा जिसमें अध्यापक को संस्तुत नहीं किया गया।
(9) में होते हुए भी रीडर/ प्रोफेसर पद के लिए पदोन्नति
(10) यदि किसी फीडर कॉडर में अपेक्षित वर्षों की संख्या अध्यादेश में निर्धारित संख्या से कम है और इस प्रकार ऐसे उम्मीदवार जिसने कॉडर में पात्रता के लिए अपनी संपूर्ण सेवा के दौरान अपेक्षित वर्षों से अधिक सेवा कर ली है, उनकी सेवा के कुल वर्षों पर विचार करते हुए , उन्हें अगले उच्च कॉडर में रखने के लिए विचार किया जाएगा ।

परीक्षा जो कि श्रेणी- II (द्वितीय) के अन्तर्गत परीक्षा केन्द्र के लिये निवेदन करते हैं को श्रेणी- I (प्रथम) के अन्तर्गत परीक्षा केन्द्रों में से एक या दो वैकल्पिक परीक्षा केन्द्रों को प्राथमिकता के अनुसार भी चुनना है यदि श्रेणी- II (द्वितीय ) के अन्तर्गत किसी भी परीक्षा केन्द्र में 25 से कम परीक्षार्थी आवेदन करते हैं तो परीक्षार्थियों को उनकी प्राथमिकता के अनुसार जो कि उन्होने पत्र श्रेणी- I (प्रथम) के अन्तर्गत परीक्षा केन्द्र को भरा होगा, आवंटन किया जायेगा ।
यदि किसी परीक्षार्थी ने जिसको कि श्रेणी- II (द्वितीय) के अन्तर्गत परीक्षा केन्द्र के लिये आवेदन किया है और परीक्षा केन्द्र श्रेणी-I (प्रथम) के अन्तर्गत किसी भी परीक्षा केन्द्र के लिये प्राथमिकता के आधार पर नहीं चुना है, को किसी भी नजदीकी परीक्षा केन्द्र श्रेणी- I (प्रथम ) के अन्तर्गत आवंटन किया जायेगा ।
परिषद अपने विशेषाधिकार के अन्तर्गत किसी भी परीक्षा केन्द्र को किसी भी समय बिना कोई कारण दिये रद्द कर सकती है । यह परीक्षा इंस्टीटयूट के केवल पात्र सदस्य जो कि पहले से ही पंजीकृत है , के लिये हैं । इस परीक्षा (अससमेन्ट टेस्ट) के लिए परीक्षा शुल्क 1000 /- (एक हजार रूपये) मात्र है ।
परीक्षा शुल्क की राशि का भुगतान केवल डिमाण्ड ड्राफ्ट द्वारा जो की किसी भी अनुसूचित बैंक का हो, होना चाहिए । डिमाण्ड ड्राफ्ट 'सचिव' दि इन्स्टीट्यूट ऑफ चार्टर्ड एकाउन्टेन्टस ऑफ इण्डिया के पक्ष में होना चाहिए और उसकी अदायगी नई दिल्ली पर हो। आवेदन पत्र उपयुक्त शुल्क के साथ इस प्रकार भेजा जाना चाहिए कि वह संयुक्त सचिव (परीक्षा) के कार्यालय में दिनांक 01.03.2006 तक पहुंच जायें । दिनांक 01.03.2006 के बाद आवेदन पत्रों को स्वीकार नहीं किया जायेगा ।
इस परीक्षा के लिये आवेदन, निर्धारित आवेदन पत्र पर ही किया जाना चाहिए जो कि इंस्टीटयूट ऑफ चार्टर्ड एकाउन्टेन्ट ऑफ इंडिया के संयुक्त सचिव (परीक्षा) के नई दिल्ली स्थित कार्यालय से 25 /- रूपये प्रति आवेदन पत्र भुगतान करने पर मिल सकता है । आवेदन पत्र इंस्टीटयूट के रीजनल और ब्रांचो के कार्यालयों में भी उपलब्ध हैं और नकद भुगतान करने पर 11 फरवरी 2006 से प्राप्त किये जा सकते हैं । आवेदन पत्र इंस्टीट्यूट की वेबसाइट डब्लुडब्लुडब्लु.आईसीएआईओआरजी से प्रिंट करके परीक्षा शुल्क 1025/ - रूपये के साथ भी भेजा जा सकता है ।

After amendments , the following clauses read as:
1- Placement of Lecturers in the Senior Scale
:
(1) Every Lecturer in the scale of pay of Rs.8000-275-13500 will be eligible for placement in the Senior Scale of Rs.10000-325-15200 if he /she has:
(a) Completed 6 years of service (4 years in the case of Ph.D. degree holders and 5 years in the case of M.Phil or equivalent degree holders)
(b) Participated in two refresher courses /orientation courses /summer institutes each of approximately 3-4 weeks ' duration , organized recognized by the University; (Those with Ph.D. degree would be exempted from one refresher course ) ; and
II - Placement in the Selection Grade.
(1) Every Lecturer in the Senior Scale will be eligible for placement in the Selection Grade of Rs.12000-420-18300 if he/she has:
(a) Competed 5 years of service in the Senior Scale or 11 years of combined service as Lecturer/Lecturer in the Senior Scale (9 years in the case of Ph.D. degree holders and 10 years in the case of M.Phil degree holders ) ;
(c) Participated after placement in the Senior Scale in two refresher courses /summer institutes , each of approximately 3-4 weeks ' duration by the University ; and PART III- SEC . 4]

III - Promotion to the post of Reader.
(1) Every Lecturer in the Senior Scale will be eligible for promotion to the post ofReader in the scale of pay of Rs.12000-420-18300 if he / she has:
(a) Completed 5 years of service in the Senior Scale or 9 years of combined service as Lecturer/Lecturer in Senior Scale.
(b) Obtained a Ph.D. degree.
The following New Clause will be added and subsequent clauses renumbered as under :
IV - Promotion to the post of Professor
(1) Every Reader will be eligible for promotion to the post of Professor in the Scale of pay of Rs . 16400-450-20900-500-22400 if
(a) he/she has completed 8 years of service as Reader:
(b) A Professor already appointed under direct recruitment will not be eligible .
(2) He/She should submit the following:
(a) A minimum of five research publications/articles published/units written outof which two could be books
(b) A self appraisal report for the period including five years before the date ofeligibility shall be submitted

These three experts shall be different from those called for interview to be conducted later on . ( *)

(8) A teacher who has not been recommended by the Screening /Selection Committee for placement in the Senior Scale/Selection Grade/Promotion to the postof Reader or Professor can offer himself/ herself for review after the expiry of one year from the date of promotion process /interview . ( *)
(*) The date of eligibility shall be determined from the date of initiation of the process in which the teacher was not recommended.
(9) Notwithstanding anything Reader/Professor. promotion to the post of (10) if the number of years required in a feeder cadre are less than those stipulated in this Ordinance , thus entailing hardship to him/her who has completed more than the total number of years in his/her entire service for eligibility in the cadres , he/she will be considered for placement in the next higher cadre after adjudging the total number of years .

The candidates who opt for a centre mentioned under category II would be required to give one or two alternate centres in order of preference from centres mentioned under Category I. In the event of a minimum of 25 candidates not opting for a centre mentioned under Category II , candidates who had opted for the said centre would be allotted to the centre of their choice in order of preference in Category I as mentioned in their application form . given his option for any alternate centre in Category I , he will be allotted to any of the nearest centre in Category I as per the discretion of the Institute .
TheCouncil reserves the right to withdraw any centre at any stage without assigning any reason . The above test is open only to eligible Members of the Institute who are already registered with the Institute for the said course. The fees payable for the above Assessment Test is Rs . 1000/ - .
Payment of fees for the Assessment Test should be made only by Demand Draft . The Demand Draft may be of any Scheduled Bank and should be drawn in favour of the Secretary , The Institute of Chartered Accountants of India , payable at New Delhi only . Application together with the prescribed fee be sent so as to reach the Joint Secretary (Exams) at New Delhi on or before 1st March 2006 .
Applications for admission to the Assessment Test is required to be made in the prescribed form which may be obtained from the Joint Secretary ( Exams) , The Institute of Chartered Accountants of India , Indraprastha Marg , New Delhi 110 002 on payment of Rs.25/ - per application form . The forms are also available in the Regional and Branch Offices of the Institute and can be obtained on cash payment on or from 11th February 2006. Alternatively, the format of application form can be downloaded from the website of the Institute viz . www.icai.org and the cost of the application form of Rs . 25/ - can be added to the Assessment Test fee of Rs . 1000 / - and the Demand Draft for Rs. 1025/- has to be sent . The last date for receipt of duly filled in application forms is 1st March 2006. The application together with the prescribed fee should be sentby Speed Post/Registered Post to the Joint Secretary (Exams . ) , New Delhi . The applications received after 1st March 2006 will not be entertained under any circumstances .
