सं. फा. 4(1 ) /2004-हिन्दी- दिनांक 23 दिसम्बर 2005 अपराह्न से लोक सभा के सदस्य नहीं रहने के फलस्वरूप, श्री मनोज कुमार दिनांक 23 दिसम्बर 2005 अपराह्न से संसदीय कार्य मंत्रालय की हिन्दी सलाहकार समिति के सदस्य नहीं रहे ।
आदेश
आदेश दिया जाता है कि इस संकल्प की प्रति सभी राज्य सरकारों और संघ राज्य क्षेत्रों के प्रशासनों , भारत सरकार के सभी मंत्रालयों तथा विभागों , राष्ट्रपति सचिवालय , प्रधान मंत्री कार्यालय , मंत्रिमंडल सचिवालय, लोक/राज्य सभा सचिवालय, योजना आयोग, संसदीय राजभाषा समिति, भारत के नियंत्रक तथा महालेखा परीक्षक और मंत्रिमंडल कार्य विभाग का वेतन तथा लेखा कार्यालय , नई दिल्ली को भेजी जाए । यह भी आदेश दिया जाता है कि इस संकल्प को जन साधारण की जानकारी के लिए भारत के राजपत्र में प्रकाशित किया जाए ।

संकल्प
सं. 5( 1 )/2005- चमड़ा चमड़ा उद्योग अपनी पर्याप्त निर्यात आय , रोजगार और विकास की संभावना को ध्यान में रखते हुए भारतीय अर्थव्यवस्था में महत्वपूर्ण स्थान रखता है । तथापि, कच्ची खालों व चमड़ियों की प्राकृतिक संपन्नताओं तथा विशाल मानव संसाधन जैसे तुलनात्मक लाभों के बावजूद , विश्व चमड़ा व्यापार में भारत का हिस्सा मात्र 3 प्रतिशत है । विश्व व्यापार में भारतीय चमड़ा उद्योग की प्रतिस्पर्धात्मकता को बढ़ाने के उद्देश्य से, विभिन्न विषयों का निवारण करने की आवश्यकता होगी जिनमें अन्य बातों के साथ- साथ कच्ची सामग्री के संशक्त तथा स्थायी आधार का निर्माण, अवसंरचना सृजन, निवेश संवर्धन, प्रौद्योगिकी अंतरण , ब्रांडिंग तथा अन्तरराष्ट्रीय छवि निर्माण और निर्यात के लिए विपणन शामिल है ।
2. उपर्युक्त रणनीति के लिए राज्य सरकारों के साथ - साथ विभिन्न केन्द्रीय मंत्रालयों/विभागों के बीच समन्वय आवश्यक है । इस प्रक्रिया में सुविधा प्रदान करने के लिए, चमड़ा क्षेत्र का विकास करने हेतु निम्नलिखित संरचना के साथ एक अन्तर- मंत्रालयी समिति का गठन करने का निर्णय लिया गया है : -

सदस्य 10. निदेशक, केन्द्रीय चमड़ा अनुसंधान संस्थान
विशेष आमंत्रित 11. सचिव, उद्योग , तमिलनाडु

समिति किसी अन्य व्यक्ति को भी आमंत्रित कर सकती है । 3. अन्तर- मंत्रालयी समिति के विधारार्थ विषय निम्न प्रकार होंगे :-- (i) चमड़ा क्षेत्र के विकास हेतु एक व्यापक रणनीति तैयार करने की दृष्टि से भारतीय चानड़ा उद्योग की शक्ति और कमजोरियों का विश्लेषण करताः;

(ii) कच्ची सामग्री का एक सशक्त तथा स्थायी आधार बनाने के लिए उपायों का सुझाव देना;
(iii) प्रौद्योगिकी उन्नयन के लिए उपायों की सिफारिश करना;
( iv) चमड़ा क्षेत्र की प्रतिस्पर्धात्मकता बढ़ाने के लिए एक उद्देश्य विधि दृष्टिकोण अपनाने हेतु रणनीतियां तैयार करना;
(v) चमड़ा और संबद्ध गैर - चमड़ा क्षेत्रों मे निवेश बढ़ाने के लिए रणनीतियां तैयार करना ।
4. समिति अपनी स्वयं की प्रक्रियाएं तैयार करेगी और ऐसी उप-समितियां नियुक्त कर सकती है जिन्हें वह आवश्यक समझती हो । 5. समिति से संबंधित कार्य औद्योगिक नीति और संवर्धन विभाग द्वारा किया जाएगा ।
आदेश
आदेश दिया जाता है कि संकल्प की एक- एक प्रति अन्तर- मंत्रालयी समिति के अध्यक्ष , सदस्यों, विशेष आमंत्रितों और सचिवों को भेजी जाए ।
आदेश दिया जाता है कि उक्त संकल्प सामान्य सूचना के लिए भारत के राजपत्र में प्रकाशित किया जाए ।

सं. एफ. 20-4/2003 -ए एण्ड ए- एशियाटिक सोसायटी अधिनियम, 1984 ( 1984 का 5 ) की धारा 8 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्र सरकार 5-11 फरवरी , 2005 के भारत के राजपत्र में प्रकाशित दिनांक 18 जनवरी 2005 के ज्ञापन के जरिए गठित एशियाटिक सोसायटी, कोलकाता के आयोजना बोर्ड में निम्नलिखित व्यक्तियों को एतद्वारा सदस्य के रूप में नियुक्त करती है :--

RESOLUTION
No. 5 ( 1 )/2005 - Leather. The Leather Industry occupies a prominent place in the Indian economy in view of its substantial export earnings , employment and growth potential . However, despite comparative advantages such as natural endowments of raw hides and skins and vast human resource , the share of India in the global leather trade is merely 3 %. In order to enhance the competitiveness of the Indian leather industry in global trade, various issues would need to be addressed, which include inter alia, building strong and sustainable raw material base, infrastructure creation, investment promotion, technology transfer, branding and international image building and marketing for export .
2. The above strategy necessitates coordination between various Central Ministries/Departments as well as State Governments. In order fucilitate this process, it has been decided to constitute an Inter- Ministerial Committee for development of the leather sector with the following composition :-

(ii) Recommend measures for building a strong and sustainable raw material base;
( iii) Recommend measures for technology upgradation;
(iv) Formndate strategies for adopting a mission mode approach for enhancing the competitiveness of the leather sector;
(v) Formulate strategies for increasing investments in the leather and related non-leather sectors .
4. The Committee will devise its own procedures and may appoint Sub-Committees , as it may consider necessary.
5. The Committee will be serviced by the Department of Industrial Policy & Promotion.

Ordered that a copy of the Resolution be communicated to the Chairman, Members , Special Invitees and Secretary of the Inter -Ministerial Committee.
