2. यह भी स्पष्ट किया जाता है कि इस तदर्थ नियुक्ति के बल पर श्री कच्छप को उप सलाहकार के पद पर नियमित आधार पर नियुक्ति का कोई अधिकार प्राप्त नहीं होगा और न ही उप सलाहकार के पद पर उनकी इस तदर्थ नियुक्ति की अवधि को उप सलाहकार ग्रेड में वरीयता के लिए अथवा उच्च स्तर पर प्रोन्नति के लिए गिना जायेगा ।

2. यह स्पष्ट है कि आर्थिक अधिकारी ( समाजशास्त्र ) के रूप में उनकी यह तदर्थ नियुक्ति, उन्हें नियमित नियुक्ति अथवा उनके द्वारा की गयी सेवा को ग्रेड में वरिष्ठता हेतु या अगले उच्चतर ग्रेड के लिए पदोन्नति हेतु दावा करने का कोई भी अधिकार प्रदान नहीं करेगी ।
