सा.का.नि. 122. - राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, केन्द्रीय औद्योगिक सुरक्षा बल ( अधीनस्थ पद ) भर्ती नियम , 1999 का और संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. ( 1) इन नियमों का संक्षिप्त नाम केन्द्रीय औद्योगिक सुरक्षा बल ( अधीनस्थ पद ) भर्ती ( संशोधन ) नियम, 2006 है ।
(2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत होंगे ।
2. केन्द्रीय औद्योगिक सुरक्षा बल ( अधीनस्थ पद) भर्ती नियम , 1999 की अनुसूची में, -
( क) स्तंभ 2 के अधीन विद्यमान प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी , अर्थात्:-

*(कार्यभार के आधार पर परिवर्तन किया जा सकता है ) " ;
(ख ) स्तंभ 8 के अधीन उपशीर्ष और " छूट देने की शक्ति " से संबंधित उसके अधीन प्रविष्टि का लोप किया जाएगा। ;
(ग ) स्तंभ 11 के अधीन विद्यमान प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएगी, अर्थात्:-
" ( i ) पांच प्रतिशत औद्योगिक उपक्रम से व्यक्तियों के आमेलन द्वारा जिसके न हो सकने पर प्रतिनियुक्ति द्वारा या दोनों के न हो सकने पर सीधी भर्ती द्वारा ;

[ PART 11-SEC. 3 ( i) ] ( ii ) नब्बे प्रतिशत सीधी भर्ती द्वारा ;
(iii ) पांच प्रतिशत अनुचरों में से पुनःमस्ट्रीकरण द्वारा जिसके न हो सकने पर सीधी भर्ती द्वारा । " ;
(घ) स्तंभ 12 के अधीन,-
(i) मद ( ii ) के अंत में निम्नलिखित अंतःस्थापित किया जाएगा , अर्थात्:-
" प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को छप्पन वर्ष से अधिक नहीं होगी । ";
( ii ) मद ( ii ) के पश्चात् निम्नलिखित अंतःस्थापित किया जाएगा , अर्थात्: -
" (iii ) पुनःस्पष्टीकरण: - केन्द्रीय औद्योगिक सुरक्षा बल के ऐसे अनुचर जिन्होंने बल में कम से कम तीन वर्ष नियमित सेवा की है और जो तीस वर्ष से नीचे के हैं और जिन्होंने परिवीक्षा अवधि समाधानप्रद रूप से पूरी कर ली है और जिनके पास स्तंभ 8 के अधीन सीधे भर्ती किए जाने वाले व्यक्तियों के लिए यथा विहित शैक्षणिक अर्हताएं और पात्रता मानदंड हैं । "

श्याम जिंदल , उप सचिव ( कार्मिक- I ) टिप्पण: - मूल नियम भारत के राजपत्र में सं. सा.का.नि. 87 ( अ ) तारीख 25 जनवरी , 2000 द्वारा प्रकाशित किए गए थे और तत्पश्चात् सा.का.नि. 484 (अ ) तारीख 28 जून , 2001 , सा.का.नि. 824( अ ) तारीख 13 दिसंबर , 2002 , सा.का.नि. 619( अ ) तारीख 1 अगस्त, 2003 , और सा.का.नि. 387 ( अ ) तारीख 19 अक्तूबर, 2005 द्वारा संशोधित किए गए ।

G.S.R. 122. In exercise of the powers conferred by proviso to article 309 of the Constitution , the President hereby makes the following rules further to amend the Central Industrial Security Force, Security Wing (Subordinate Ranks) Recruitment Rules , 1999, namely:-
1. (1 ) These rules may be called the Central Industrial Security Force , Security Wing ( Subordinate Ranks) Recruitment (Amendment ) Rules , 2006.
(2) They shall come into force on the date of their publication in the Official Gazette .
2. In the Schedule to the Central Industrial Security Force , Security Wing ( Subordinate Ranks) Recruitment Rules , 1999, against the post of Constable ,--
(a) under column 2, for the existing entry, the following entry shall be substituted, namely : - "49470*
(2006)
* Subject to variation dependent on workload" ;
(b) under column 8 , the sub - heading and the entry thereunder relating to " Power of Relaxation " shall be omitted.;
(c) under column 11 , for the existing entries , the following entries shall be substituted , namely :---
"(i) Five per cent, by absorption of persons from industrial undertaking, failing which by deputation or failing both, by direct recruitment;
(ii) Ninety per cent, by direct recruitment;
(iii) Five per cent , by remusteration from followers failing which by direct recruitment ." ;
(d) under Column 12,-
(i) in item (ii) , the following shall be inserted at the end , namely:-
"The maximum age limit for appointment by deputation shall not be exceeding fifty six years as on the closing date of receipt of applications ." ;
(ii) after item (ii) , the following item shall be inserted, namely:-

1. संक्षिप्त नाम और प्रारंभ ( 1 ) इन नियमों का संक्षिप्त नाम केन्द्रीय औद्योगिक सुरक्षा बल , अराजपत्रित सिविलियन ( अधीनस्थ पद ) भर्ती संशोधन नियम , 2006 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. केन्द्रीय औद्योगिक सुरक्षा बल ( अधीनस्थ पद ) भर्ती नियम , 1999 की अनुसूची में, -
( i ) लेखाकार के पद के सामने , स्तंभ ( 12 ) के उपशीर्ष ( ii ) के अधीन " भारतीय रेल लेखा विभाग , भारतीय रक्षा लेखा विभाग के समतुल्य परीक्षा उत्तीर्ण की हो " शब्दों के स्थान पर " भारतीय रक्षा लेखा विभाग , भारतीय रेल लेखा विभाग से समतुल्य परीक्षा उत्तीर्ण की है या ऐसे व्यक्तियों में से जो केन्द्रीय सरकार के विभागों के अधीन नियमित आधार पर सदृश्य पद धारण किए हुए हैं और सचिवालय प्रशिक्षण और प्रबंधन संस्थान से रोकड़ और लेखा प्रशिक्षण प्राप्त कर चुके हैं" शब्द रखे जाएंगे ।

(2) They shall come into force on the date of their publication in the Official Gazette .
2 In the Schedule to the Central Industrial Security Force (Subordinate Posts) Recruitment Rules , 1999 ,- against the post of Accountant , in columns ( 12) , under the sub - heading ( ii ) , for the works " Indian Railway Accounts Department " , the words " Indian Railway Accounts Department or persons holding analogous posts under the Central Government Department on regular basis and have undergone training in Cash and Accounts of Institute of Secretarial Training & Management " shall be inserted.

1. (1 ) These rules may be called the Lok Nayak Jayaprakash Narayan National Institute of Criminology and Forensic Science, Hindi Translator (Group ' C ' post ) Recruitment Amendment Rules , 2006.
(2) They shall come into force on the date of their publication in the Official Gazette .
2. In the Lok Nayak Jayaprakash Narayan National Institute of Criminology and Forensic Science , Assistant (Group ' C' post) Recruitment Rules , 2004, in rule 1 , in sub - rule ( 1 ) , for the figures " 2004 " occurring at the end, the figures "2006" shall be substituted .

2. लोक नायक जयप्रकाश नारायण राष्ट्रीय अपराधशास्त्र एवं विधि विज्ञान , स्टाफ कार ड्राइवर साधारण श्रेणी ( समूह " ग " ) भर्ती नियम, 2004 में,-
( i ) नियम 1 के उपनियम ( 1 ) में, " 2004 " अंकों के स्थान पर, " 2006 " अंक रखे जाएंगे;
(ii ) अनुसूची में,-
(क) स्तंभ (2 ) में शीर्ष " पदों की संख्या " में विद्यमान प्रविष्टि के स्थान पर , निम्नलिखित प्रविष्टि रखी जाएगी , अर्थात्: - " 2* (दो) 2006 ( कार्यभार के आधार पर परिवर्तन किया जा सकता है ) " ।
(ख ) स्तंभ ( 7 ) में , शीर्ष " सीधी भर्ती किए जाने वाले व्यक्तियों के लिए आयु- सीमा " में " 18 से 25 वर्ष " अंकों और शब्दों के स्थान पर , " 21 से 28 वर्ष " अंक और शब्द रखे जाएंगे;
( ग ) स्तंभ ( 8 ) में उपशीर्ष " आवश्यक " में विद्यमान प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी , अर्थात्:-
"आवश्यक:
1. मोटरकार के लिए विधिमान्य चालक विज्ञप्ति हो।
2. आठवां स्तर उत्तीर्ण।
3. मोटरकार के चालन का कम से कम तीन वर्ष का अनुभव।
वांछनीय:
1. कार के यांत्रिक प्रक्रिया का ज्ञान ( अभ्यर्थी को यान के छोटे दोषों को दूर करने के योग्य होना चाहिए । )
2. होमगार्ड या सिविल स्वयं सेवक के रूप में तीन वर्ष की सेवा ।

1. (1) These rules may be called the Lok Nayak Jaiprakash Narayan National Institute of Criminology and Forensic Science , Staff Car Driver Ordinary Grade (Group ' C ' post ) Recruitment Amendment Rules , 2006 .
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Lok Nayak Jayaprakash Narayan National Institute of Criminology and Forensic Science, Staff Car Driver Ordinary Grade (Group 'C ' Post) Recruitment Rules , 2004,-
(i) in rule 1, in sub -rule ( 1 ) , for the figures "2004 " occuring at the end, the figures " 2006 " shall be substituted ;
(ii) in the Schedule,-
(a) under the heading "Number of posts " in column (2) , for the existing entry the following entry shall be substituted, namely:-
