2. समिति का कार्य केंद्रीय हिंदी समिति और राजभाषा विभाग द्वारा सरकारी कामकाज के लिए हिंदी के प्रयोग के संबंध में निर्धारित नीतियों को सांख्यिकी और कार्यक्रम कार्यान्वयन मंत्रालय में कार्यान्वित करवाने के बारे में सलाह देना होगा ।
कार्यकाल
3. समिति का कार्यकाल समिति के गठन की तारीख से, निम्नलिखित बातों के अध्यधीन, सामान्यतः तीन वर्ष का होगाः-
(क) जो संसद सदस्य समिति के सदस्य हैं, वे संसद सदस्य न रहने पर इस समिति के सदस्य नहीं रहेंगे ।
(ख) समिति के पदेन सदस्य अपने पद पर कार्य करते रहने तक ही समिति के सदस्य रहेंगे । (ग) किसी सदस्य की मृत्यु हो जाने अथवा समिति की सदस्यता से त्यागपत्र दे देने के कारण खाली हुए स्थान पर मनोनीत सदस्य तीन वर्ष के कार्यकाल की शेष अवधि के लिए ही सदस्य होगा ।

5. गैर- सरकारी सदस्यों को समिति की बैठकों में भाग लेने के लिए, यात्रा तथा दैनिक भत्ता भारत सरकार द्वारा समय - समय पर निश्चित दरों पर तथा राजभाषा विभाग , गृह मंत्रालय , भारत सरकार द्वारा 22जनवरी, 1987 को जारी किए गए कार्यालय ज्ञापन संख्या 11/20034/4/86- रा.भा. (क-2) में निहित निर्देशों के अनुसार दिया जाएगा ।
आदेश
आदेश दिया जाता है कि इस संकल्प की एक- एक प्रति सभी राज्य सरकारों और संघ राज्य क्षेत्रों के प्रशासनों, राष्ट्रपति सचिवालय, उपराष्ट्रपति सचिवालय , मंत्रिमंडल सचिवालय, प्रधान मंत्री कार्यालय , संसदीय कार्य मंत्रालय, लोक सभा सचिवालय , राज्य सभा सचिवालय, भारत के नियंत्रक और महालेखा परीक्षक, महालेखाकार, केंद्रीय राजस्व और भारत सरकार के सभी मंत्रालयों तथा विभागों को भेजी जाए । यह भी आदेश दिया जाता है कि इस संकल्प को आम जानकारी के लिए भारत के राजपत्र में प्रकाशित किया जाए ।

पुरस्कार योजना में भाग लेने के लिए पात्रता विभिन्न वैज्ञानिक मंत्रालयों/विभागों जैसे सूचना प्रौद्योगिकी विभाग, महासागर विकाप्त मंत्रालय , अंतरिक्ष, परमाणु ऊर्जा, वन एवं पर्यावरण मंत्रालय, गैर-पारम्परिक ऊर्जा स्रोत, विज्ञान और प्रौद्योगिकी मंत्रालय ( विज्ञान और प्रौद्योगिकी विभाग , जैव प्रौद्योगिकी विभाग व वैज्ञानिक और औद्योगिक अनुसंधान विभाग ) में कार्य करने वाले अधिकारियों सहित सभी भारतीय नागरिक इस स्कीम में भाग ले सकते हैं ।
यह संशोधन योजना के अधीन पुरस्कार योग्य , वर्ष 2005 को और उससे आगे प्रकाशित पुस्तकों पर लागू होगा ।

संकल्प
सं.ई -11012/1/2006- हिन्दी . सड़क परिवहन और राजमार्ग विभाग से संबंधित विषयों पर हिन्दी में मौलिक पुस्तक लेखन को बढ़ावा देने के लिए निम्नलिखित पुरस्कार योजना एतदद्वारा जनसाधारण की सूचना के लिए प्रकाशित की जाती है ।
1. योजना कानाम
इस योजना का नाम " सड़क परिवहन और राजमार्ग से संबंधित विषयों पर हिंदी में मौलिक हिन्दी पुस्तक लेखन प्रोत्साहन पुरस्कार योजना " है ।
2. योजना का उद्देश्य
इस योजना का मुख्य उद्देश्य लेखकों को सड़क परिवहन और राजमार्ग विभाग के कार्यक्षेत्र में आने वाले विषयों पर हिंदी में मौलिक हिन्दी पुस्तक लिखने के लिए प्रोत्साहित करना है । सड़क परिवहन और राजमार्ग विभाग के कार्यक्षेत्र में आने वाले विषयों की सूची अनुबंध । में दी गई है ।
3. योजना अवधि
किसी वर्ष विशेष के लिए घोषित किए जाने वाले पुरस्कारों के लिए , पूर्ववर्ती 3 वर्षों के ब्लॉक के दौरान प्रकाशित पुस्तकों अथवा ऐसी अवधि के दौरान तैयार की गई पांडुलिपियों पर विचार किया जाएगा ।
4. पुरस्कार का विवरण
इस योजना के अन्तर्गत पुरस्कारों के विवरण निम्नानुसार होंगे:-

30,000/- रुपए नकद और प्रशस्ति पत्र
(क) सर्वश्रेष्ठ चयनित लेखक
:
(ख) द्वितीय सर्वश्रेष्ठ चयनित लेखक
20,000/- रुपए नकद और प्रशस्ति पत्र
: 15,000/- रुपए नकद और प्रशस्ति पत्र
(ग) तृतीय सर्वश्रेष्ठ चयनित लेखक
:मूल्यांकन समिति द्वारा नियत नकद राशि और प्रशस्ति पत्र (घ) सांत्वना पुरस्कार (तीन )
5. पुरस्कारप्रायोजक
सड़क परिवहन और राजमार्ग विभाग इन पुरस्कारों को प्रायोजित तथा वित्तीय रुप से वहन करेगा । 434

6. पात्रता
(i) इस योजना में भारत सरकार/ राज्य सरकार के अधिकारियों/ कर्मचारियों सहित प्रत्येक भारतीय नागरिक भाग लेने के पात्र होंगे । इस योजना में मूल्यांकन समिति के अध्यक्ष और सदस्यों को छोड़कर , सड़क परिवहन और राजमार्ग विभाग के सभी अधिकारी / कर्मचारी भी भाग लेने के पात्र होंगे ।
(ii) इस योजना के तहत् सड़क परिवहन और राजमार्ग विभाग के कार्यक्षेत्र में आने वाले विषयों पर लिखी पुस्तकें / पांडुलिपियां ही स्वीकार की जाएंगी । कथा साहित्य पुस्तकें इस योजना के तहत पुरस्कार के लिए पात्र नहीं होंगी ।
(
iii ) पुस्तक /पांडुलिपि ( सिंगल स्पेश में टंकित ) का मुख्य भाग अनुबंधों , परिशिष्टों , अन्य संलग्नकों को छोड़कर , कम से कम 100 पृष्( लगभग 30,000 शब्दों ) का होना चाहिए ।
(iv) किसी सरकारी अधिकारी / कर्मचारी द्वारा शासकीय हैसियत या शासकीय कामकाज के रुप में लिखी कोई पुस्तक पुरस्कार के लिए पात्र नहीं होगी ।
(v) केन्द्र सरकार/ राज्य सरकार/ संघ शासित प्रशासनों अथवा केन्द्र सरकार/ राज्य सरकार/ संघ शासित प्रशासनों के सार्वजनिक क्षेत्र के उपक्रमों या स्वायत्तशासी निकायों की वित्तीय सहायता से लिखी गई अथवा प्रकाशित पुस्तकें पुरस्कार के लिए पात्र नहीं होंगी ।
(vi) इस योजना में पुरस्कार के लिए केवल मौलिक पुस्तकों पर विचार किया जाएगा और अनुवाद कार्य पर विचार नहीं किया जाएगा ।
7. प्रविष्टियां भेजने की प्रक्रिया
(i) लेखक / लेखिका को विधिवत भरा हुआ प्रविष्टि फार्म ( अनुबंध ।। के रुप में संलग्न ) भेजना होगा ।
( ii) लेखक / लेखिका को अपनी प्रविष्टि फार्म के साथ पांडुलिपि / पुस्तक की पांच प्रतियों के साथ - साथ पांच प्रतियों में इसका संक्षिप्त सार भी भेजना होगा ।
(iii) इस योजना के तहत् प्राप्त पांडुलिपियां/पुस्तकें लौटाई नहीं जाएंगी ।
( iv) कोई भी लेखक लेखिका इस योजना की अवधि विशेष की योजना के लिए एक से अधिक प्रविष्टि भेज सकता/ सकती है परन्तु वह एक से अधिक पुरस्कारों के लिए पात्र नहीं होगा / होगी । (v) प्रविष्टि, विज्ञापन में उल्लिखित अंतिम तारीख को या उससे पहले इस विभाग में पहुंच जानी चाहिए । 8. मूल्याकंन समिति
(क) इस योजना के अन्तर्गत प्राप्त पुस्तकों/ पाण्डुलिपियों की जांच करने और पुरस्कारों की सिफारिश करने के लिए एक मूल्यांकन समिति गठित की जाएगी । सचिव , सड़क परिवहन और राजमार्ग मूल्यांकन समिति के पदेन अध्यक्ष होंगे और समिति में इस विभाग और राजभाषा विभाग से एक- एक अधिकारी के अलावा तीन ऐसे गैर सरकारी सदस्यों को सहयोजित किया जाएगा जिनको हिन्दी भाषा का ज्ञान और विषय में विशेषज्ञता हो ।
(ख) इस योजना के अधीन प्राप्त प्रविष्टियां गैर सरकारी सदस्यों को उनकी टिप्पणियां और विचार प्राप्त करने के लिए भेजी जाएगीं । वे उन पर अपनी टिप्पणियां और विचार मूल्यांकन समिति के समक्ष प्रस्तुत करने के लिए एक माह के भीतर- भीतर सड़क परिवहन और राजमार्ग विभाग को भेजेंगे । 435 भारत का राजपत्र, जून 3, 2006 (ज्येष्ठ 13 , 1928 )
भाग I- खण्ड 1 ]
मूल्यांकन समिति गैर - सरकारी सदस्यों से प्राप्त सिफारिशों पर विचार करने के बाद प्रथम, द्वितीय , तृतीय तथा सांत्वना पुरस्कारों का निर्णय करेगी ।
(ग) ये पुरस्कार मूल्यांकन समिति की सिफारिश के अनुसार दिए जाएगें और पुरस्कार विजेताओं को पत्र द्वारा व्यक्तिगत रुप से सूचित किया जाएगा ।
(घ) मूल्यांकन समिति के गैर सरकारी सदस्य, मूल्याकन कार्य के लिए 500/- रुपए प्रति प्रविष्टि की दर से मानदेय के हकदार होंगे जिसकी अधिकतम सीमा 2500/- रुपए होगी । वे बैठक में भाग लेने के लिए नियमों के अन्तर्गत अन्य स्वीकार्य भत्तों के भी हकदार होंगे ।
9. सामान्य निबन्धन और शर्तें
योजना के प्रतिभागियों को निम्नलिखित निबन्धन और शर्तों का पालन करना होगा और वे इससे शासित होंगे: -
(1) रोजगार समाचार (हिन्दी संस्करण) सहित प्रमुख समाचार पत्रों / पत्रिकाओं में विज्ञापन देकर लेखकों से प्रविष्टियां आमंत्रित की जाएंगी ।
(2) इस योजना के अधीन निर्धारित योजना अवधि के दौरान लिखी / प्रकाशित पुस्तकें और टंकित पांडुलिपियां ही स्वीकृत की जाएंगी ।
(3) यह विभाग पुस्तकों /पांडुलिपियों के डाक में खो जाने अथवा देर से प्राप्त होने के लिए जिम्मेदार नहीं होगा ।
(4) नियत तारीख के बाद प्राप्त पुस्तकों / पांडुलिपियों पर विचार नहीं किया जाएगा ।
(5) लेखक / लेखकों को इस आशय का प्रमाण पत्र देना होगा कि यह पुस्तक उसकी / उनकी मौलिक रचना है और कॉपीराइट अधिनियम (समय - समय पर यथा संशोधित) , 1997 के तहत किसी अन्य लेखक के कॉपीराइट का उल्लंघन नहीं करती है । पुरस्कार प्राप्त होने के बाद भी पुस्तकों/ पांडुलिपियों पर लेखकों का कापीराइट अधिकार बना रहेगा ।
(6) प्रविष्टि किसी अन्य भाषा में पहले लिखी या प्रकाशित पुस्तक का उसी लेखक द्वारा हिन्दी अनुवाद नहीं होना चाहिए ।
(7) ऐसी पुस्तक/ पाण्डुलिपि जिसे पहले सरकार की किसी अन्य योजना के अन्तर्गत पुरस्कार प्राप्त हो चुका है , को स्वीकार नहीं किया जाएगा ।
(8) यदि पुस्तक/ पांडुलिपि के एक से अधिक लेखक हैं तो पुरस्कार की धनराशि उनमें बराबर- बराबर बांट दी जाएगी ।
(9) यदि पुस्तक पांडुलिपि किसी भी पुरस्कार के लिए अपेक्षित स्तर की नहीं पायी जाती है तो मूल्यांकन समिति यदि ठीक समझे तो उस पुस्तक / पांडुलिपि के लिए किसी धनराशि ( न्यूनतम पुरस्कार से कम ) का सांत्वना पुरस्कार देने की सिफारिश कर सकती है ।
(10) पुरस्कार के लिए किसी पुस्तक/ पांडुलिपि को चुने जाने के बारे में कोई पत्र -व्यवहार नहीं किया जाएगा ।
(11) पुरस्कार एक समारोह अथवा किसी उपयुक्त अवसर पर प्रदान किए जाएंगे जिसके बारे में पुरस्कार विजेताओं को सड़क परिवहन और राजमार्ग विभाग द्वारा सूचित किया जाएगा । (12) दिल्ली से बाहर के पुरस्कार विजेताओं को पुरस्कार वितरण समारोह में भाग लेने के लिए आने - जाने का निकटतम रेलवे स्टेशन से रेल का द्वितीय श्रेणी अथवा बस जैसा भी मामला हो , का किराया दिया जाएगा । 436

(13) सड़क परिवहन और राजमार्ग विभाग को पुरस्कार प्राप्तकर्ताओं के चयन और इसकी चयन प्रक्रिया के संबंध में अनन्य अधिकार होगा ।
(14) मूल्यांकन समिति का निर्णय अंतिम होगा और सभी को मान्य होगा और इस निर्णय के विरुद्ध प्राधिकारी से कोई अनुरोध या अपील नहीं की जा सकेगी ।
नियमों में छूट प्रदान करने की शक्ति
इन नियमों के प्रावधानों में , यदि आवश्यक हो अथवा ऐसा किया जाना उपयुक्त हो तो सचिव (सड़क परिवहन और राजमार्ग ) एक आदेश द्वारा छूट प्रदान कर सकते हैं ।

आदेश दिया जाता है कि इस संकल्प की एक प्रति सभी राज्य सरकारों और संघ शासित क्षेत्रों के प्रशासनों , भारत सरकार के सभी मंत्रालयों /विभागों , राष्ट्रपति सचिवालय , प्रधानमंत्री कार्यालय , मंत्रिमंडल सचिवालय , योजना आयोग , भारत के नियंत्रक और महालेखा परीक्षक , संघ लोक सेवा आयोग , लोकसभां सचिवालय और राज्य सभा सचिवालय को भेजी जाए ।
यह भी आदेश दिया जाता है कि इस संकल्प को जन साधारण की सूचना के लिए भारत के राजपत्र में प्रकाशित किया जाए ।

Functions
2. The function of the Samiti will be to render advise for the implementation of the policies laid down by Kendriya Hindi Samiti and Department of Official Language regarding the use of Hindi for official purposes in the Ministry of Statistics and Programme Implementation.
Tenure
3. The tenure of the Samiti will be normally three years from the date of its composition subject to the following :
(a) a member , who is Member of Parliament, will cease to be a member of the Samiti as soon as he ceases to be a Member of Parliament ;
(b) ex- officio member of the Samiti shall continue as members so long as they hold the office by virtue of which they are members of the Samiti ;
a member nominated in a vacancy arising in the Samiti due to the death or resignation of any member shall hold office for the residual term . (c) 444

4. The headquarters of the Samiti shall be at New Delhi .
Travelling and other allowances
5. The non - official members will be paid travelling and daily allowances for attending the meetings of the Samiti at the rates fixed by the Government of India from time to time and as per instructions contained in the Department of Official Language, Ministry of Home Affairs , Government of India, Office Memorandum No.II/ 20034 /4/86 - OL (A - 2 ) dated 22nd January , 1987 .

No. E - 11012/ 1 /2006 - Hindi . The following Incentive Award Scheme for writing original books in Hindi on the subjects pertaining to the Department of Road Transport & Highways is hereby published for general information .
1. TITLE OF THE SCHEME
The Scheme may be called ' Incentive award scheme for writing original books in Hindi on the subjects pertaining to Road Transport and Highways ' .
2. OBJECT OF THE SCHEME
The main object of the scheme is to encourage authors to write original books in Hindi on the subjects covered under the purview of the Department of Road Transport & Highways . The subjects pertaining to the Department of Road Transport and Highways is given in the Annexure-1 .
3. PERIOD OF THE SCHEME '
For the awards to be pronounced for any particular year, the books published during the preceding block of 3 years or the manuscripts prepared during such period shall be considered .
4. THE AWARDS
The details of awards under the Scheme shall be as follows : -
:
Rs . 30,000/- in cash and felicitation (a) For the best adjudged author
:
Rs . 20,000/- in cash and felicitation (b) For the second best adjudged author
Rs . 15,000/- in cash and felicitation (c) For the third best adjudged author
(d) consolation Award (Three )
Cash amount as decided by the Evaluation committee & felicitation.
5. SPONSORSHIP OF THE AWARDS
These awards shall be sponsored and financially supported by the Department of Road Transport and Highways .

6. ELIGIBILITY
(i) Every Indian citizen, including the officers / employees of Government of India / State Governments/UTs , shall be eligible to participate in the Scheme . The employees / officers of the Department of Road Transport & Highways excluding Chairman and the Members of Evaluation Committee shall also be eligible to participate in the Scheme .
( ii) The books/manuscripts written on the subjects falling within the purview of Department of Road Transport & Highways will only be accepted under the Scheme . Work of fiction shall not be eligible for any award under the Scheme
(iii) The main part of the book/ manuscript (typed in single space ) should run into a minimum 100 pages (30,000 words approximately) excluding the annexure , appendix and other attachments .
(iv) Any book authored by any Government servant in his official capacity or as a part of his official duty shall not be eligible for the Award .
(
v) Any book authored by or published by or with the financial aid of the Central Government/State Governments/Union Territory Administrations or any Public Sector Undertaking or Autonomous Body of the Central Government/State Governments /Union Territory Administrations shall not be eligible for the Award.
(vi) Only original book and not translation shall not be eligible for the award .
7. PROCEDURE FOR SUBMISSION OF THE ENTRIES
The author shall submit the entry form duly filled in (Annexure - 2) .
(i)
( ii) The author shall submit his / her entry form with 5 copies of the book / manuscript along with five copies of short summary.
(iii) The books /manuscripts received under this Award Scheme shall not be returned .
( iv) An author may send more than one entry under a particular period of the scheme but he / she will not be eligible for more than one Award.
The entries should reach on or before the last date indicated in the advertisement .
(v)
8. EVALUATION COMMITTEE
a. An Evaluation Committee shall be constituted under the scheme to examine the entries and to recommend the awards . Secretary, Department of Road Transport & Highways shall be ex- officio Chairman of the Evaluation Committee . Besides , One officer each from the Department of Road Transport & Highways and Department of Official Language, M/ o Home Affairs and three non- official Members as experts on the subject having knowledge of Hindi will be co - opted in the Evaluation Committee .
b. The entries received under the scheme shall be sent to the Non - official members for their observations/ comments thereon . They shall submit their views/ recommendations within one month to the Department of Road Transport & Highways for placing before the Evaluation committee . The Evaluation Committee shall decide the order of its awarding after considering the recommendations of the Non official Members .
c. Prizes shall be as recommended by the Evaluation Committee . The Award winners shall be intimated individually in writing.

d. Non- official Members of the Evaluation Committee shall be entitled for honorarium at the rate of Rs . 500/ - per entry subject to a maximum of Rs.2500/- . They shall also eligible for other allowances for attending the meetings as admissible under the rules.
9. GENERAL TERMS AND CONDITIONS
The participants of the scheme shall abide by and shall be governed by the following terms and conditions: -
1. The entries shall be invited from the authors through open advertisements in leading Newspapers / Journals including the Employment News ( Hindi Edition. )
2. Manuscripts ( typed ) /Books written/published during the prescribed period in which the scheme is in force shall only be accepted .
3. Department shall not be responsible for late receipt or loss in transit of books/ manuscripts .
4. Books/manuscripts received after the due date shall not be considered
5. Author shall furnish a certificate to the effect that the work is his original and does not violate the copyright of any other author under the Copyright Act (As amended from time to time) 1997. The authors shall continue to have the copy -right of their books /manuscripts even after the receipt of awards .
6. The book/ manuscript shall not be the Hindi version of a book already written or published in any other language by the same author .
7. A book/ manuscript which have already received an award under any other scheme of the Government shall not be accepted.
8. If there are more than one authe bock/'manuscript, the amount of prize will be equally divided among them .
9. In the event of a book/ manuscript being adjudged as not up to the required standard for any of the awards , the Evaluation Committee may recommend a consolation prize of any amount (less than the minimum prize) of that book/manuscript , if it deems fit .
10. No correspondence shall be entertained regarding selection of a book/manuscript for award.
11. Award shall be given at a function or any other appropriate occasion . Infomation of which shall be given to the Award Winners by the Department of Road Transport & Highways .
12. Award winner shall be eligible for second class railway fare from the nearest railway station to the venue of the award ceremony and back or the bus fare , as the case may be .
13. The Department of Road Transport & Highways shall have exclusive right to select the recipients of the awards and to regards its selection procedure .
14. The decision of the Evaluation Committee will be final and shall be acceptable by all and no request/appeal can be made to any authority against such decision.
POWER TO RELAX THE REGULATIONS .
The Secretary (RT &H ) may, if it is necessary or appropriate to do so, relax any of the provisions of these regulations by an order.
