संदर्भ डीईबीसी सं. 1 भारतीय रिज़र्व बैंक अधिनियम, 1934 ( 1934 का 2 ) की धारा 58 की उप- धारा ( 1 ) के अधीन प्रदत्त शक्तियों का प्रयोग करते हुए भारतीय रिज़र्व बैंक का केन्द्रीय बोर्ड, भारत सरकार की पूर्व- स्वीकृति से एतद्वारा 4 मई 2006 को आयोजित बैठक में भारतीय रिज़र्व बैंक कर्मचारी भविष्य निधि विनियमावली, 1935 में संशोधन का संकल्प करता है तथा निम्नलिखित संकल्प पारित करता है :
संकल्प किया गया कि भारतीय रिज़र्व बैंक अधिनियम , 1934 की धारा 58 की उप- धारा ( 2 ) के खण्ड ( ञ ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्रीय बोर्ड, केन्द्र सरकार की पूर्वस्वीकृति से एतद्वारा इस ज्ञापन के संलग्नक I और II के अनुसार भास्तीय रिज़र्व बैंक कर्मचारी भविष्य निधि विनियमावली, 1935 तथा भारतीय रिज़र्व बैंक कर्मचारी भविष्य निधि ( अतिरिक्त अभिदान ) विनियमावली, 1950 के विनियम 3 में संशोधन करता है जो क्रमशः भारतीय रिज़र्व बैंक कर्मचारी भविष्य निधि (अतिरिक्त अभिदान ) ( संशोधन ) विनियमावली 2006 के रूप में जानी जाएगी ।

विनियमावली, 2006
भारतीय रिज़र्व बैंक अधिनियम, 1934 की धारा 58 की उप - धारा ( 2 ) के खण्ड ( ञ ) के द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्रीय बोर्ड भारत सरकार की पूर्वस्वीकृति से एतद्द्वारा निम्नलिखित विनियम बनाता है , जो भारतीय रिज़र्व बैंक कर्मचारी भविष्य निधि ( संशोधन ) विनियमावली , 2006 के रूप में जानी जाएगी ।
1. संक्षिप्त शीर्षक
इन् विनियमों को भारतीय रिजर्व बैंक कर्मचारी भविष्य निधि संशोधन विनियमावली , 2006 कहा जाएगा ।
विनियम 6 में संशोधन

भारतीय रिजर्व बैंक कर्मचारी भविष्य निधि विनियमावली 1935 , जिसे इसके बाद मुख्य विनियमावली कहा जाएगा, के विनियम 6 में "निकटतम आधा रुपया " शब्दों को " 50 पैसे से कम को नजरअंदाज करते हुए निकटतम पूर्ण रुपया " शब्दों से प्रतिस्थापित किया जाएगा ।
विनियम 9 में संशोधन

मुख्य विनियमावली के विनियम 9 में " निकटतम पैसे तक गणना की गई " शब्दों को "50 पैसे से कम को नजरअंदाज करते हुए निकटतम पूर्ण रुपये तक गणना की गई " शब्दों से प्रतिस्थापित किया जाएगा ।
4. विनियम 11 ए ( 1 ) में संशोधन
मुख्य विनियमावली के विनियम 11 ए ( 1 ) में " अथवा अग्रिम या अन्य प्रकार से राशि का भुगतान" शब्दों के बाद " स्टाम्प शुल्क तथा पंजीकरण प्रभार सहित " शब्द जोड़े जाएंगे ।
5. विनियम 14 ( 1 ) के दूसरे परंतुक में संशोधन
मुख्य विनियमावली के विनियम 14 ( 1 ) के दूसरे परंतुक के अंत में निम्नलिखित जोड़ा जाएगा तथा उसे हमेशा " स्पष्टीकरण " के रूप में जोड़ा गया समझा जाएगा , अर्थात

भूतपूर्व सैनिक अभिदाता के मामले में सेवा की अवधि की गणना के प्रयोजनार्थ विनियम 14 के उप- विनियम ( 2 ) के खण्ड ( ए ) और ( बी) में यथा- विनिर्दिष्ट आवासीय और गैर - आवासीय प्रयोजन हेतु आहरण के लिए बैंक में कार्यग्रहण करने से पहले रक्षा बल में उनके द्वारा की गई सेवा की अवधि को भी ध्यान में रखा जाएगा । " 2805 भाग III-खण्ड4]

6. विनियम 14 ( 2 ) ( बी) ( ii ) ( ए ) का जोड़ा जाना
मुख्य विनियमावली में विनियम 14 ( 2 ) ( बी ) ( ii ) के बाद निम्नलिखित उप - विनियम जोड़ा जाएगा और उसे हमेशा उप- विनियम 14( 2 ) ( बी) ( ii ) ( ए ) के रूप में जोड़ा गयाः माना जाएगा अर्थात, " अभिदाता और दूसरा अथवा अभिदाता और अन्य, यथास्थिति, के संयुक्त स्वामित्व वाले भूखण्ड पर गृह निर्माण "
7. विनियम 14 ए ( 1 ) में संशोधन
मुख्य विनियमावली के विनियम 14 ए( 1 ) में " वित्तीय नियंत्रक" शब्द " मुख्य महाप्रबंधक, व्यबनिवि " शब्द से प्रतिस्थापित किए जाएंगे । आगे , " ( i ) जिस उद्देश्य के लिए आहरण किया जा रहा है ( ii ) अभिदाता की हैसियत और ( iii ) निधि में उसके अभिदान और उस पर ब्याज की राशि को ध्यान में रखते हुए " शब्दों को निम्नलिखित शब्दों " विनियम 14 के उप-विनियम (2 ) के खण्ड (क) में विनिर्दिष्ट प्रयोजन के लिए" से प्रतिस्थापित किया जाएगा । मुख्य महाप्रबंधक/महाप्रबंधक विनियम 14 के उप- विनियम ( 2 ) के खण्ड ( बी ) के उप- खण्ड ( iv ) में विनिर्दिष्ट प्रयोजन के लिए निधि में अभिदाता के अभिदान और उस पर ब्याज की 3/4 राशि तक के आहरण की स्वीकृति दे सकता है । " 8 विनियम 14 सी( 2 ) ( i ) एवं 14 सी ( 2 ) ( ii ) और उनका स्पष्टीकरण
मुख्य विनियमावली के विनियम 14 सी ( 2 ) ( i ) में " प्रबंधक" शब्द के लिए " मुख्य महाप्रबंधक" शब्द एवं मुख्य विनियमावली के विनियम 14 सी ( 2 ) ( ii ) में "वित्तीय नियंत्रक" शब्द के लिए "मुख्य महाप्रबंधक, व्यबनिवि " शब्द और स्पष्टीकरण ( i ) में अभिव्यक्ति "प्रबंधक में उप वित्तीय नियंत्रक और जहाँ उप वित्तीय नियंत्रक का पद नहीं है, संयुक्त प्रबंधक अथवा उप प्रबंधक अथवा मुद्रा अधिकारी अथवा शाखा या कार्यालय का प्रभारी अधिकारी शामिल है " शब्दों के लिए " मुख्य महाप्रबंधक " अभिव्यक्ति में महाप्रबंधक अथवा उप महाप्रबंधक अथवा शाखा या कार्यालय का प्रभारी अधिकारी शामिल है " शब्द प्रतिस्थापित किए जाएंगे । 2806

1. संक्षिप्त शीर्षक
इन विनियमों को भारतीय रिजर्व बैंक कर्मचारी भविष्य निधि ( अतिरिक्त अभिदान ) ( संशोधन ) विनियमावली, 2006 कहा जाएगा ।
2. विनियम 3 में संशोधन भारतीय रिज़र्व बैंक कर्मचारी भविष्य निधि ( अतिरिक्त अभिदान )विनियमावली, 1950 के विनियम 3 में " आधा रुपया" शब्द के स्थान पर " पूर्ण रुपया" शब्द प्रतिस्थापित किए जाएंगे । भाग III-खण्ड4]

एचआरडी/पी-4/ 1 (4)/89/आर आर/एमटीए कर्मचारी भविष्य निधि और प्रकीर्ण उपबन्ध अधिनियम, 1952 (1952का 19) की धारा 5 घ की उपधारा 7 (क) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुये केन्द्रीय बोर्ड गजट अधिसूचना संख्या एचआरडी/पी-4/1 (4)/91/आर.आर./एमटीए दिनांक 13.3.2004 में अधिसूचित कर्मचारी भविष्यनिधि संगठन (बहुकार्य परिचर) भर्ती नियम, 2004 में एतद् द्वारा संशोधन करता है ।
1.
(i) ये नियम कर्मचारी भविष्य निधि संगठन (बहु कार्य परिचर ) संशोधन भर्ती नियम, 2006 कहलायेगें ।
(ii) ये सरकारी राजपत्र में प्रकाशन की तिथि से प्रवृत्त होंगे ।
2. कर्मचारी भविष्य निधि संगठन (बहु कार्य परिचर ) भर्ती नियम, 2004 के साथ संलग्न अधिसूची के कॉलम 10के अंतर्गत "लागू नहीं है" शब्द के स्थान पर 2 वर्ष जोडा जायेगा: -
3. कर्मचारी भविष्य निधि संगठन (बहु कार्य परिचर )भर्ती नियम, 2004 के साथ संलग्न अधिसूची के कॉलम 11 के अंतर्गत "सीधी भर्ती द्वारा 100 % निम्नलिखित के द्वारा प्रतिस्थापित किया जायेगा:-
(i) सीधी भर्ती द्वारा 75%
(ii) सफाईवाला, फराश, हैल्पर तथा वाटर कैरियर में से 25% स्थानान्तरण द्वारा । ऐसा न होने पर सीधी भर्ती द्वारा
4. कर्मचारी भविष्य निधि संगठन (बहु कार्य परिचर )भर्ती नियम, 2004 के साथ संलग्न अधिसूची के कॉलम 12के अंतर्गत "लागू नहीं है " शब्द के स्थान पर निम्नलिखित को जोडा जायेगा: -
"पात्र सफाई कर्मचारियों (सफाईवाला) , फराश , हैल्पर तथर वाटर कैरियर की जिनकी संबंधित ग्रेड में 5 वर्ष कीसेवाहो तथा जिनको प्रारंभिक साक्षरता का ज्ञान हो तथा जो क्षेत्रीय भाषा या हिन्दी में लिखने की योग्यता का सबूत दे सके, जिसका निर्धारण साधारण लिखित टैस्ट के आधार पर किया जाना है, स्थानान्तरण द्वारा 25% पदो को भरा जायेगा "

एचआरडी/पी -4/ 1 (4)/89/आर आर कर्मचारी भविष्य निधि और प्रकीर्ण उपबन्ध अधिनियम, 1952 ( 1952 का 19) की धारा 5 घ की उपधारा 7 (क) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुये केन्द्रीय बोर्ड, गजट अधिसूचना संख्या पी-4/ 1 (4)/89/ भर्ती नियम दिनांक 31.7.1992 द्वारा अधिसूचित कर्मचारी भविष्य निधि संगठन जमादार/दफ्तरी/रिकार्ड सार्टर (कनिष्ठ) भर्ती नियम, 1992 में एतद् द्वारा संशोधन करता है, अर्थात्
1. ये नियम कर्मचारी भविष्य निधि संगठन (जमादार/दफ्तरी/रिकार्ड सार्टर (कनिष्ठ) संशोधन भर्ती नियम, 2006 कहलायेगें ।
2. ये सरकारी राजपत्र में प्रकाशन की तिथि से प्रवृत्त होंगे ।
3. कर्मचारी भविष्य निधि संगठन जमादार/दफ्तरी/रिकार्ड सार्टर (कनिष्ठ) भर्ती नियम, 1992 के साथ संलग्न अधिसूची के कॉलम 12 के अंतर्गत प्रविष्टि के लिये निम्नलिखित को प्रतिस्थापित किया जायेगा: -
वरिष्ठता के आधार पर ग्रेड में 2 वर्ष की सेवा के साथ बहुकार्य परिचर की पदोन्नति द्वारा परन्तु फिट न होने पर रद्द करना
नोट:
चपरासी, माली तथा चौकीदार की संयुक्त वरिष्ठता को ध्यान में रखते हुये पात्र बहु कार्य परिचर में से दफ्तरी के काडर में पदोन्नति की जायेगी ।

चार्टर्ड एकाउन्टेण्ट्स विनियम , 1988 के विनियम 159 (1 ) के अनुसरण में, इंस्टीट्यूट ऑफ चार्टर्ड एकाउन्टेण्ट्स ऑफ इण्डिया के परिषद , पूर्वी भारत प्रादेशिक परिषद की शाखा दिनांक 5 मई 2006 से सम्बलपुर में स्थापना को अधिसूचित करती है ।
यह शाखा पूर्वी भारत प्रादेशिक परिषद् की सम्बलपुर शाखा के नाम से जानी जाएगी । इस शाखा के क्षेत्राधिकार के अन्तर्गत, सम्बलपुर के साथ- साथ, सम्बलपुर नगर की सीमा से 50 किलोमीटर की दूरी के भीतर आने वाले निम्नलिखित शहर / नगर आएंगे:

(७)/८४/२००५. यह कि इन्स्टीट्यूट ऑफ चार्टर्ड एकाउन्टेन्ट्स ऑफ इन्डिया की परिषद् द्वारा चार्टर्ड एकाउन्टेन्ट्स विनियम , १६८८ में और संशोधन करने हेतु, चार्टर्ड एकाउन्टेन्ट्स अधिनियम , १६४६ (१६४६ का ३८वां) की धारा ३० की उप- धारा (३) की व्यवस्थाओं के अनुसार संशोधनों का प्रारूप दिनांक ११ जून, २००५ को प्रकाशित, भारत के राजपत्र के भाग III, खण्ड ४ के पृष्ठ संख्या १६६१ से १६६३ पर इन्स्टीट्यूट ऑफ चार्टर्ड एकाउन्टेन्ट्स ऑफ इण्डिया की अधिसूचना संख्या १ सी.ए. (७) /८४/ २००५ दिनांक १ जून, २००५ के तहत प्रकाशित किया गया था;
और यह कि उक्त राजपत्र की प्रतियां जनता को उपलब्ध होने की तिथि से पैंतालिस दिनों की अवधि की समाप्ति से पहले तक आपत्तियां एवं सुझाव आमंत्रित किए गये थे;
और यह कि उक्त राजपत्र आम जनता को २८ जून, २००५ को उपलब्ध करा दिया गया था:
और यह कि उक्त संशोधनों के प्रारूप पर जनता से प्राप्त आपत्तियों और सुझावों पर इन्स्टीट्यूट ऑफ चार्टर्ड एकाउन्टेन्ट्स ऑफ इण्डिया की परिषद् द्वारा विचार किया गया तथा केन्द्रीय सरकार द्वारा इसका अनुमोदन कर दिया गया है;
अतःअब, उक्त अधिनियम की धारा ३० की उप - धारा (१ ) के द्वारा प्रदत्त शक्तियों का उपयोग करते हुए , परिषद्, केन्द्रीय सरकार के अनुमोदन से एतद् द्वारा चार्टर्ड एकाउन्टेन्ट्स विनियम, १६८८ में निम्नलिखित संशोधन करती है, अर्थात्ः- १ (१ ) इन विनियमों को चार्टर्ड एकाउन्टेन्ट्स (संशोधन ) विनियम, २००६ कहा जायेगा ।
(२) ये विनियम सरकारी राजपत्र में प्रकाशित होने की तिथि से लागू होंगे । भाग III-खण्ड4]

२. चार्टर्ड एकाउन्टेन्ट्स विनियम , १६८८ में:-
28 11 विनियम ४८ में, उपविनियम (१) के स्थान पर निम्नलिखित रखा जायेगा, अर्थात्ः-
"(१) (क) प्रत्येक नियोक्ता, जो ऐसे किसी आर्टिकल्ड क्लर्क को नियोजित करता है, जिसने वृत्तिक शिक्षा (परीक्षा- II) उत्तीर्ण की है और विनियम ४५ के खंड (ख) का उपखण्ड (iii ) के अधीन यथा-विनिर्दिष्ट कम्प्यूटर प्रशिक्षण कार्यक्रम भी सफलतापूर्वक पूरा कर लिया है , ऐसे क्लर्क को, इस बात पर निर्भर करते हुए कि आर्टिकल्ड क्लर्क का सामान्य कार्य-स्थान कहां स्थित है , प्रत्येक मास नीचे दी गई सारणी I में विनिर्दिष्ट दरों पर न्यूनतम मासिक वृत्तिका का संदाय करेगाः-

(ख) प्रत्येक नियोक्ता, जो ऐसे किसी आर्टिकल्ड क्लर्क को नियोजित करता है, जिसने, यथास्थिति, फाउंडेशन परीक्षा या स्नातक परीक्षा उत्र्तीण की है और जिसे क्रमशः ३० जून, २००४ या ३० सितम्बर , २००१ तक आर्टिकल्ड क्लर्क के रूप में रजिस्ट्रीकृत भी किया गया है, ऐसे क्लर्क को, इस बात पर निर्भर करते हुए कि आर्टिकल्ड क्लर्क का सामान्य कार्य-स्थान कहां स्थित है, प्रत्येक मास नीचे दी गई सारणी- II में विनिर्दिष्ट दरो पर न्यूनतम मासिक वृत्तिका का संदाय करेगाः-

परन्तु आर्टिकल्ड क्लर्क को इन विनियमों के अधीन आयोजित इंटरमीडिएट परीक्षा उत्तीर्ण करने पर, शहरों/कस्बों के संबंध में दरों के उपरोक्त वर्गीकरण को विचार में लाए बिना , उक्त परीक्षा का परिणाम घोषित होने की तारीख से अगले मास के पहले दिन से प्रति मास ३००/- रु. की अतिरिक्त वृत्तिका का संदाय किया जाएगा ।
(ग) खंड (क) या खंड (ख) में किसी बात के होते हुए भी, आर्टिकल्ड क्लर्क, इन नियमों के अधीन वृत्तिका शिक्षा (परीक्षा- II ) उत्तीर्ण करने पर इस बात पर, निर्भर करते हुए कि आर्टिकल्ड क्लर्क का सामान्य कार्य-स्थान कहां स्थित है, उक्त परीक्षा का परिणाम घोषित होने की तारीख से अगले मास के पहले दिन से, खंड (क) के नीचे दी गई सारणी-1 में विनिर्दिष्ट दरों पर न्यूनतम मासिक वृत्तिका का पात्र होगा ।
स्पष्टीकरण १. - इस विनियम के प्रयोजनों के लिए, ली गई किसी अतिरिक्त छुट्टी के लिये, कोई वृत्तिका संदेय नहीं होगी ।
स्पष्टीकरण २. -उन दरों का अवधारण करने के प्रयोजनार्थ, जिन पर इस विनियम के अधीन वृत्तिका संदेय है, विद्यार्थी द्वारा किसी पूर्व नियोक्ता या नियोकताओं के अधीन ली गई आर्टिकल्ड प्रशिक्षण की अवधि (ऐसी कोई अवधि १ जुलाई , १६७३ से पूर्व की न हो) को हिसाब में लिया जायेगा ।
स्पटीकरण ३. इस विनियम के प्रयोजनों के लिये , जनसंख्या के आंकड़े पिछली प्रकाशित भारत की जनगणना रिपोर्ट के अनुसार लिए जायेंगे ।"

Annex I Reserve Bank of India Employees ' Provident Fund
(Amendment) Regulations , 2006
In exercise of the powers conferred by clause (j ) of sub - section (2 ) of Section 58 of the Reserve Bank of India Act 1934 , the Central Board, with the previous sanction of the Central Government hereby makes the following regulations , which shall be known as the Reserve Bank of India Employees ' Provident Fund ( Amendment) Regulations , 2006 .
1. Short Title
These regulations may be called the Reserve Bank of India Employees ' Provident Fund ( Amendment ) Regulations, 2006 .
2. Amendment To Regulation 6
In Regulation 6 of the Reserve Bank of India Employees ' Provident Fund Regulations 1935 , hereinafter referred to as the Principal Regulations , for the words "nearest half rupee " , words "nearest whole rupee, less than 50 paise being ignored " , shall be substituted .
3. Amendment To Regulation 9
In Regulation 9 of the Principal Regulations , for the words " calculated to the nearest paisa" , words " calculated to the nearest whole rupee, less than 50 paise being ignored " shall be substituted .
4.Amendment To Regulation 11A(1 )
In Regulation 11A( 1 ), of the Principal Regulations after the words " or payment of money by way of earnest or otherwise , " words "including stamp duty and registration charges " shall be inserted .
5. Amendment To Regulation 14( 1) second proviso
In Regulation 14( 1 ) , second proviso , of the Principal Regulations , the following shall be inserted at the end of the second proviso , and shall always be deemed to have been inserted as " explanation " , namely,
"Explanation
For the purpose of calculating the period of service in the case of ex- servicemen subscribers for withdrawal for purposes of housing and non -housing as specified in clause ( a) and (b ) of sub - regulation (2) of Regulation 14, the period of service rendered by them in the Defence Forces prior to their joining the Bank shall also be taken into consideration . "
6. Insertion of Regulation 14(2 )(b ) ( ii ) ( a)
In the Principal Regulations , after Regulation 14(2) (b ) ( ii ) , the following sub - regulation shall be inserted and shall always deemed to have been inserted as sub - regulation 14( 2) (b ) ( ii ) ( a) , namely : "building a house on a plot of land belonging jointly to the subscriber and another or the subscriber and others , as the case may be. "
to 7.Amendment Regulation 14 A (1)
In Regulation 14 A( 1 ) of the Principal Regulation for the words "Financial Controller" , words "Chief General Manager , DEBC ", shall be substituted . Further for the words " having due regard to ( i ) the object for which the withdrawal is being made ( ii ) the status of the subscriber and ( iii ) the amount of his own subscriptions and the interest thereon in the Fund " the following words shall be substituted " for purposes spécified in clause (a) of sub - regulation (2) of Regulation 14. The Chief General Manager/General Manager may sanction the withdrawal of an amount upto 3 /4ths of the subscriber's subscriptions and interest thereon in the Fund for purposes specified in sub - clause ( iv ) of clause (b ) of sub- regulation (2) ofRegulation 14. 8. Amendment To Regulation 14C(2) ( i ) & 14C(2) ( ii ) and Explanation thereto
In Regulation 14C(2) ( i ) of the Principal Regulations for the word "Manager " the words " Chief General Manager " and in Regulation 14C(2) ( ii) of the Principal Regulations for the words " Financial Controller " , words " Chief General Manager , DEBC " and in the explanation ( i ) for the words "The expression Manager includes a Deputy Financial Controller and where there is no post of Deputy Financial Controller , a Joint Manager or a Deputy Manager or a Currency Officer or an Officer - in- Charge of a branch or an office " , the words " the expression " Chief General Manager " includes a General Manager or Deputy General Manager or an Officer- in- Charge of a branch or an office " , shall be substituted.
Annex II Reserve Bank of India Employees ' Provident Fund (Additional Subscriptions) ( Amendments ) Regulations , 2006
1. Short Title
These regulations may be called the Reserve Bank of India Employees' Provident Fund (Additional Subscriptions) (Amendment) Regulations , 2006
2. Amendment to Regulation 3
In Regulation 3 of the Reserve Bank of India Employees' Provident Fund (Additional Subscriptions ) Regulations , 1950 for the words "half rupee " , the words "whole rupee" shall be substituted.

HRD/P - IV/ 1 ( 4 ) 89/RR/MTA - In exercise of the powers conferred by sub - section 7 (a) of section 5D of the Employees' Provident Funds & Miscellaneous Provisions Act, 1952 (19 of 1952) , the Central Board hereby amends the Employees ; Provident Fund Organization (Multitask Attendant) Recruitment Rules 2004, notified vide Gazette Notification No. HRD /P - IV/ 1 ( 5 ) 91 /RR/MTA, dated 13.03.2004 namely: -
1. ( i) These rules may be called the Employees ' Provident Fund Organization (Multitask Attendant) Amendment Recruitment Rules , 2006 .
(ii) They shall come into force from the date of their publication in the official Gazette .
2. Under Column 10 of the Schedule attached to the Employees ' Provident Fund (Multitask Attendant ) Recruitment Rules , 2004 the word "two years " shall be inserted in place of" Not Applicable" .
3. Under Column 11 of the Schedule attached to the Employees' Provident Fund Organization (Multitask Attendant ) Recruitment Rules, 2004, the words " By Direct Recruitment - 100 % " shall be substituted by the following: -
"
(i) 75%by Direct Recruitment
(ii) 25% by transfer from Sweepers , Farashes , Helpers and Water Carriers , failing which by direct recruitment . "
4. Under Column 12 of the Schedule attached to the Employees ; Provident Fund Organization (Multitask Attendant) Recruitment Rules, 2004, the following shall be inserted in place of "Not Applicable " : -
"25% Posts shall be filled by transfer of eligible Sweepers (Safaiwala) , Farashes, Helpers and Water Carriers who have put in minimum of 5 years service in the respective grades and who possess elementary literacy and give proof of ability to write in Regional Languages or Hindi , to be assessed on the basis of simple written test."

1. These rules may be called the Employees ' Provident Fund Organization (Jamadar/Daftry/Record Sorter (Junior ) Amendment Recruitment Rules, 2006.
2. They shall come into force from the date of their publication in the official Gazette.
3. For entry under Column 12 of the Schedule attached to the Employees ' Provident Fund Organization Jamadar/Daftry/Record Sorter (Junior) Recruitment Rules, 1992 the following shall be substituted: -
"By promotion of Multitask Attendant with 2 years service in the grade on the basis of Seniority subject to rejection ofunfit" .
Note: Any promotion in the cadre of Daftry will be made from eligible Multitask Attendant taking into account the combined seniority of Peon, Mali and Chowkidar.

No.1 - CA( 7)/84/2005.- Whereas certain draft amendments further to amend the Chartered Accountants Regulations , 1988, were published by the Council of the Institute of Chartered Accountants of India , as required by sub-section ( 3) of section 30 of the Chartered Accountants Act , 1949 (38 of 1949) in the Gazette of India , Part III , section 4, dated the 11th June , 2005 under the notification of the Institute of Chartered Accountants of India No.1 -CA( 7) /84/2005 dated 1st June, 2005, at pages 1661-1663;
And whereas objections and suggestions were invited before the expiry of a period of forty-five days from the date on which the copies of the said Gazette were made available to thepublic;

in regulation 48 , for sub- regulation ( 1 ) , the following shall be substituted , namely : - "(1) (a) Every principal engaging an articled clerk, who has passed the Professional Education ( Examination II ) and has also successfully completed computer training programme as specified under sub - clause ( iii) of clause ( b ) of regulation 45, shall pay to such clerk every month a minimum monthly stipend at the rates specified in the Table I below depending on where the normal place of service ofthe articled clerk is situated : -

Provided that an additional stipend of Rs.300/- per month shall be paid to an articled clerk on his passing the Intermediate examination , from the first day of the month foliowing the date of declaration of the result of the said examination held under these regulations, irrespective of above classification of rates of stipend with reference to cities/towns.
(c) Notwithstanding anything contained in clause (a ) or ( b) , an articled clerk on his passing the Professional Education ( Examination - II ) under these regulations , shall be eligible for a minimum monthly stipend at the rates specified in the Table I under clause (a) , from the first day of the month following the date of declaration of the result of the said examination , depending on where the normal place of service of the articled clerk is situated.
For the purposes of this regulation , no stipend shail be payable for Explanation1.- anyexcess leave taken .

Explanation 2.- For the purposes of determining the rates at which stipend is payable under this regulation , the period of articled training of the student under any previous principal or principals (not being any such period prior to 1 July, 1973 ) shall also be taken into account.
Explanation 3.- For the purposes of this regulation , the figures of population shall be taken as per the last published Census Report of India ".
