निर्देश सं. एनएचबी. एचएफसी.डीआईआर. 16/सीएमडी/-2006-- राष्ट्रीय आवास बैंक जनहित में एवं इस बात से संतुष्ट होकर कि राष्ट्रीय आवास बैंक देश में आवास वित्त प्रणाली विनियमित करने में सशक्त होने के प्रयोजनार्थ व इसके लाभार्थ यह आवश्यक समझता है कि ऐसा करना अपेक्षित है, राष्ट्रीय आवास बैंक अधिनियम, 1987 ( 1987/53 ) की धाराओं 30ए तथा 31 द्वारा उसे प्रदत्त शक्तियों और इस संबंध में सभी सामर्थ्यकारी शक्तियों का प्रयोग करते हुए निर्देश देता है कि आवास वित्त कम्पनी ( रा. आ. बैंक ) निर्देश , 2001 में निम्नानुसार और संशोधन तत्काल प्रभाव से किए जाते हैं, अर्थात्: --
आवास वित्त कम्पनी ( रा . आ. बैंक ) निर्देश, 2001 के अनुच्छेद 26 में, व्याख्या ( 3 ) के नीचे मद ( घ ) ( i ) के लिए, निम्नलिखित को प्रतिस्थापित किया जाएगा, अर्थात्:--
"
150 ( i ) वाणिज्यिक अचल सम्पत्तियों ( कार्यालय भवन, खुदरा स्थान, बहु - प्रयोज्य वाणिज्यक परिसर, बहु-परिवार आवासीय भवन, बहु - किरायेदार वाणिज्यिक परिसर, औद्योगिक या भांडारण स्थान , होटल, भूमि अधिग्रहण , विकास एवं निर्माण आदि ) पर निधि आधारित तथा गैर- निधि आधारित निवेश "

The National Housing Bank having considered it necessary in the public interest and being satisfied that, for the purpose of enabling the National Housing Bank to regulate the housing finance system in the country to its advantage , it is necessary so to do , hereby in exercise of the powers conferred on it by sections 30A and 31 of the National Housing Bank Act , 1987 (53 of 1987) and all the powers enabling it in this behalf, directs that the Housing Finance Companies ( NHB) Directions , 2001 shall with immediate effect , be further amended in the following manner , namely: - In paragraph 26, under explanation (3 ) , of the Housing Finance Companies ( NHB ) Directions, 2001 for item (d) ( i) , the following shall be substituted) , viz .

इस शर्त के अधीन , कि इस विश्वविद्यालय के अथवा इस विद्यालय से संबद्ध महाविद्यालय संस्थान के कार्यकार्णी खंड (xiv) , (xv) , (xvii) अथवा (xix ) के अंर्तगत सभा के सदस्य होने के पात्र नहीं होंगे ।

कार्यकार्णी परिषद की संरचना COMPOSITION OF THE EXECUTIVE COUNCIL
11(1) (क) कार्यकार्णी परिषद में निम्नलिखित सदस्य होंगे, अर्थातः
(ii) कुलपति, पदेन
(iii) उपकुलपति, यदि कोई हो तो, पदेन (iv) कुलपति द्वारा वरिष्ठता के अनुसार चक्रानुक्रम में मनोनीत किए जानेवाले विद्याशालाओं के चार संकायाध्यक्ष ।
(v) कुलपति द्वारा वरिष्ठता के अनुसार चक्रानुक्रम में मनोनीत किए जानेवाले एक आचार्य , जो कि संकायाध्यक्ष न हो ।

परीक्षा नियंत्रक
THE CONTROLLER OF EXAMINATIONS
43 (1 ) परीक्षा नियंत्रक विश्वविद्यालय के पूर्णकालिक वैतनिक अधिकारी होंगे और इस प्रयोजनार्थ गठित चयन समिति की सिफारिशों पर कार्यकार्णी परिषद द्वारा उन्हें नियुक्त किया जाएगा ।
of 43(1) The Controller Examinations shall be a whole time salaried officer of the University and shall be appointed by the Executive Council on the recommendations of the Selection Committee constituted for the purpose.
(7) परीक्षा नियंत्रक की परिलब्धियां और सेवा की अन्य शर्ते अध्यादेश द्वारा विहित किए गए अनुसार होगी ।
(7) The emoluments and other terms and conditions of service of the Controller of Examinations shall be such as may be prescribed by the Ordinances .
Provided that the Controller of Examinations shall retire ib attaining the age of sixty- two years .
इस शर्त के अधीन कि बासठ वर्ष की आयु प्राप्त कर लेने पर परीक्षा नियंत्रक सेवानिवृत्त होंगे ।
Provided further that the Controller of Examinations shall notwithstanding his attaining the age of sixty - two years , continue in office until his successor is appointed and enters upon his office or until the expiry of a period of one year whichever is earlier .
साथ ही इस शर्त के अधीन भी कि बासठ वर्ष की आयु प्राप्त करने के बावजूद परीक्षा नियंत्रक उस समय तक अपने पद पर बने रहेंगे जब तक कि उनके उत्तराधिकारी की नियुक्ति नहीं हो जाती और वे उपना पद ग्रहण नहीं करते हैं अथवा एक वर्ष की अवधि की समाप्ति तक, जो भी पहले हो ।

DEAN OF STUDENTS ' WELFARE
44 ( 1 ) कुलपति की सिफारिशों पर कार्यकार्णी परिषद द्वारा विश्वविद्यालय के शिक्षकों में से, जो उपाचार्य के पद से कम नहीं हों, छात्र कल्याण संकायाध्यक्ष नियुक्त किया जाएगा ।
44(1) Every Dean of Students ' Welfare shall be appointed from amongst the teachers of the University, not below the rank of a Reader , by the Executive Council on the recommendations of the Vice- Chancellor.
(6) खंड ( 1 ) के अंर्तगत नियुक्त प्रत्येक छात्र कल्याण संकायाध्यक्ष पूर्ण कालिक अधिकारी होंगे और तीन वर्ष की अवधि के लिए पद पर रहेंगे और पुननिर्वाचन के लिए पात्र होंगे ।
(6) (1) Every Dean of Students' Welfare appointed under Clause ( 1 ) shall be a whole-time officer and shall hold office for a term of three years and shall be eligible for re- appointment .
इस शर्त के अधीन कि कार्यकार्णी समिति , यदि आवश्यक हो तो , कुलपति की सिफारिशों पर किसी शिक्षक को , जो उपाचार्य के पद से कम नहीं हों, ऐसी शिक्षक की सेवा के अतिरिक्त छात्र कल्याण संकायाध्यक्ष का कार्य करने के लिए नियुक्त कर सकता है और ऐसी स्थिति में कार्यकार्णी परिषद उन्हे उपयुक्त भत्ता भुगतान किए जाने की मंजूरी दे सकती है ।
Provided that the Executive Council may, if it is considered necessary, appoint on the recommendation of the Vice- Chancellor, a teacher , not below the rank of a Reader , to discharge the duties of the Dean of Students ' Welfare in addition to his duties as such teacher , and in such case , the Executive Council may sanction a suitable allowance to be paidto him.
(7) छात्र कल्याण संकायाध्यक्ष के रूप में नियुक्त व्यक्ति अपने मूलपद का धारणाधिकार रखे रहेंगेऔर छात्र कल्याण संकायाध्यक्ष के रूप में नियुक्ति के लिए उपचित सभी लाभों के पात्र होंगे ।
(7) A person who is appointed as a Dean of Students ' Welfare shall continue to hold his lien on his substantive post and shall be eligible to all the benefits that would have otherwise accrued to him, but for his/her appointment as the Dean of Students ' Welfare .

(8) जब छात्र कल्याण संकायाध्यक्ष का पद रिक्त हो अथवा बीमारी या अन्य कारणों से संकायाध्यक्ष अपने कार्यालय का कार्य करने में असमर्थ हो तो कुलपति द्वारा इस प्रयोजनार्थ व्यक्ति कार्यालय का कार्य निष्पादन करेंगे ।
(8) When the office of a Dean Students ' Welfare is vacant or when the Dean of Students ' Welfare is by reason of illness or absence or any other cause, unable to perform the duties of his office , the duties of the office shall be performed by such person as the Vice- Chancellor may appoint for the purpose .
(9) छात्र कल्याण संकायाध्यक्ष का कार्य और अधिकार अध्यादेश द्वारा विहित किए जांएगे ।
(9) The duties and powers of a Dean of Students ' Welfare shall be prescribed by the Ordinances .
