संकल्प
राष्ट्रीय स्थानिक आंकड़ा अवसंरचना का गठन सं . एसएम/25/003/05
1. जबकि स्थानिक आंकड़ा अवसंरचना प्रौद्योगिकियों, नीतियों और संस्थागत व्यवस्थाओं का संग्रह है जिसका उद्देश्य विभिन्न एजेंसियों और संगठनों द्वारा अधिग्रहित और धारित स्थानिक आंकड़ा की प्रयोक्ताओं के विशाल , विविध और सदैव बढ़ते समुदाय की उपलब्ध और सुलभ कराने में सुविधा प्रदान करना तथा सतत् आर्थिक विकास के लिए सामुदायिक, स्थानीय , राज्य, क्षेत्रीय और राष्ट्रीय स्तरों पर स्थानिक आंकड़ा अवसंरचना के प्रयोग को बढ़ावा देना है ।
और जबकि भारत सरकार स्थानिक आंकड़ा के अधिग्रहण , प्रक्रिया, भण्डारण, वितरण और उपयोग में सुधार करने के प्रयोजनार्थ राष्ट्रीय स्था नेक आंकड़ा अवसंरचना ( एन.एस.डी. आई. ) के रूप में ज्ञात राष्ट्रीय अवसरंचना की स्थापना करने का प्रस्ताव करती है जो भारत सरकार की विभिन्न एजेंसियों द्वारा जुटाये जा रहे स्थानिक आंकड़ों का प्रारंभिक माध्यम होगा । और जबकि भारत सरकार की आंकड़ा सृजन एजेंसियां प्रारंभ में एन.एस.डी.आई. की योगदान करने वाली एजेंसियां होंगी और यह कि सरकार इस प्रयोजनार्थ अन्य आंकड़ा सृजन एजेंसियों की सहभागिता की राष्ट्रीय स्थानिक आंकड़ा समिति ( एन.एस.डी.आई. ) के माध्यन से सुविधाजनक बनायेगी।
अब इसलिए भारत सरकार ने तदनुसार इस संकल्प में यथा विनिर्दिष्ट संरचना, कार्यों और अधिकारों के साथ एन.एस.डी.सी. की स्थापना करने का निर्णय लिया है :---
2. राष्ट्रीय स्थानिक आंकड़ा समिति (एन.एस.डी.सी. ) का गठन एन.एस.डी.सी. का निम्नलिखित स्थायी सदस्यों के साथ गठन किया जाएगा ( पदेन ) :
अध्यक्ष (i ) विज्ञान और प्रौद्योगिकी मंत्री , भारत सरकार
सदस्य (ii ) सचिव, विज्ञान और प्रौद्योगिकी, भारत सरकार
सदस्य ( iii ) सचिव, अन्तरिक्ष विभाग, भारत सरकार
सदस्य ( iv ) सचिव, गृह मंत्रालय , भारत सरकार
सदस्य ( v ) सचिव, रक्षा मंत्रालय , भारत सरकार
सदस्य (vi ) सचिव , जल संसाधन मंत्रालय , भारत सरकार
सदस्य (vii ) सचिव, भू संसाधन विभाग, भारत सरकार
सदस्य (viii ) सदस्य सचिव , योजना आयोग ,
(ix ) सचिव, वन एवं पर्यावरण मंत्रालय, भारत सरकार सदस्य
सदस्य ( x ) सचिव, शहरी विकास मंत्रालय , भारत सरकार
सदस्य (xi ) सचिव, महासागर विकास विभाग ,
सदस्य (xii ) सचिव, खान मंत्रालय , भारत सरकार
सदस्य (xiii ) सचिव, सूचना प्रौद्योगिकी मंत्रालय , भारत सरकार
सदस्य (xiv) महा-पंजीयक, भारत जनगणना
( xv ) महासर्वेक्षक, भारतीय सर्वेक्षण विभाग /निदेशक, सदस्य- सचिव एनआरएसए
ऐसी तारीख एवं शर्तों पर जैसाकि एन एस डी सी द्वारा निर्धारित की जाएं, एन एस डी सी निम्नलिखित अतिरिक्त सदस्यों की नियुक्त कर सकती है : --
(क ) अधिकतम 5 ( पांच ) भारत सरकार अथवा राज्य सरकार विभागों के सचिव स्तर के अधिकारी जिनके कार्यकलाप एन एस डी आईसे संबंधित हो ।
(ख ) भौगोलिक सूचना प्रणाली ( जी आई एस ) , सुदूर संवेदन, अंकीय मानचित्रण, फोटोग्रामिट्री, स्थानिक एवं गैर- स्थानिक डाटाबेसों, सूचना प्रौद्योगिकी, नेटवर्किंग , सॉफ्टवेयर, व्यवसाय प्रबंधन, विधि एवं अन्य संबंधित क्षेत्र एन एस डी आई से संबंधित क्षेत्रों में अनुभव एवं योग्यताएं रखने वाले अधिकतम 5 ( पांच ) विशेषज्ञ । (ग ) उद्योग, शिक्षण संस्थाओं तथा गैर सरकारी संगठनों के अधिकतम 5 (पांच ) प्रतिनिधि।
3. एन एस डी सी के कार्य एवं शक्तियां
एन एस डी आई की स्थापना, प्रचालन, प्रबंधन के लिए समुचित नीतियों , कार्यनीतियों तथा कार्यक्रमों के निर्माण एवं कार्यान्वयन और उपयोगीकरण तथा देश में स्थानिक आंकड़ों से संबंधित अन्य कार्यकलापों हेतु एन एस डी 508

सी राष्ट्रीय शीर्षस्थ प्राधिकरण होगा । इसके एक भाग के रूप में , एन एस डी सी निम्नकार्यों के लिए नीतियाँ, कार्यनीतियाँ बनाएगा : --
( i ) देश में स्थानिक आंकड़ों की आवश्यकता का निर्धारण और इस प्रकार की आवश्यकताओं को पूरा करने के लिए स्थानिक आंकड़ों के सृजन अथवा एकत्रण का आदेश देना ।
(ii ) एन एस डी आई से संबंधित इसकी स्थापना, पहुंच ( एक्सेस ) , मूल्य आदि सहित सभी पहलुओं पर नीति निर्माण व इसे लागू करना ।
(iii) स्थानिक आंकड़ा सृजन और देश में इसकी उपलब्धता से संबंधित मुद्दों पर निर्णय एवं मध्यस्थता करना ।
( iv ) स्थानिक व्यवसाय क्षेत्रक में निवेश का संवर्धन एवं सुदृढ़ीकरण करना और ऐसे वातावरण का निर्माण करना जो प्रतिस्पर्धात्मक उत्कृष्टता को प्रोत्साहित करे ।
( v ) विशेष पाठ्यक्रम आदि प्रदान करने वाले मौजूदा प्रशिक्षण संस्थानों , विश्वविद्यालयों, संस्थाओं को एन एस डी आई के लिए मानव संसाधन विकास कार्यकलापों को करने हेतु प्रोत्साहित करके स्थानिक आंकड़ा क्षेत्रक में मानव संसाधन विकास को बढ़ावा देना । (vi ) एन एस डी आई कार्यकलापों से संबंधित उन्नत अनुसंधान का प्रोत्साहन और देश में एन एस डीआई के लिए आर एण्ड डी के तालमेल को समर्थ बनाना ।
( vii ) किसी आंकड़े को ऐसे मूल्यों पर जैसा कि उचित हो उपलब्ध कराने के लिए किसी सदस्य, व्यक्ति, एंटीटीज़ अथवा संगठन को आदेश देना ।
( viii ) एन एस डी आई से संबंधित अथवा जुड़े हुए किसी भी मुद्दे पर केन्द्र सरकार को सहयोग एवं परामर्श देना ।
(ix) मार्केटिंग , आंकड़ा सृजन, आंकड़ा प्रसार , पहुंच , परामर्श, किसी आंकड़े के व्यापारिक उपयोग आदि सहित, एन एस डी आई के किसी कार्यकलाप से संबंधित अथवा जुड़ी हुई किसी विशिष्ट गतिविधि कोकरने के लिए किसी तीसरे पक्ष के साथ उचित व्यवस्था में प्रवेश करना ।
(x) ऐसे सभी कार्य एवं क्रियाकलाप करना जो एन एस डी आई के उद्देश्यों को प्राप्त करने के लिए आवश्यक, लाभदायक या अन्यथा वांछनीय हों ।
4. एन एस डी आई की कार्यकारिणी समिति का गठन
एन एस डी आई की कार्यकारिणी समिति में निम्नलिखित सदस्य होंगे (पदेन क्षमता)
अध्यक्ष (i ) भारत के महासर्वेक्षक
सह-अध्यक्ष (ii ) निदेशक, राष्ट्रीय दूर संवेदन एजेंसी
सदस्य (iii ) संयुक्त सचिव, विज्ञान और प्रौद्योगिकी विभाग
सदस्य (iv ) संयुक्त सचिव , अंतरिक्ष विभाग
सदस्य (v ) महानिदेशक, भारतीय भू वैज्ञानिक सर्वेक्षण

सदस्य (vi ) निदेशक, राष्ट्रीय मृदा सर्वेक्षण एवं भूउपयोग नियोजन ब्यूरो
सदस्य (vii ) निदेशक, भारतीय वन सर्वेक्षण

सदस्य (ix ) अध्यक्ष, केन्द्रीय जल आयोग

सदस्य-सचिव (xiv) मुख्य कार्यकारी अधिकारी , एन एस डी आई
इसके अतिरिक्त, एन एस डी आई कार्यकारिणी समिति के अध्यक्ष की सिफारिश पर, एन एस डी सी विनिर्दिष्ट समय के लिए भौगोलिक सूचना प्रणाली ( जी आई एस ) सुदूर संवेदन, अंकीय मानचित्रण , फोटोग्रामिट्री, स्थानिक एवं गैर स्थानिक डाटाबेसों, सूचना प्रौद्योगिकी, नेटवर्किंग , सोफ्टवेयर , व्यवसाय प्रबंधन विधि एवं अन्य संबंधित क्षेत्र-एन एस डी आई से संबंधित क्षेत्रों में अनुभव एवं योग्यताएं रखने वाले 8 ( आठ ) विशेषज्ञों को नियुक्त कर सकती है ।
5. कार्यकारिणी समिति के कार्य एवं शक्तियां
एन एस डी आई कार्यकारिणी समिति इस संदर्भ में एन एस डी सी द्वारा तैयार विनियसों या अन्यथा एन एस डी सी द्वारा एन एस डी आई कार्यकारिणी समिति को निर्देशानुसार अथवा प्रत्यायोजनानुसार बताए गए कार्यों सहित एन एस डी सी के लिए और इसकी ओर से कोई एवं सभी कार्यान्वयन संबंधी तथा कार्यकारी कार्यों को करेगी । इन कार्यों एवं शक्तियों में निम्नलिखित शामिल होंगे :
(i ) एन एस डी आई कार्यकलापों के लिए राष्ट्रीय मानकों को परिभाषित और सुनिश्चित करना तथा एन एस डी आई की निर्बाध स्थापना एवं पहुंच ( एक्सेस ) को समर्थ बनाना ।
(ii ) एन एस डी आई तथा एन एस डी आई के किन्हीं अन्य उद्देश्यों एवं कार्यों का निर्धारण करने के लिए तकनीकी, वित्तीय अथवा अन्य उप-समितियों का गठन करना ।
(iii ) एन एस डी आई डाटाबेसों, सर्वरों, नेटवकों और पहुंच ( एक्सेस) नियमों एवं फिल्टरों को समर्थ बनाने के लिए नियमों एवं कार्यविधियों को परिभाषित तथा तैयार करना ।
(iv) एन एस डी सी को इसके कार्यों एवं एन एस डी आई से संबंधित अथवा जुड़े हुए किसी भी विषय पर सहायता और परामर्श देना । (v ) नए स्थानिक एवं गैर स्थानिक आंकड़ों को शामिल करके और एन एस डी आई में व्यापक भागीदारी को समर्थ बनाकर एन एस डी आई के क्षेत्र को बढ़ाने के लिए एन एस डी सी को परामर्श देना । (vi ) नव आगन्तुकों, निजी क्षेत्रक भागीदारी को आकर्षित करने के लिए कार्यकलाप करना और एन एस डी आई से संबंधित नवोन्मेषों को बढ़ावा देना । भाग I---खण्ड 1 ]
(vii ) विकासात्मक और आर्थिक कार्यकलापों को सहयोग करने के लिए एन एस डी आई के उपयोग से संबंधित मूल्य- वर्धित-सेवाओं को प्रोत्साहित तथा आरंभ करना ।
(viii ) ऐसे सभी कार्य एवं क्रियाकलाप करना जो एन एस डी आई के उद्देश्योंको प्राप्त करने के लिए आवश्यक, लाभदायक या अन्यथा वांछनीयहों ।
6. नियम एवं प्रक्रियाएं
एन. एस. डी. सी. को अपने कार्य संचालन हेतु नियम और प्रक्रियाएं बनाने का अधिकार होगा । समिति की बैठक ऐसे समय और स्थानों पर होगी जैसा कि अध्यक्ष द्वारा निर्धारित किया जाएगा ।
आदेश
यह आदेश दिया जाता है कि संकल्प की एक प्रति भारत सरकार के सभी मंत्रालयों/ विभागों , सभी राज्य सरकारों और देश की वैज्ञानिक संस्थाओं को प्रेषितकी जाए ।
यह भी आदेश दिया जाता है कि इस संकल्प को आम जानकारी के लिए भारत के राजपत्र में प्रकाशित किया जाए ।

( i ) देश में शहरी क्षेत्रों में , विशेषकर गरीबों के संबंध में , भूधृति की मौजूदा प्रणालियों की जांच करना ।
( ii ) दक्षिण अफ्रीका और लेटिन अमरीकी देशों सहित/ इस प्रकार के अन्य देशों में इसी प्रकार की भूधृति प्रणालियों की जांच भी करना ।

( iii ) इस बात की जांच करना कि राज्य सरकारों द्वारा गरीबों को किस प्रकार बंधक रखने योग्य भूस्वामित्व दिया जा सकता है ताकि बैंक /संस्थागत वित्त निर्माण/ अन्य प्रयोजनों के लिए आकर्षित हो सकें।
( iv ) इस बात की जांच करना कि क्या भूधृति को तीसरे पक्ष (डिफाल्टेड लोन के लिए बैंक प्रक्रिया के जरिए से भिन्न) को अन्य संक्रामणीय बनाया जाना चाहिए ।
(v ) मुद्दे से संबंधित कोई भी अन्य मद ।
3. कार्यबल छः माह में अपनी रिपोर्ट देगा और इस अवधि के दौरान फील्ड दौरे कर सकता है ।
4. सरकारी सदस्यों के यात्रा भत्ता/महंगाई भत्ता का खर्च संबंधित सरकारी विभाग द्वारा उठाया जाएगा । शहरी रोजगार और गरीबी उपशमन मंत्रालय गैर सरकारी सदस्यों को एस. आर. 190 और उसके परिशिष्ट-2 के अंतर्गत यथा अनुमत्य यात्रा भत्ता महंगाई भत्ता का भुगतान करेगा ।

'उक्त उच्च स्तरीय समिति की आवश्यकताओं की पूर्ति शहरी रोजगार व गरीबी उपशमन मंत्रालय के जे एन एन यू आर एम कक्ष द्वारा की जाएगी । 4. सदस्यों के यात्रा भत्ता/ महंगाई भत्ता के प्रति होने वाला खर्च संबंधित सरकारी विभागों द्वारा उठाया जाएगा । शहरी रोजगार व गरीबी उपशमन मंत्रालय गैर सरकारी सदस्यों को यात्रा भत्ता/महंगाई भत्ते का भुगतान सेवा नियम 190 तथा उसके परिशिष्ट-2 के तहत करेगा ।

RESOLUTION
CONSTITUTION OF NATIONAL SPATIAL DATA INFRASTRUCTURE
No. SMP / 25 /003 /05.-1 . Whereas spatial data infrastructure is a collection of technologies , policies and institutional arrangements to facilitate availability of and access to spatial data , acquired and held by different agencies and organisations to a vast, diverse and ever growing community of users and promote the use of the spatial data infrastructure at community, local , state , regional and national levels for sustained economic growth;
And whereas the Government of India propose to establish a national infrastructure known as the National Spatial Data Infrastructure ( " NSDI " ) for the purposes of acquiring, processing, storing, distributing and improving utilisation of spatial data which would be a gateway of spatial data being generated by various agencies of the Government of India;
And whereas the data producing agencies of the Government of India shall be initially the contributing agencies to the NSDI and that Government through the National Spatial Data Committee ( " NSDC " ) shall facilitate participation of other data producing agencies for such purpose;
Now therefore the Government of India has accordingly decided to establish NSDC with the composition, functions and powers as specified in this resolution:-
2. Constitution of the National Spatial Data Committee (NSDC):
The NSDC shall consist of the following permanent Members( ex - officio capacity) :

Secretary On and from such date and term as may be decided by the NSDC, the NSDC can appoint the following additional Members:
(a) maximum of 5 (five) Secretary rank officials of the Government of India or State Government departments whose activities are related to the NSDI;
(b) maximum of 5 (five) Experts having experience and qualifications in the fields related to NSDI- Geographical Information System ( GIS), Remote Sensing, Digital Mapping, Photogrammetry, Spatial and Non -spatial databases , Information Technology, Networking , Software, Business Management, Law and other related fields;
(c) maximum of 5 ( five) representatives from industry, academia and NGO's .
3. Functions and Powers of the NSDC

The NSDC shall be the apex national authority for formulating and implementing appropriate policies , strategies and programmes for the establishment , operation, management of the NSDI and utilisation and any other activities related to spatial data in the country. As part of this , the NSDC will :
(i) determine the requirement of spatial data in the country and require the creation or collection of spatial data to fill such requirement;
(ii) formulate and position policies on all aspects related to the NSDI - including its esablishment, access, pricing etc.;
(iii) decide and arbiter on issues relating to spatial data generation and its availability in the country;
(iv) promote and enable investment in the spatial business sector and to create an environment that encourages competitive excellence ;
(v) promote the development of human resources in the spatial data sector by encouraging existing training 512

institutes , universities , institutions offering specialized courses , etc. to undertake human resources development activities for NSDI ;
(vi) promote advanced research related to the NSDI activities and enable an ambience of R& D for NSDI in the country;
(vii) require any Member , persons , entities or organisations to provide access to any data at such costs as may be reasonable ;
(viii) aid and advise the Central Government on any matter related to or connected with the NSDI;
(ix) enter into appropriate arrangement with any third party to undertake any specific activity connected with or related to any of the activities of the NSDI , including marketing , data generation , data assimilation , access , consulting , commercial exploitation of any data , etc ;
(x) do all such acts and deeds that may be necessary, beneficial or otherwise desirable to achieve the objectives of the NSDI .
4. Establishment of Executive Committee of NSDI :
The NSDI Executive Committee shall have the following members (ex - officio capacity) :

[PART I-SEC . 1 In addition, the NSDC may appoint for a specified term, on recommendation of the Chairperson of NSDI Executive Committee , Eight ( 8) Experts having experience and qualifications in the fields related to NSDI - Geographical Information System ( GIS) , Remote Sensing, Digital Mapping, Photogrammetry, Spatial and Non- spatial Database , Information Technology, Networking , Software , Business Management, Law and other related fields .
5. Functions and Powers of the Executive Committee :
NSDI Executive Committee shall undertake any and all implementing and executive functions for and on behalf of the NSDC including functions as may be prescribed by regulations framed by the NSDC in this connection or otherwise as directed or delegated upon the NSDI Executive Committee by the NSDC . Such functions and powers would include :
(i) To define and ensure implementation of national standards for NSDI activities and to enable a smooth establishment and access to NSDI ;
(ii) To constitute technical , financial or other sub- committees to establish the NSDI and any other objectives and functions under the Act ;
(iii) To define and formulate rules and procedures for enabling NSDI databases , servers , networks and access rules and filters ;
(iv) To aid and advise the NSDC on any matter related to or connected with its functions and the NSDI ;
(v) To advise the NSDC on expanding the scope of NSDI by including newer spatial and non - spatial data and enabling a larger participation in NSDI ;
(vi) To undertake activities to attract new entrants , private sector participation and stimulate innovation related to NSDI;
(vii) To encourage and set into operations value- added- services relating to the usage of NSDI for supporting developmental and economic activities;
(viii) To do all such acts and deeds that may be necessary, beneficial or otherwise desirable to achieve the objectives of the NSDI.
6. Rules & Procedures :
The NSDC shall have power to frame rules and procedures for the conduct of its business . The Committee shall meet at such time and places as fixed by the Chairman .

2. The High Level Committee will provide a participation platform for discussions relating to JNNURM particularly for convergence with other Social Sector programmes . The High Level Committee will vet the proposals /DPRs received from State Governments/ Implementing agencies from the point of view of conformity to the seven point charter under JNNURM , viz . land tenure , housing at affordable cost, water, sanitation, health , education and social security.
3. The said High Level Committee will be serviced by the JNNURM Cell of the Ministry of UEPA .
4. The expenses towards TA/DA of the members will be borne by the respective Government Departments . Ministry of UEPA will pay TA/DA to non -official members , as admissible under S. R. 190 and Appendix 2 thereof.

(iii) To examine how mortgageable land title can be given to the poor by State Governments. So that bank/ institutional finance is attracted for purpose of construction/other purpose .
(iv) To examine whether the land tenure should be made alienable to third parties ( other than through bank process against defaulted loan ) .
(v) Any other item related to the issue .
3. The Task Force would give iis report in 6 months and may undertake field visit ( s ) during the period.
4. The expenses towards TA/DA of the official member will be borne by the respective Government Department , Ministry of UEPA will pay TA/DA to non - official members as admissible under S. R. 190 and Appendix 2 thereof.
