(वि.वि.) -विधि और न्याय मंत्रालय की हिन्दी सलाहकार समिति के पुनगर्ठन से संबंधित भारत सरकार, विधि एवं न्याय मंत्रालय , विधायी विभाग के दिनांक 23 मार्च 2005 के संकल्प सं . ई.4/( 3 ) /2003 - रा. भा. ( वि.वि. ) को और आगे निम्नलिखित अनुसार संशोधित करने का संकल्प लिया गया है : - उक्त संकल्प की क्रम संख्यांक 14 और तत्संबंधी प्रविष्टियों के पश्चात् निम्नलिखित क्रम संख्यांक और प्रविष्टियां अन्तःस्थापित की जाएंगी, अर्थात्: --

सं. यू-13034/42/06- जीपी संघ राज्य क्षेत्र दादरा एवं नगर हवेली के लिए गृह मंत्रालय की सलाहकार समिति का गठन किए जाने के संबंध में इस मंत्रालय की दिनांक 21.11.96 की अधिसूचना सं. यू. - 13019/1/96 - एएनएल में आंशिक आशोधन करते हुए राष्ट्रपति निम्नलिखित सदस्यों को शामिल करके उक्त समिति का गठन करते हैं :--
(क) प्रशासक, दादरा एवं नगर हवेली ।
(ख) संघ राज्य क्षेत्र का प्रतिनिधित्व करने वाले लोक सभा के सदस्य ।
(ग ) लोक सभा सदस्य को छोड़कर जिला पंचायत के पांच सदस्य जिन्हें जिला पंचायत के सभी सदस्यों द्वारा निर्वाचित किया जाना होगा ।
(घ) अध्यक्ष, नगर पालिका परिषद्, सिलवासा ।
(ङ) यदि उक्त ( ग ) में जिला पंचायत के सदस्यों में अनुसूचित जाति/अनुसूचित जनजाति का कोई सदस्य न हो तो प्रशासक , दादरा एवं नगर हवेली की सिफारिश पर इस श्रेणी के एक सदस्य को गृह मंत्री द्वारा नामित किया जाएगा । (च) यदि उक्त ( ग ) में जिला पंचायत के सदस्यों में कोई महिला सदस्य न हो तो प्रशासक दादरा एवं नगर हवेली की सिफारिश पर गृह मंत्री द्वारा एक महिला सदस्य को नामित किया जाएगा ।
2. उक्त अधिसूचना के पैरा 3 से 6 में यथा उल्लिखित सलाहकार समिति के कार्यकरण से संबंधित अन्य सेवा शर्तें वही रहेंगी ।

2. कार्य
इस समिति का कार्य सरकारी कार्यों में हिन्दी के प्रगामी प्रयोग से संबंधित मामलों में मंत्रालय को सलाह देना होगा । 3. कार्यकाल
समितिका कार्यकाल सामान्य रूप से इसके गठन की तारीख से निम्नलिखित शर्तों के अधीन तीन वर्ष का होगा:-
(क ) जो संसद सदस्य इस समिति के सदस्य हैं, वे संसद सदस्य न रहने पर इस समिति के सदस्य नहीं रहेंगे ।
(ख) समिति के पदेन सदस्य अपने पद पर कार्य करते रहने तक समिति के सदस्य होंगे । 662

( ग ) यदि किसी सदस्य के त्यागपत्र, मृत्यु आदि के कारण कोई स्थान रिक्त होता है तो उस स्थान पर नियुक्त सदस्य तीन वर्ष के कार्यकाल की शेष अवधि के लिए ही सदस्य रहेंगे ।
4. विविध
समिति का प्रधान कार्यालय उद्योग भवन , नई दिल्ली में होगा। लेकिन समिति अपनी बैठकें किसी अन्य नगर में भी कर सकती है ।
5. यात्रा तथा अन्य भत्ते
:
(क ) राजभाषा विभाग के दिनांक 03.02.2006 के कार्यालय ज्ञापन सं. 11/20034/04/2005- रा . भा. ( नीति -2 ) के तहत समिति में नामित सांसदों को " संसद सदस्य ( वेतन, भत्ता एवं पेंशन ) अधिनियम , 1954 " के प्रावधानों एवं समय - समय पर जारी किए गए संशोधनों तथा उनके अधीन बनाए गए नियमों के अनुसार यात्रा भत्ता तथा दैनिक भत्ता दिया जाएगा ।
(ख ) समिति के अन्य गैर- सरकारी सदस्यों को राजभाषा विभाग के दिनांक 22 जनवरी , 1987 के कार्यालय ज्ञापन सं.11 /22034/04/ 86- रा.भा. ( क-2 ) में निहित दिशा- निर्देशों के अनुरूप और भारत सरकार द्वारा समय - समय पर संशोधित निर्धारित दरों एवं नियमों के अनुसार यात्रा भत्ता देय होगा ।

आदेश दिया जाता है कि इस संकल्प की एक- एक प्रति राष्ट्रपति सचिवालय, प्रधान मंत्री कार्यालय, लोक सभा सचिवालय, राज्य सभा सचिवालय, मंत्रिमण्डल सचिवालय, योजना आयोग , भारत सरकार के सभी मंत्रालयों/विभागों , भारत के नियंत्रक एवं महा लेखापरीक्षक कार्यालय , समिति के सभी सदस्यों और सभी राज्य सरकारों एवं संघ शासित प्रदेशों के प्रशासनों को भेजी जाए ।
यह भी आदेश दिया जाता है कि इस संकल्प को सर्वसाधारण की जानकारी के लिए भारत के राजपत्र में प्रकाशित किया जाए ।

2. इस कार्य बल के विचारार्थ विषय निम्नलिखित होंगे । ( i ) सहकारी समितियों के व्यावसायिक प्रबंधन को मजबूत बनाने के लिए नीतियों और वैधानिक ढांचे की समीक्षा करना और संचालन में सुधार लाना ।
( ii ) बिना सख्त राज्य नियंत्रण के स्वतंत्र रूप से कार्य करने के लिए सहकारी समितियों हेतु अनुकूल परिवेश का सृजन करना । ( iii ) सदस्यों से पूंजी सहित सहकारी समितियों द्वारा पूंजी की व्यवस्था करने के लिए कार्यनीतियों की पहचान करना तथा उनका सुझाव देना ।
( iv ) एक समान तथा मानक लेखा एवं लेखा प्रणाली का सुझाव देना ।
(v ) सहकारिता क्षेत्र में रुग्ण इकाईयों की पुनर्स्थापना के लिए एक अलग संस्थागत व्यवस्था हेतु व्यवहार्यता पर विचार करना ।
(vi ) आधारभूत स्तर पर संपर्कों को सुदृढ़ बनाने के लिए पंचायती राज संस्थाओं और सहकारी समितियों के बीच सम्पूरकता का विकास करने के लिए प्रतिमानों की जांच करना तथा उसका सुझाव देना ।
(vii ) कोई भी अन्य आनुषंगिक या परिणामी मुद्धा जिसे कार्यबल द्वारा इसके विचारार्थ आवश्यक समझा जाता है ।
3. कार्यबल अपने क्रियाकलापों के लिए अपनी निजी प्रक्रिया का विकास कर सकता है ।
4. सरकार के प्रतिनिधियों तथा कार्य बल द्वारा बुलाये गये किसी अन्य संगठन के सहकारी हित के अन्य प्रतिनिधियों को कोई भी टी.ए./डी.ए. का भुगतान नहीं किया जाएगा । भारत सरकार के नियमों और दिशा-निर्देशों के अनुसार जब कभी ऐसी बैठकों में भाग लेने के 663 भाग I-खण्ड 1 ]

लिए ऐसे व्यक्तियों को जो किसी संगठन से संबंधित नहीं है , बुलाया जाता है तो उनको भारत सरकार के क्लास 1 अधिकारी को स्वीकार्य टी.ए. /डी.ए. का भुगतान नाबार्ड द्वारा किया जाएगा ।
की धारा 12 और धारा 15 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, केन्द्र सरकार , न्यासी बोर्ड से उचित परामर्श करने के पश्चात् भारत के राजपत्र में अधिसूचना हेतु निदेशक, भारतीय संग्रहालय के पद हेतु यथा संलग्न भर्ती नियमों को एतद्वारा संशोधित करती है । 5. कार्य बल इस संकल्प की तारीख से 6 माह की अवधि में अपनी रिपोर्ट प्रस्तुत करेगा ।

इन नियमों को निदेशक, भारतीय संग्रहालय, कोलकाता के पद हेतु भर्ती नियम, 2006 ( संशोधित ) कहा जाएगा ।
आदेश दिया जाता है कि संकल्प की प्रति सभी संबंधित व्यक्तियों को भेजी जाए ।
ये नियम तत्काल प्रभाव से लागू होंगे ।
यह भी आदेश दिया जाता है कि इस संकल्प को आम सूचना के लिए भारत के राजपत्र में प्रकाशित किया जाए ।

i ) विशेष रूप से संग्रहालय विकास के लिए महत्वपूर्ण देशों में संग्रहालय के किसी क्षेत्र में अध्ययन अथवा विदेश यात्रा ।
ii ) भारतीय पुरावस्तुओं एवं पुरातत्व विषयक नियमों का ज्ञान ।
नोट : उच्च योग्यता वाले अभ्यर्थियों के मामले में चयन समिति की सिफारिशों पर निकाय द्वारा योग्यता में छूट दी जा सकती है ।

iv) भारतीय संग्रहालय , कोलकाता केन्यासी मण्डल द्वारा पद से संबधित शाखा में निपुण दो विशेषज्ञ मनोनीत किए जाएंगे ।
(प्रतिनियुक्ति/संविदा की अवधि, जिसमें उसी संगठन अथवा केन्द्र सरकार के किसी अन्य संगठन में इस नियुक्ति से तुरंत पहले धारित अन्य संवर्ग बाह्य पद में प्रतिनियुक्ति की अवधि शामिल है , सामान्यतः 3 वर्षों से अधिक नहीं होगी । )

2. Functions
The functions of the Samiti will be to advise the Ministry regarding progressive use of Hindi in official work.
3. Tenure
The term of the Samiti will be three years from the date of formation provided that:-
(a) Members of Parliament who are the members of the Samiti shall cease to be members as soon as they cease to be Members of Parliament.
(b) Ex. - officio Members of the Samiti shall continue as Members as long as they hold the office by virtue of which they are Members of the Samiti .
(c) If a vacancy arises , on the Samiti due to resignation or death ofa Member, the Member appointed in that capacity shall hold the office for the residual term- for three years .
4. General
Headquarter of the Samiti will be at Udyog Bhavan, New Delhi , but it may hold its meeting at any other station also.
5. Travelling and other Allowances
(a) The Members of Parliament nominated in the Samiti will be paid Travelling Allowance and Daily allowance as per the 3-16161/ 06
667 provisions in the " Members ofParliament (Salary, Allowance &Pension) Act , 1954 " amendments issued from time to time and rules made thereunder vide Department of Official Language , Office Memorandum No. II/20034/04/2005 - O.L. (Policy- 2 ), dated 03 February, 2006 .
(b) Travelling Allowance and Daily Allowance to other non- officialmembers of the samiti will be paid as per the guidelines contained in the Department of Official Language O.M. No. II/ 22034/04/ 86- OL (A2 ) dated 22 January , 1987 and in accordance with the prescribed rates and rules as amended from time to time by the Government of India .

(iv) To suggest uniform and standard accounting and audit system.
No. F. 7-14/2003 - M.I .--- In exercise of powers conferred by Section 12 and Section 15 of the Indian Museum Act, of 1910 (Amended upto 1960) of the Indian Museum, Kolkata, the Central Government, after due consultation with the Board ofTrustees , hereby amends the Recruitment Rules for the post ofDirector, Indian Museum as enclosed, for notification in the Gazette of India .
(v) To consider the feasibility for having a separate institutional mechanism for rehabilitation of sick units in the cooperative sector.
These Rules will be called the Recruitment Rules (Amended) for the post of Director, Indian Museum, Kolkata, 2006.
These Rules shall come into force with immediate effect .
(vi) To examine and suggest modalities for developing complementarity between the Panchayati Raj Institutions and the Cooperatives , in order to strengthen linkages at the grass root level.
(vii) Any other incidental or consequential issue as deemed necessary by the Task Force for its consideration.
It is also ordered that a copy of the Notification be communicated to all the Ministries and Departments of the Government of India and to all the State Governments and Union Territories .
3. The Task Force may devise its own procedure for functioning .
