संकल्प

सं. 39021 /2 / 1998 - स्थापन ( ख ) जिल्द 2-भारत सरकार के कार्मिक और सुधार विभाग ने तारीख 4 नवम्बर, 1975 के अपने संकल्प संख्या 46/1 ( एस)/74- स्थापन ( ख ) द्वारा अधीनस्थ सेवा आयोग के नाम से एक आयोग का गठन किया था जिसको तत्पश्चात् भारत सरकार के विभिन्न मंत्रालयों /विभागों में तथा अधीनस्थ कार्यालयों में विभिन्न श्रेणी 3 ( अब समूह ' ग ' ) ( गैर तकनीकी ) पदों पर भर्ती करने के लिए 26 सितम्बर, 1977 से कर्मचारी चयन आयोग का रूप दिया गया है । कर्मचारी चयन आयोग के कृत्यों में समय- समय पर वृद्धि की गई थी और राधे श्याम बनाम भारत संघ और अन्य के मामले में उच्चतम न्यायालय के निदेशों को ध्यान में रखते हुए कर्मचारी चयन आयोग के गठन और उसके कृत्यों में तारीख 21.5.1999 के संकल्प सं. 39018/ 1/ 98- स्थापन ( ख ) तथा तारीख 13.11.2003 के संकल्प सं. 24012/8 -ए/2003 - स्थापन( ख ) द्वारा और परिवर्तन किए गए थे ।

अब यह विनिश्चय किया गया है कि तारीख 21.5.1999 के संकल्प सं. 39018/1/98 - स्थापन( ख ) में तत्काल प्रभाव से निम्नलिखित संशोधन किया जाए, अर्थात्: --

(क ) विद्यमान पैरा 1 में उसके उपपैरा ( i ) के पश्चात् निम्नलिखित उपपैरा अंतः स्थापित किया जाएगा, अर्थात्:--

" ( क ) कर्मचारी चयन आयोग के अध्यक्ष और सदस्यों के पद पर नियुक्ति के समय ऊपरी आयु सीमा 59 वर्ष होगी और वे अपना पद 5 वर्ष की अवधि के लिए या उनके 62 वर्ष की आयु प्राप्त कर लेने तक, इनमें से जो भी पूर्ववर्ती हो, धारित करेंगे :-- परन्तु यदि कोई सेवारत अधिकारी कर्मचारी चयन आयोग के अध्यक्ष/सदस्य के रूप में नियुक्त किया जाता है और वह 5 वर्ष कीपदावधि पूरा करने से पहले अधिवर्षिता पर सेवानिवृत्त होता हैतो उसे पदावधि की शेष अवधि के लिए अध्यक्ष और सदस्यों कीदशा में 62 वर्ष की ऊपरी आयु सीमा के अधीन रहते हुए पुनः नियोजन पर समझा जाएगा । "

संकल्प

सं के-12012/5/ 16/2006- पी एण्ड आर/ 5491--दिनांक 10.12.2004 के संकल्प संख्या के-16/4/98- पी एण्ड आर द्वारा गठित अखिल भारतीय हस्तशिल्प बोर्ड और इस कार्यालय के दिनांक 10.2.2005 , 16.3.2005, 1.4.2005 , 25.1.2006,14.2.2006 और 3.7.2006 के समसंख्यक संकल्प के तहत् बाद में और गैर - सरकारी सदस्यों को शामिल किया गया तथा जिसकी अवधि 9.12.2006 को समाप्त होने वाली है, को घटाकर कम किया गया है और यह वर्तमान में समाप्त कर दिया गया है । भारत सरकार ने उक्तबोर्ड को अब दो वर्षों की अवधि के लिए पुर्नगठित करने का निर्णय लिया है ।

1. हस्तशिल्प क्षेत्र के समग्र विकास कार्यक्रमों के निरूपण में सरकार को परामर्श देना ।

2. शिल्पियों के लिए उच्च जीवन स्तर को प्राप्त करने हेतु रणनीतियों के निरूपण में सरकार को परामर्श देना । 3. शिल्प विरासत का परिरक्षण एवं संवर्धन करना । 4. देश एवं विदेशों में हस्तशिल्प के लिए बाज़ारों को बढ़ाने हेतु रणनीतियां बनाने में सरकार को परामर्श देना । 5. हस्तशिल्प क्षेत्र में विभिन्न सरकारी एजेंसियों के विकासात्मक प्रयासों के प्रभावी समन्वय हेतु कदम उठाना ।

आदेश

आदेश दिया जाता है कि इस संकल्प की एक प्रति सभी संबंधितों को प्रेषित की जाए तथा इसे भारत के राजपत्र में प्रकाशित किया जाए ।

RESOLUTION

No. 39021 /2/1998- Estt . (B) -Vol . II-Government ofIndia in the Department of Personnel & Administrative reforms vide its Resolution No. 46/1 ( S)/74 - Estt . (B) dated 4th November 1975 constituted a Commission called the Subordinate Services Commission which has subsequently been redesignated as Staff Selection Commission effective from the 26th September 1977 to make recruitment to various Class III (now Group ' C' ) ( non- technical) posts in the various Ministries/Departments of the Government of India and in Subordinate Offices . The functions of the Staff Selection Commission were enlarged from time to time and also keeping in view the directions of the Supreme Court in Radhey Shyam VsUnion of India and others , the constitution and functions of the Staff Selection Commission were modified further vide Resolutions No. 39018 / 1 /98 -Estt . (B) dated 21.05.1999 and No. 24012/8 -A/2003 -Estt . (B ) dated 13.11.2003 .

Ithas now been decided to make the following amendment to the Resolution No. 39018/ 1/98 - Estt . (B) dated 21.05.1999 with immediate effect, namely:--

(a) In the existing para 1 , after sub -para ( i) thereof, the following sub - para shall be inserted, namely:-

( ia) The upper age limit at the time of appointment for the post ofChairman and Members of Staff Selection Commission shall be 59 years and they shall hold office for a period of five years or till they attain the age of 62 years , whichever is earlier, provided that in case a serving officer appointed as Chairman/ Member , SSC retires on superannuation before completing the tenure of 5 years , he shall be deemed to be on re -employment for the remaining period of tenure subject to the upper age limit of 62 years in the case of Chairman and Members .
