1. मुझे यह कहने का निदेश हुआ है कि इस मंत्रालय में उपयुक्त अधिकारियों के प्रतिनियुक्ति आधार पर लेखाकार ( एफ.सी.आर.ए. ) के तीन पद भरे जाने का प्रस्ताव है । पद, पात्रता शर्तें आदि ब्यौरे अनुलग्नक- I मेंदिए गए हैं ।

4. अनुरोध है कि इस रिक्ति परिपत्र का अपने प्रशासकीय नियंत्रणाधीन स्टाफ में व्यापक प्रचार किया जाए और उन अधिकारियों के आवेदन ( दो प्रतियों में संलग्न प्रोफार्मा ) ( अनुलग्नक II ) में पूरी और अद्यतन गोपनीय रिपोर्ट सहित इस पत्र के रोजगार समाचार में छपने की तारीख से 60 दिनों के अन्दर इस मंत्रालय में भेज दिए जाएं । जिन्हें चुने जाने की स्थिति में छोड़ा जा सकता है अन्तिम तारीख के बाद प्राप्त होने वाले या गोपनीय रिपोर्ट डोजियरों के बिना या अन्यथा अपूर्ण पाए गए आवेदनों पर विचार नहीं किया जाएगा । आवेदनों कोभेजते समय यह सत्यापित और प्रमाणित किया जाए कि अधिकारी द्वारा दिए ब्यौरे सही है और उनके विरुद्ध कोई अनुशासनात्मक मामला लम्बित नहीं है या चलाये जाने की विचार नहीं है । अधिकारी की सत्यनिष्ठा को भी प्रमाणित किया जाए ।

(अ ) केन्द्रीय सरकार के अधीन ऐसे अधिकारी:-

(क) (i ) जो नियमित आधार पर सदृश पद धारण किए हुए हैं ; या (ii ) जिन्होंने 5,000--8,000 रु. के या समतुल्य वेतनमान वाले पदों पर तीन वर्ष नियमित सेवा की है, या

(iii ) जिन्होंने 4,500--7,000 रु. के या समतुल्य वेतनमान वाले पदों पर छह वर्ष नियमित सेवा की है, या

(iv ) जिन्होंने 4,000--6,000 रु . के या समतुल्य वेतनमान वाले पदों पर आठ वर्ष नियमित सेवा की है, और

(ख ) जिन्होंने सचिवालय प्रशिक्षण और प्रबंध संस्थान से रोकड़ और लेखा कार्य में समतुल्य प्रशिक्षण प्राप्त किया है और जिनके पास रोकड़ लेखा और बजट कार्य का तीन वर्ष का अनुभव है ।

या

जिन्होंने केन्द्रीय सरकार के किसी संगठित लेखा विभाग द्वारा संचालित अधीनस्थलेखा सेवा या समतुल्य परीक्षा उत्तीर्ण की है ।

प्रतिनियुक्ति की अवधि, जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्यसंगठन/विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है , साधारणतया तीन वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्ति करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी ।
