3. सामान्य शर्तें

(i ) एक वर्ष तक किसी प्रकार के पुनर्भाबंटन पर विचार नहीं किया जाएगा । इस अवधि के दौरान ली गई छुट्ट्टी को पुनओबंटन संबंधी अनुरोध पर विचार के लिए एक वर्ष की अवधि हेतु परिकलन के लिए नहीं गिना जाएगा ।

(ii) यह नियुक्ति नामोदिष्ट सर्किलों में अधिकारी की प्लेसमेंट की शर्त के साथ है ।

( iii) यह अधिकारी की जिम्मेदारी है कि पदोन्नत पद पर कार्यभार ग्रहण करने पर रिकार्ड के प्रयोजन से निदेशक ( स्टाफ ) को कार्यभार ग्रहण रिपोर्ट की प्रति भेजें ।

( iv) यह वरिष्ठता के संबंध में अथवा कोई अन्य शिकायत है तो इस आदेश के जारी होने से 15 दिन के अन्दर अभ्यावेदन दे दिया जाए ।

(v) इस आदेश के जारी होने की तिथि से 30 दिन के अन्दर अधिकारी को कार्यमुक्त कर देना चाहिए । यदि आबंटित सर्किल से तैनाती आदेश प्रात नहीं होता है, तो जिस सर्किल में वे तैनात हैं , वह स्टेशन पदोन्नत अधिकारी को कार्यमुक्त कर सकता है और आबंटित सर्किल मुख्यालय में रिपोर्ट करने के लिए कह सकता है ।

(vi ) यदि कोई अधिकारी प्रोन्नत पद स्वीकार करने का इच्छुक नहीं है तो इस आदेश के 30 दिन के अंदर प्रोन्नति प्रस्ताव को लिखित में अस्वीकार करने संबंधी उसका अस्वीकृति पत्र निदेशालय में प्राप्त हो जाना चाहिए, अन्यथा यह मान लिया जाएगा कि उसने पदोन्नति स्वीकार नहीं की है । 4. सतर्कता/अनुशासनिक मामला, यदि कोई हो

इस कार्यालय के का.ज्ञा.सं. 25-19/88- एसपीजी दिनांक 04.05.1988 के साथ परिचालित कार्मिक एवं प्रशिक्षण विभाग के का.ज्ञा. सं. 22011/2/86- स्था. (ए ) दिनांक 12.01.1988 जिसमें (तदुपरांत ) कार्मिक एवं प्रशिक्षण विभाग के ज्ञापन सं. 22022/4/91 - स्था. ( ए) दिनांक 14.9.1992 द्वारा संशोधन किया गया व जिसे इस कार्यालय के ज्ञापन सं. 25-19/88 - एस.पी.जी. दिनांक 13.10.1992 के साथ परिचालित किया गया था, उसमें उल्लिखित किस्म का कोई सर्तकता/अनुशासनिक मामला यदि कर्मचारियों के खिलाफ लंबित है, तो उसे इस कार्यालय से विशिष्ट आदेश प्राप्त किए बिना तैनाती के लिए कार्यमुक्त नहीं किया जाना चाहिए । वे कर्मचारी जिनके विरुद्ध कोई दण्ड प्रवर्तित है , उन्हें दण्ड की मियाद के समाप्त होने से पूर्व पदोन्नति नहीं दी जानी चाहिए । इस संबंध में एक रिपोर्ट तत्काल भेजी जाए ।

5. परिवीक्षा अवधि

डाक सेवा समूह ' ख ' में पदोन्नत सभी कर्मचारी दो वर्षों के लिए परिवीक्षा पर रहेंगे और इस पद पर बने रहने के लिए उनकी उपयुक्तता पर निर्णय दो वर्षों की परिवीक्षा अवधि के पूरा होने के बाद लिया जाएगा । यदि इस अवधि के दौरान कोई कर्मचारी 30 दिनों से अधिक की अवधि के लिए अवकाश पर जाता है , तो अवकाश की अवधि के आधार पर परिवीक्षा अवधि को बढ़ा दिया जाएगा ।

6. प्रशिक्षण

फिलहाल डाक सेवा समूह ' ख ' में बिना किसी प्रशिक्षण के कर्मचारी को सीधी पदोन्नति दी जाएगी । तथापि, जब और जैसे निदेश , पोस्टल स्टाफ कालेज, गाजियाबाद द्वारा अधिसूचित किया जाएगा , उन्हें निर्धारित प्रशिक्षण लेना होगा । प्रशिक्षण के सफलतापूर्वक समाप्त होने पर निदेशक, पोस्टल स्टाफ गाजियाबाद द्वारा दिए प्रमाणपत्र की प्रति निदेशक ( स्यफ) को रिकार्ड के लिए भेजा जाए ।

7. वेतन निर्धारण के लिए विकल्प

अधिकारी यदि एफ आर-22 ( 1 ) ( क) ( 1 ) के अंतर्गत वेतन निर्धारण के लिए तारीख चुनने के लिए विकल्प देना चाहते हैं , तो उन्हें पदोन्नति की तारीख से एक माह के अंदर विकल्प देना होगा । भाग I-खण्ड 2 ]

8. अपने मूल सर्किलों से बाहर आबंटित अधिकारी

आबंटित सर्किल तैनाती आदेश तत्काल और किसी भी हालत में 16.10.2006 से पहले जारी कर देंगे । संबंधित सर्किल के मुख्य पोस्टमास्टर जनरल अपने सर्किल में अधिकारियों के प्रभार ग्रहण करने और कार्यमुक्त होने के संबंध में 16.10.2006 तक निश्चित ही निदेशालय को एक समेकित रिपोर्ट भेजेंगे ।

विषयः 23 और 24 सितम्बर, 2003 को आयोजित विभागीय प्रतियोगी परीक्षा 2001-2002 के परिणाम के आधार पर आईपीओ/आईआर एम जनरल लाइन कर्मचारियों की डाक सेवा समूह- ख में पदोन्नति। सं 9-83/2002- एसपीजी-Ⅰ. उपर्युक्त परीक्षाओं के परिणाम के आधार पर महानिदेशक डाक सहर्ष श्री एच. एम. हवानूर की डाक सेवा समूह ' ख ' में नियमित आधार पर कार्य करने के लिए 7500-250-12000/- रुपए के वेतनमान में प्रभार ग्रहण करने की तारीख से और अगले आदेशों तक के लिए पदोत्रत करते हैं । उनका नाम इस निदेशालय की दिनांक28-10-2004 कीसमसंख्यक अधिसूचना में क्रम सं. 37 में श्री हरि पाड़ा कोरा के नाम के नीचे और क्रम सं. 38 में श्री रतन लाल के नाम के ऊपर होगा । पदोन्नति पर उन्हें कर्नाटक सर्किल आबंटित किया गया है ।

2. सतर्कता/अनुशासनिक मामला, यदि कोई हो

इस कार्यालय के का. ज्ञा. सं. 25-19/88- एसपीजी दिनांक 04.05.88 के साथ परिचालित कार्मिक एवं प्रशिक्षण विभाग के का. ज्ञा. सं. 22011/2/ 86 - स्था. ( ए) दिनांक 12.01.88 जिसमें ( तदुपरांत ) कार्मिक एवं प्रशिक्षण विभाग के का . ज्ञा. सं. 22022/ 4/91 - स्था. ( ए ) दिनांक 14.09.92 द्वारा संशोधन किया गया व जिसे इस कार्यालय में ज्ञापन सं. 25-19/88 - एस पी जी दिनांक 13.10.92 के साथ परिचालित किया गया था, उसमें उल्लिखित किस्म का कोई सर्तकता/अनुशासनिक मामला यदि कर्मचारियों के खिलाफ लंबित है , तो उसे इस कार्यालय से विशिष्ट आदेश प्राप्त किए बिना तैनाती के लिए कार्यमुक्त नहीं किया जाना चाहिए । वे कर्मचारी जिनके विरुद्ध कोई दण्डित प्रवर्तित है, उन्हें दण्ड की मियाद के समाप्त होने से पूर्व पदोन्नति नहीं दी जानी चाहिए । इस संबंध में एक रिपोर्ट तत्काल भेजी जाए ।

3. पात्रता के अध्यधीन प्रोन्नति

यदि बाद में यह पाया जाता है कि कोई कर्मचारी इस परीक्षा को देने के लिए नियमों अथवा इस विषयक अनुदेशों के अधीन अथवा किसी अन्य 4-312 G1/2006

कारण से पात्र नहीं था, तो उसकी प्रोन्नति को रद्द कर दिया जाएगा । उन कर्मचारियों के संबंध में, यदि कोई हो, जिनका इस परीक्षा में प्रवेश अनंतिम था, यह प्रोन्नति उनके द्वारा परीक्षा देने के लिए पात्रता के संबंध में अंतिम निर्णय के अध्यधीन होगी ।

4. परिवीक्षा अवधि

डाक सेवा समूह ' ख ' में पदोन्नत सभी कर्मचारी दो वर्षों के लिए परिवीक्षा पर रहेंगे और इस पद पर बने रहने के लिए उनकी उपयुक्तता पर निर्णय दो वर्षों की परिवीक्षा अवधि के पूरा होने के बाद लिया जाएगा । यदि इस अवधि के दौरान कोई कर्मचारी 30 दिनों से अधिक की अवधि के लिए अवकाश पर जाता है, तो अवकाश की अवधि के आधार पर परिवीक्षा अवधि को बढ़ा दिया जाएगा ।

5. प्रशिक्षण

फिलहाल डाक सेवा समूह' ख ' में बिना किसी प्रशिक्षण के कर्मचारी को सीधी पदोन्नति दी जाएगी । तथापि, जब और जैसे निदेशक, पोस्टल स्टाफ कालेज, गाजियाबाद द्वारा अधिसूचित किया जाएगा , उन्हें निर्धारित प्रशिक्षण लेना होगा ।

6. वेतन निर्धारण के लिए विकल्प

अधिकारी यदि एफ आर-22( 1 ) ( क) ( 1 ) के अंतर्गत वेतन निर्धारण के लिए तारीख चुनने के लिए विकल्प देना चाहते हैं, तो उन्हें पदोन्नति की तारीख से एक माह के अंदर विकल्प देना होगा ।

7. अपने मूल सर्किलों से बाहर आबंटित अधिकारी

आबंटित सर्किल तैनाती आदेश तत्काल और किसी भी हालत में 02.10.2006 से पहले जारी कर देंगे । वे सर्किल जहां कर्मचारी फिलहाल कार्य कर रहे हैं, उस सर्किल से, जहां वे तैनात किए गए हैं , तैनाती आदेश प्राप्त होते ही तत्काल उन्हें कार्यमुक्त कर देंगे । यदि कोई कर्मचारी प्रोन्नत पद पर प्रभार ग्रहण करने का इच्छुक नहीं है तो वह पन्द्रह दिन के अंदर प्रोन्नति प्रस्ताव को लिखित में अस्वीकार कर सकता है, अन्यथा उन्हें मुख्य पोस्टमास्टर जनरल द्वारा कार्यमुक्त कर दिया जाएगा । संबंधित सर्किल के मुख्य पोस्टमास्टर जनरल अपने सर्किल में अधिकारियों के प्रभार ग्रहण करने और कार्यमुक्त होने के संबंध में 31.10.2006 तक निश्चित ही निदेशालय को एक समेकित रिपोर्ट भेजेंगे ।

3. General Conditions :-

( i) No re- allotment requests will be considered within a period of one year . Leave taken during this period will not be counted for calculation of one - year period for considering requests for re- allotments .

(ii ) Appointment is conditional to the officer's placement in the designated circles .

( iii) It is the officer's responsibility to send a copy of the charge report on assumption of charge on the promoted post to Director (Staff) for record purpose.

(iv) If there are grievances regarding seniority or any other complaint, representations , if any, should be made within 15 days from the date of issue of this order.

(v) Officers should be relieved within 30 days from the date of this order. In case , posting order from the allotted circles are not received , the circle where they are stationed now can relieve the promoted officer and asked to report to the allotted Circle Headquarter.

(vi) In case , an officer is not willing to accept his promotion, his declination letter in writing should be received in Directorate within 30 days of this order, failing which, it will be presumed that he has declined the promotion.

4.Vigilance/Disciplinary case, if any :

In case any vig./disc. case , of the type referred to in O.M. No. 22011/2/86- Estt. (A) dated 12.01.88 from DOP&T circulated vide this office memo No. 25-19/88 - SPG dated 04.05.88 (subsequently) revised vide DOP& T memo No. 22022/4/91 - Estt (A) dt. 14.09.92 circulated vide this office memo No. 25-19/88 - SPG dated 13.10.92 is pending against the officials , they should not be relieved for posting without obtaining specific orders from this office . The official against whom any punishment is current they should not be promoted before expiry of currency of punishment . A report in this regard be submitted immediately.

5. Probation Period :

The officials who have been promoted to the Postal Service Group ' B ' will be on probation for two years and then their suitability to hold this post will be adjudged on completion of two years of probation. If any official proceeds on leave for a period exceeding 30 days during this period , the probation period will be extended depending upon the perod of leave.

6. Training :

The official will be directly promoted to Postal Service Group ' B ' without any training for the present . However they will have to undergo the prescribed training as and when notified by Director , PSCI , Ghaziabad. A copy of the certificate given by Director, PSCI , Ghaziabad on successful completion of training should be forwarded to Dir (Staff) forrecord.

7. Option for Fixation of Pay :

Ifthe officer who wishes to give option for choosing date for fixation of pay under FR- 22( I) ( a) ( 1 ) should do so within one month from the date of promotion .

8.Officers allotted out of their parent circles :

Koli , Joint Secretary/ Government Counsel , Ministry of Law, as Presiding Officer of the Employees ' Provident Funds Appellate Tribunal, New Delhi in the pay scale of Rs . 22,400-525-24,500/- for a period of 5 years from the date of taking over charge of the post or till he attains the age of 62 years , whichever is earlier .
