सं. 5 ( 18 ) /2002- चमड़ा औद्योगिक नीति और संवर्धन विभाग की दिनांक 3 नवम्बर, 2005 की अधिसूचना सं. 5 ( 18 ) /2002, चमड़ा के साथ जारी दिशा - निर्देशों के पैरा 5.1.3 . द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, अनुवीक्षण समिति इस बात से संतुष्ट होने के उपरांत कि " चमड़ा क्षेत्र का एकीकृत विकास " ( आईडीएलएस ) योजना का प्रभावी कार्यान्वयन सुनिश्चित करने की दृष्टि से जनहित में ऐसा करना आवश्यक है, एतद्वारा भारत सरकार, वाणिज्य और उद्योग मंत्रालय ( औद्योगिक नीति और संवर्धन विभाग ) की दिनांक 3 नवम्बर, 2005 की अधिसूचना सं. 5 ( 18 ) /2002 - चमड़ा में निम्नलिखित संशोधन करती है:--
उक्तअधिसूचना में ,
(1 ) दिशा-निर्देशों में, -
(i ) पैरा 3.10 को निम्न प्रकार संशोधित कर दिया गया है:-
" योजना के तहत परियोजना कार्यान्वयन इकाइयां, नामतः टैनरियों के लिए ' केन्द्रीय चमड़ा अनुसंधान संस्थान (सीएलआरआई ) ', फुटवेयर, फुटवेयर घटकों, चमड़े की वस्तुओं और परिधानों व जीनसाजी के लिए ' फुटवेयर डिजाइन और विकास संस्थान ( एफडीडीआई ) ' द्वारा योजना में शामिल करने के लिए किसी भी अन्य कार्यकलाप परःजो ऊपर नहीं बताया गया हो और वर्तमान दिशा -निर्देशों में विनिर्दिष्ट न की गई मशीनों पर विचार किया जा सकता है, बशर्ते उनके फलस्वरूप दिखाई देने वाले और व्यवहार्य सुधार हों जिनसे प्रौद्योगिकी उन्नयन हो सके । इसी प्रकार, सीएलआरआई और एफडीडीआई किसी कार्यकलाप/मशीनरी की सूची को हटा सकते हैं । तथापि, विविधीकरण को नया उद्यम माना जाएगा और उसकी अनुमति नहीं दी जाएगी । परियोजना कार्यान्वयन इकाईयों द्वारा किसी कार्यकलाप / मशीनरी सूची को जोड़ने या हटाने का काम विषय - निर्वाचन समिति तथा ' सिडबी ' को पूर्व- सूचना देकर ही किया जाएगा ।

संख्या 11013/8/ 2004-हिन्दी पेट्रोलियम और प्राकृतिक गैस मंत्रालय के दिनांक 8.9.2005 के संकल्प संख्या 11013/ (1 )/2000- हिन्दी में आंशिक संशोधन करते हुए उसमें उल्लिखित हिन्दी सलाहकार समिति के गठन में निम्नलिखित प्रतिस्थापन/प्रविष्टि एतदद्वारा की जाती है :-'
(1) क्रम संख्या 4 के स्थान पर निम्नलिखित प्रविष्टि प्रतिस्थापित की जाती है : - "4. श्री जी संजीवा रेड्डी, संसद सदस्य (राज्य सभा) '
आदेश
आदेश दिया जाता है कि इस संकल्प की प्रति समिति के सभी सदस्यों, राष्ट्रपति सचिवालय , उप राष्ट्रपति सचिवालय , प्रधान मंत्री कार्यालय, मंत्रिमंडल सचिवालय, लोक सभा सचिवालय , राज्य सभा सचिवालय , योजना आयोग, संसदीय कार्य मंत्रालय , भारत के नियंत्रक एवं महालेखा परीक्षक, महालेखाकार, सामान्य राजस्व, भारत सरकार के सभी मंत्रालयों और विभागों और राज्य सरकारों एवं संघ राज्य प्रशासनों, को भेजी जाए ।
यह भी आदेश दिया जाता है कि संकल्प को सर्वसाधारण की जानकारी के लिए भारत के राजपत्र में प्रकाशित किया जाए ।

विश्वविद्यालय अनुदान आयोग अधिनियम , 1956 की धारा 3 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्र सरकार, विश्वविद्यालय अनुदान आयोग की सलाह पर, नव नालन्दा महाविहार, नालन्दा (बिहार) को उपर्युक्त अधिनियम के प्रयोजनार्थ सम विश्वविद्यालय घोषित करती है । यह उस तिथि से लागू होगा जिस तिथि से महाविहार स्वयं को मगध विश्वविद्यालय , बोध गया तथा कामेश्वर सिंह दरभंगा संस्कृत विश्वविद्यालय , दरभंगा से असम्बद्ध कर लेगा ।

No. 5( 18 ) /2002- Leather In exercise of the powers conferred by para 5.1.3 of the guidelines issued along- with Department of Industrial Policy and Promotion's Notification No. 5 ( 18) 2002- Leather dated November 3 , 2005, the Screening Committee being satisfied that it is necessary in public interest to do so in order to ensure effective implementation of the Scheme, " Integrated Development of Leather Sector " ( IDLS) , hereby makes the following amendments in the Notification of the Government of India in the Ministry of Commerce and Industry ( Department of Industrial Policy and Promotion ) No. 5 (18) 2002- Leather dated November 3 , 2005, namely: -
In the said Notification , -
(I ) in the guidelines , -
(i) Para 3.10 stands modified as under .
"The Project Implementation Units under the Scheme , viz . , Central Leather Research Institute (CLRI ) for tanneries and Footwear Design and Development Institute ( FDDI ) footwear, footwear components , leather goods & garments , and saddlery may consider any other activity not listed above and machines not specified in the current guidelines for inclusion under the Scheme provided that they lead to visible and viable improvements leading to technology up gradation . Similarly, the CLR! and FDDI may delete an activity/list of machineries . However , diversification will be treated as new venture and not allowed. Any addition or deletion of an activity/list of machineries by the PIUs would be done with prior intimation to the Steering Committee and the SIDBI ".
