भारत सरकार के राजपत्र में 20 अप्रैल, 1946 को प्रकाशित तथा 29 अप्रैल , 1954 की अधिसूचना सं. एफ. ( 8 ) 70/बी 52 और भारत सरकार के दिनांक 21 फरवरी , 1990 के असाधारण राजपत्र सं. 67 के अंतर्गत यथा संशोधित लोक ऋण अधिनियम, 1944 की धारा 28 के अंतर्गत भारत सरकार द्वारा बनाए गए लोक ऋण नियमावली , 1946 के नियम 18 के अनुसरण, अक्तूबर 2006 को समाप्त माह के लिए निम्नलिखित सूची खो गई आदि ऐसी प्रतिभूतियों के बारे में एतद्वारा विज्ञापित की जाती है, जिसके संबंध में इस बात का विश्वास करने के लिए प्रथम दृष्टया आधार मौजूद है कि प्रतिभूतियां खो गयी है और आवेदकों का दावा न्यायोचित है । नीचे लिखे गये संबंधित दावेदारों से इतर सभी व्यक्ति जिनका प्रतिभूतियों पर किसी प्रकार का दावा हो, तत्काल महाप्रबंधक, भारतीय रिज़र्व बैंक, केन्द्रीय कार्यालय , सरकारी और बैंक लेखा विभाग , केन्द्रीय ऋण प्रभाग, मुंबई -400 008 को संसूचित करें ।
सूची दो भागों में विभाजित की गई है । भाग " क " में अभी पहली बार विज्ञापित प्रतिभूतियां शामिल की गई हैं और भाग " ख " में पूर्व विज्ञापित प्रतिभूतियों की सूची दी गई है।

आर.जी. भिवंडकर सहायक प्रबंधक समीक्षा समिति की सिफारिश पर निलंबन में संशोधन करने या बहाल करने के लिए सक्षम प्राधिकारी द्वारा की जाएगी तथा निलंबन की अवधि बढ़ाने या निलंबन करने के लिए आदेश पारित करेगी। निलंबन की बढ़ाई गई अवधि की समाप्ति से पूर्व पुनः समीक्षा की जाएगी । निलंबन की बढ़ाई गई अवधि एक समय में एक सौ अस्सी दिन से अधिक नहींहोगी ।

श्रममंत्रालय (कर्मचारी भविष्य निधि संगठन ) नई दिल्ली -110066 , दिनांक 10 नवम्बर 2006 सं. पी- IV/ 2 ( 6 )/84/क.भ.नि. स्टाफ ( सी.सी.ए. ) नियमावली, 1971/वोल्यूम- II- कर्मचारी भविष्य निधि और प्रकीर्ण उपबंध अधिनियम, 1952 ( 1952 का 19 ) की धारा 5 - घ की उपधारा 7 ( क ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्रीय न्यासी बोर्ड कर्मचारी भविष्य निधि स्टाफ ( वर्गीकरण, नियंत्रण तथा अपील) नियमावली , 1971 में संशोधन करके निम्नलिखित नियम बनाता है, अर्थात्--
1. (1) ये नियम कर्मचारी भविष्य निधि स्टाफ ( वर्गीकरण, नियंत्रण तथा अपील ) नियम 2006 कहलायेंगे ।
(ii) ये सरकारी राजपत्र में प्रकाशन की तिथि से लागू होंगे । 2. कर्मचारी भविष्य निधि स्टाफ ( वर्गीकरण , नियंत्रण तथा अपील ) नियमावली , 1971 के नियमों/उपनियमों में निम्नलिखित प्रविष्टियों को प्रतिस्थापित किया जाए जिसका ब्यौरा नीचे दिया गया है: -- (क) नियम 7(iii) ( क ) कोनिम्न प्रकार प्रतिस्थापित किया जाए: -- "क्यूमिलेटिव प्रभाव के बिना तथा उसकी पेंशन में प्रतिकूल प्रभाव के बिना, सावधिक वेतनमान में निम्न चरण (लोवर स्टेज ) में एक चरण ( स्टेज ) घटाना जोकि 3 वर्ष से अधिक नहींहोगी"
(ख) नियम 6 के उप - नियम 5 ( ग) के बाद उप - नियम ( 6 ) तथा (7) को निम्न प्रकार से प्रतिस्थापित किया जाए: -- (6) इस नियम के अंतर्गत किए गए निलंबन या किए जाने वाले निलंबन की समीक्षा इस उद्देश्य के लिए गठित (7 ) उपनियम 5 (क ) में अन्य बातों के होते हुए भी इस नियम के उप नियम ( 1 ) या ( 2 ) के अंतर्गत किया गया निलंबन या किए जाने वाला निलंबन नब्बे दिन की अवधि के बाद वैद्य नहीं होगा यदि नब्बे दिन की अवधि समाप्ति से पूर्व समीक्षा के बाद अवधि को नहीं बढ़ाया जाता है ।
(ग ) नियम 10 में उपनियम ( 2 ) के बाद निम्नलिखित परन्तुक प्रतिस्थापित किया जाए:--
" यदि केन्द्रीय सिविल सेवायें ( आचरण ) नियमावली , 1964 केनियम 3 - ग में निहित अर्थ के अंतर्गत यौन उत्पीड़न की शिकायत है तो ऐसी शिकायतों की जांच के लिए प्रत्येक मंत्रालय या विभाग या कार्यालय में स्थापित शिकायत समिति, इन नियमों के उद्देश्य के लिए, अनुशासनिक प्राधिकारी द्वारा नियुक्तजांच प्राधिकारी माने जायेंगे , यदि यौन उत्पीड़न की शिकायतों की जांच करने के लिए कोई अलग प्रक्रिया निर्धारित नहीं की गयी है तो शिकायत समिति इन नियमों में उल्लिखित प्रक्रिया के अनुसार जहां तक हो सके व्यावहारिक जांच करेगी ।

3. मानद्प्रोफेसर व अवकाश प्राप्त प्रोफेसर की सेवा शर्तें । 4. परिक्षक एवम् मॉडरेटर की नियुक्ति।
मौलाना आजाद नेशनल उर्दू विश्वविद्यालय अधिनियम 1996 ( 1997 कीसं. 2) के अनुसार ये नियम भारत सरकार के राजपत्र में प्रकाशित किए जाएंगे एवम् संसद के प्रत्येक सदन के सक्षम प्रस्तुत होंगे ।
नियम स्कूल ऑफ स्टडीज के डीन के कार्य [एक्ट एस 27 ( 1 ) ( क्यु ) व संविधि 7 (3 ) ]
विश्वविद्यालय के नियम 27 ( 1 ) ( क्यु ) व संविधि 7 ( 3 ) द्वारा प्रदत्त अधिकारों के अंतर्गत कार्यकारी परिषद्, अकादमिक परिषद की अनुशंसा के अनुसार, विश्वविद्यालय स्कूलस् के डीन के सम्बन्ध निम्न लिखित संविधिनिर्माण करती है ।
11309 1. स्कूलस् के डीन उस स्कूल के प्रमुख होंगे और स्कूलस में शिक्षण व शोध कार्य कराने में शिक्षण एवम् शोध के प्रतिमान बनाए रखेंगे । वह स्कूल बोर्ड के अध्यक्ष व संयोजन होंगे ।
2.डीन की निम्नलिखित शक्तियां व कार्य होंगे: --
(a) विभाग एवम्केन्द्र प्रमुख के जरिए स्कूल के शिक्षण एवम् शोध कार्य संयोजन व सामान्य निरीक्षण कराना ।
(b) जहां कही आवश्यक हो अंतर विभाग शिक्षण एवम् शोध को बढ़ावा देने के कदम उठाना ।
(c) जहां कहीं विहित किया गया हो छात्रों की संत्रीय कार्य के मूल्यांकन एवम्लेक्चर, ट्युरोरियल /सेमिनार व प्रयोगिक कक्षाओं में उपस्थिति का रिकार्ड रखना ।
(d) अकादमिक परिषद के बोर्ड ऑफ स्कूल के निर्देशों के अनुसार स्कूल के छात्रों की परीक्षाएं आयोजित कराना ।
(e) स्कूलस के निर्णयों एवम् अनुशसाओं को कार्य रूप देने हेतु कदम उठाना ।
(f) अन्य कोई कर्त्तव्य का निर्वाह जो अकादमिक परिषद् कार्यकारी परिषद्या उपकुलपति द्वारा किया गया हो ।
विभाग प्रमुख के कर्त्तव्य [अधिनियम एस. 27 ( 1 ) ( क्यू) नियम 8 ( 5) ] विश्वविद्यालय के अधिनियम के अनुभाग 27 ( 1 ) ( क्यू) की संविधि 8 ( 5) के अधीन अधिकारों के तहत , कार्यकारी परिषद् जैसा एकादमिक परिषद् ने संविधि अनुसंशित की है । विश्वविद्यालय के विभाग प्रमुख के सम्बन्ध में निम्नलिखित नियम का निर्माण करती है ।
विभाग या केन्द्र का प्रमुख डीन की देखरेख में विभाग /केन्द्र की बैठक का आयोजन करेगा एवम् उसकी अध्यक्षतां करेगा ।
अ. विभाग/केन्द्र के शिक्षण व शोध कार्यों का आयोजन करेगा । ब. विभाग या केन्द्र द्वारा नियम शिक्षण कार्य को बांटने के परिणाम स्वरूप टाइम टेबल बनाएगा ।
स. शिक्षकों के माध्यम से कक्षा एवम् प्रयोगशालाओं में अनुशासन बनाए रखेगा ।
द.विभाग/केन्द्र के उपयुक्त क्रियाकलाप हेतु शिक्षकों के कर्त्तव्य निर्धारित करेगा व विभाग/केन्द्र के गैर शैक्षिक कर्मचारियों के कार्यों को निर्धारित करेगा व उन पर नियंत्रण रखेगा । एवम्
इ. ऐसा कोई भी कार्य करेगा जो उसे सम्बन्धित बोर्ड आफ स्कूल के डीन , अकादमिक परिषद, कार्यकारी परिषद या उपकुलपति द्वारा करने को कहा गया हो ।
मानद्प्रोफेसर व अवकाश प्राप्त प्रोफेसर की नियुक्ति की शर्तें [अधिनियम एस 5. (XV) , 27 ( 1 ) ( q) ]
विश्वविद्यालय अधिनियम के अनुभाग 27 ( 1 ) ( q) के अधीन प्रदत्त अधिकारों के अधीन, अकादमिक परिषद द्वारा अनुशंसाओं पर कार्यकारी 11310

परिषद, मानद् प्रोफेसर व अवकाश प्राप्त प्रोफेसर की नियुक्तिकी सेवा शर्तें सम्बन्धी निम्नलिखित नियम का निर्माण करती है ।
मानद्प्रोफेसर
1. एक ऐसा स्कालर जो या तो सेवा में हो या सेवा निवृत्ति पर, डीन ऑफ स्कूलस या उपकुलपति की अनुशंसा पर कार्यकारी परिषद् द्वारा मानद् प्रोफेसर नियुक्ति के लिये विचार किया जा सकता है । 2. नियुक्तिकी अवधि तीन वर्ष होगी ।
3. मानद् प्रोफेसर को कोई वेतन या मानदेय भुगतान नहीं किया जाएगा, हर दशा में उन्हें स्थानीय सत्कार व यात्रा खर्च उनके निवास स्थान से विश्वविद्यालय तक का देय होगा, जब कभी पुनः वह भी उन्हें व्याख्यान देने हेतु या किसी अन्य अकार्मिक कार्यक्रम में हिस्सा लेने हेतु विश्वविद्यालय आना हो ।
अवकाश प्राप्त प्रोफेसर
1. एक प्रोफेसर जो विश्व विद्यालय से सेवा निवृत्त हो चुका हो, कार्यकारी परिषद्द्वारा उसकी शिक्षण/शोध कार्य को जारी रखने हेतु सेवानिवृत्ति पश्चात् अवकाश प्राप्त प्रोफेसर ( अमीरेट प्रोफेसर ) के रूप में आमंत्रित किया जा सकता है ।
2. नियुक्तितीन वर्षों के लिये होगी व नवीनीकरण भी हो सकेगा । 3. अवकाश प्राप्त प्रोफेसर को कोई वेतन या मानदेय देय नहीं होगा । 4. उसे, उसके कार्यकाल के दौरान उसके शिक्षण एवम् शोध कार्य चलाने हेतु कार्यालय स्थल एवम्अन्य सुविधाएं प्रदान किए जाएंगे ।
[PART III-SEC . 4 परीक्षकों एवम् मारडरेटरर्स की नियुक्ति
[अधिनियम एस 27 (g ) , नियम 13 ( 2 ) (xiii) ] विश्वविद्यालय के अनुभाग 27 (g) के नियम 13 ( 2 ) ( xiii ) द्वारा प्रदत्त अधिकारों के अधीन , कार्यकारी परिषद्, अकादमिक परिषद के प्रस्ताव पर निम्नलिखित परीक्षकों एवम् मार्डरेटरों की नियुक्ति सम्बन्धी नियमों का निर्माण करती है ।
1. समस्त परीक्षओं के परीक्षकों एवम् मार्डरेटरों की सूची , पी.एच.डी. उपाधि को छोड़कर जो सम्बन्धित विभाग के बोर्ड आफ स्टडीज द्वारा बनाई जाएगी व सम्बन्धी स्कूल आफ स्टडीज को प्रस्तुत की जाएगी । सम्बन्धित स्कूल आफ स्टडीज सूची को जांचकर, अकादमिक परिषद् कीसलाह सेकार्यकारी परिषद की स्वीकृति हेतु इसको अग्रेषित करेगा । 2. पी.एच.डी. उपाधि के परीक्षकों की नियुक्ति कार्यकारी परिषद् द्वारा , सम्बन्धित बोर्ड ऑफ स्टडीज की अनुशंसा पर अकादमिक परिषद कीरायसे करेगी ।
3. विश्वविद्यालय के प्रत्येक विषयों के प्रश्न पत्रों का माडरेशन जा विश्वविद्यालय में पढ़ाए जाते हो, निम्न सदस्यों की समिति करेगी । अ. सम्बन्धित विभाग के प्रमुख एवम्
इ. उपकुलपति द्वारा इस उद्देश्य हेतु नियुक्त कोई दो व्यक्तियों से अधिक व एक व्यक्ति से कम न हो ।
बशर्ते माडरेटर्स में से एक सम्बन्धित परीक्षा का परीक्षक हो सकेगा जो विश्व विद्यालय में शिक्षण कार्य में नहीं लगाया गया हो ।
4. प्रश्न पत्र नियमों के अनुसार माडरेट होंगे ।
५. अ. बाहरी परीक्षकों को फीस की दरे एवं शर्ते नीचे दिए अनुसार होगी

फ. यदिमाडरेशन समिति द्वारा आधे से अधिक प्रश्न पत्र को बदल दिया जाता है तो उपकुलपति, समिति के संचालन के अनुशंसा पर, कोई भुगतान नहींकरने के निर्देश जारी कर सकेगा ।
ब. यदि एक परीक्षा बोर्ड एक प्रश्न पत्रों का सेट तैयार करता है एवम् उत्तर पुस्तिका का आकलन करता है तो प्रत्येक परीक्षक को पूरा भुगतान देय होगा जो कालम II व III में विहित है ।
ज. यदि दो या दो अधिक परीक्षक मौखिक परीक्षा का संचालन करते हैं तो उनका भुगतान दोनों में बराबर बांट दिया जाएगा । स. जब कहीं एक उत्तर पुस्तिका दो परीक्षकों द्वारा संयुक्त रूप से जांची गई हो तो प्रत्येक परीक्षक को उपरोक्त कालम III में निर्धारित पूरा मानदेय देयहोगा ।
ह. जब तक की कुलसचिव को अंक तालिका, उत्तर पुस्तिकाएं, परीक्षकों की रिपोर्ट या अन्य कोई ऐसा प्रपत्र जो वांछित हो नहीं मिल जाता , भुगतान नहींहोसकेगा ।
द. किसी विषय में यदि प्रश्न पत्र दो अलग- अलग भागों में दो बाहरी परीक्षकों द्वारा अलग-अलग बनाया गया हो तो उसकी उत्तर पुस्तिकाएं भी एक दूसरे से अलग- अलग स्वतंत्र रूप से जांची गई हो तो प्रत्येक परीक्षक काकालम II व III में निहित दरों का 3/5 प्रत्येक को प्रश्न पत्र बनाने एवम् उत्तर पुस्तिका जांचने हेतु देय होगा ।

EMPLOYEES ' PROVIDENT FUND ORGANIZATION New Delhi - 110066 , the 10th November 2006 No. P - IV/2 (6) 84/Employees ' Provident Fund Staff (CCA) Rules , 1971 /Vol - 1l-In exercise of the powers conferred by Sub- Section 7(a) of Section 5D of the Employees ' Provident Fund & Miscellaneous Provisions Act, 1952 ( 19 of 1952) Central Board , makes the following rules and further amends the Employees ' Provident Fund Staff ( Classification, Control and Appeal ) Rules , 1971 namely :-
1. ( i) These rules may be called Employees ' Provident Fund Staff ( Classification, Control and Appeal) Rules , 2006 .
( ii) They shall come into force from the date of their publication in the Official Gazette .
2. In the Employees ' Provident Fund Staff (Classification , Control and Appeal) Rules , 1971 , following entries shall be substituted/inserted in the Rules/ Sub -Rules shown asbelow :-
(a) Rule 7 ( iii) ( a) shall be substituted as follows :-
"Reduction to lower stage in the time scale of pay by one stage for a period not exceeding 03 years , without cumulative effect and not adversely affecting his pension" .
(b) Sub - Rule (6) & (7) shall be inserted after Sub-Rule 5( c) of Rule 6 as follows :-
(6) An order of suspension made or deemed to have been made under this Rule shall be reviewed by the authority which is competent to modify or revoke the suspension on the recommendation of the Review Committee constituted for the purpose and pass orders either extending or revoking the suspension . Subsequent reviews shall be made before expiry ofthe extended period of suspension. Extension of suspension shall not be for a period exceeding one hundred and eighty days at a time.
(7) Notwithstanding anything contained in Sub- Rule 5( a) , an order of suspension made or deemed to have been made under Sub - Rule ( 1 ) or (2) of this Rule shall not be valid after a period of ninety days unless it is extended after review for a further period before expiry of ninety days .
(c) In Rule 10, after Sub -Rule (2) , the following proviso shall be inserted : ----
"Provided that where there is a complaint of sexual harassment within the meaning of Rule 3C of the Central Civil Services (Conduct ) Rules , 1964, the Complaints Committee established in each Ministry of department or Office for inquiring into such complaints , shall be deemed to be the Inquiring Authority appointed by the Disciplinary Authority for the purpose of these Rules and the Complaints committee shall hold , if separate procedure has not beenprescribed for the Complaints Committee for holding the inquiry into the complaints of sexual harassment, the inquiry as far as practicable in accordance with the procedure laid down in these Rules" .

ORDINANCE
FUNCTIONS OF DEANS OF SCHOOLS OF STUDIES [Act S. 27( 1 ) ( q) Statute-7 (3) ]
In exercise of the powers vested in Section 27 ( 1) ( q) & Statute 7(3) of the University Act, the Executive Council, on the Ordinance proposed by the Academic Council, hereby makes the following Ordinance regarding Deans of Schools of the University.
1. The Dean of a School shall be the Head of the School and shall be responsible for the conduct and maintenance of standards of teaching and research in the School . He shall be the Chairman and Convener of the Board of the School .
2. The Dean shall have the following powers and functions :-
(a) To co- ordinate and generally supervise the teaching and research work in the School through the Head of Departments/Centres ;
(b) To take steps to promote inter -disciplinary teaching and research, wherever necessary;
(c) To keep a record of the evaluation of sessional work and of the attendance of the students at lectures , tutorials , seminars or practicals wherever these are prescribed;
(d) To arrange for the examination of the University in respect of the students of the School in accordance with such directions as may be given by the Board of Schools of studies of the Academic Council
(e) To take steps to give affect to the decision and recommendations of the School ; and (f) To perform such other duties as may be assigned to him by the Academic council, Executive Council or the Vice - Chancellor .
DUTIES OF HEADS OF DEPARTMENT [Act S. 27 ( 1 ) ( q) Statute - 8 (5 ) ]
In exercise of the powers vested in Section 27 ( 1 ) ( q) & Statute 8 (5) of the University Act, the Executive Council, on the Ordinance proposed by the Academic Council , hereby makes the following Ordinance regarding Heads of Department of the University.
The Head of a Department/Centre shall convene and preside over meetings of the Department/ Centre , and shall under the general supervision of the Dean :----
a. organize the teaching and research work in the department/centre ;
b. frame the time table in conformity with the allocation ofthe teaching work made by the Department/ Centre;
c. maintain discipline in the class rooms and laboratories through teachers;
d. assign to the teachers in the Department/ Centre such duties as may be necessary for the proper functioning of the Department or Centre ; and assign work to and exercise control over the non- teaching staff in the Department/ Centre ; and
e. perform such other functions as may be assigned to him by the Dean , the Board of the School concerned, the Academic Council , the Executive Council and the Vice Chancellor.
TERMS AND CONDITIONS OF APPOINTMENT OF HONORARY PROFESSORS AND EMERITUS PROFESSORS [Act S. 5(xv) , 27 ( 1 ) ( q) ]
Inexercise of the powers vested in Section 27( 1 ) ( q ) of the UniversityAct, the Executive Council, on the Ordinance proposed by the Academic Council, hereby makes the following Ordinance regarding terms and conditions of appointment of honorary Professors and Emeritus Professors ofthe University.
HONORARY PROFESSOR :--
1. A distinguished scholar who is either in active service or on superannuation may be considered for appointment as Honorary Professor by the Executive Council on the recommendation of the Dean of the School or Vice-Chancellor .
2. The duration of appointment shall be 3 years .
3. Honorary Professors will not be paid any salary or remuneration. However, he/ she will be provided local hospitality and travel expenses from the place of his/ her residence to the University and back whenever he/she visits the University for delivering lectures and for participating in any other academic activity of the School.

EMERITUS PROFESSOR :--
1. A Professor who has retired from the University may be invited by the Executive Council to continue his/ her research/ teaching activities in the University as an Emeritus Professor after his/her superannuation .
2. The duration of appointment shall be 3 years with a provision for renewal .
3. The Emeritus Professor will not be paid any salary or remuneration .
4. He/she will be provided office space and other facilities to carry out his /her research/ teaching activities during his/her tenure .

b. If a Board of Examiners sets a question paper and evaluates the answer books , each external examiner shall be paid full remuneration specified in Columns (II) , ( III ) above.
c. When an answer book is examined by two extemal examiner jointly , each examiner shall be paid the full remuneration as specified in Column ( III ) above .
d. In respect of a subject in which a question paper is set in two parts separately by two external examiners and the answer books thereof are also evaluated by them independently of each other , the remuneration payable to each examiner for setting the question paper and for evaluation of answer books shall be three- fifth of the rates specified in Column II , III for the paper and evaluation of answer books .
e . If an external examiner examines answer books in respect of the question paper not set by him, he shall be paid for examining answer books at the rates as specified in Column ( II ) subject to a minimum fee equivalent to half the fee specified therein for setting a question paper for the examination concerned .
[PART III-SEC. 4 f. If more than half of a question paper is changed by the Committee of Moderators , the Vice Chancellor may on the recommendation of the Convener of the Committee , direct that no remuneration be paid for setting the question paper .
g. If two or more external examiners conduct the Viva- Voce, the remuneration shall be divided equally amongthem.
h. The remuneration shall not be paid to external examiners until the Registrar has received the Award Sheets , the Answer Books , the Report of the Examiners and such other statements as they may be required to prepare .
i If the external examiners do not send in their complete document referred to in ( h) above by the appointed date , the remuneration payable to them may be reduced by an amount calculated at Rs . 5/ - per day for the first seven days of delay and Rs . 10/ - per day thereafter , unless the Vice Chancellor is satisfied that the delay was due to cause beyond the control of Examiners .
j . The remuneration payable to the examiners shall be as revised by the University from time to time .
