संकल्प
स० 12019 / 7 / 2005-एफपीपी
उर्वरक उद्योग समन्वय समिति का पुनर्गठन यूरिया इकाइयों के लिए नई मूल्य निर्धारण योजना को प्रशासित और संचालित करने के लिए रसायन और उर्वरक मंत्रालय के संकल्प संख्या 12019/ 5 / 98- एफपीपी, दिनांक 13.3.2003 द्वारा किया गया था । श्री होमी आर . खुरसोखन , प्रबंध निदेशक, टाटा केमिकल्स लिमिटेड (टीसीएल) को टीसीएल के श्री पी.आर. मेनन के स्थानांतरण से हुई रिक्ति पर उर्वरक उद्योग समन्वय समिति ( एफआईसीसी) में सदस्य के रूप में नियुक्त करने का निर्णय लिया गया है । एफआईसीसी में उद्योग सदस्य के रूप में श्री खुरसोखन की नियुक्ति इस संकल्प के जारी होने की तारीख से 4.10.2007 तक की अवधि के लिए या अगला आदेश होने तक, जो भी पहले हो, के लिए होगी ।

आदेश दिया जाता है कि इस संकल्प की एक प्रति लोकसभा सचिवालय और राज्यसभा सचिवालय तथा संबंधित मंत्रालयों और विभागों को भेजी जाए ।
2. यह भी आदेश दिया जाता है कि इस संकल्प को आम जानकारी के लिए भारत सरकार के राजपत्र में प्रकाशित किया जाए ।

सं० एफ. 24-6/2003- टी. एस. ।।। दिनांक 16.10.2006 को आयोजित बैठक में शैक्षिक अर्हता से संबंधित उच्च स्तरीय समिति द्वारा की गई सिफारिशों के आधार पर भारत सरकार ने निर्णय लिया है कि केन्द्र सरकार के अधीन उपयुक्त क्षेत्र के पदों पर और सेवाओं में नियोजन के प्रयोजनार्थ भारतीय जन संचार संस्थान , नई दिल्ली द्वारा संचालित पोस्ट ग्रेजुएट डिप्लोमा कोर्स इन जर्नलिज्म (हिन्दी) को दी गई मान्यता को अगले आदेश तक जारी रखा जाए ।

सं ० एफ. 24-4/2001- टी.एस . ।।। इस विभाग के दिनांक 14.5.2004 की समसंख्यक अधिसूचना के कम में दिनांक 16.10.2006 को आयोजित बैठक में उच्च स्तरीय समिति द्वारा की गई सिफारिशों के आधार पर भारत सरकार ने निर्णय लिया है कि जिस पद के लिए शैक्षिक अर्हता मैट्रिक उत्तीर्ण निर्धारित है, उस पद हेतु केन्द्र सरकार के अन्तर्गत नियोजन के प्रयोजनार्थ हिन्दी साहित्य सम्मेलन, इलाहाबाद द्वारा आयोजित की जा रही प्रथमा परीक्षा को अनंतिम आधार पर दी गई मान्यता को 3 वर्ष की अतिरिक्त अवधि अर्थात दिनांक 27.10.2007 से 26.10.2010 के लिए बढ़ाया जाए जिसके पश्चात् समिति दी गई मान्यता की समीक्षा करेगी ।

सं ० एफ ० 23-2 / 2001 - टी.एस. - ।।।. मैकेनिकल इंजीनियर संस्थान (भारत) , मुम्बई इस मंत्रालय के दिनांक 28.5.1976 के पत्र संख्या एफ. 18-31 /71- टी -2 के माध्यम से वर्ष 1976 से संगठन सदस्यता पाठ्यक्रम का भाग ए और बी चला रहा है जो मैकेनिकल इंजीनियरी डिग्री के समकक्ष है और इस मंत्रालय के दिनांक 11.7.1988 के पत्र संख्या एफ . 1-5 / 87/टी-7 /टी -13 के माध्यम से वर्ष 1988 से तकनीशियन इंजीनियर (टी) का भाग । और ।। संचालित कर रहा है जो किसी राज्य पालिटेक्निक के मैकेनिकल इंजीनियरी डिप्लोमा के समकक्ष है । वर्ष 2002 में इन पाठ्यक्रमों की मान्यता वापस लेते हुए , भारत सरकार ने मैकेनिकल इंजीनियर संस्थान (भारत) , मुम्बई को इस बात की अनुमति दी थी कि वह अखिल भारतीय तकनीकी शिक्षा परिषद द्वारा बताई गई कमियों को दूर करने के पश्चात् ही अपने डिप्लोमा /डिग्री पाठ्यक्रमों को मान्यता दिलाने के लिए इस मंत्रालय से संपर्क करे । तदनुसार , उपर्युक्त संस्थान ने आवश्यक सामग्री के साथ अपना अनुरोध इस विभाग के पास समीक्षा और विचार करने हेतु भेजा । इस विभाग ने इस सामग्री की अखिल भारतीय तकनीकी शिक्षा परिषद से पुनः जांच करवाई । अखिल भारतीय तकनीकी शिक्षा परिषद ने अपनी विशेषज्ञ समिति के माध्यम से दोनों पाठ्यक्रमों की पुनः जांच की और दोनों पाठ्यक्रमों की पाठ्यचर्या में संशोधन सहित अपनी सिफारिशें प्रस्तुत कीं ।
शैक्षिक योग्यताओं को मान्यता देने संबंधी उच्च स्तरीय समिति ने अपनी दिनांक 16.10.2006 की बैठक में इस मामले पर विचार किया और भारत सरकार ने उसकी सिफारिशों पर निम्नलिखित निर्णय लिए हैं :
( 1) मैकेनिकल इंजीनियर संस्थान ( भारत ), मुम्बई द्वारा चलाए जा रहे पाठ्यक्रमों की मान्यता 16.10.2006 से बहाल की जा रही है । इस मान्यता के आधार पर मैकेनिकल इंजीनियर संस्थान ( भारत) अखिल भारतीय तकनीकी शिक्षा 1026

[भाग I-खण्ड । परिषद द्वारा अनुमोदित नई पाठ्यचर्या के आधार पर अपने पाठ्यक्रम चलाएगा । अनुमोदन के अनुसार तकनीशियन इंजीनियर पाठ्यक्रम भाग । और ।। (डिप्लोमा स्तर) में वर्तमान 14 पेपरों के स्थान पर 22 पेपर होंगे और संगठन सदस्यता के डिग्री स्तर पाठ्यक्रम के भाग ए और बी में वर्तमान 1.1 पेपरों के स्थान पर 24 पेपर होंगे । थ्यौरी पेपर पूरे करने के पश्चात् छात्रों को तकनीशियन इंजीनियरी पाठ्यक्रम के भाग । और ।। हेतु मैकेनिकल इंजीनियरी में डिप्लोमा के समकक्ष प्रमाण पत्र प्राप्त करने के लिए अखिल भारतीय तकनीकी शिक्षा परिषद द्वारा अनुमोदित पालिटेक्निक में कम से कम 3 माह की अनिवार्य प्रशिक्षुता/प्रायोगिक प्रशिक्षण/परियोजना रिपोर्ट करनी होगी और संगठन सदस्यता पाठ्यक्रम के भाग ए और बी में मैकेनिकल इंजीनियरी स्नातक डिग्री के समकक्ष प्रमाण पत्र प्राप्त करने के लिए अखिल भारतीय तकनीकी शिक्षा परिषद द्वारा अनुमोदित डिग्री कालेज में उपर्युक्त अवधि का प्रशिक्षुता/प्रायोगिक प्रशिक्षण प्राप्त करना होगा ।
(11) तकनीशियन इंजीनियर (डिप्लोमा स्तर) के भाग । और ।। तथा संगठन सदस्यता पाठ्यक्रम (डिग्री स्तर) के भाग ए और बी में दिनांक 10.6.2002 से पहले नामांकित छात्रों को दिसम्बर , 2006 में होने वाली आगामी परीक्षा में संशोधन से पहले की पाठ्यचर्या में ही अपने पाठ्यक्रम पूरे करने की अनुमति दी जाएगी । उनकी डिग्री/डिप्लोमा केन्द्र सरकार में रोजगार हेतु मान्य होगा । जो छात्र दिसम्बर , 2006 तक अपने पाठ्यक्रम पूरे नहीं कर पाएंगे उन्हें संशोधित पाठ्यचर्या का ही अनुपालन करना होगा ।

सं0 2/ 18/ 2005 - बी० एम०ः जल संसाधन विकास के राष्ट्रीय परिप्रेक्ष्य के प्रायद्वीपीय घटक के प्रस्ताव के विस्तृत सर्वेक्षण व अन्वेषण एवं अध्ययन करने के लिये राष्ट्रीय जल विकास अभिकरण , जो सिंचाई मंत्रालय (अब जल संसाधन मंत्रालय) की पंजीकृत सोसाइटी है, की स्थापना वर्ष 1982 में की गई थी । राष्ट्रीय जल विकास अभिकरण के कार्य दिनांक 26.8.1981 की अधिसूचना संख्या -1 (7)/80- पी० पी० के पैरा 4 के अर्न्तगत प्रकाशित किये गये थे । सरकार ने बाद में जल संसाधन विकास के राष्ट्रीय परिप्रेक्ष्य वाले हिमालयी घटक को शामिल करने के लिए राष्ट्रीय जल विकास अभिकरण के कार्यों में दिनांक 11 मार्च, 1994 के संकल्प सं 0 22/27/92- बी.एम. के माध्यम से एवम् दिनांक 26.8.1981 की अधिसूचना संख्या 1 (7 ) /80- पी० पी० के पैरा 3 एवं 5 में निहित सोसाइटी एवं शासी निकाय की संरचना में दिनांक 13 फरवरी, 2003 एवं 12 मार्च, 2004 के संकल्प संख्या 2/9/ 2002- बी.एम. के माध्यम से संशोधन किया । 1027 भारत का राजपत्र, दिसम्बर 16, 2006 ( अग्रहायण 25 , 1928 )

अब यह निर्णय लिया गया है कि राष्ट्रीय जल विकास अभिकरण बिहार जैसे राज्यों में नदियों की उप- वेसिनों को जोड़ने वाली नहरो की तकनीकी सम्भाव्यता का पता लगायेगा । यह भी निर्णय लिया गया है कि राष्ट्रीय जल विकास अभिकरण केन- बेतवा जोड़ नहर, जो कि प्राय द्वीपीय विकास घटक की प्राथमिकता जोड़ नहरों में से एक है, की विस्तृत परियोजना रिपोर्ट तैयार करेगा । राष्ट्रीय जल विकास अभिकरण उक्त कार्यों को कर सके, इस हेतु इसके कार्यों में निम्नवत आशोधन किये जाते हैः
क) तत्कालीन सिंचाई मंत्रालय (अब जल संसाधन मंत्रालय ) और केन्द्रीय जल आयोग द्वारा जल संसाधन विकास के लिए तैयार किये गये राष्ट्रीय परिप्रेक्ष्य के प्रायद्वीपीय नदी विकास एवं हिमालय नदी विकास घटकों की संभाव्यता स्थापित करने के लिए संभावित जलाशय स्थलों और जोड़ नहरों को आपस में जोड़ने के प्रस्तावों के विस्तृत सर्वेक्षण व अन्वेष्ण करमा ।
ख) निकट भविष्य में बेसिन राज्यों की समुचित आवश्यकताओं को पूरा करने के बाद विभिन्न प्रायद्वीपीय नदी प्रणाली एवं हिमालव नदी प्रणाली में जल की मात्रा, जिसे अन्य बेसिनों/ राज्यों में अंतरण किया जा सकता है , के बारे में विस्तृत अध्ययन करना ।
ग) प्रायद्वीपीय नदी विकास एवं हिमालय नदी विकास घटकों से संबंधित योजनाओं के विभिन्न तकनीकी संभाव्यता रिपोर्ट तैयार करना ।
घ) जल संसाधन विकास के लिए राष्ट्रीय परिप्रेक्ष्य योजना के अन्तर्गत नदी जोड़ नहर प्रस्तावों पर संबंधित राज्यों की सहमति के पश्चात् उनकी विस्तृत परियोजना रिपोर्ट तैयार करना ।
ड. ) राज्यों द्वारा यथा प्रस्तावित अंतर्राज्यीय जोड़ नहरों की पूर्वतकनीकी सम्भाव्यता एवं तकनीकी सम्भाव्यता रिपोर्ट तैयार करना ।
च) अन्य वे सभी कार्य करना जो सोसाइटी उक्त उद्देश्यों के पूरा करने के लिये आवश्यक, प्रासंगिक , पूरक या प्रेरक समझे । इन्द्र राक

2. इस समिति का कार्य सरकारी कार्यों में हिन्दी के प्रगामी प्रयोग से संबंधित मामलों में श्रम मंत्रालय और उसके सम्बद्ध/ अधीनस्थ कार्यालयों को सलाह देना होगा । 3. समिति का कार्यकाल उसके गठित किए जाने की तारीख से तीन वर्ष तक होगा । संसद सदस्य, जो इस समिति के सदस्य हैं , संसद भंग होने पर या उनका कार्यकाल समाप्त होन पर या अन्यथा सदन के सदस्य न रहने पर , समिति के सदस्य नहीं रहेंगे । 4. समिति का मुख्यालय नई दिल्ली में होगा ।
5. यह समिति उच्च स्तरीय होगी तथा गैर- सरकारी सदस्यों को समिति की बैठकों में भाग लेने के लिए भारत सरकार द्वारा समय-समय पर निश्चित दरों पर यात्रा तथा दैनिक भत्ते दिए जाएंगे ।
आदेश आदेश दिया जाता है कि इस प्रस्ताव की एक- एक प्रति राज्य सरकारों और संघ राज्य क्षेत्रों के प्रशासनों, प्रधान मंत्री सचिवालय , मंत्रिमंडल सचिवालय , संसदीय कार्य मंत्रालय , लोक सभा सचिवालय , राज्य सभा सचिवालय , योजना आयोग , राष्ट्रपति सचिवालय , भारत के नियंत्रक और महालेखा परीक्षक, महालेखाकार, केन्द्रीय राजस्व तथा भारत सरकार के सभी मंत्रालय तथा विभागों एवं श्रम मंत्रालय के सभी कार्यालयों जिनमें स्वायत्त तथा अर्द्ध- स्वायत्त निकाय भी शामिल हैं, को भेजी जाए ।
यह भी आदेश दिया जाता है कि इस संकल्प को आम जानकारी के लिए भारत सरकार के राजपत्र में प्रकाशित किया जाए ।

The Fertilizer Industry Coordination Committee was reconstituted vide Ministry of Chemicals and Fertilizers ' Resolution No. 12019 /5/ 98 - FPP dated 13.3.2003 to administer and operate the New Pricing Scheme for urea units . It has been decided to appoint Shri Homi R. Khursokhan , Managing Director, Tata Chemicals Limited ( TCL) as industry member in the Fertilizer Industry Coordination Committee ( FICC ) against the vacancy arising from transfer of Shri P.R. Menon from TCL . The appointment of Shri Khursokhan as industry member in FICC will be effective from the date of issue of the Resolution and for a period up to 4.10.2007 or until further orders , whichever is earlier .

In continuation of this Department's Notification of evennumber dated 14.05.2004, the Government of India, on the recommendations ofHigh Level Committee in its meeting held on 16.10.2006, has decided to extend the provisional recognition granted to the Prathama Examination being conducted by Hindi Sahitaya Sammelen , Allahabad for the purpose of employment under the Central Government for the post for which the desired qualification is a pass in matriculation for a further period of 3 years from 27.10.2007 to 26.10.2010 , after which the Committee will review the recognition granted.

No.F.23 2/2001 Mumbai has been running Section A & B of Association Membership course , equivalent to Degree in Mechanical Engineering since 1976, vide this Ministry's letter No.F.18 31/71 T.2 dated 28.05.1976 and Part I & II of Technician Engineers (T) , equivalent to Diploma in Mechanical Engineering from a State Polytechnic, since 1988, vide this Ministry's letter No.F.1 5/87/Τ.7/Τ.13 dated 11.07.1988 . In the year 2002 , while withdrawing the recognition of these courses , Government of India allowed the IME ( India) , Mumbai to approach this Ministry for recognition of their Diploma / Degree courses only after the removal of all the deficiencies pointed out by AICTE . Accordingly, the above Institute submitted a request alongwith the requisite material for review and consideration of this Department. This Department got the material re examined by AICTE . AICTE , through its Expert Committee re examined both the courses and submitted its recommendations with revision of syllabus for both the courses . TS.III . The Institute of Mechanical Engineers ( India) , The High Level Committee for recognition of educational qualification considered the matter in its meeting held on 16.10.2006 and on its recommendations, Government of India has decided the following:
(i) The recognition of the courses run by IME , Mumbai may be restored with effect from 16.10.2006 . With this recognition IME will run the courses based on new syllabus approved by All India Council for Technical Education (AICTE ) . As per PART 1-SEC . 1 ]

the approval , the Technician Engineers courses Part I & II ( Diploma Level ) will have 22 papers in place of existing 14 papers and Degree level course of Section A & B ofAssociate Membership will include 24 papers in place of 11 papers at present . In addition to this , there will be nine elective subjects . After completing theory papers , students will have to undergo at least 3 months mandatory apprenticeship / practical training/ project report at an All India Council for Technical Education approved Polytechnic for Part I & II of Technician Engineers Course for award of Certificate equivalent to Diploma in Mechanical Engineering and the Apprenticeship / Practical training of the same duration in AICTE approved Degree Colleges for award of Certificate equivalent to Bachelors Degree in Mechanical Engineering for Section A & B ofAssociate Membership Course.
(ii) The students who were registered prior to 10.06.2002 for part I & II of Technician Engineers ( Diploma Level ) and Section A & B of Associate Membership course (Degree Level ) will be allowed to complete the courses with pre- revised syllabus till the next scheduled examination , to be held in December 2006. Their Degree/ Diploma will be recognized for employment in Central Government . Those who do not complete their courses by that time ( December 2006) , will have to follow the revised syllabus .

RESOLUTION
No.2/ 18 /2005 -BM: The National Water Development Agency (NWDA) , a Registered Society under the Ministry of Irrigation ( now Ministry of Water Resources ) was set up in the year 1982 to carry out detailed studies, surveys and investigations in respect of Peninsular Component of National Perspective for Water Resources Development. The functions of NWDA were published under para 4 of the gazette notification no . 1 ( 7 )/80-PP dated 26.8.1981 . The Government subsequently modified the functions of NWDA to include the Himalayan Component of National Perspective for Water Resources Development through the Resolution No. 22/ 27/ 92- BM dated 11th March, 1994 and composition of Society and Governing Body contained in Para 3 & 5 of the Resolution no. 1 ( 7 ) / 80 - PP dated 26.8.1981 through the Resolution Nos . 2/ 9 /2002 - BM dated 13th Feb. 2003 & 12th March , 2004 1034

It has now been decided that NWDA will explore the feasibility of linking sub -basins of rivers in States like Bihar . It has also been decided that NWDA will also take up the work for preparation of Detailed Project Report ( DPR ) of Ken -Betwa link, which is one of the priority links under Peninsular Component of National Perspective Plan.
To enable National Water Development Agency to undertake above activities, its functions are further modified as under ; -
a. To carry out detailed surveys and investigations of possible reservoir sites and inter- connecting links in order to establish feasibility of the proposal of Peninsular Rivers Development and Himalayan Rivers Development Components forming part of the National Perspective for Water Resources Development prepared by the then Ministry of Irrigation (now Ministry of Water Resources ) and Central Water Commission.
b. To carry out detailed surveys about the quantum of water in various Peninsular River systems and Himalayan River systems which can be transferred to other basins/States after meeting the reasonable needs of the basin/States in the foreseeable future .
C. To prepare feasibility report of the various components of the scheme relating to Peninsular Rivers development and Himalayan Rivers development .
d. To prepare detailed project report of river link proposals under National Perspective Plan for Water Resources Development after concurrence of the concerned States .
e. To prepare pre feasibility / feasibility reports of the intra state links as may be proposed by the States.
f. To do all such other things the Society may consider necessary incidental, supplementary or conducive to the attainment of above objectives .

Ordered that this Resolution be communicated to all the concerned States Governments and the Union Territory , the Private and Military Secretaries to the President , Prime Minister's Office, the Comptroller & Auditor General of India, the Planning Commission and all concerned Ministries /Departments of the Central Government for information

2. The functions of the Samiti will be to advise the Ministry of Labour and its attached and subordinate offices on matters relating to the progressive use of Hindi for official purpose .
