संकल्प
- संसदीय राजभाषा समिति राजभाषा अधिनियम, 1963 की धारा 4(1 ) के अधीन 1976 में गठित की गई थी । समिति द्वारा सरकारी कामकाज में मूल रूप से हिंदी में लेखन कार्य , विधि संबंधी कार्यों में राजभाषा हिंदी की स्थिति, सरकारी कामकाज में राजभाषा के प्रयोग हेतु प्रचार- प्रसार, सरकारी कामकाज में प्रशासनिक और वित्तीय कार्यों से जुड़े प्रकाशनों की हिंदी में उपलब्धता, राज्यों में राजभाषा हिंदी की स्थिति, वैश्वीकरण और हिंदी, कंप्यूटरीकरण एक चुनौती से संबंधित प्रतिवेदन का सातवां खंड राष्ट्रपति जी को प्रस्तुत किया गया था । राजभाषा अधिनियम, 1963 की धारा 4 (3) के अनुसार इसे लोक सभा तथा राज्य सभा के पटल पर रखा गया था । इसकी प्रतियां भारत सरकार के मंत्रालयों /विभागों तथा राज्यों/ संघ राज्य क्षेत्रों की सरकारों को भेजी गई थी । इस संबंध में विभिन्न मंत्रालयों/विभागों और राज्यों/ संघ राज्य क्षेत्रों की सरकारों से प्राप्त मत पर विचार करने के बाद समिति द्वारा की गई अधिकांश सिफारिशों को मूल रूप में या कुछ संशोधनों के साथ राजभाषा विभाग, गृह मंत्रालय के दिनांक 13 जुलाई, 2005 के संकल्प सं. 11011 / 5/ 2003 - रा. भा. (अनु.) के द्वारा स्वीकार कर ली गई थी । 16

[भाग I-खण्ड 1 2. उक्त संकल्प के अनुक्रम में अधोहस्ताक्षरी को राजभाषा अधिनियम, 1963 की धारा 4 (4) के अधीन समिति के प्रतिवेदन की विचाराधीन सिफारिश सं. 16.7 (छ) , 16.10(2) (क) से 16.10 (2) (च) , 16.12(क) एवं 16.12(ख) पर राष्ट्रपति के निम्नलिखित आदेश सूचित करने का निर्देश हुआ है :

यह सिफारिश स्वीकार कर ली गई है और राजभाषा विभाग के वार्षिक कार्यक्रम में ' क' , ' ख' , ' ग' क्षेत्र के कार्यालयों के लिए तदनुसार 20 % का स्पष्ट लक्ष्य निर्धारित कर दिया गया है ।
अधिकारियों के लिए उनके द्वारा हिंदी में दिए जाने वाले व अन्य कार्यों के लिए राजभाषा विभाग वार्षिक कार्यक्रम में स्पष्ट लक्ष्य निर्धारित करे तथा उनका अभिलेख (लेखा- जोखा) रखना अनिवार्य किया जाए तथा मुख्यालय / मंत्रालय सार पर इसकी समीक्षा सुनिश्चित की जाए ।
16.10(2) भारत सरकार, गृह मंत्रालय के राजभाषा विभाग के अधीन एक अतिरिक्त प्रकोष्ठ का गठन करके उसे निम्नलिखित दायित्व सौंपे :-
यह सिफारिश स्वीकार नहीं की गई । (क) यह प्रकोष्ठ सभी मंत्रालयों/विभागों के सरकारी प्रकाशनों के मौलिक लेखन, अनुवाद एवं प्रकाशन आदि के कार्य में समन्वय स्थापित करेगा तथा इस प्रकार प्रकाशित साहित्य की सर्वसुलभता सुनिश्चित कराएगा ।
यह सिफारिश इस संशोधन के साथ स्वीकार कर ली गई है कि इस बारे में विज्ञान और प्रौद्योगिकी मंत्रालय तथा मानव संसाधन विकास मंत्रालय केंद्रीय अनुवाद ब्यूरो , राजभाषा विभाग के सहयोग से समुचित कार्रवाई करें ।
यह सिफारिश स्वीकार नहीं की गई । (ख) विज्ञान तथा तकनीकी क्षेत्र से जुड़े मंत्रालयों/विभागों/ संस्थानों में हिंदी प्रकाशनों की कमी को पूरा करने के लिए इन क्षेत्रों के विशेषज्ञों का एक पैनल तैयार करेगा एवं इस क्षेत्र में मौलिक लेखन एवं अन्य भाषाओं में उपलब्ध आवश्यक सामग्री का हिंदी में स्तरीय अनुवाद करने का कार्य सुनिश्चित करेगा । (ग) यह प्रकोष्ठ समस्त सरकारी प्रकाशनों को वर्गीकृत करते हुए एक सूची का संकलन करेगा तथा नियमित रूप से इसका प्रकाशन करेगा । इसके अतिरिक्त नवीन हिंदी प्रकाशनों की उपलब्धता तथा इसके स्रोतों की जानकारी देते हुए इसमें संशोधनों आदि की ताजा जानकारी उपलब्ध कराते हुए एक मासिक बुलेटिन प्रकाशित करेगा ।
यह सिफारिश स्वीकार कर ली गई है । (घ) प्रकोष्ठ अपने इस प्रयोजन के लिए एक वेबसाइट निर्मित कराएगा तथा इसपर सरकारी प्रकाशनों की उपलब्धता के साथ - साथ हिंदी के प्रसार एवं प्रचार से संबंधित बाजार में विभिन्न सॉफ्टवेयरों की जानकारी आदि प्रदान करेगा । 17 भाग I-खण्ड 1]

यह सिफारिश स्वीकार कर ली गई है । (च) यह प्रकोष्ठ मंत्रालयों/विभागों सरकारी उपक्रमों में हिंदी प्रकाशनों को उपलब्ध कराने के लिए सभी संभव मदद एवं मार्गदर्शन प्रदान करेगा ।
16.12 (क)
यह सिफारिश स्वीकार्य नहीं पाई गई । विनिवेश के संदर्भ में समिति यह सिफारिश करती है कि जिस भी उपक्रम में सरकारी भागीदारी हो, चाहे कम हो या ज्यादा राजभाषा नीति यथावत लागू रहेगी ।
16.12 (ख)
यह सिफारिश स्वीकार्य नहीं पाई गई । बहुराष्ट्रीय कंपनियों के साथ - साथ स्वदेशी कंपनियों, जो अपने उत्पाद की बिक्री अथवा उसके प्रचार-प्रसार के लिए हिंदी का सहारा ले रही हैं, उनके लिए यह बाध्य किया जाए कि वे सरकार के साथ पत्राचार हिंदी में ही करें साथ ही सरकार भी उनके साथ पत्राचार हिंदी में ही करें ।
आदेश
आदेश दिया जाता है कि इस संकल्प की एक प्रति भारत सरकार के सभी मंत्रालयों/विभागों, सभी राज्य सरकारों तथा संघ शासित क्षेत्रों, राष्ट्रपति सचिवालय, उपराष्ट्रपति सचिवालय, मंत्रिमंडल सचिवालय, प्रधानमंत्री कार्यालय, योजना आयोग, भारत के नियंत्रक महालेखा परीक्षक, लोक सभा सचिवालय और राज्य सभा सचिवालय, भारत के उच्चतम न्यायालय के महारजिस्ट्रार, विश्वविद्यालय अनुदान आयोग , भारत का विधि आयोग तथा बार कौंसिल ऑफ इंडिया आदि को भेजी जाए ।
इस संकल्प को आम जानकारी के लिए भारत सरकार के राजपत्र में भी प्रकाशित करवाया जाए ।

जबकि पांच संघटक संस्थाओं वाले अमृता विश्व विद्यापीठम , कोयम्बटूर को "विश्वविद्यालय अनुदान आयोग अधिनियम , 1956 " की धारा 3 के तहत इस मंत्रालय की दिनांक 13 जनवरी , 2003 की समसंख्यक अधिसूचना के द्वारा " समविश्वविद्यालय " के रूप में घोषित किया गया था ।
और जबकि इस मंत्रालय की दिनांक 13 जनवरी , 2003 की समसंख्यक अधिसूचना द्वारा ' अमृता इंस्टीट्यूट ऑफ कंप्यूटर टेक्नोलॉजी , अमृतापुरी , केरल' नामक एक और संस्था को उपर्युक्त समविश्वविद्यालय के क्षेत्राधिकार में शामिल किया गया था । और जबकि विद्यापीठम के अनुरोध और इस संबंध में विश्वविद्यालय अनुदान आयोग की सलाह पर केन्द्र सरकार ने दिनांक 11 सितम्बर , 2006 की समसंख्यक अधिसूचना के द्वारा उपर्युक्त संघटक संस्था का नाम बदलकर ' अमृता स्कूल ऑफ एप्लाईड साईसेज' करने की अनुमति प्रदान की थी ।
और जबकि विद्यापीठम ने उपर्युक्त संघटक संस्था की नामावली बदलने के लिए फिर से आवेदन किया है ।
इस संबंध में विश्वविद्यालय अनुदान आयोग की सलाह पर केन्द्र सरकार 'अमृता स्कूल ऑफ एप्लाईड साईसेज, अमृतापुरी , केरल' के नाम को तत्काल प्रभाव से बदलकर 'अमृता स्कूल ऑफ आर्ट्स एण्ड साईसेज, अमृतापुरी , केरल ' करने की अनुमति प्रदान करती है ।
2. अमृता विश्व विद्यापीठम , कोयम्बटूर को समविश्वविद्यालय का दर्जा देने से संबंधित अन्य सभी निबंधन और शर्ते यथावत रहेंगी

विद्यापीठम के अनुरोध और इस संबंध में विश्वविद्यालय अनुदान आयोग की सलाह पर केन्द्र सरकार एतद्द्वारा विद्यापीठम की उपर्युक्त संघटक संस्था अर्थात " अमृता इंस्टीट्यूट ऑफ नर्सिंग साईसेज , कोच्चि" के नाम को तत्काल प्रभाव से बदलकर 'अमृता स्कूल ऑफ नर्सिंग , कोच्चि' करने की अनुमति प्रदान करती है ।

RESOLUTION
No. 11011 /5//2003 - OL (Research) --
The Committee of Parliament on Official Language was constituted in 1976 under section 4( 1 ) of the Official Languages Act , 1963. The Committee submitted seventh part of its Report, relating to propagation of Hindi for official purposes, the position of Hindi in the field of Law, original use of Hindi in Government work, availability of publications relating to Administration and Finance in Hindi , position emerging after discussions with the representatives of States and Union Territories , the status of Hindi in the perspective of Globalization and the challenge of computerization to Hindi , to the President . In accordance with section 4(3 ) of the Official Languages Act, 1963 , the Report was laid on the Table of the Lok Sabha and the Rajya Sabha. Copies of the Report were sent to all Ministries/ Departments of the Government of India and to all States/ Union Territory Governments . After considering the views expressed by various Union Ministries/ Departments and the States/ Union Territories Governments , it has been decided to accept most ofthe recommendations of the Committee in toto and some of them with modifications vide Deptt . Of Official Language, Ministry of Home Affairs Resolution No.11011 /5/2003OL (Research) dated 13.07.2005.
In continuation of above Resolution the undersigned is directed to convey the Orders of the President made under section 4(4) of the Official Languages Act, 1963 on the under consideration recommendations No. 16.7[ f] , 16.10(2) (a) to( e) , 16.12(a) and 16.12(b) made in the Report of the Committee as follows:

16.7 (f) Specific targets in respect of dictation in Hindi or for other work tobe done in Hindi by the officers maybe included in the Annual Programme of the Department ofOfficial Language and it should be made mandatory for them to keep a record of this work and it shouldbe ensured that the same is reviewed at Headquarter/ Ministrylevel .
This recommendation has been accepted and Department of Official Language has prescribed specific targets of 20% in the Annual Programme for the offices of Region A, B & C accordingly.
16.10(2) An additional Cell may be set up under the Ministry of HomeAffairs, Department ofOfficial Language by the Government of India andbe assigned the following responsibilities: -

[b] To tackle the scarcity of Hindi publications in the Ministries/ Departments/ Institutes relating to Research , Science and Technology field, the cell may draw a panel consisting of experts/ educationists of these areas and will ensure original writing as well as standardized translation in Hindi of the required material available in other languages.
This recommendation has been accepted with the modification that Ministry of Science & Technology and Ministry of Human Resource Development may take appropriate action with the cooperation of Central Translation Bureau, Department of Official Language in this regard.
This recommendation has not been accepted.
[c] This cell will compile a list classifying all the Government publications and will bring out the same regularly. In addition to this , it will also bring out a monthly bulletin providing fresh information regarding the availability of new Hindi publications and the sources from where these are available.
This recommendation has been accepted.
[d] For this purpose the cell will create its own website and will update it with information relating to various useful software available in the market for expansion and propagation of Hindi along- with the availability of various Government Hindi publications.
This recommendation has been accepted.
[e] In order to ensure the availability of Hindi publications in the Ministries/ Departments/ Undertakings , this cell will provide all sorts of help andguidance.

In the context of disinvestment, the Committee recommends that the status - quo with regard to the Official Language policy should be maintained in these enterprises irrespective of the government's large or small shareholding.in them .

This recommendation has not been found acceptable.
Correspondence in Hindi with the Govt. should be made mandatory for those MNC's as well as Domestic Companies who use Hindi to publicise and promote the sale of their products . At the same time the Government should also respond in Hindi .

Whereas Amrita Vishwa Vidyapeetham , Coimbatore , Tamil Nadu comprising five of its constituent institutions was declared as a ' Deemed- to-be - University' under Section 3 of the University Grants Commission ( UGC) Act, 1956 vide this Ministry's notification of even number dated the 13th January, 2003 .
And whereas , one more institution viz. , Amrita Institute of Computer Technology,. Amritapuri , Kerala was also included under the ambit of the aforesaid Deemed- to-be- University vide this Ministry's notification of even number dated the 8th August , 2003 .
And whereas, the Central Government, on the request of the Vidyapeetham and on the advice of the UGC in this respect , allowed the change of name of this constituent unit as 'Amrita School of Applied Sciences ' vide the notification of even number dated the 11th September , 2006 .
And whereas the Vidyapeetham has again applied for a further change in the nomenclature of the aforesaid constituent institution .
TheCentral Government , on the advice of the UGC in the matter , do hereby allow the change of name of 'Amrita School of AppliedSciences , Amritapuri , Kerala' as ' Amrita School ofArts and Sciences, Amritapuri , Kerala' with immediate effect .
2. All the other terms and conditions of conferment of the status of ' Deemed- to -be- University' on to the Amrita Vishwa Vidyapeetham , Coimbatore shall remain unchanged.

The Central Government , on the request of the Vidyapeetham and on the advice of the University Grants Commission ( UGC ) in this respect , hereby allow the change of name of the aforesaid constituent institution of the Vidyapeetham , viz . , 'Amrita Institute of Nursing Sciences , Kochi ' as ' Amrita School of Nursing , Kochi ' with immediate effect .
2. All the other terms and conditions of conferment of the status of 'Deemed- to-be - University' on to the Amrita Vishwa Vidyapeetham , Coimbatore shall remain unchanged.
