का.नि.आ. 10.-राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए रक्षा मंत्रालय , सुरक्षा कार्यालय (ज्येष्ठ स्वागत अधिकारी और कनिष्ठ स्वागत अधिकारी ) भर्ती नियम, 2002 का संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्: -
1. संक्षिप्त नाम और प्रारंभ ( 1 ) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय , सुरक्षा कार्यालय ( कनिष्ठ स्वागत अधिकारी ) भर्ती संशोधन नियम, 2007 है ।
2. रक्षा मंत्रालय , सुरक्षा कार्यालय ( ज्येष्ठ स्वागत अधिकारी और कनिष्ठ स्वागत अधिकारी ) भर्ती नियम, 2002 की अनुसूची में , कनिष्ठ स्वागत अधिकारी के पद से संबंधित क्रम संख्यांक 2 के सामने ,
(क) स्तंभ 10 में विद्यमान प्रविष्टियों के स्थान पर , निम्नलिखित प्रविष्टियां रखी जायेंगी , अर्थात्: - " सीधे भती किए जाने वाले व्यक्तियों के लिए दो वर्ष "
(ख) स्तंभ 11 में विद्यमान प्रविष्टियों के स्थान पर , निम्नलिखित प्रविष्टियाँ रखी जायेंगी , अर्थात्: -
" प्रतिनियुक्ति या आमेलन द्वारा जिसके न हो सकने पर सीधी भर्ती द्वारा "
(ग) स्तंभ 12 में विद्यमान प्रविष्टियों के स्थान पर , निम्नलिखित प्रविष्टियाँ रखी जायेंगी , अर्थात्:-
प्रतिनियुक्तिया आमेलन
सशस्त्र बल मुख्यालयों और अन्तर सेवा संगठनों में ऐसे कार्यरत सिविलियन :
क) ( i ) जिन्होंने नियमित आधार पर सदृश पद धारण किए हुए हैं , या
(
(ii ) जिन्होंने 3050-4590 रु. या समतुल्य के वेतनमान वाले पदों पर और उस श्रेणी में आठ वर्ष नियमित सेवा की हो; और (ख ) जो स्तंभ ( 8 ) के अधीन सीधे भर्ती किए जाने वाले व्यक्तियों के लिए विहित शैक्षिक अर्हताएं रखते हैं ।
टिप्पण : । प्रतिनियुक्ति की अवधि जिसके अन्तर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य बाह्य काडर पद पर प्रतिनियुक्ति की अवधि है , साधारणतया तीन वर्ष से अधिक नहीं होगी । टिप्पण : 2 प्रतिनियुक्ति पर नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अन्तिम तारीख को 56 वर्ष से अधिक नहीं होगी ।

S.R.O. 10. In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Defence , Security Officer (Senior Reception Officer and Junior Reception Officer ) Recruitment Rules , 2002 , namely :-
1. (1) These rules may be called the Ministry of Defence , Security Officer (Junior Reception Officer ) Recruitment Amendment Rules , 2007.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Schedule to Ministry of Defence , Security Office (Senior Receptions Officer and Junior Reception Officer) Recruitment Rules, 2002, against serial number 2 relating to the post of Junior Reception Officer .
(a) for the existing entries in column 10 the following entries shall be substituted, namely:
"Two years for Direct Recruits" .
(b) for the existing entries in column 11 the following entries shall be substituted, namely : "By deputation or absorption failing which by direct recruitment "
(c) for the existing entries in column 12 the following entries shall be substituted, namely: Deputation or Absorption Civilians working in Armed Forces Headquarters and Inter Service Organisations:
(a) ( i) holding analogous posts on regular basis ; or
(ii ) posts in the pay scales of Rs. 3050-4590 or equivalent with eight years regular service in the grade ; and (b) possessing the educational qualifications prescribed for direct recruits under column (8 ) .

का.नि.आ. 11. - राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और रक्षा मंत्रालय , (सिविलियन फोटों निर्वचन ऑफिसर ) भर्ती नियम , 1984 को उन बातों के सिवाय अधिक्रान्त करते हुए जिन्हें ऐसे अधिक्रमण से पूर्व किया है या करने से लोप किया गया है , वायु सेना मुख्यालय , रक्षा मंत्रालय में सिविलियन फोटो निर्वचन ऑफिसर के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्: -
1. संक्षिप्त नाम और प्रारंभ ( 1 ). इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय ( सिविलियन फोटो निर्वचन ऑफिसर ) समूह ' क ' पद भर्ती नियम, 2007 है ।
2..ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।
2. पद-संख्या , वर्गीकरण और वेतनमान, उक्त पद की संख्या , उसका वर्गीकरण और उसका वेतनमान वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तम्भ 2 से स्तम्भ 4 में,विनिर्दिष्ट हैं ।
3. भर्ती की पद्धति , आयु- सीमा और अन्य अर्हताएं आदिः उक्त पद पर भर्ती की पद्धति, आयु सीमा , अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ ( 5 ) से स्तम्भ ( 14 ) में विनिर्दिष्ट हैं ।
5. निरर्हता -वह व्यक्ति, -
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है; या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।.
5. शिथिल करने की शक्तिः-जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।
6. व्यावृत्तिः- इन नियमों की कोई बात ऐसे आरक्षण , आयु सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकारं द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबन्ध करना अपेक्षित है ।

प्रतिनियुक्ति ( जिसके अंतर्गत अल्पकालिक संविदा भी है ) केन्द्रीय सरकार या राज्य सरकारों या संघ राज्य क्षेत्रों या विश्वविद्यालयों या मान्यताप्राप्त संस्थाओं या पब्लिक सेक्टर उपक्रमों या अर्द्धसरकारी या कानूनी या स्वायत्त संगठनों के अधीन ऐसे अधिकारियों में से:-
(क) ( i ) जिन्होंने मूल काडर या विभाग या समतुल्य में नियमित आधार पर सदृश पद धारण किए हुए हैं; या
( ii ) जिन्होंने मूल काडर या विभाग में 6500-10500 रु. के या समतुल्य वेतनमान में नियमित आधार पर उस पद पर नियुक्ति के पश्चात् या उस श्रेणी में पांच वर्ष सेवा की है, और
(ख ) जिनके पास निम्नलिखित शैक्षिक अर्हताएं और अनुभव हैं :
( i ) किसी मान्यताप्राप्त विश्वविद्यालय से फोटो चित्रण , गणित या भौतिकी विज्ञान या कम्प्यूटर विज्ञान या भू- विज्ञान या भूगोल या जल विज्ञान में मास्टर डिग्री या समतुल्य जिसमें स्नातक उपाधि स्तर पर गणित एक विषय के रूप में रहा हो ।
( ii ) सुदूर संवेदन या हवाई सर्वेक्षण और प्रतिचित्रण या अंकीय प्रतिबिंब प्रसंस्करण के क्षेत्र में दो वर्ष या व्यावहारिक अनुभव ।
टिप्पण 1 : -प्रतिनियुक्ति की अवधि ( जिसमें अल्पकालिक संविदा है ) जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन/ विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्त की अवधि है, साधारणतया तीन वर्ष से अधिक नहीं होगी ।
टिप्पण 2:-प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी ।
टिप्पण 3 :-पुनर्नियोजन ( सशस्त्र बलं कार्मियों के लिए ) ऐसे सशस्त्र बल के ऐसे कार्मिकों पर भी, जो स्क्वाडून लीडर और उससे ऊपर की पंक्ति के हैं और एक वर्ष की अवधि के भीतर सेवा निवृत्त होने वाले हैं या रिजर्व में स्थानांतरित होने वाले हैं और जिनके पास ऊपर विहित अर्हताएं तथा अनुभव है, विचार किया जाएगा , यदि उनका चयन हो जाता है तो ऐसे अधिकारियों को उस तारीख तक प्रतिनियुक्ति अवधि उस तारीख तक दी जाएगी जिसको वे सशस्त्र बलों से निर्मुक्त होने वाले हैं , तत्पश्चात् वे पुनर्नियोजन अवधि पर बने रह सकेंगे । यदि ऐसे पात्र अधिकारी पद पर वास्तविक चयन किए जाने से पूर्व सेवा निवृत्त हो गए हैं या रिजर्व में स्थानांतरित हो गए हैं तो उनकी नियुक्ति पुनर्नियोजन आधार पर होगी ( सिविल पदों के प्रति- निर्देश से पुनर्नियोजन अधिवर्षिता की आयु तक ) । 43

In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Defence (Civilian Photo Interpretation Officer ) Recruitment Rules , 1984 , except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the post of Civilian Photo Interpretation Officer in Air Headquarters , Ministry of Defence , namely : ---
1. Short title and comunencement: -- ( 1 ) These Rules may be called the Ministry of Defence (Civilian Photo Intrpretation Officer) Group ' A' post Recruitment Rules, 2007.
(2) They shall come into force on the date of their publication in the Official Gazette .
2. Number of posts , classification and scale of pay. The number of the said post , its classification and the scale of pay attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules .
3. Method of recruitment , age limit and qualifications etc. The method of recruitment age limit , qualifications and other matters relating to said post shall be as specified in columns (5) to ( 14) of the said Schedule .
4. Disqualification . No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living , has entered into or contracted a marriage with any person ,
shall be eligible for the appointment to the said post :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with Union Public Service Commission relax any of the provisions of these rules with respect to any class or category of persons .
6. Saving. Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes , Ex - Servicemen and other Special Categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 3 :-Re-employment (For Armed Forces Personnel) :
Armed Forces Personnel of the rank of Squadron Leader and above due to retire or to be transferred to reserve within a period of one year and possessing the qualifications and experience prescribed above shall also be considered, if selected , such officers will be givendeputation terms upto the date on which they are due for release from the Armed Forces; thereafter they may be continued on re-employment terms . In case such eligible officers have retired or have been transferred to reserve before the actual selections to the post is made their appointment will be on re - employment basis .

का.नि.आ. 12 - रक्षा संकर्म अधिनियम , 1903 ( 1903 का 7 ) की धारा 3 और 7 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्रीय सरकार, जिसका यह अभिमत है कि भारतीय वायुसेना स्टेशनों और संस्थापनाओं के समीपस्थ भूमि के उपयोग तथा अधिभोग पर प्रतिबंध लगाए जाने आवश्यक और समीचीन हैं , एतद्वारा घोषणा करती है कि ऐसी भूमि, भवनों और अन्य रुकावटों से मुक्त रखी जाएगी तथा निदेश देती है कि:-
(क) इस अधिसूचना के अनुबंध ' क' में उल्लिखित भारतीय वायुसेना स्टेशनों और संस्थापनाओं के बाह्य प्राकार से 100 मीटर के दायरे में आने वाली किसी भी भूमि पर किसी भी भवन या ढांचे का निर्माण नहीं किया जाएगा , अथवा खड़ा या रंचना नहीं की जाएगी अथवा कोई भी वृक्ष नहीं लगाया जाएगा ।
(ख) इस अधिसूचना के अनुबंध ' ख ' में दर्शाए गए भारतीय वायुसेना स्टेशनों और संस्थापनाओं के बाह्य प्राकार से 900 मीटर के दायरे में आने वाली किसी भी भूमि पर किसी भी भवन या संरचना का निर्माण नहीं किया जाएगा अथवा खड़ा या रचना नहीं की जाएगी अथवा कोई भी वृक्ष नहीं लगाया जाएगा ।
(ग ) बाह्य प्राकार से 100 मीटर के दायरे में आने वाली भूमि पर किसी भी भवन या संरचना का निर्माण नहीं किया जाएगा अथवा ढांचा खड़ा अथवा रचना नहीं कि जाएगी अथवा कोई भी वृक्ष नहीं लगाया जाएगा सिवाय इसके कि 100 मीटर की सीमा का विस्तारण , इस अधिसूचना के अनुबंध ' ग' में दर्शाए गए भारतीय वायुसेना स्टेशनों और संस्थापनाओं में बम गोदाम की चोहद्दी की सीमा- रेखा से , 900 मीटर हो जाएगा ।
(घ ) भारत सरकार , नागर विमानन मंत्रालय द्वारा वायुयान, अधिनियम , 1934 ( 1934 का 22 ) की धारा 9 क के तहत , अधिसूचना संख्या का.. 988 , दिनांक 5 जनवरी , 1988 के अंतर्गत लगाए गए प्रतिबंध भारतीय वायुसेना हवाई अड्डों पर लागू रहेंगे ।
(ङ ) इस अधिसूचना के प्रयोजनार्थ संबंधित वायुसेना स्टेशनों अथवा संस्थापनाओं के वायु कमान अफसर या कमान अफसर , जैसी भी स्थिति हो, रक्षा संकर्म अधिनियम 1903 ( 1903 का 7 ) की धारा 3 की उप- धारा ( 2 ) के तहत , उसके द्वारा दिए जाने वाले नोटिस, में शामिल किए जाने के लिए , भू- धृति सहित सभी संगत ब्यौरे कलेक्टर को उपलब्ध कराएगा ।
2. यह अधिसूचना , राजपत्र में प्रकाशन की तारीख से प्रवृत होगी ।

S.R.O. 12. In exercise of the powers conferred by Sections 3 and 7 of the Works of Defence Act, 1903 (7 of 1903), the Central Government , being of the opinion that it is necessary and expedient to impose restrictions , upon the use and enjoyment of land in the vicinity of the Indian Air Force Stations and Installations , hereby declares that such land shall be kept free from buildings and other obstructions and directs that:-
(a) no building or structure shall be constructed , created or erected or no tree shall be planted on any land within the limits of 100 meters from the crest of the outer parapet of Indian Air Force Stations and Installations as given in the Annexure ' A' to this notification .
(b) no building or structure shall be constructed, created or erected or no tree shall be planted on any land withinthe limits of 900 meters from the crest of the outer parapet of Indian Air Force Stations and Installations as given in the Annexure ' B ' to this Notification .
(c) no building or structure shall be constructed , created or erected or no tree shall be planted on any land within the limits of 100 meters from the crest of the outer parapet except that the limit of 100 meters will extend to 900 meters from and in line with the boundary of the bomb dump at Indian Air Force Stations and Installations as given in the Annexure ' C ' to this notification.
(d) The restrictions imposed by the Government of India in the Ministry of Civil Aviation under Section 9A of the Aircraft Act , 1934 ( 22 of 1934) , vide its notification number S.O. 988 , dated the 5th January , 1988 shall continue to be applicable to the Indian Air Force Aerodromes .
(e) For the purpose of this notification , the Air Officer Commanding or Commanding Officer of the concerned Indian Air Force Stations or Installations , as the case may be , shall provide all the relevant details including land holdings to the Collector for inclusion in the public notice to be given by him under sub - section (2) of Section 3 of the Works of Defence Act, 1903 (7 of 1903) .
2. This notification shall come into force on the date of its publication in the Official Gazette .

का.नि.आ. 13.- राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, सशस्त्र बल आयुर्विज्ञान महाविद्यालय और सशस्त्र बल चिकित्सा भंडार डिपो ( ज्येष्ठ अनुवादक ) ( अंग्रेजी/हिंदी ) भर्ती नियम, 2002 का संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. ( 1 ) इन नियमों का संक्षिप्त नाम सशस्त्र बल आयुर्विज्ञान महाविद्यालय और सशस्त्र बल चिकित्सा भंडार डिपो ( ज्येष्ठ अनुवादक ) (अंग्रेजी/हिंदी ) भर्ती संशोधन नियम , 2007 है ।
(2 ) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. सशस्त्र बल आयुर्विज्ञान महाविद्यालय और सशस्त्र बल चिकित्सा भंडार डिपो ( ज्येष्ठ अनुवादक ) ( अंग्रेजी/हिंदी ) भर्ती नियम , 2002 की अनुसूची में , स्तंभ 2 की प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि रखी जाएंगी , अर्थात्:-
"2*( 2007 ) कार्यभार के आधार पर परिवर्तन किया जा सकता है । "

S. R. O. 13. In exercise of the powers conferred by the proviso to article 309 of the Constitution , the President hereby makes the following rules to amend the Armed Forces Medical College and Armed Forces Medical Stores Depots (Senior Translator) (English/Hindi) Recruitment Rules , 2002, namely :-
1. (1) These rules may be called the Armed Forces Medical College and Armed Forces Medical Stores Depots (Senior Translator ) (English/Hindi ) Recruitment (Amendment ) Rules , 2007 .
(2) They shall come into force on the date of their publication in the Official Gazette .
2. In the Armed Forces Medical College and Armed Forces Medical Stores Depot ( Senior Translator ) (English/ Hindi ) Recruitment Rules , 2002, in the Schedule for the entry in column 2, the following entry shall be substituted, namely :-
"2* (2007) Subject to variation dependent on the workload . "
