संकल्प
सं. के-12012/ 5/16/2006/6104-पी एण्ड आर- अखिल भारतीय हस्तशिल्प बोर्ड का पुनर्गठन, दिनांक 8 सितम्बर, 2006 के समसंख्यक संकल्प के तहत 2 वर्ष की अवधि के लिए किया गया था । भारत सरकार ने निम्नलिखित अभ्यर्थियों को नये गैर- सरकारी सदस्यों के रूप में अखिल भारतीय हस्तशिल्प बोर्ड में शामिल करने का निर्णय लिया है जबकि 8 सितम्बर 2006, 23 अक्तूबर 2006, 22 नवम्बर 2006, 27 नवम्बर 2006 , 5 दिसम्बर 2006, 12 दिसम्बर 2006, 21 दिसम्बर 2006 एवं 22 दिसम्बर 2006 और 5 तथा 10 जनवरी 2007 के संकल्प के तहत गठित मौजूदा अखिल भारतीय हस्तशिल्प बोर्ड के सभी सरकारी एवं गैर-सरकारी सदस्य यथावत बने रहेंगे :--

सं. एफ- 9-14/2006- यू-3 ( ए) जबकि " रामाकृष्णा मिशन विवेकानन्दएजुकेशनल एण्ड रिसर्च इंस्टीट्यूट" बेलूर मठ, हाबड़ा, पश्चिम बंगाल (जिसे अब रामाकृष्णा मिशन विवेकानन्द विश्वविद्यालय के नाम से जाना जाता है ) जिसमें ' इंटरनेशनल ह्यूमन रिसोर्स सेन्टर फार द डिसेबल्ड' कोयम्बटूर भी शामिल है, को विश्वविद्यालय अनुदान आयोग अधिनियम, 1956 की धारा 3 के तहत नई श्रेणी के अधीन इस मंत्रालय की दिनांक 5 जनवरी, 2005 की अधिसूचना संख्या एफ. 9-54/2004- यू.3 के द्वारा 'सम विश्वविद्यालय ' घोषित किया गया था ।
और जबकि विश्वविद्यालय अनुदान आयोग ने सम विश्वविद्यालय संस्थान के अधिकार क्षेत्र में तीन परिसर बाह्य केन्द्रों को शामिल करने के लिए उपर्युक्त सम विश्वविद्यालय के प्रस्ताव पर इस प्रयोजनार्थ गठित एक विशेषज्ञ समिति के माध्यम से विचार किया है ।
और जबकि विशेषज्ञ समिति की रिपोर्ट एवं सिफारिशों के आधार पर, विश्वविद्यालय अनुदान आयोग ने केन्द्र सरकार से इन परिसर बाह्य केन्द्रों को सम विश्वविद्यालय संस्थान के अधिकार क्षेत्र में लाने की सिफारिश कीहै ।
अतः केन्द्र सरकार विश्वविद्यालय अनुदान आयोग अधिनियम, 1956 की धारा 3 द्वारा प्रदत्त शक्तियों का प्रयोग करके और इस मामले में विश्वविद्यालय अनुदान आयोग की परामर्श पर एतद्वारा यह घोषणा करती है कि वह निम्नलिखित परिसर बाह्य केन्द्रों को " रामाकृष्णा मिशन विवेकानन्द शैक्षिक तथा अनुसंधान संस्थान " ( लिसे अब रामाकृष्णा मिशन विवेकानन्द विश्वविद्यालय के नाम से जाना जाता है ) , उपर्युक्त अधिनियम के प्रयोजनार्थ इसकी संघटक इकाइयों के रूप में संचालित [भाग I---खण्ड 1 492

तथा अनुरक्षित सम विश्वविद्यालय के अधिकार क्षेत्र में तत्काल प्रभाव से शामिल करती है : --
(i ) रामाकृष्णा मिशन लोक शिक्षा परिषद, नरेन्द्रपुर, कोलकाता, पश्चिम बंगाल--" समेकित ग्रमीण विकास एवं प्रबंध " संकाय हेतु ।
(ii ) रामाकृष्णा मिशन दिव्ययान कृषि विज्ञान केन्द्र, रांची, झारखंड--" समेकित ग्रामीण जनजातीय विकास " संकाय हेतु ।
विश्वविद्यालय अनुदान आयोग अधिनियम, 1956 ( 1956 का 3 ) की धारा 3 के तहत प्राप्त अधिकारों का उपयोग करते हुए और इस संबंध में विश्वविद्यालय अनुदान आयोग की सलाह पर केन्द्र सरकार एतद्वारा उपरोक्त अधिनियम के प्रयोजनार्थ निम्नलिखित संस्थाओं को संघटक इकाइयों के रूप में " भारत इंस्टीट्यूट ऑफ हायर एज्यूकेशन एण्ड रिसर्च ", सम विश्वविद्यालय, चेन्नई के क्षेत्राधिकार में शामिल करने की घोषणा करती है । यह उस तिथि से लागू होगा, जिस तिथि से ये संस्थाएं स्वयं को तमिलनाडु डा. एम.जी.आर. , मेडिकल विश्वविद्यालय , चेन्नई से, जिससे ये इस समय संबद्ध हैं, असंबद्ध कर लेंगी :
( i ) श्री बालाजी कालेज ऑफ नर्सिंग, चेन्नई और
(ii) श्री बालाजी कालेज ऑफ फिजियोथेरेपी , चेन्नई । (iii ) स्वामी विवेकानन्द के पैतृक भवन, कोलकाता, पश्चिम बंगाल में स्थित रामाकृष्णा मिशन विवेकानन्द रिसर्च सेन्टर " -- गणित, विज्ञान , दर्शन, चेतना अध्ययन आदि से संबंधित प्रस्तावित क्षेत्रों में डाक्टोरल एवं पोस्ट डाक्टोरल रिसर्च ( पी.एच.डी. एवं डी. फिल/डि.लिट. आदि तक ) हेतु ।
2. यह घोषणा इस अधिसूचना के पृष्ठांकन की क्र. सं. 5 में उल्लिखित शर्तों के अधीन है ।

3. मानव संसाधन विकास मंत्रालय अथवा विश्वविद्यालय अनुदान आयोग रामाकृष्णा मिशन विवेकानन्द एजुकेशनल एण्ड रिसर्च इन्स्टीट्यूट, सम विश्वविद्यालय अथवा इसके किसी भी संघटक संस्थाओं/परिसर बाह्य केन्द्रों को कोई योजनागत अथवा योजनेतर अनुदान प्रदान नहीं करेगी ।

सं. एफ- 9-47/2005- यू-3 जबकि " भारत इंस्टीट्यूट ऑफ हायर एज्यूकेशन एण्ड रिसर्च " , चेन्नई जिसमें " श्री बालाजी डेंटल कालेज एंण्ड हास्पीटल, चेन्नई " भी शामिल है, को विश्वविद्यालय अनुदान आयोग अधिनियम, 1956 ( 1956 का 3 ) की धारा 3 के तहत इस मंत्रालय की दिनांक 4 जुलाई, 2002 की अधिसूचना संख्या एफ.9-5/2000-यू.3 के द्वारा पांच वर्ष की अवधि के पश्चात् समीक्षा की शर्त के आधार पर ' सम विश्वविद्यालय ' के रूप में घोषित किया गया था ।
सं. 33-1/06- सीडीएन- संस्कृति मंत्रालय द्वारा , इस मंत्रालय के दिनांक 08.10.2004 के समसंख्यक संकल्प के जरिए, संस्कृति के विभि न्न क्षेत्रों से अलग- अलग विचारों और हितों का एकीकृत मत लेते हुए निर्णय- निर्माण की एक सहभागिता-आधारित प्रक्रिया विकसित करने के उद्देश्य से एक संस्कृति- संबंधी ' केन्द्रीय सलाहकार बोर्ड' गठित किया गया था । सरकार द्वारा श्री अमजद अली खां ( 3 - साधना इनक्लेव, नई दिल्ली-110017 ) को बोर्ड के सदस्य के रूप में मनोनीत किया गया है ।
श्री अमजद अली खां के नामांकन की निबंधन एवं शर्तें दिनांक 08.10.2004 के संकल्प के अनुरूप होंगी ।
आदेश
और जबकि अस मंत्रालय की दिनांक 10 जनवरी , 2003 की अधिसूचना संख्या एफ. 9-5/2000 - यू.3 तथा दिनांक 2 जनवरी , 2004 की अधिसूचना संख्या एफ. 9-14/2003 - यू.3 के तहत उपरोक्त अधिनियम के प्रयोजनार्थ तीन वर्ष की अवधि के पश्चात् समीक्षा की शर्त के आधार पर क्रमशः ' भारत इंस्टीट्यूट ऑफ साइंस एण्ड टेक्नोलॉजी', चेन्नई तथा ' श्री बालाजी मेडिकल कॉलेज एवं हास्पीटल ', चेन्नई नामक दो और संस्थाओं को " भारत इंस्टीट्यूट ऑफ हायर एज्यूकेशन एण्ड रिसर्च", चेन्नई के अधिकार क्षेत्र में लाया गया था ।
आदेश दिया जाता है कि संकल्प की एक प्रतिलिपि आम सूचना हेतु भारत के राजपत्र में प्रकाशित की जाए ।
यह भी आदेश दिया जाता है कि संकल्प की प्रतिलिपि इस कार्यालय को तथा भारत सरकार के सभी मंत्रालयों/विभागों, सभी राज्य सरकारों/संघ राज्य क्षेत्रों, संस्कृति मंत्रालय के सभी सम्बद्ध/अधीस्थ कार्यालयों तथा स्वायत्त संगठनों को सूचनार्थ अग्रेषित की जाए ।

भारत- सरकार के पोत-परिवहन , सड़क परिवहन और राजमार्ग- मंत्रालय , पोत- परिवहन- विभाग की हिन्दी- सलाहकार समिति की सातवीं बैठक में दिए गए सुझाव के अनुसरण में और पोत-परिवहन विभाग के दिनांक 19 सितम्बर , 2005 के समसंख्यक संकल्प के अधिक्रमण में , पोत - परिवहन , सड़क-परिवहन और राजमार्ग-मंत्रालय के पोत-परिवहन विभाग ने भारतीय पत्तनों तथा नौवहन से संबंधित विषयों पर मूल रूप से हिन्दी में मौलिक पुस्तकें लिखा जाना प्रोत्साहित करने की दृष्टि से नीचे दर्शाए जा रहे विवरण के अनुसार संशोधित नकद पुरस्कार- योजना चलाना आरंभ करने का निर्णय किया हैः
1. योजना का नाम
इस योजना का नाम , " भारतीय पत्तनों तथा नौवहन से संबंधित विषयों पर मूल रूप से हिन्दी में मौलिक पुस्तक- लेखन -प्रोत्साहन की नक़द पुरस्कार-योजना "है ।
योजना का उद्देश्य

इस योजना का उद्देश्य , भारतीय पत्तनों तथा नौवहन से संबंधित विषयों पर मूल रूप से हिन्दी में मौलिक पुस्तकों के लेखन को प्रोत्साहित करना है ।
पुरस्कारों की धनराशि

इस योजना में मूल रूप से हिन्दी में मौलिक पुस्तकों के लेखन के प्रोत्साहन हेतु निम्नलिखित पुरस्कार दिए जाएँगेः-

[भाग I-खण्ड 1 5. योजना में हिस्सा लिए जाने की पात्रता
1. इस पुरस्कार -योजना में सभी भारतीय नागरिक भाग ले सकते हैं ।
2. इस योजना में मूल रूप से हिन्दी में प्रकाशित मौलिक पुस्तकों अथवा पाण्डुलिपियों पर विचार किया जाएगा ।
3. जिन लेखकों की पुस्तकों को इस योजना में देय पुरस्कारों की प्रतियोगिता में शामिल किया जाएगा , उनका अपनी पुस्तकों पर कॉपीराइट बना रहेगा ।
4. इस प्रतियोगिता के लिए एक बार प्रस्तुत की जा चुर्की पुस्तकों को इस प्रतियोगिता के लिए दोबारा प्रस्तुत नहीं किया जा सकेगा ।
5. जिन पुस्तकों को भारत सरकार या राज्य सरकार अथवा संघ-राज्य-क्षेत्र के प्रकाशन की किसी योजना के अंतर्गत एक बार पुरस्कार दिया जा चुका हो , उन्हें इस योजना में देय पुरस्कारों की प्रतियोगिता में शामिल नहीं किया जाएगा ।
6. सामान्य शर्तें
1. यदि पुरस्कार के लिए चुनी गई किसी पुस्तक के एक से अधिक लेखक हों तो पुरस्कार की धनराशि को उनमें बराबर- बराबर बाँट दिया जाएगा ।
2. यदि किसी वर्ष , मूल्यांकन समिति , किसी भी पुस्तक/ पाण्डुलिपि को पुरस्कार दिए जाने के उपयुक्त नहीं समझे तो मूल्यांकन समिति अपने विवेक पर इस पुरस्कार को रोक सकती है ।
3. पुरस्कार प्रदान किए जाने या पुरस्कार के लिए पुस्तकों के चयन की प्रक्रिया के बारे में कोई भी पत्र- व्यवहार स्वीकार नहीं किया जाएगा ।
4. पुरस्कार , वित्तीय वर्ष , 2007-2008 से आरंभ होंगे और प्रत्येक वित्तीय वर्ष में दिए जाएँगे । यदि किसी वित्तीय वर्ष के लिए उपयुक्त पुस्तकें उपलब्ध नहीं होंगी तो उस वर्ष पुरस्कार नहीं दिए जाएँगे ।
मूल्यांकन-समिति

1. पुरस्कार प्रदान किए जाने के लिए पुस्तकों/ पांडुलिपियों का चयन करने के लिए एक मूल्यांकन - समिति होगी ।

[PART I-SEC. 1 MINISTRY OF HUMAN RESOURCE DEVELOPMENT ( DEVELOPMENT OF HIGHER EDUCATION) New Delhi - 1 , the 20th February 2007 No. F.9-14/2006/U.3 (A) .-Whereas the " Ramakrishna Mission Vivekananda Educational and Research Institute ( RKMVERI ) " , Belur Math , Howrah , West Bengal (now known as Ramakrishna Mission Vivekananda University) , comprising 'International Human Resource Centre for the Disabled' Coimbatore , was declared a 'Deemed-to-be- University' , under de novo category, under Section 3 of the University Grants Commission (UGC) Act, 1956 vide this Ministry's notification No.F.9-54/2004- U.3 dated the 5th January, 2005.
And whereas, the University Grants Commission ( UGC) has considered the proposal of the aforesaid Deemed-to-be- University for inclusion of three off campus centres under the ambit of the'Deemed- to-be- University' Institute through an Expert Committee constituted for this purpose.
And whereas , on the basis of the report and recommendations of the Expert Committee, the UGC has recommended to the Central Government the inclusion of these off campus centers under the ambit of the 'Deemed- to- be-University' Institute .
The Central Government , therefore, in exercise of the powers conferred by Section 3 of the UGC Act, 1956 , and on the advice of the UGC in the matter, do hereby declare that the following three off campus centre are included under the ambit of " Ramakrishna Mission Vivekananda Educational and Research Institute ( RKMVERI) " , ( now known as Ramakrishna Mission Vivekananda University) , Deemed-to- be-University' to be operated and maintained as its constituent units for the purpose of the aforesaid Act, with immediate effect :-

No.33-1/06-CDN.-A Central Advisory Board on Culture was constituted by this Ministry vide Ministry of Culture's Resolution of even number dated 08.10.2004 to evolve a participative process of decision -making by taking an integrated view of the various shades of ideas and interests from different domains of culture . Government have nominated Shri Amjad Ali Khan, (3 - Sadhna Enclave, New Delhi - 110017) as a member of the Board.
Terms and conditions for the nomination of Sh . Amjad Ali Khan will be as per the resolution dated 08.10.2004.

2. Objectives of the Scheme The Scheme aims at promoting writing of original books on the subjects relating to Indian Ports and Shipping originally in Hindi .

4. Salient Features

1. If there are more than one authors at any prize winning entry , the amount of the award shall be divided equally among the authors .
2. If during any year , the Evaluation Committee does not find any published work/manuscript suitable for the award , the Committee can withhold the award at its discretion .
3. No correspondence will be entertained regarding the selection of books for awarding of prize (s) or the procedure regarding the selection of books for the award .
4. Prizes will commence from the financial year , 2007-2008 and will be awarded every financial year and if suitable books are not available for any financial year, no prize will be awarded duringthat year.
7 . Evaluation Committee
1. There will be an Evaluation Committee for selection of the books/manuscripts for awarding ofprizes .
