का.नि.आ. 14.- राष्ट्रीय कैडेट कोर अधिनियम , 1948 ( 1948 का 31 ) की धारा 12 की उपधारा ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्र सरकार एतद्वारा इस अधिसूचना के सरकारी राजपत्र में प्रकाशित होने की तारीख से निम्नलिखित व्यक्ति को केन्द्रीय सलाहकार समिति के गैर - सरकारी सदस्य के रूप में नियुक्त करती है तथा भारत सरकार, रक्षा मंत्रालय के का.नि.आ. 76( ङ ) दिनांक 10 अक्तूबर , 1983 की अधिसूचना में निम्नलिखित संशोधन करती है , अर्थात्:-

S.R.O. 14.-In exercise of the powers conferred by sub - section ( 1) of Section 12 of the National Cadet Corps Act , 1948 (31 of 1948) , the Central Government hereby appoints the following person as non - official member of the Central Advisory Committee with effect from the date of publication of this Notification in the Official Gazette and makes the following amendment in the Notification of the Government of India in the Ministry of Defence , SRO 76(E) , dated the 10th October , 1983 , namely :-

का.नि.आ. 15.- रक्षा, संकर्म अधिनियम , 1903 ( 1903 का 7 ) की धारा 3 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए केंद्र सरकार एतद्वारा घोषणा करती है कि इसके साथ संलग्न अनुसूची में उल्लिखित भूमि पंजाब राज्य के अमृतसर जिले के पट्टी में गोलाबारूद भण्डार के . निकटस्थ होने के कारण इसे भवनों तथा अन्य बाधाओं से मुक्त रखे जाने के उद्देश्य से इसके उपयोग तथा अधिभोग पर उपर्युक्त अधिनियम की धारा 7 के खंड ( ख ) में निर्दिष्ट प्रतिबंध लगाया जाना आवश्यक है ।
2. उपर्युक्त भूमि की योजना से संबंधित रेखाचित्र नक्शे का निरीक्षण उपायुक्त , जिला अमृतसर, पंजाब राज्य के कार्यालय " में किया जा सकता है ।

2. रक्षा मंत्रालय , सेना सिविलियन मोटर ड्राईवर समूह ' ग ' पद भर्ती नियम , 2005 की अनुसूची में सिविलियन मोटर ड्राईवर समूह श्रेणी ' II ' से संबंधित प्रविष्टियों के स्थान पर , निम्नलिखित प्रविष्टियां रखी जाएंगी , अर्थात्: -

S.R.O. 16. In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Defence , Army Civilian Motor Drivers Group ' C ' Posts Recruitment Rules , 2005 , namely :-
1. ( 1) These rules may be called the Ministry of Defence , Army Civilian Motor Drivers Group ' C' Posts Recruitment (Amendment) Rules, 2007 .
(2) They shall come into forec on the date of their publication in the Official Gazette .
2. In the Schedule to the Ministry of Defence , Army Civilian Motor Drivers Group ' C ' Posts Recruitment Rules , 2005 against serial No. 3, relating to the post of Civilian Motor Driver Grade II, for the entries under column 11 , the following entries shall be substituted , namely :--

का.नि.आ. 17. राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और निम्नतर विरचनाओं में ऐसा सिविलियनों टेलीफोन पर्यवेक्षक, स्विच बोर्ड पर्यवेक्षक टेलीफोन ऑपरेटर तथा स्विच बोर्ड आपरेटर भर्ती नियम , 1977 को जहां तक उनका संबंध संकेत कोर के टेलीफोन ऑपरेटर काडर ( साधारण कर्मचारिवृन्द शाखा सम्मिलित रोस्टर से है , उन बातों के सिवाय अधिक्रान्त करते हुए जिन्हें ऐसे अधिक्रमण से पूर्व ) किया गया है या करने से लोप किया गया है , संकेत कोर ( साधारण कर्मचारिवृन्द शाखा सम्मिलित रोस्टर ) में सिविलियन स्विच बोर्ड आपरेटर के समूह ' ग' पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं , अर्थात :-
1. संक्षिप्त नाम और प्रारंभ ( 1 ) इन नियमों का संक्षिप्त नाम संकेत कोर ( साधारण कर्मचारिवृन्द शाखा सम्मिलित रोस्टर स्विच बोर्ड आपरेटर काडर ) भर्ती नियम 2007 है ।
(2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद- संख्या , वर्गीकरण और वेतनमान, उक्त पदों की संख्या , उनका वर्गीकरण और उनके वेतनमान वे होंगे , जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ 2 से स्तंभ 4 में विनिर्दिष्ट हैं ।
3. भर्ती की पद्धति , आयु सीमा , अर्हताएं आदि. उक्त पदों पर भर्ती की पद्धति , आयु सीमा , अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ 5 से स्तम्भ 14 में विनिर्दिष्ट हैं ।
4. निरर्हता.- वह व्यक्ति,
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया हैं; या
(ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है, भारत का राजपत्रः मार्च 24 , 2007 /चैत्र 3 , 1929

उक्त पद पर नियुक्ति का पात्र नहीं होगा:
59 परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह , ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।
5. शिथिल करने की शक्ति, जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी । 6. व्यावृत्ति. - इन नियमों की कोई बात, ऐसे आरक्षण, आयु - सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों , अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

टिप्पण: - प्रतिनियुक्ति की अवधि, जिसके अंतर्गत उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रति- नियुक्ति की अवधि भी है , साधारणतया तीन वर्ष से अधिक नहीं होगी ।

In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession ofthe Defence Civilians in Lower Formations (Telephone Supervisors , Switch Board Supervisor , Telephone Operators and Switch Board Operators ) Recruitment Rules 1977 , in so far as they relate to the Telephone Operator cadre of Corps of Signals (GS Branch Common Roster) except as respect things done or omitted to have done before such supersession, the President hereby makes the following rules regulating the method of recruitment to Group ' C' posts of Civilian Switch Board Operator Cadre in the Corps of Signals , (General Staff Branch Common Roster ) namely :-
1. Short title and commencement . ( 1 ) These rules may be called the Corps of Signals (General Staff Branch Common Roster Switch Board Operator Cadre ) Recruitment Rules , 2007.
(2) They shall come into force on the date of their publication in the Official Gazette .
2. Number of posts , classification and scale of pay. The number of the said posts , their classification and the scale of pay attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules.
3. Method of recruitment, age limit and other qualifications etc. The method of recruitment, age limit, qualifications and other matters connected therewith shall be as specified in columns 5 to 14 of the said schedule .
4. Disqualification. No person ,-
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who having a spouse living , has entered into or contracted a marriage with any person ,
shall be eligible for appointment to any of the said posts:
Provided that the Central Government may , if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule .

6. Saving. Nothing in these rules shall affect reservations , relaxation of age limit , and other concessions required tobe provided for the Scheduled Castes , the Scheduled Tribes , the Ex - servicemen and other special categories of persons or posts in accordance with the orders issued by the Central Government from time to time in this regard .

का.नि.आ. 18. राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए इलेक्ट्रॉनिक और यांत्रिक इंजीनियर कोर में फोरमैन और सहायक फोरमैन के पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं , अर्थात :-
1. संक्षिप्त नाम और प्रारंभ ( 1 ) इन नियमों का संक्षिप्त नाम इलेक्ट्रॉनिक और यांत्रिक इंजीनियर कोर फोरमैन और सहायक फोरमैन भर्ती नियम 2007 है ।
( 2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. लागू होंगे. यह नियम उन्हीं पदों के लिए लागू होगा जो इस नियम में संलग्न अनुसूची के स्तम्भ 1 में विर्निदिष्ट हैं । 3. पद - संख्या , वर्गीकरण और वेतनमान. उक्त पदों की संख्या , उनका वर्गीकरण और वेतनमान वे होंगे , जो उक्त सूची के स्तंभ 2 से स्तंभ 4 में विनिर्दिष्ट हैं ।
4. भर्ती की पद्धति , आयु- सीमा और अन्य अर्हताएं आदि. उक्त पदों पर भर्ती की पद्धति , आयु सीमा , अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तम्भ 5 से स्तम्भ 14 में विनिर्दिष्ट हैं ।
5. निरर्हता.- वह व्यक्ति,--
( क ) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है ; या
( ख) जिसने अपने पति या पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह , ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 6. शिथिल करने की शक्ति, जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी । 7. व्यावृत्ति. - इन नियमों की कोई बात , ऐसे आरक्षण , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों , भूतपूर्व सैनिकों और अन्य पिछड़े वर्गों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है। 65

टिप्पण 2 : चार्जमैन -1 ( पार्ट-1 एवं पार्ट-2 दोनों) और ज्येष्ठ भंडार अधीक्षक अधिकारियों के प्रोन्नति की पात्रता सूची संबंधित श्रेणी या पद में किए गए सेवा के वर्षों के आधार पर तैयार होगी ।

S.R.O. 18. In exercise of the powers conferred by the proviso to article 309 of the Constitution , the President hereby makes the following rules regulating the method of recruitment to the posts of Foreman and Assistant Foreman in the Corps of Electronics and Mechanical Engineers under Ministry of Defence , namely :
1. Short title and commencement .--( 1) These rules may be called the Corps of Electronics and Mechanical Engineers Foreman and Assitant Foreman Recruitment Rules , 2007 .
(2) They shall come into force on the date of their publication in the Official Gazette .

The number of the posts , their classification and the scale of pay attached thereto shall be as specified in columns 2 to 4 of the said Schedule .
4. Method of recruitment , age limit , qualifications , etc.-- The method of recruitment to the said post, age limit , qualifications and other matters relating thereto shall be as specified in Columns 5 to 14 of the aforesaid Schedule .
5. Disqualification.---No person, ---
(a) Who has entered into or contracted a marriage with a person having a spouse living; or
(b) Who having a spouse living , has entered into or contracted a marriage with any person,

(ii) Two years supervisory experience in maintenance and repair of Electronics and Telecommunication Gadgets or Instrumentation or Automobile or Guns or Engineering Equipment's in a Government Organisation or Public Sector Undertakings .
Note 1 : The exact discipline of Degree inEngineering will be indicated at the time of each recruitment action .
Note 2 : The crucial date for determining the age limit shall be the closing date for receipt of applications from candidates in India and not the closing date prescribed for those in Assam , Meghalaya , Arunachal Pradesh Mizoram , Manipur , Nagaland , Tripura , Sikkim, Ladakh Division of J & K State , Lahaul and Spiti District and Pangi Sub - Division of Chamba District of Himachal Pradesh , Andaman and Nicobar Islands or Lakshadweep.
Note 2 : Qualifications are relaxable at the discretion of the Union Public Service Commission in case of candidates otherwise well qualified .
Note 3 : The qualification (s ) regarding experience is/ are relaxable at the discretion of the Union Public Service Commission in case of candidates belonging to Scheduled Castes or Scheduled Tribes . If at any stage of selection the Union Public Service Commission is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likelyto be available to fill up the posts reserved for them.

Promotion:
Chargeman- I (both Part I and II cadre) in the pay scale of Rs . 5500-9000 with three years regular service in the grade in the ratio of 5: 6.
65% by promotion , 20%by direct recruitment , 15% by deputation and re- employment of Ex - servicemen. Note 1 : 2% ofthe promotion posts shall be filled up from Senior Store Superintendents in the pay scale of Rs . 5500-9000 with three years regular service in the grade till the existing strength of officers holding this post on the date of notification of these rules is exhausted.
Note 2 : The cligibility list of officers holding the post of Chargeman - I ( Both part I and II cadre) and Senior Store Superintendents shall be prepared with reference to the completion of the requisite qualifying service by the officers in the relevant Grade or Post.
Note 3 : Where Juniors who have completed their qualifying or eligibility service are being considered for promotion , their seniors would also be considered provided they are not short of the requisite qualifying/eligibility service by more than half of such qualifying/ eligibility service or two years , whichever is less and have successfully completed their probation period for promotion to the next higher grade alongwith their juniors who have already completed such qualifying or eligibility service .

qualifications and experience as prescribed for direct recruits under Col. 8. Such personnel shall be given deputation terms upto the date on which they are due for release from the Armed Forces; thereafter they may be continued on re - employment terms.

( ii ) रक्षा मंत्रालय , रेडार और संसूचना परियोजना कार्यालय ज्येष्ठ वैज्ञानिक सहायक ( ट्रंक बोर्ड ) भर्ती नियम , 1983 , भारत के राजपत्र में 24 दिसंबर, 1983 को का.नि.आ. 314 तारीख 1 नवंबर , 1983 को अधिसूचित किए गए थे;
(iii ) रक्षा मंत्रालय , रेडार और संसूचना परियोजना कार्यालय ( लेखाकार ) भर्ती नियम , 1985 , भारत के राजपत्र में 8 जून , 1985 को का.नि.आ. 115 तारीख 7 मई , 1985 को अधिसूचित किए गए थे;

( v ) रक्षा मंत्रालय , रेडार और संसूचना परियोजना कार्यालय ( समूह क पद ) भर्ती नियम, 1988 , भारत के राजपत्र में 25 जून, 1988 को संख्यांक का.नि.आ. 158 तारीख 31 मई, 1988 द्वारा अधिसूचित किए गए थे;
(vi ) रक्षा मंत्रालय , रेडार और संसूचना परियोजना कार्यालय ( भूमि ) भर्ती नियम , 1991 , भारत के राजपत्र में 30 नवंबर , 1991 को संख्यांक का.नि.आ. 250 तारीख 15 अक्तूबर , 1991 द्वारा अधिसूचित किए गए थे;
( vii ) रक्षा मंत्रालय , रेडार और संसूचना परियोजना कार्यालय ज्येष्ठ वैज्ञानिक सहायक ( सिस्टम डिजाइन ) और ज्येष्ठ वैज्ञानिक सहायक (स्थापन नियोजन ) भर्ती नियम , 1991 , भारत के राजपत्र में 7 दिसंबर , 1991 को संख्यांक का.नि.आ. 269 तारीख 15 अक्तूबर, 1991 द्वारा अधिसूचित किए गए थे; और
(viii ) रक्षा मंत्रालय , रेडार और संसूचना परियोजना कार्यालय ( सर्वेयर अधिकारी ) भर्ती नियम , 1992 , भारत के राजपत्र में 2 मई , 1992 कोसंख्यांक का.नि.आ. 84 तारीख 20 फरवरी , 1992 को अधिसूचित किए गए थे ।

S.R.O. 19.-In exercise of the powers conferred by the proviso to article 309 of the Constitution , the President on being satisfied that it is necessary in the public interest hereby rescinds the following recruitment rules , so to do , namely:---
(1) Ministry of Defence , Radar and Communications Project Office (Senior Accounts Officer) Recruitment Rules , 1983 notified in the Gazette of India on 5th November , 1983 vide number SRO 287 dated the 4th October , 1983 ;
(ii) Ministry of Defence , Radar and Communications Project Office Senior Scientific Assistant ( Trunk Boards) Recruitment Rules , 1983 notified in the Gazette of India on 24th December , 1983 vide number SRO 314 ,dated the 1st November , 1983;
(iii) Ministry of Defence , Radar and Communications Project Office (Accountant ) Recruitment Rules , 1985 notified inthe Gazette of India on 8th June , 1985 vide number SRO 115 dated the 7th May , 1985;
( iv) Ministry of Defence , Radar and Communications Project Office (Surveyor ) Recruitment Rules , 1986 notified in the Gazette of India on 17th May, 1986 vide number SRO 180 dated the 27th March , 1986 ;
(v) Ministry of Defence , Radar and Communications Project Office (Group ' A' posts ) Recruitment Rules , 1988 notified in the Gazette of India on 25th June , 1988 vide number SRO 158 dated the 31st May , 1988 ;
(vi ) Ministry of Defence , Radar and Communications Project Office Deputy Project Officer (Lands) Recruitment Rules, 1991 notified in the Gazette of India on 30th November , 1991 vide number SRO 250 dated the 15th October, 1991;
(vii ) Ministry of Defence , Radar and Communications Project Office Senior Scientific Assistant ( System Design) and Senior Scientific Assistant ( Installation Planning ) Recruitment Rules , 1991 notified in the Gazette of India on7th December, 1991 vide number SRO 269 dated the 15th October , 1991; and
(viii) Ministry of Defence , Radar and Communications Project Office ( Surveyor Officer ) Recruitment Rules , 1992 notified in the Gazette of India on 2nd May, 1992 vide number SRO 84 dated the 20th February, 1992 .
except as respects things done or omitted to be done before such rescission.
