सा.का.नि. 60.- राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और सहायक ( बाह्य ) भर्ती निसम 1991 को अधिक्रांत करते हुए , सिवाय उन बातों के जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, वित्ततं मंत्रालय , आर्थिक कार्य विभाग में सहायक ( बाह्य ) के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं , अर्थात्:-

जाएगा । 1. संक्षिप्त नाम और प्रारंभ ( 1 ) इन नियमों को वित्त मंत्रालय , आर्थिक कार्य विभाग सहायक ( बाह्य ) , भर्ती नियम , 2007 कहा (2 ) ये सरकारी राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद- संख्या , वर्गीकरण और वेतनमान, उक्त पद की संख्या, उसका वर्गीकरण और उसका वेतनमान वह होगा , जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ 2 से स्तंभ 4 में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति , आयु सीमा , अर्हताएं आदि. भर्ती की पद्धति , आयु सीमा , अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ 5 से स्तम्भ 14 में विनिर्दिष्ट हैं ।

( क ) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है ; या

( ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी अन्य व्यक्ति से विवाह किया है ,

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह , ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक' या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों के संबंध में, आदेश द्वारा शिथिल कर सकेगी। 6. व्यावृत्ति. - इन नियमों की कोई बात. ऐसे आरक्षण , आयु सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय , सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

(ii ) केन्द्रीय सचिवालय लिपिकीय सेवा के उच्च श्रेणी लिपिक जिनका वेतनमान 4000-100- 6000 रु. हो और इस ग्रेड में आठ वर्ष की नियमित सेवा की हो तथा सचिवालय प्रशिक्षण और प्रबंधन संस्थान से रोकड़ और लेखा का प्रशिक्षण लिया हो;

(iii) संगठित लेखा विभागों यथा रक्षा लेखा विभाग/ भारतीय लेखा परीक्षा और लेखा विभाग/ भारतीय सिविल लेखा विभाग/ भारतीय रेलवे लेखा विभाग/ भारतीय डाक तार और लेखा एवं वित्त विभाग के वे उच्च श्रेणी लिपिक या चयन ग्रेड लिपिक जिनका वेतनमान 4000-100- 6000 रु. हो और जिन्होंने ग्रेड में आठ वर्ष कीनियमित सेवा की हो।

बजट, रोकड़ और लेखा में 3 वर्ष का अनुभव

टिप्पणी 1 : प्रतिनियुक्ति की अवधि, जिसके अंतर्गत केंन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य बाह्य पद पर प्रतिनियुक्ति की अवधि भी शामिल है , साधारणतया 3 वर्ष से अधिक नहीं होगी ।

टिप्पणी 2: प्रतिनियुक्ति पर नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की तारीख को 56 वर्ष से. अधिक नहीं होनी चाहिए ।

G.S.R. 60.-In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Assistant (Excluded) Recruitment Rules , 1991 , except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post ofAssistant (Excluded) in the Ministry of Finance , Department of Economic Affairs , namely:--

1. Short Title and Commencement . ( 1 ) These Rules may be called the Ministry of Finance , Department of Economic Affairs Assistant (Excluded) Recruitment Rules , 2007.

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number of posts , classification and scale of pay. The number of the said post, its classification and the scale of pay attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules .

3. Method of recruitment, age limit, qualifications etc. The method of recruitment, age limit, qualifications etc. and other matters relating to the said post shall be as specified in columns 5 to 14 of the said Schedule .

4. Disqualification.- No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or 352

[PART II-SFC. 3 (i ) ] (b) who, having a spouse living, has entered into or contracted a marriage with any person , shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any persons from the operation of this rule.

5. Power to relax -Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order, for reasons to be recorded in writing , relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving . Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes , ex- servicemen and other special categorics of persons in accordance with the orders issued by the Central Government from time to time in this regard.

में जिन्होंने अपनी अर्हक/ पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो जहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परन्तु यह तब जबकि उसके द्वारा की गई ऐसी अर्हक/पात्रता सेवा , अपेक्षित अर्हक/पात्रता सेवा के आधे से अधिक से या दो वर्ष से , इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित , जिन्होंने ऐसी अर्हक/ पात्रता सेवा पहले ही पूरी कर ली है , अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलता- पूर्वक पूरी कर ली हो ।

प्रतिनियुक्ति:

केन्द्रीय सरकार के अधीन ऐसे अधिकारी:-

(क ) ( i ) जिन्होंने मूल कॉडर या विभाग में आशुलिपिक श्रेणी में नियमित आधार पर सदृश पद धारण किया हुआ है; या

(ii) जिन्होंने मूल कॉडर या विभाग में 5500-9000 रु. या समतुल्य के वेतनमान में आशुलिपिक श्रेणी में नियुक्तिके पश्चात् उसमें तीन वर्ष नियमित सेवा की है या जिन्होंने 5500-9000 रुपए और 5000-8000 रुपए या समतुल्य के वेतनमान में आशुलिपिक काडर में छह वर्ष की सम्मिलित सेवा की है

टिप्पण 1 : पोषक प्रवर्ग के ऐसे विभागीय अधिकारी , जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्तिके लिए विचार किए जाने के पात्र नहीं होंगे । इसी प्रकार , प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे । प्रतिनियुक्ति कीअवधि, जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है , साधारणतया चार वर्ष से अधिक नहीं होगी ।

ऐसे निजी सचिव जिन्होंने 6500-10500 रुपए के वेतनमान में उस श्रेणी में तीन वर्ष नियमित सेवा की है या ऐसे निजी सचिव और आशुलिपिक श्रेणी । जिन्होंने क्रमश: 6500-10500 रुपए और 5500-9000 रुपए) के वेतनमान में सात वर्ष सम्मिलित सेवा की है । टिप्पण जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में जिन्होंने अपनी अर्हक/पात्रता सेवा पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रहा हो जहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परन्तु यह तब जबकि उसके द्वारा की गई ऐसी अर्हक/पात्रता सेवा , अपेक्षित अर्हक पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो , कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित , जिन्होंने पहले ही पूरी कर ली है. प्रोन्नति के लिए अपनी सफलतापूर्वक पूरी कर ली हो । ऐसी अर्हक/पात्रता संवा अगली उच्चतर श्रेणी में परिवीक्षा की अवधि

प्रतिनियुक्ति: -

केन्द्रीय सरकार के अधीन ऐसे अधिकारी:-

(क) ( i ) जिन्होंने मूल काडर या विभाग में आशुलिपिक कैडर में नियमित आधार पर सदृश पद धारण किया हुआ है; या

(ii) जिन्होंने मूल काडर या विभाग में 6500-10500 रुपए या समतुल्य के वेतनमान में आशुलिपिक श्रेणी में नियुक्तिके पश्चात् उसमें तीन वर्ष नियमित सेवा की है याजिन्होंने क्रमश: 6500-10500 रुपए और 5500-9000 रुपए या समतुल्य के वेतनमान में आशुलिपिक काडर में सात वर्ष सम्मिलित सेवा की है

टिप्पण 1 : पोषक प्रवर्ग के ऐसे विभागीय अधिकारी , जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्तिके लिए विचार किए जाने के पात्र नहीं होंगे । इसी प्रकार , प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे । प्रतिनियुक्तिकी अवधि , जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है, साधारणतया चार वर्ष से अधिक नहीं होगी । 357 भारत का राजपत्र : अप्रैल14 , 2007/चैत्र 24 , 1929

G.S.R. 61. In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to Group ' B ' posts in the Ministry of Finance, Income Tax Department, namely :-

1. Short title and commencement.---( 1 ) These Rules may be called the Income Tax Department , Senior Private Secretary, Private Secretary (Group ' B ' Posts ) Recruitment Rules, 2006 .

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and scale of pay. The number of post, its classification and the scale ofpay attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules .

3. Method of recruitment, age limit and other qualifications etc.-The method of recruitment to the saidpost, age limit, qualifications and other matters relating there in shall be as specified in columns (5) to ( 14) of the said Schedule .

4. Disqualification . No person, ---

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living , has entered into or contracted a marriage with any person,

shall be eligible for appointment of the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this Rule .

5. Power to relax .-Where the Central Government is of the opinion that it is necessary and expedient so to do, it may, by order, for reasons to be recorded in writing , and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons .

6. Savings . Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes , Ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 62. राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए गृह मंत्रालय के राष्ट्रीय अपराध अभिलेख ब्यूरो के ( कम्प्यूटर एवं प्रणाली डिविजन ) के समूह ( ग ) पदों के भर्ती नियम , 1988 की उन बातों के सिवाय अधिक्रमण करते हुए जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है। गृह मंत्रालय , राष्ट्रीय अपराध अभिलेख ब्यूरो के कम्प्यूटर एवं प्रणाली डिवीजन में डाटा एन्टरी ऑपरेटर श्रेणी ( क ) , ( ख ) एवं ( ग ) के पदों के लिए भर्ती पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं: -

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम गृह मंत्रालय राष्ट्रीय अपराध अभिलेख ब्यूरो ( कम्प्यूटर एवं प्रणाली डिवीजन ) में डाटा एन्टरी ऑपरेटर श्रेणी ( क ) , ( ख) एवं (ग ) पद भर्ती नियम , 2006 है ।

(2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पदों की संख्या , वर्गीकरण और वेतनमान, पदों की संख्या , उनका वर्गीकरण और उनसे सम्बन्धित वेतनमान आदि उक्त अनुसूची के कॉलम ( 2 ) से ( 4 ) में विनिर्दिष्ट है ।

3. भर्ती की पद्धति , आयु- सीमा , अर्हताएं आदि. उक्त पदों पर भर्ती की पद्धति , आयु सीमा और उससे संबंधित अन्य बातें वे होंगी , जो उक्त अनुसूची के कॉलम (5 ) से ( 14 ) में विनिर्दिष्ट हैं ।

4. अनर्हता :-वह व्यक्ति हैं,-

(क ) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है , या

( ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

बशर्ते यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीयकार्य विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो यह किसी व्यक्ति को इस नियम से छूट दे सकेगी । [ भाग II- खण्ड 3 (i) ]

361 5. शिथिल करने की शक्ति, जहाँ केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए इन नियमों के किसी भी उपलब्ध को किसी वर्ग या प्रवर्ग व्यक्ति तथा व्यक्तियों की बाबत , आदेश द्वारा या संघ लोक सेवा आयोग द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति. -इन नियमों की कोई भी बात ऐसे आरक्षण , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी । केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों , अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए अन्य रियायतें प्रदान करना अपेक्षित है ।

टिप्पण 1- प्रोषक श्रेणी में विभागीय अधिकारी जो प्रोन्नति की सीधी लाईन में है प्रतिनियुक्ति पर भर्ती के लिए पात्र नहीं समझा जाएगा। उसी प्रकार प्रतिनियुक्ति पर आए अधिकारियों को प्रोन्नति के आधार पर भर्ती हेतु विचार नहीं किया जाएगा।

टिप्पण 2 - प्रतिनियुक्ति की अवधि, जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाहय पद पर प्रतिनियुक्ति की अवधि सहित साधारणतया तीन वर्ष होगी जिसे पाँच वर्ष तक बढ़ाया जा सकता है।

टिप्पण 1 -डाटा एन्ट्री कार्य के लिए प्रति घंटा 8000 की डिप्रेशन की स्पीड को ई डी पी मशीनों पर परीक्षा ( स्पीड परीक्षा समेत ) लेकर निर्धारित किया जाएगा एवं सूचना प्रोद्योगिकी जागरूकता परीक्षा में कम से कम 50 प्रतिशत अंक प्राप्त करने पर ।

टिप्पण 2 -प्रोषक श्रेणी में विभागीय अधिकारी जो प्रोन्नति की सीधी लाईन में है प्रतिनियुक्ति परं भर्ती के लिए पात्र नहीं समझा जाएगा। उसी प्रकार प्रतिनियुक्ति पर आए अधिकारियों को 365 भारत का राजपत्र : अप्रैल14, 2007/चैत्र 24,1929

G.S.R. 62. In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Ministry of Home Affaris , National Crime Records Bureau ( Computer and Systems Division ) Group ' C ' Posts Recruitment Rules , 1988 in so far as they relate to the posts of Constable and Head Constable, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Data Entry Operator Grade ' A' , ' B ' and ' C' in the Computer and System Division of National Crime Records Bureau in the Ministry of Home Affairs , namely :-

1. Short title and commencement. ( 1 ) These rules may be called Ministry of Home Affairs , National Crime Records Bureau ( Computer and Systems Division) Data Entry Operator Grade ' A' , Grade ' B ' and Grade ' C' ( Group ' C' Posts) Recruitment Rules , 2006.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts , classification and scale of pay. The number of post, its classification and the scale ofpay attached thereto shall be as specified in columns (2 ) to (4) of the Schedule annexed to these rules .

3. Method ofrecruitment, age -limit, qualifications, etc.( 1) The method of recruitment, age - limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to ( 14) of the aforesaid Schedule.

4. Disqualification.-No person, -

(a) who, has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living , has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said posts :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any personfrom the operation of this rule .

5. Powerto relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, itmay, by order and in consultation with the Union Public Service Commission , relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving. Nothing in these rules shall affect reservations , relaxation of age - limit, and other concessions required tobe provided for the Scheduled Castes , the Scheduled Tribes , Ex - servicemen and other special categories ofpersons in accordance with the orders issued by the Central Government from time to time in this regard .

सा.का.नि. 63.- राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और आयुर्विज्ञान महाविद्यालय , पांडिचेरी, ( वर्ग -3 और वर्ग -4 पद ) भर्ती नियम , 1959 को , जहां तक उनका संबंध वार्डन कलाकार यूनिट के पद से है , उन बातों के सिवाय अधिक्रान्त करते हुए , जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने से लोप किया गया है , जवाहर लाल स्नातकोत्तर चिकित्सा शिक्षा और अनुसंधान संस्थान , पांडिचेरी में पर्यवेक्षक ( आयुर्विज्ञान दृष्टांत प्रभाग ) के पद/पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं , अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम जवाहर लाल स्नातकोत्तर चिकित्सा शिक्षा और अनुसंधान, संस्थान, पर्यवेक्षक ( आयुर्विज्ञान दृष्टांत प्रभाग ) समूह ' ख ' पद भर्ती नियम , 2007 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या , वर्गीकरण और वेतनमान, उक्त पद की संख्या , उसका वर्गीकरण और उसका वेतनमान वह होगा , जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट है ।

3. भर्ती की पद्धति , आयु सीमा , अर्हताएं आदि. उक्त पद पर भर्ती की पद्धति , आयु सीमा , अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ ( 5 ) से स्तम्भ ( 14 ) में विनिर्दिष्ट हैं ।

4. निरर्हता. वह व्यक्ति,...

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है; या

( ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

6. व्यावृत्ति.- इन नियमों की कोई बात , ऐसे आरक्षण, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों , भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है । [भाग II- खण्ड 3(i) ]

टिप्पण 1 : अर्हताएं अन्यथा सुअर्हित अभ्यर्थियों की दशा में संघ लोक सेवा आयोग के विवेकानुसार शिथिल की जा सकती है ।

या प्रतिनियुक्ति/ आमेलन द्वारा तथा विभिन्न पद्धतियों द्वारा भरे जाने वाले पदों की प्रतिशतता

प्रतिनियुक्ति: जिसमें अल्पकालिक संविदा है/प्रोन्नतिः

( क ) केन्द्रीय राज्य सरकारों या संघ राज्य क्षेत्रों या स्वायत्त निकायों या पब्लिक सेक्टर उपक्रम के ऐसे अधिकारी,

प्रतिनियुक्ति ( जिसमें अल्पकालिक संविदा भी है ) या प्रोन्नति जिसके न हो सकने पर सीधी भर्ती द्वारा (जिसके अंतर्गत अल्पकालिक संविदा भी है )

(i ) जो मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किए हुए हैं , या

( ii ) जिन्होंने मूल काडर या विभाग में नियमित आधार पर 5500-9000 रु. के या समतुल्य वेतनमान में उस पद पर नियुक्ति के पश्चात् उस श्रेणी में तीन वर्ष सेवा की है , और

(ख ) जिनके पास जो स्तंभ ( 8 ) के अधीन सीधे भर्ती किए जाने वाले व्यक्तियों के लिए विहित अर्हताएं और अनुभव है । 5500-9000 रु. के वेतनमान में ऐसा विभागीय ज्येष्ठ फोटोग्राफर जिसने उस श्रेणी में तीन वर्ष नियमित सेवा की है , बाहरी व्यक्तियों के साथ विचार किया जाएगा और यदि उसका पद पर नियुक्ति के लिए चयन हो जाता है तो वह पद प्रोन्नति द्वारा भरा गया समझा जाएगा ।

प्रतिनियुक्ति की अवधि, जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काड़र बाह्य पूद पर प्रतिनियुक्ति की अवधि है , साधारणतया तीन वर्ष से अधिक नहीं होगी ।

In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Medical College , Pondicherry (Class III and Class IV posts ) Recruitment Rules, 1959 , in so far as it relates to the post of Warden Artist Unit, except as respects thing done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Supervisor (Medical IllustrationDivision) in the Jawaharlal Institute ofPost Graduate Medical Education and Research, Pondicherry, namely:---

1. Short title and commencement.- ( 1 ) These rules may be called the Jawaharlal Institute of Post Graduate Medical Education and Research, Pondicherry Supervisor (Medical Illustration Division) Group ' B ' post, Recruitment Rules , 2007 .

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number of post, classification and scale of pay. The number of said post, its classification and the scale of pay attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules.

3.Method of recruitment, age limit, qualifications etc. The method of recruitment, age limit, qualifications and other matters relating hereto shall be as specified in columns 5 to 14 of the afore said Schedule .

4. Disqualification .-No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living , has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may , if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule.

5. Power to relax. Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing , and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving. Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , ex - servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

considered along with outsiders and in case he/ she is selected for appointment to the post the same shall be deemed to have been filled by promotion.

(The period of deputation (Short - term contract) including period of deputation in another ex- cadre post held immediately preceding this appointment in the same or some other organization or department of the Central Government shall ordinarily not to exceed three years . The maximum age limit for appointment by deputation ( including short -term contract) shall be not exceeding 56 years as on the closing date of receipt of applications .
