राष्ट्रीय आवास बैंक अधिनियम इससे संतुष्ट है कि, सार्वजनिक हित में और देश की आवास वित्त प्रणाली को अपने हित में विनियमित करने के लिए राष्ट्रीय आवास बैंक को समर्थ करने के प्रयोजनार्थ, ऐसा करना आवश्यक है, कि राष्ट्रीय आवास बैंक अधिनियम, 1987 ( 53/1987 ) की धारा 30 ए और 31 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और इस बारे में कार्रवाई करने के लिए समर्थ बनाने संबंधी सभी शक्तियों के अन्तर्गत एतद्वारा निर्देश देता है कि आवास वित्त कम्पनी ( राआबैंक ) निर्देश, 2001 तुरंत प्रभाव से निम्नानुसार संशोधित किया जाता है, अर्थात्--
आवास वित्त कम्पनी ( राआबैंक ) निर्देश , 2001 के अनुच्छेद 24 ( 1 ) ( iii ) के बाद, एक नया उप- अनुच्छेद (iv ) के रूप में जोड़ा जाएगा, अर्थात्
" ( iv ) गैर- आवासीय गैर - बैंकिंग आवासीय ऋणों की कुल बकाया राशि का सामान्य प्रावधान 0.4% ऋणों के बारे में मानक जो मानक आस्तियां हैं, नीचे लिखे अनुसार किया जाएगा :
(क) 31 मार्च, 2007 तक 0.1 प्रतिशत
(ख) 30 जून , 2007 तक 0.2 प्रतिशत
(ग) 30 सितम्बर, 2007 तक 0.3 प्रतिशत
(घ) 31 दिसम्बर, 2007 तक 0.4 प्रतिशत

विश्वविद्यालय अनुदान आयोग अधिनियम 1956 ( 1956 की संख्या 3 ) की धारा 26 की उपधारा ( 1 ) के अनुच्छेद ( एफ ) द्वारा प्रदत्त अधिकारों का प्रयोग करते हुए विश्वविद्यालय अनुदान आयोग निम्नलिखित संशोधन विनियम बनाता है। ये हैं : -- 5192

[भाग III-खण्ड 4 संक्षिप्त नाम प्रयोग और प्रारंभ
1.1 ये विनियम विश्वविद्यालय अनुदान आयोग ( औपचारिक शिक्षा के माध्यम से परास्नातक ( मास्टर्स ) प्रदान करने संबंधी निर्देशों के न्यूनतम मानक ) विनियम, ( प्रथम संशोधन ) , 2007 कहलायेंगे ।
1.2 ये विनियम उन सभी विश्वविद्यालयों पर लागू होंगे जिनकी स्थापना अथवा समावेश ( विनियम ) किसी केन्द्रीय कानून, किसी प्रांतीय कानून या राज्य/केन्द्र शासित प्रदेश के कानून के तहत की गई हो और ऐसे विश्वविद्यालयों द्वारा मान्यता प्राप्त या उनसे सम्बद्ध सभी संस्थानों और विश्वविद्यालय अनुदान आयोग कानून , 1956 की धारा 3 के अन्तर्गत समकक्ष विश्वविद्यालय माने गए संस्थानों पर भी लागू होंगे ।
1.3 ये विनियम अपने सरकारी राजपत्र में प्रकाशित होने की तिथि से लागू हो जाऐंगे ।
प्रथम संशोधन
विश्वविद्यालय अनुदान आयोग ( औपचारिक शिक्षा के माध्यम से परास्नातक ( मास्टर्स ) प्रदान करने संबंधी न्यूनतम मानक ) विनियम 2003 के धारा 4 के अन्तर्गत निम्नलिखित धारा 4.5 जोड़ी जाएगी ।
4.5 प्रत्येक विश्वविद्यालय यह सुनिश्चित करेगा कि व्यावसायिक पाठ्यक्रमों को छोड़कर अन्य विषयों के पाठ्क्रमों की कक्षाएँ अगस्त माह के प्रथम सप्ताह तक शुरु कर दी जाऐंगी और दूसरे और उसके बाद के वर्षों के छात्रों के लिए कक्षाऐं जुलाई के तीसरे सप्ताह तक शुरु हो जानी चाहिए । सभी पाठ्यक्रमों के परिणाम जून के अंतिम सप्ताह तक घोषित हो जाऐंगे । व्यावसायिक पाठ्यक्रमों के परियोजना कार्य , ग्रीष्मकालीन विद्यालयों और प्रशिक्षु काल की आवश्यकताओं को देखते हुए इन पाठ्यक्रमों के लिए द्वितीय और उसके बाद के वर्षों के कक्षाओं को शुरु करने के कार्यक्रम की समय - सीमा में दो सप्ताह तक की छूट दी जा सकती है ।

सं. आई.जी/प्रशा ( जी )/ आर्ड. 9/2007/733 इंदिरा गांधी राष्ट्रीय मुक्त विश्वविद्यालय, अधिनियम 1985 ( 1985 की सं. 50 ) के अनुभाग 26 ( 2 ) के अंतर्गत प्रदत्त शक्तियों का प्रयोग करते हुए विश्वविद्यालय के प्रबंध बोर्ड ने 22.06.2006 को आयोजित अपनी 87वीं बैठक में विश्वविद्यालय द्वारा प्रदान किए जा रहे विभिन्न कार्यक्रमों के सत्रीय कार्यों से संबंधित निर्णय के परिप्रेक्ष्य में विद्यार्थी के कार्य- निष्पादन के लिए परीक्षा मूल्यांकन से संबंधित अध्यादेश 9 में संशोधन का अनुमोदन किया है । इसे कुलाध्यक्ष के रूप में भारत के राष्ट्रपति का अनुमोदन प्राप्त है । इन अनुमोदन मानव संसाधन विकास मंत्रालय के दिनांक 10 मार्च, 2007 के पत्र संख्या एफ 5-77 /2006/डी. एल. द्वारा प्राप्त हुआ है ।
संशोधन के बाद, खंड 2 और 3 इस प्रकार पढ़े जाएँगे :
2. मूल्यांकन पद्धति
1. जहाँ लागू हो , उसके द्वारा जमा कराए गए सत्रीय कार्यों के मूल्यांकन के आधार पर ।
3. सत्रीय कार्य
( 1 ) प्रत्येक कार्यक्रम/पाठ्यक्रम, जिसमें उपर्युक्त खंड 2 में उल्लिखित एक या अधिक घटक शामिल हों, जिसमें उन घटकों में से प्रत्येक को दिया जाने वाला संबंधित महत्त्व ( वेटेज ) भी शामिल है, के मूल्यांकन की विधि का निर्धारण संबंधित विद्यापीठ बोर्ड की सिफारिश पर शैक्षिक परिषद करेगा ।
(2) कार्यक्रम में अध्ययनरत विद्यार्थी को लागू होने पर, सत्रीय कार्यक्रमों में प्रत्येक पाठ्यक्रम के लिए केवल एक सत्रीय कार्य जमा कराना होगा ।
(3 ) संत्रीय कार्य अध्यापक/परामर्शदाता द्वारा अथवा कंप्यूटर ( बहुविकल्पी प्रकार ) से जाँचे जाएँगे । सत्रीय कार्यों की प्रकृति एवं किस्म तथा इनको जमा कराने की सूची संबंधित विद्यार्थियों को दिए जाने वाले निर्देशों का उल्लेख संबंधित कार्यक्रम दर्शिका और/ अथवा पाठ्यक्रम में किया जाएगा ।

The National Housing Bank is satisfied that, in the public interest and for the purpose ofenabling the National Housing Bank to regulate the housing finance system in the country to its advantage, it is necessary so to do, hereby in exercise of the powers conferred on it by sections 30A and 31 of the National Housing Bank Act, 1987 (53 of 1987) and all the powers enabling it in this behalf, directs that the Housing Finance Companies (NHB) Directions, 2001 shall with immediate effect, be further amended in the following manner , namely :----

SHUKLA Director (P&D) No. N- 15/ 13/14/04/2006-P& D.-In pursuance ofpowers conferred by Section 46(2) ofthe Employees' State Insurance Act, 1948 (34 of 1948), read with Regulation 95 -A of the Employees' State Insurance (General) Regulations , 1950 , the Director general has fixed the 1st February, 2007 as the date from which the medical benefits as laid down in the said Regulation 95 -A and the Tamil Nadu Employees' State Insurance (Medical Benefit) Rules , 1954 shall be extended to the families of insured persons in the following area in the State ofTamil Nadu namely.
"Areas comprising the Revenue Village ofThailakulam ofSrivilliputhur peripherals, Sirivillputhur Taluk in the District ofVirudunagar of Tamilnadu. "

UGC (MINIMUM STANDARDS OF INSTRUCTION FOR THE GRANT OF THE FIRST DEGREE THROUGH FORMAL EDUCATION) REGULATIONS , (FIRST AMENDMENT) , 2007
In exercise ofthe powers conferred by clause (f) of sub - section ( 1 ) ofSection 26 ofthe UGC Act , 1956 (No. 3 of1956) the University Grants Commission makes the following amendment Regulations, namely:
1. Short title , application and commencement :
1.1 . These Regulations may be called the University Grants Commission (Minimum Standards of Instruction for the Grant ofthe First Degree through Formal Education) Regulations (First Amendment), 2007.
1.2. These shall apply to all universities established or incorporated by or under a Central Act, a Provincial Act, or a State/Union TerritoryAct, and all institutions recognized by or affiliated to such Universities and all institutions deemed to be universities under Section 3 of the UGC Act, 1956.

[PART III-SEC. 4 1.3 . These shall come into force from the date oftheir publication in the official Gazette .
1st Amendment
The following clause 4.5 shall be added under Section 4 ofthe UGC (Minimum Standards of Instruction for the Grant ofthe First Degree through Formal Education) Regulations , 2003 :-
"4.5 Every university shall ensure that the classes for courses in subjects other than professional courses for the first year students shall commence by not later than the first week of August and for the students of second year onwards , by not later than the third week of July. The results for all the courses shall be declared by not later than last week of June .
Aflexibility of upto two weeks may be allowed for professional courses in commencement ofclasses for students of 2nd year and later keeping in view the requirement of project work , summer schools and internship , etc. in professional courses . "

In exercise of the powers vested in it under the provisions of Section 26(2) of the IGNOU Act , 1985 (No. 50 of 1985) , the Board of Management of the University at its 87th meeting held on 22.6.2006 had approved the amendments to Ordinance 9 on Conduct of Examinations and Evaluation of Student's Performance in view of the decision relating to assignments in various Programmes , offered by the University. This has the approval of the President of India in his capacity as Visitor ofthe University as conveyed under the Ministry of Human Resource Development letter No. F.5-77/2006 - DL dated 10th March, 2007.
Afteramendments, the clauses 2 and 3 read as under :
2.Methods of Evaluation
(1) Continuously on the basis ofthe evaluation ofthe assignments submitted by him/her, wherever applicable.
3.Assignments
(1) The methods ofevaluation for each course/programme involving the combination ofone or more components mentioned in Clause 2 above , including the relative weightage to be assigned to each ofthose components, shall be prescribed by the Academic Council on the recommendation of the Board of the concerned School of Studies .
(2)A student pursuing a programme of study shall be required to submit only one assignment for each course in all programmes , wherever applicable.
(3) The assignment may be either marked by tutors/counsellors or by computer ( multiple choice type ) . The instructions to candidates about the nature and type of assignment and the schedule for its submission shall be prescribed in the relevant programme guide and/or in the course itself.
