2. यह स्पष्ट किया जाता है कि उक्त तदर्थ नियुक्ति से उपरोक्त अधिकारियों को उप सलाहकार के ग्रेड में नियमित नियुक्ति का कोई अधिकार नहीं मिलता और उप सलाहकार ग्रेड में तदर्थ कार्यावधि न तो उनकी उप सलाहकार ग्रेड में वरियता के लिए न ही अगली ग्रेड में उनकी पदोन्नति के लिए गिनी जाएगी ।
