2. एसीएनएएस के लिए विचारार्थ विषय :
(i) डाटा बेस की समीक्षा करना तथा राष्ट्रीय लेखा प्रणाली (एसएनए) 1993 की सिफारिशों को कार्यान्वित करने के लिए प्रतिदर्श सर्वेक्षणों, प्रकार अध्ययनों इत्यादि के माध्यम से आंकड़ा संग्रहण संबंधी सलाह देना;
(ii) आर्थिक विश्लेषण और नीति के प्रयोजनों हेतु राष्ट्रीय लेखा सांख्यिकी के संकलन और प्रस्तुतीकरण हेतु कार्यप्रणाली तथा राष्ट्रीय लेखा सांख्यिकी के क्षेत्र में अनुसंधान को बढ़ावा देने के बारे में सलाह देना;
( iii ) संयुक्त राष्ट्र सांख्यिकी प्रभाग द्वारा संस्तुत, कवरेज, नए वर्गीकरणों को अपनाने के संदर्भ में सरकार की हाल ही की नीतियों/ प्रयासों के प्रभाव तथा विभिन्न संस्थागत क्षेत्रों हेतु लेखा की क्रमबद्धता के विकास को ग्रहण करने की दृष्टि से राष्ट्रीय लेखा सांख्यिकी में सुधार लाने हेतु अध्ययन करवाने संबंधी सलाह देना;
(iv) राष्ट्रीय लेखा सांख्यिकी संबंधी कार्यप्रणाली दस्तावेज के प्रस्तुतीकरण पर दिशा- निर्देश उपलब्ध करवाना, स्रोत और पद्धतियां नई श्रृंखला के अनुसार;
(v) क्षेत्रीय लेखा के विकास हेतु दिशानिर्देश उपलब्ध करवाना; और
( vi ) राष्ट्रीय लेखा के संबंध में राष्ट्रीय सांख्यिकीय आयोग द्वारा समिति को संदर्भित किसी अन्य विषय पर सलाह देना ।
3. समिति के अध्यक्ष, यदि आवश्यक हो तो, केन्द्रीय सरकार के पूर्वानुमोदन से विशिष्ट मुद्दों और विभिन्न विषयों से संबंधित कठिनाइयों से निपटने हेतु सदस्यों को सहयोजित कर सकते हैं ।
4. समिति के गैर- सरकारी सदस्य समिति की बैठकों में , भाग लेने के लिए संगत नियमों और प्रवृत्त आदेशों के अनुसार टीए/डीए , सिटिंग फी आदि आहरित करेंगे तथा यह व्यय के. सां.सं. , सांख्यिकी और कार्यक्रम कार्यान्वयन मंत्रालय के बजट अनुदान में से वहन किया जाएगा ।
5. समिति को सचिवालय सहायता केन्द्रीय सांख्यिकीय संगठन, सांख्यिकी और कार्यक्रम कार्यान्वयन मंत्रालय द्वारा प्रदान की जाएगी ।
6. समिति की बैठकों में भाग लेने के लिए सरकारी सदस्यों के टीए/डीए पर होने वाला व्यय, मूल मंत्रालय/विभाग/संगठन जिससे वे संबंधित हों, द्वारा वहन किया जाएगा ।
7. इसे वित्तीय सलाहकार (सांख्यिकी) की सहमति से, बजट एवं वित्त अनुभाग की दिनांक 10-05- 2007 की डायरी सं .642/ बजट एवं वित्त/ 07 के तहत जारी किया जाता है । 604

संकल्प
सं. के -12012 / 5/16/2006- पी एण्ड आर/ 6664-- अखिल भारतीय हस्तशिल्प बोर्ड का पुनर्गठन, दिनांक 8 सितम्बर, 2006 के समसंख्यक संकल्प के तहत् 2 वर्ष की अवधि के लिये किया गया था । भारत सरकार द्वारा डा० जी पन्नीर सेल्वम, बिशप हाऊस , पाना बिल्लई , थक्कले , पोस्ट ऑफिस कन्याकुमारी, जिला (तमिलनाडू) को गैर सरकारी सदस्य के रुप में अखिल भारतीय हस्तशिल्प बोर्ड में शामिल करने का निर्णय लिया गया है जबकि 8 सितम्बर , 2006 , 23 अक्तूबर , 2006, 22 एवं 27 नवम्बर , 2006 , 5 , 12 , 21 एवं 22 दिसम्बर, 2006, 5 एवं 10 जनवरी , 2007, 1 , 14 फरवरी , 2007, 2 , 7, 9 मार्च , 2007 तथा 8 मई , 2007 के संकल्प के तहत् गठित मौजूदा अखिल भारतीय हस्तशिल्प बोर्ड के सभी सरकारी एवं गैर- सरकारी सदस्य यथावत बने रहेंगे । पुर्नगठित अखिल भारतीय हस्तशिल्प बोर्ड में अध्यक्ष, सदस्य सचिव सहित 24 सरकारी सदस्यों तथा 53 गैर सरकारी सदस्यों को शामिल करते हुए बोर्ड की वर्तमान संख्या 78 सदस्य हो जाएगी ।
तथापि, दिनांक 8 सितम्बर, 2006 के संकल्प में दर्ज अन्य सभी निबंधन एवं शर्तें वही रहेंगी तथा उनमें कोई परिवर्तन नहीं होगा ।
आदेश
आदेश दिया जाता है कि इस संकल्प की एक प्रति सभी संबंधितों को प्रेषित की जाए तथा इसे भारत के राजपत्र में प्रकाशित किया जाए ।

सं. के -12012/5 /16/2006- पी एण्ड आर/6662 पी एण्ड आर 14 फरवरी, 2007 के समसंख्यक संकल्प में आंशिक संशोधन करते हुए अखिल भारतीय हस्तशिल्प बोर्ड की सदस्य संख्या में से उक्त संकल्प में कमांक 10 पर दर्शाए गए श्री ब्रिजेन्द्र सोनकर, 105/12 , जूहीलाल कालोनी, थाना किदवई नगर , कानपुर (उत्तर प्रदेश) अखिल भारतीय हस्तशिल्प बोर्ड की सदस्यता एतद् द्वारा वापिस ली जाती हैं तथा तत्काल प्रभाव से निरस्त की जाती हैं । जबकि 8 सितम्बर , 2006 , 23 अक्तूबर, 2006 , 22 एवं 27 नवम्बर , 2006, 5, 12, 21 एवं 22 दिसम्बर, 2006, 5 एवं 10 जनवरी , 2007 ,1, 14 फरवरी , 2007 , (कम सं० 10 -अर्थात श्री ब्रिजेन्द्र सोनकर को छोड़कर) 2, 7 , 9 मार्च, 2007, 8 मई, 2007 तथा 16 मई , 2007 के संकल्प के द्वारा गठित मौजूदा अखिल भारतीय हस्तशिल्प बोर्ड के सभी सरकारी एवं गैर- सरकारी सदस्य यथावत बने रहेंगे ।
पुर्नगठित अखिल भारतीय हस्तशिल्प बोर्ड में अध्यक्ष , सदस्य सचिव सहित 24 सरकारी सदस्यों तथा 52 गैर सरकारी सदस्यों को शामिल करते हुए बोर्ड की वर्तमान संख्या 77 सदस्य हो जाएगी ।
तथापि, दिनांक 8 सितम्बर, 2006 के संकल्प में दर्ज अन्य सभी निबंधन एवं शर्तें वही रहेंगी तथा उनमें कोई परिवर्तन नहीं होगा ।

आदेश दिया जाता है कि इस संकल्प की एक प्रति सभी संबंधितों को प्रेषित की जाए तथा इसे भारत के राजपत्र में प्रकाशित किया जाए ।

[भाग I-खण्ड 1 3. एसएसी के निबंधन और शर्तें-
(क) समिति के विचारार्थ विषय निम्नानुसार होंगे-
"विज्ञान और प्रौद्योगिकी संबंधी नीतियों तथा ईंधनों और रसायनों के रूप में उपयोग के लिए हाईड्रोकार्बन कंच्ची सामग्री का इष्टतम संसाधन सुनिश्चित करने के लिए उनको क्रियान्वित करने के लिए उपायों पर सलाह देना।
(ख) समिति की बैठक यथावश्यक बार होगी परन्तु एक तिमाही में कम से कम एक बार अवश्य होगी तथा समय समय पर पेट्रोलियम और प्राकृतिक गैस मंत्रालय को उपयुक्त सिफारिशें करेगी। सामान्यतः ये बैठकें वैकल्पिक रूप से दिल्ली और मुंबई में आयोजित की जाएंगी ।
(ग) दिल्ली में बैठकों का आयोजन अधिमानतः विज्ञान केन्द्र में अथवा ईआईएल अथवा बीपीसीएल के आर एंड डी केन्द्र में क्रमशः गुड़गांव और ग्रेटर नोएडा में किया जाएगा । मुंबई में बैठकें बीपीसीएल/ एचपीसीएल रिफाइनरियों में आयोजित की जाएंगी ।
(घ) पदेन सदस्यों/ सरकारी पदाधिकारियों / सार्वजनिक क्षेत्र के उपक्रमों/ सीएसआईआर के प्रतिनिधियों के यात्रा भत्ते / दैनिक भत्ते संबंधित विभाग/ उपक्रम (मों) द्वारा पूरे किए जाएंगे । समिति पर कोई अन्य व्यय सीएचटी द्वारा वहन किया जाएगा।
(ङ) गैर सरकारी सदस्यों/ अकादमियों से सदस्यों के यात्रा भत्ते/ दैनिक भत्ते पर व्यय सीएचटी द्वारा किया जाएगा। उनको एसएसी की बैठक में भाग लेने और कार्य स्थान से बैठक के स्थान तक यात्रा करने के लिए किफायती श्रेणी के वायु भाड़े अथवा वास्तविक, जो भी निम्नतर हो, की प्रतिपूर्ति की जाएगी।
(च) चूंकि प्रस्तावित अध्यक्ष एसएसी गैर- सरकारी सदस्य है और सीएमडी, एचपीसीएल (एक सा.क्षे.उ. ) है इसलिए यात्रा भत्ता/दैनिक भत्ता व्यय एचपीसीएल द्वारा तब तक वहन किया जाएगा जब तक वे एचपीसीएल में हैं । उसके बाद यात्रा भत्ता/ दैनिक भत्ता व्यय सीएचटी द्वारा वहन किया जाएगा। (छ) एसएसी बैठक में भाग लेने के लिए वास्तविक व्यय के अनुसार स्थानीय परिवहन की प्रतिपूर्ति की जाएगी। तथापि, यदि एसएसी सदस्य को परिवहन उपलब्ध कराया जाता है तो स्थानीय परिवहन के लिए कोई प्रतिपूर्ति नहीं की जाएगी
(ज) एसएसी की प्रत्येक बैठक में भाग लेने के लिए एसएसी के गैर- सरकारी सदस्यों को 1000 रुपये (एक हजार रुपये मात्र) के मानदेय का भुगतान किया जाएगा ।
(झ) अध्यक्ष - एसएसी निम्नोक्त व्यावसायिकों/ तकनीकी विशेषज्ञों को उपयुक्त/ मामूली मानदेय के भुगतान की सिफारिश कर सकते हैं- 607 भाग 1-खण्ड 1 ]

जिनसे प्रस्तावों के तकनीकी गुणावगुणों पर अपने विचार देने के लिए एसएसी को प्रस्तुत प्रस्ताव पर पुनर्विचार करने का अनुरोध किया जाता है।
जिनको तेल उद्योग के लिए सुसंगत मामलों पर तकनीकी वार्ताओं के लिए अथवा महत्वपूर्ण जानकारी उपलब्ध कराने के लिए समिति की बैठक में आमंत्रित किया जाता है ।
(ञ) समिति के लिए आवश्यक सचिवालयीन सहायता उच्च प्रौद्योगिकी केन्द्र द्वारा उपलब्ध कराई जाएगी ।

2. The terms of reference for the ACNAS :
(i) To review the data base and advise on data collection through sample surveys , type studies etc. for implementing the recommendations of the 1993 System of National Accounts (SNA ) ;
(ii) To advise on the methodology for compilation and presentation of National Accounts Statistics for purposes of economic analysis and policy and on promotion of research in the field of National Accounts Statistics;
(iii) To advise on undertaking studies for improvement of National Accounts Statistics in terms of coverage , adoption of new classifications recommended by the UN Statistics Division to capture impact of recent policies /efforts of the government and development of sequence of accounts for various institutional sectors ;
(iv) To provide guidelines on the presentation of methodology document on National Accounts Statistics ; sources and methods as per new series ;
(v) To provide guidelines for the development of regional accounts ; and
(vi) To advise on any other matter referred to the Committee by the National Statistical Commission in respect of national accounts .
3. The Chairman of the Committee may, if necessary, with prior approval of the Central Government , co - opt members for dealing with the specific issues and problems relating to different subjects .
4. The non - official members of the committee will draw TA/DA , sitting fee etc. for attending the meetings of the committee in accordance with the relevant rules and orders in force and the expenditure will be met within the budget grant of the CSO , Ministry of Statistics & P.I.
5. Secretarial assistance to the Committee will be provided by the Central Statistical Organisation, Ministry of Statistics & Programme Implementation.
6. The expenditure of the official members on TA/DA for attending the meetings of the Committee will be borne by the parent Ministry/Department/Organisation to which they belong.
7 . This issues with the concurrence of Financial Adviser ( statistics ) vide Budget & Finance Section Dy. No. 642/B & F/07 dated 10.05.2007.

RESOLUTION
No. K- 12012/ 5/ 16/ 2006 - P & R/ 6664- The All India Handicrafts Board was reconstituted vide resolution of even No. dated 08th September , 2006 for a tenure of two years . The Government of India has decided to induct Dr. G. Panneer Selvam , Bishop's House , Pana Vilai , Thuckaly P.O. , Kanya Kumari District (Tamil Nadu ) as new non- official Member in the All India Handicrafts Board while retaining all officials and non -official members of the existing All India Handicrafts Board constituted vide resolution dated 08th September , 2006 , 23rd October , 2006, 22nd , & 27th November 2006, 5th , 12th , 21st and 22nd December , 2006 , 5th , 10th January , 2007 , 1st and 14th February , 2007 , 2nd, 7th , 9th March , 2007 and 08th May , 2007 .
Thepresent strength of the Board shall be 78 Members comprising of Chairman , 24 official Members including Member Secretary and 53 non - official Members , in the reconstituted All India Handicrafts Board .
All other terms and conditions recorded in the resolution dated 08th September , 2006 will , however, remain same and unchanged.

No. 10 in the said resolution is hereby withdrawn and cancelled with immediate effect , while retaining all officials and non - official members of the existing All India Handicrafts Board constituted vide resolution dated 08th September , 2006, 23rd October, 2006, 22nd and 27th November , 2006 , 5th 12th, 21st and 22nd December, 2006 , 5th 10th January , 2007 , 1st and 14th February , 2007 (except Sl . 3. Terms & Conditions of SAC: -
(a) The terms of reference of the Committee will be as under:
"To advise on policies relating to Science and Technology and measures to implement them to ensure optimum processing of hydrocarbon raw material for use as fuels and chemicals "
(b) The Committee shall meet as often as necessary but at least once in a quarter and will make suitable recommendations to the Ministry of Petroleum & Natural Gas from time to time . Normally, these meetings will be held alternately at Delhi and Mumbai .
(c) The meetings at Delhi will preferably be held either at Science Centre or at the R&D Centre of EIL or BPCL at Gurgaon and Greater Noida respectively. The meetings at Mumbai will be held at BPCL / HPCL Refineries .
(
d) Expenditure on TA / DA of Ex officio members / Government officials / representatives of Public Sector Undertakings / CSIR willbe met by the respective concerned department / Undertaking (s) . Any other expenditure onthe committee will be borne by CHT.
(e) The expenditure on TA / DA of non- officials/ members from Academia will be metby CHT . They will be reimbursed economy class airfare or actual , whichever is lower for attending the SAC meeting and traveling from their placeof working to the place of meeting .
(f) Since proposed Chairman - SAC is non - official member and is CMD - HPCL , a PSU , his TA / DA expenses will be borne by HPCL till such time he is with HPCL . Thereafter his TA / DA expenses would be met by CHT.
(g) Local transport, as per actual for attending the SAC meeting will be reimbursed . However, in case SAC member is provided with transport , no reimbursement for the local transport shall be made .
(h) Anhonorarium of Rs . 1000/- ( Rupees one thousand only) will be paid to the non-official members of the SAC for participating in each SAC meeting .
(i) The Chairman- SAC may recommend payment of suitable / nominal honorarium to professionals / technical experts , who are:
Π Requested to review proposal submitted to SAC for giving their opinion on technical merit of the proposals
Invited in the Committee's meeting to deliver technical talks or to provide important inputs on issues of relevance to the Oil Industry (j) The Secretarial assistance required to the Committee will be provided by the Centre for High Technology .

"However, Chairman(SAC) who is a non- official member may continue to maintain travel entitlement at the pre - retirement level and will be entitled to travel by air in " J" Class for attending the SAC meetings" .
