सं. ए-12018/1/2007 - प्रशा. ( अराज. ) मंत्रिमंडल सचिवालय अधिसूचना सं. 1/ 22/4/2007- कैब दिनांक10 मई, 2007 के द्वारा लघु उद्योग मंत्रालय का नाम बदलकर सूक्ष्म, लघु और मध्यम उद्यम मंत्रालय कर दिया गया है । एम.एस.एम.ई. मंत्रालय भारत में सूक्ष्म, लघु और मध्यम उद्यमों के संवर्धन और विकास के लिए राज्यों के प्रयासों को अनुपूरित करने के लिए नीतियों और केन्द्रीय क्षेत्र के कार्यक्रमों/योजनाओं के निर्माण, उनके कार्यान्वयन और संबद्ध समन्वयन हेतु नोडल मंत्रालय है । नए नाम औरएम.एस.एम.ई. मंत्रालय की जिम्मेदारियों को देखते हुए, सरकार ने विकास आयुक्त ( लघु उद्योग ) कार्यालय जिसे लघु उद्योग विकास संगठन भी कहा जाता है, का नाम बदलकर विकास आयुक्त ( सूक्ष्म, लघु और मध्यम उद्यम ) कार्यालय करने का निर्णय किया है । विकास आयुक्त ( एम.एस. एम.ई. ) कार्यालय सूक्ष्म, लघु और मध्यम उद्यमों के संबंध में सरकार की नीतियों और कार्यक्रमों/परियोजनाओं/योजनाओं के निर्माण और कार्यान्वयन की निगरानी में सरकार की सहायता करने के लिए सर्वोच्च निकाय के रूप में काम करेगा ।
आदेश
आदेश दिया जाता है कि संकल्प की एक प्रति सभी संबंधित व्यक्तियों को प्रेषित की जाए । आदेश दिया जाता है कि संकल्प को सामान्य सूचना के लिए भारत सरकार के राजपत्र में प्रकाशित किया जाए ।

विषय : पर्यावरण एवं वन मंत्रालय की केन्दीय स्टाफिंग स्कीम- भारत सरकार में सहायक वन महानिरीक्षक और समकक्ष और इससे ऊपर के पदों में भारतीय वन सेवा अधिकारियों के चयन एवं नियुक्ति के लिए कार्यपद्धति ।
सं. ए-12011/ 1/2003 - भा .व.सेवा-1--उक्त विषय पर मूल परिपत्र पर्यावरण एवं वन मंत्रालय के दिनांक 8 जनवरी , 1984 के कार्यालय ज्ञापन एफ-1.11/76- आईएफएस के तहत जारी किया गया था । परिपत्र में संशोधन करने के लिए सरकार द्वारा यथा अनुमोदित अनुदेशों को समय - समय पर जारी किया गया था । इन लागू सभी अनुदेशों की समीक्षा और इन्हें समेकित किया गया है, और अधोहस्ताक्षरी को विषय पर संबंधित सभी आदेशों के अधिक्रमण में सभी संबंधितों को सूचना एवं मार्गदर्शन के लिए निम्नलिखित संप्रेषित करने का आदेश हुआ है ।
पर्यावरण एवं वन मंत्रालय की
केन्द्रीय स्टाफिंग स्कीम
1 ) पर्यावरण एवं वन मंत्रालय जिसे आगे से ' मंत्रालय ' कहा जाएगा की केन्द्रीय स्टाफिंग स्कीम जिसे आगे ' स्कीम ' कहा जाएगा , 20 वर्षों से भी अधिक से चल रही है । इसमें मंत्रालय के अंतर्गत स्वायत्त निकायों में आवधिक प्रतिनियुक्ति पदों जिसे गैर- केन्द्रीय स्टाफिंग पदों के नाम से जाना जाता है या संघ लोक सेवा आयोग द्वारा भर्ती से भरे गए पदों के अलावा केन्द्र में सहायक वन [भाग I-खण्ड 1 3

महानिरीक्षक के या इससे ऊपर के अधिकारियों क चयन एवं नियूक्ति के लिए एक पद्धतिवार व्यवस्था का प्रावधान है । मंत्रालय की स्कीम के अंतर्गत भारत सरकार में सहायक वन महानिरीक्षक और उससे ऊपर के पदों की नियुक्तियां भारतीय वन सेवा अधिकारी मांग कर की जाती है । सिद्धांत यह है कि इस प्रकार मांगे गए सभी अधिकारी भारत सरकार, जिसे इसके बाद केन्द्रीय सरकार या केन्द्र कहा जाएगा में प्रतिनियुक्ति पर एक निर्धारित अवधि के लिए सेवा करेंगे और बाद में वे अपने मूल संवर्ग में वापिस चले जाएंगे । उनकी प्रगति , विकास और पदोन्नति मुख्यतया अपने संवर्गों में होगी ।
2) भारतीय वन सेवा के विभिन्न संवर्गों से वरिष्ठ स्तरों पर नई सूचनाओं के लिए ऐसी एक स्कीम का होना मंत्रालय की आवश्यकता है । यह सेवा संवर्ग और भारत सरकार के आपसी हितों का द्विमार्गी क्रियाकलाप है ।
3) सामान्यता इस स्कीम के अंतर्गत शामिल पदों को राज्य/संयुक्त संवर्गों से भारतीय वन सेवा अधिकारियों को मांग कर निश्चित अवधि आधार पर भरा जाता है
4 ) विशिष्ट मामलों में जहां विशिष्ट पदों पर नियुक्ति के लिए पर्याप्त संख्या में भारतीय वन सेवा अधिकारी उपलब्ध नहीं है तो भारतीय वन सेवा (पदोन्नति द्वारा नियुक्ति) नियमावली , 1966 के नियम 7 (3 ) में उल्लिखित 'चयन सूची' में शामिल है राज्य वन सेवा के अधिकारियों को नियुक्तिके लिए चुना जा सकता है । उत्तर पूर्व क्षेत्र में पदों के मामले में राज्य वन सेवा के जिन अफसरों को अभी ऊपर उल्लिखित ' चयन सूची' में शामिल किया जाना है , भी विचार किया जा सकता है ।
उद्देश्य:-
5. पर्यावरण एवं वन मंत्रालय की केन्द्रीय स्टाफिंग स्कीम के क्षेत्र मम्नलिखित मानक है: - i . भारत सरकार में सहायक वन महानिरीक्षक और इसरो ऊपक सभी पदों को भारतीय वन सेवा से निश्चित प्रतिनियुक्ति कार्यकाल पर भरा जा सकता है ।
ii . सेवा के राज्य/ संयुक्त संवर्गों में केन्द्र सरकार के अंतर्गत वरिष्ठ पदों का प्रावधान है जिससे केन्द्र सरकार में पदों पर सेवा करने के लिए प्रशिक्षित और अनुभवी सदस्य मिलते हैं । तद्नुसार विभिन्न राज्य संवर्गों के केन्द्रीय प्रतिनियुक्ति कोर का उपयोग एक महत्वपूर्ण तथ्य है जो उस स्तर को नियन्त्रित करता है जिससे सेवा के विभिन्न राज्य संवर्गों से अधिकारी मांगे जाते हैं । भाग I-खण्ड 1 ]

2. पात्रता मानदण्ड

अधिकारी वरिष्ठ समयमान या अधिक में मूलवेतन के रुप में कम से कम 10,975 रुपए आहरण कर रहे हों । इस स्तर पर पदों अर्थात एआईजी श्रेणी ।। , एआईजी ग्रेड- । और वरिष्ठ एआईजी जिनकी आर्हता सेवा क्रमशः 7,9 और 13 वर्ष है, के मध्य कुछ छूट होगी ।
अधिकारी 12000-16500 या इससे अधिक के वेतनमान में कम से कम 13775 रुपएं मूल वेतन आहरण करता हो ।
18400-22400 रुपए के वेतनमान में किसी राज्य संवर्ग या सेवा के कम से कम एक अधिकारी की नियुक्ति आवंटन के उस वर्ष के अधिकारियों पर विचार करने के लिए पूर्व शर्त होगी ।
मूल संवर्ग सेवा में 18400-22400 के वेतनमान में न्यूनतम 3 वर्षों सेवा और सेवा निवृति के लिए न्यूनतम 2 वर्ष शेष होने चाहिए । योग्यता मानदण्ड समग्र बैच पर तब लागू होगा जब बैच का कोई अधिकारी 18400-22400 के मूल वेतन पद पर अपेक्षित 3 वर्षों की सेवा कर लेगा ।
मूल संवर्ग या सेवा में 18400-22400 के वेतनमान के पांच साल की सेवा और सेवानिवृति के लिए न्यूनतम 2 वर्ष शेष होने चाहिए । योग्यता मानदण्ड समग्र [भाग I-खण्ड 1 660

सहायक वन महानिरीक्षक और समकक्ष और उप वनमहानिरीक्षक और समकक्ष स्तर के पदों पर नियुक्ति के लिए चयन हेतु संस्थानात्मक व्यवस्था

सहायक वन महानिरीक्षक और उप वन महानिरीक्षक या समकक्ष रैंक के पदों को भरने के लिए मंत्रालय को इसके लिए गठित केन्द्रीय वानिकी स्थापना बोर्ड सहायता और परामर्श देगा । इस बोर्ड का गठन और कार्यों का विवरण नीचे दिए अनुसार है: -

8. बोर्ड के यह कर्तव्य होंगे : -
(क) विचार करने के लिए चयन के क्षेत्र में लाभों , अधिकारियों की योग्यता , और उपलब्धता के संबंध में सिफारिशें करना :

ⅰ . मंत्रालय की केन्द्रीय स्टाफिंग स्कीम के अंतर्गत ए आई जी एफ और डीआईजीएफ या समकक्ष पदों पर नियुक्ति के लिए ।
ii . अन्य पदों के लिए जिनका अधिकतम वेतनमान 20000 से अधिक नहीं है जब सेवा के अधिकारियों को नियुक्त करने का प्रस्ताव हो ।
(ख) अखिल भारतीय सेवा नियमावली जो कि बोर्ड के कार्यक्षेत्र में आता है , के नियम 16(3) अंर्तगत है , समय पूर्व सेवा निवृत्ति के मामलों के संबंध में विचार करना और सक्षम प्राधिकरण को सिफारिशें करना और मुख्य वन संरक्षक के रैंक से नीचे/या समतुल्य अधिकारियों के बारे में संबंधित नियमों के अंतर्गत समयपूर्व सेवा निवृत्ति पर विचार करना ।
(ग) सरकार द्वारा इसे संदर्भित किए गए फैलोशिप प्रशिक्षण के ऐसे मामलों पर प्रतिनियुक्ति के लिए चयन पर सिफारिशें करना ।
वन महानिरीक्षक एवं समकक्ष , महानिदेशक भारतीय वन सर्वेक्षण , निदेशक , इंदिरा गांधी राष्ट्रीय वन अकादमी और समकक्ष, अपर वन महानिदेशक और वन महानिदेशक और विशेष सचिव के पदों पर नियुक्ति के चयन के लिए संस्थानात्मक प्रावधान
9. वन महानिरीक्षक अथवा समकक्ष और अपर वन महानिदेशक स्तर सहित ऊपर के रैंक के पदों को भरने के लिए गठित विशेष चयन समिति , जिसे इसके बाद ' समिति' कहा गया है , मंत्रालय को मंत्रिमंडल की चयन समिति को सिफारिश करने की कार्रवाई करने में सहायता करेगी और सुझाव देगी ।

विशेष चयन समिति के कार्य: -
10. चयन पर विचार करने के लिए अधिकारियों की योग्यता पात्रता और उपलब्धता के संबंध में निम्न सिफारिशें करना: -
(1) स्कीम के अंतर्गत वन महानिरीक्षक और समकक्ष/महानिदेशक, भारतीय वन सर्वेक्षण/निदेशक , इन्दिरा गांधी राष्ट्रीय वन एकादमी अथवा समकक्ष/अपर वन महानिरीक्षक/ वन महानिदेशक और विशेष सचिव के पदों पर नियुक्ति के लिए ।
(!!) अन्य गैर सचिवालय पद जिनका अधिकतम वेतनमान 18,400 से कम न हो लेकिन 24,500 से अधिक न हो जब सेवा के अधिकारियों की नियुक्ति प्रस्तावित की जाती है ।

11. स्कीम के अंर्तगत मंत्रालय में भा० व सेवा संवर्ग का प्रबंधन टेण्डने वाले संयुक्त सचिव या समकक्ष अधिकारी को वन स्थापना अधिकारी के रूप में पदनामित किया जाएगा जिसे आगे से एफ ई ओ कहा जाएगा और वह विशेष चयन समिति का पदेन सचिव होगा ।
एफ ई ओ के कर्तव्य इस प्रकार से होंगे : -
(1 )
सी एफ ई बी /एस एस सी /ए सी सी के लिए सम्प्रेष्ण प्राप्त करना और उनके आदेशों को सम्बंधित अधिकारियों को प्रेषित करना
(ii) एस एस सी/ सी एफ ई बी के कार्यक्षेत्र में पड़ने वान सभी संभव या समुपस्थित रिक्तियों के बारे में और ऐसी नियुक्तियां करने के लिए अनिवार्य वरिष्ठता/ योग्यता और अनुभव रखने वाले अधिकारियों की उपलब्धता के बारे में अपने आपको सूचित रखना ।
(iii) केन्द्र में प्रतिनियुक्ति पदों पर उपयुक्त अधिकारियों की नियुक्ति के लिए पद्धतिबद्ध योजना के लिए राज्य सरकारों के साथ संपर्क बनाए रखन
(iv) सेवा के सभी संबंधित अधिकारियों की वार्षिक गोपनीयाना रिपोर्टों के उचित रखरखाव और अभिरक्षा को सुनिश्चित करना ।
(V) एसीसी यासी एफई बी के कार्यक्षेत्र में नियुक्तियों के संबंध में अधिकारियों के चयन या प्रत्यावर्तन के संबंध में राज्य सरकारों के साथ पत्र- व्यवहार करना ।
(vi) व्यक्तिगत विकास सहित वरिष्ठ प्रबंधन (वन महानिरीक्षक और इससे अपर या समकक्ष )के सभी पहलुओं के बारे में अपने आप को सूचित रखना । भाग I-खण्ड 1]

स्वायत्त निकायों में नियुक्ति के लिए संवर्ग मंजूरी
12. पर्यावरण एवं वन मंत्रालय या किसी अन्य मंत्रालय द्वारा पूर्ण रुप से या आंशिक रूप से वित्त पोषित स्वायत्त निकाय मंत्रालय से संवर्ग स्वीकृति प्राप्त किए बिना किसी सदस्य की नियुक्ति नहीं करेगा ।
रिक्तियों को भरने की प्रक्रिया
13. प्रक्रिया इस प्रकार से होगी: -
(1) विभिन्न स्तरों पर भारतीय वन सेवा अधिकारियों को उनकी वार्षिक गोपनीय रिपोर्टों/व्यक्तिगत आकलन रिपोर्टों डोजियर; सतर्कता निकासी और अन्य सेवा रिकार्डों के आधार पर नामिकागत किया जाएगा । वन महानिरीक्षक और इससे ऊपर के स्तरों पर पैनल के लिए सी सी का अनुमोदन अपेक्षित होगा ।
विभिन्न ग्रेडों में नामिकागत अधिकारियों की सूची का एफ ई ओ द्वारा रखरखाव किया जाएगा । (ii )
(iii) राज्य/संघशासित सरकारें नामिकागत अधिकारियों में से उन अधिकारियों के नाम प्रस्तुत करेंगी जिनको भारत सरकार में प्रतिनियुक्ति के लिए भेज सकते हैं । ऐसे अधिकारियों की सूची " प्रस्ताव सूची " होगी ।
(iv) प्रत्याशित और वर्तमान रिक्तियों के बारे में राज्य/ संघ शासित सरकारों को छमाही आधार पर अथवा उससे पहले , यदि ऐसी अपेक्षा हो , जानकारी दी जाएगी । इस सूचना को मंत्रालय की वेबसाइट पर भी डाला जाएगा ।
(v) स्क्रीनिंग समिति विशिष्ट पद के लिए उपयुक्त उम्मीदवारों की सूची तैयार करेगी । समिति में निम्नलिखित शामिल होंगे: -

एक विशिष्ट स्तर के अधिकारियों की स्क्रीनिंग के लिए उसी स्तर धवा नीचे के स्तर का कोई अधिकारी स्क्रीनिंग समिति का सदस्य नहीं होना चाहिए ।
(vi) उम्मीदवारों के अंतिम चरण के लिए प्रस्ताव सूची/ चयन किए गए प्रस्ताव सूची बोर्ड / समितिके समक्ष प्रस्तुत की जाएगी ।
(vii ) ' पैनल' को कड़े चयन और ऐसे मानदण्डों के आकलन जैसे सेवाकाल, मैरिट , सक्षमता, नेतृत्व योग्यता के आधार पर नीति बनाने की क्षमता अनुभव और पद के लिए अधिकारी ( अधिकारियो ) की विशिष्ट उपयुक्तता के माध्यम से तैयार किया जाएगा । (viii ) उप वन महानिरीक्षक और समकक्ष स्तर के पदों पर नियुक्ति का अनुमोदन मंत्रालय द्वारा किया जाएगा और वन महानिरीक्षक और उससे ऊपर के स्तरों के लिए ए सी सी द्वारा किया जाएगा । इस स्कीम के अंतर्गत अन्य मंत्रालयो में अधिकारियों की नियुक्ति के लिए पर्यावरण एवं वन मंत्रालय में सक्षम प्राधिकरण ः अनुमोदित ' पैनल ' उस मंत्रालय में उपयुक्त अधिकारी के चयन के लिए संबंधित नभालय को भेजा जाएगा । (ix) किसी विशिष्ट पद के लिए पैनल ' की वैधता सक्षम प्राधिकरण द्वारा इसके अनुमोदन की तारीख से एक वर्ष की अवधि के लिए होगी ।
(x) एक बार नामिकागत (एमपैनलड ) किया गया अधिकारी संवानिवृति तक नामिकागत रहेगा ।
कार्यकाल
14 (ⅰ ) केन्द्र सरकार के अंतर्गत मंत्रालय में प्रतिनियुक्ति का निर्धारित कार्यकाल स्कीम की मुख्य बात है । केन्द्र और राज्य और मुख्यालयों तथा फील्ड के बीच चक्रानुक्रम केन्द्र और राज्य सरकार के लिए नीति निर्माण ओर कार्यक्रमों के कार्यान्वयन के लिए व्यवहारिकता का एक निश्चित स्तर प्रदान करेगा । अब तक प्राप्त अनुभव के आधार पर, विभिन्न स्तरों पर प्रतिनियुक्ति के कार्यकाल की अवधियां नीचे दिए अनुसार होंगी ।
ए आई जी एफ अथवा समकक्ष 4वर्ष
डी आई जी एफ अथवा समकक्ष 5 वर्ष
आई जी एफ अथवा समकक्ष 5 वर्ष
आई जी एफ के स्तर के ऊपर 4वर्ष
14(ii ) वन महानिदेशक अथवा समकक्ष अधिकारी को जब स्कीम के अतति महानिदेशक , भारतीय वन सर्वेक्षण अथवा निदेशक, इंदिरा गांधी राष्ट्रीय वन अकादमी अथवा समकक्ष स्तर पर नियुक्त किया जाता है तो उनका अधिकतम संयुक्त प्रतिनियुक्ति कार्यकाल सात वर्ष होगा । ए डी जी एफ के स्तर पर नियुक्ति के लिए संयुक्त कार्यकाल सात वर्ष का होगा । वन महानिदेशक और विशेष सचिव के पद के लिए कोई निश्चित कार्यकाल नही होगा !

14 (iii) प्रतिनियुक्ति अवधि के पूरा होने की नियत तिथि पर प्रत्येक अधिकारी अपने मूल कार्यालय वापस भेजा जाएगा । तथापि अधिकारी के पास अपने निजी कारणों जैसे बच्चों की शिक्षा आदि के आधार पर अपने प्रतिनियुक्ति कार्यकाल के पूरा होने की तिथि से पूर्व 31 मई तक अपने संवर्ग में वापस जाने का विकल्प है ।
14 (iv) स्कीम के अंतर्गत केन्द्र में प्रतिनियुक्त पर कार्यरत अधिकारी को उसके द्वारा विदेश में लिए गए प्रशिक्षण की अवधि को केन्द्र में उसके कार्यकाल की गणना करते समय हटाया नहीं जाएगा । 14(V) भारत में प्रशिक्षण प्राप्त करने वाले अधिकारियों के मामले में केन्द्र में कार्यकाल की गणना के उद्देश्य से निम्नलिखित संस्थानों के मामले में प्रशिक्षण की पूर्ण अवधि को हटा दिया जाएगा । (i) राष्ट्रीय रक्षा कालेज , नई दिल्ली
(ii) रक्षा सेवाएं स्टाफ कालेज वेलिंगटन
( iii) राष्ट्रीय प्रबंध कार्यक्रम के लिए प्रबंध विकास संस्थान, गुड़गांव
(iv) लोक प्रशासन में उन्नत व्यवसायिक कार्यक्रम पाठ्यक्रम के लिए भारतीय लोक प्रशासन संस्थान केन्द्र में केवल प्रथम कार्यकाल के लिए । यदि ए पी पी पी ए पाठ्यक्रम के लिए चयन प्रथम कार्यकाल के अंत में होता है तो अधिकारी का कार्यकाल पाठ्यक्रम पूरा होने तक बढ़ा दिया जाएगा ।
(v) डी ओ पी टी द्वारा प्रायोजित जन नीति पर एम बी ए पाठ्यक्रम के लिए भारतीय प्रबंध संस्थान बंगलौर
(vi) जवाहर लाल नेहरु फैलोशिप के लिए चुने गए अधिकारी के लिए फैलोशिप पर व्यतीत केवल आधी अवधि ही केन्द्रीय कार्यकाल में गिनी जाएगी ।
14 (Vi ) इस स्कीम के अंतर्गत यदि किसी अधिकारी प्रतिनियुक्ति कार्यकाल पूरा होने के समय का अधिवार्षिता पर रिटायर्ड होने में एक वर्ष से कम समय रह गया हो तो वह चाहे तो सेवानिवृत कार्यकाल को अधिवार्षिता तक बढ़ा सकता है । और उसे मूल संवर्ग में वापस भेजने की आवश्यकता नही होगी ।
14(vii) कोई अधिकारी जो निम्नलिखित संस्थानों/ पदों में से किसी पर भी कम से कम तीन वर्ष के लिए सेवारत रहा है उसे अधिकतम सात वर्षों के पूरे कार्यकाल की शर्त पर उस पद पर आधी अवधि को अपने केन्द्रीय प्रतिनियुक्ति कार्यकाल में जोड़ने की अनुमति दी जाएगी ।
1. राज्य वन सेवा कालेज, बुरनीहाट, देहरादून और कोयम्बटूर
2. पूर्वी वन रेंजर्स कालेज , कुर्सियांग
3. शिलांग में मंत्रालय का क्षेत्रीय कार्यालय
4. भारतीय वन सर्वेक्षण
5. इंदिरा गांधी राष्ट्रीय वन अकादमी , देहरादून [भाग I-खण्ड 1 666

14 (viii ) विदेश में तैनाती अथवा विदेश सेवा से लौटने पर एक वर्ष से हम अवधि रह जाने पर अधिकारियों को उनके मूल संवर्गों में वापस भेज दिया जाए ।
14 (ix) पर्यावरण एवं वन मंत्रालय की सेन्ट्रल स्टाफिंग स्कीम के अंतर्गत सेवारत अधिकारियों की समय से पूर्व उनके संबंधित संवर्ग में वापस मंत्रिमंण्डल सचिवालय द्वारा अनुमत होगी !
(क ) जब अधिकारी अपने संवर्ग में पदोन्नति का लाभ पाना चाहता हो ।
(ख) जब अधिकारी की प्रतिनियुक्ति का शेष कार्यकाल छह माह ने कम हो
प्रतिनियुक्ति कार्यकाल पूरा होने से पहले संवर्ग में वापिस लौटने के सभी मामलों के लिए मंत्रिमंडल की नियुक्ति समिति का अनुमोदन अपेक्षित होगा । अधिकारियो के प्रतिनियुक्ति की अवधि समाप्त होने से पहले अपने संवर्ग में वापस जाना ' बढ़ाया गया कूलिंग आफ की शर्त पर होगा अर्थात् केन्द्र में अगली प्रतिनियुक्ति के लिए कूलिंग आफ को अधिकारी का सामान्यः कार्यकाल पूरा होने ( जब होना निश्चित था ) की तारीख से गिना जाएगा ।
14 (X) पूर्व पैराग्राफों में यथा निर्धारित प्रतिनियुक्ति कार्यकाल प्रतिनियुक्ति पर बने रहने के लिए अधिकारियों को कोई अधिकार प्रदान नहीं करते । केन्द्रीय सरकार के पास बिना कोई कारण बताए अधिकारियों को उनके मूल संवर्ग में वापस भेजने अथवा उनकी तैनाती का स्थान बदलने का अधिकार सुरक्षित है । अधिकारियों के कार्यकाल को जन हित में सक्षम प्राधिकारी के विवेक से कम भी किया जा सकता है ।
14 (xi ) इस स्कीम के उपबंधों के अंतर्गत पद पर नियुक्त प्रत्येक अधिकार " को कार्यकाल पूरा होने पर मूल राज्य / संयुक्त संवर्ग में वापिस भेजा जाएगा । अनुमोदित कारणकाल पूरा होने पर संगठन/ संस्थान का अध्यक्ष अधिकारी को कार्यमुक्त करने के लिए जिम्मेदार होगा । किसी भी अधिकारी को अनुमोदित कार्यकाल के बाद संगठन/ संस्थान में नहो रखा जाएगा । रिक्त पद पर अस्थायी व्यवस्था के लिए ऐसे पद पर नियुक्ति के लिए सक्षम प्राधिकरण का अनुमोदन अपेक्षित होगा ।
14 (xii ) केन्द्र से कार्यकाल पूरा होने के बाद वापिस आए अधिकारी को सवं धत संगठन/संस्थान दो माह तक की छुट्टी की अनुमति दे सकता है । और आगे अपेक्षित छुट्टी यदि कोई हो, की मंजूरी के लिए अधिकारी अपने मूल संवर्ग को आवेदन करेगा ।
विदेश में नियुक्ति से लौटने वाले अधिकारी
15. कोई अधिकारी जो दो वर्ष अथवा अधिक अवधि के लिए विदेश मेंनियुक्ति पर हो उसे विदेश में ऐसी प्रतिनियुक्ति से लौटने तक उसे नामिकागत किए जाने पर विचार नहीं किया जाएगा । केन्द्र में प्रतिनियुक्ति पर तैनाती के बीच अंतराल
16 (i ) किसी अधिकारी की केन्द्र सरकार में ए आई जी एफ , डी आईजीएफ, अथवा आई जी एफ के पद पर प्रतिनियुक्ति के लिए केवल तभी विचार किया जाएगा बश्ते कि उन्होंने केन्द्र में अपनी नियुक्ति की प्रस्तावित तारीख को राज्य सरकार / संघ शासित प्रासन अथवा अपने मूल संवर्ग भाग 1-खण्ड 1 ]

में तीन वर्ष की सेवा की हो । असम, मेघालय, मणिपुर, त्रिपुरा, नागालैण्ड , अरुणाचल प्रदेश , मिजोरम, अण्डमान और निकोबार द्वीप समूह , लक्षद्वीप द्वीपसमूह, जम्मू और कश्मीर और सिक्किम जैसे राज्यों के मामले में निर्धारित अंतराल, जिसे " कूलिंग ऑफ " अवधि भी कहा जाता है , दो वर्ष का होगा । महानिदेशक, एफ एस आई/ निदेशक , आई जी एन एफ ए अथवा ए डी जी एफ अथवा समकक्ष स्तर की नियुक्ति के लिए " कूलिंग आफ " की अवधि एक वर्ष होगी । डी जी एफ अथवा एस एस के पद पर नियुक्ति के लिए कोई प्रतिबंध लागू नहीं होगा ।
16(ii ) केन्द्र में प्रतिनियुक्ति की अवधि पूरी होने पर किसी अधिकारी द्वारा केन्द्र सरकार से ली गई छुट्टी " कॉलिंग आफ " अवधि में नहीं गिनी जाएगी । दूसरे शब्दों में " कूलिंग आफ " अधिकारी द्वारा राज्य सरकार , संघ शासित प्रशासन अथवा संवर्ग प्राधिकरण में ड्यूटी के रिपोर्ट करने से शुरु होगा ।
16( iii) पूर्वोत्तर राज्यों और जम्मू और कश्मीर के अलावा अन्य संवर्ग के अधिकारियों के लिए " कूलिंग आफ " की अवधि, जिन्होंने केन्द्रीय प्रतिनियुक्ति की अवधि पूरी होने के बाद पूर्वोत्तर राज्यों और जम्मूकश्मीर में सेवा करने का विकल्प दिया हो , अन्य के लिए निर्धारित " कूलिंग आफ " की सामान्य अवधि 50% कम कर दी जाएगी । ( ऐसे अधिकारियों द्वारा पूर्वोत्तर राज्यों और जम्मूकश्मीर में की गई सेवा को " कॉलिंग आफ " में गिना जाएगा ) ।
16(iv) केन्द्रीय प्रतिनियुक्ति सामान्यतया अंतर संवर्ग प्रतिनियुक्ति के अनुसरण में नहीं होगी । यद्यपि इसकी अनुमति केवल उन अधिकारियों के मामले में होगी जो पूर्वोत्तर राज्यों और जम्मूऔर कश्मीर के अलावा दूसरे संवर्ग के है और जिन्होंने पूर्वोत्तर राज्यों अथवा जम्मूकश्मीर में कम से कम डेढ़ वर्ष की न्यूनतम अवधि के लिए सेवा की हो ।
अनिवार्य प्रतीक्षा
17 (i ) यदि किसी अधिकारी को प्रशिक्षण से लौटने अथवा पद समाप्त होने आदि के बाद पूर्व में धारित पद से भिन्न पद पर नियुक्त किया जाता है तो वह पूर्व में धारित पद जिस पर वह पहले तैनात थे और उसी संगठन की स्थापना पर बने रहेंगे तथा उनके वेतन एवं भत्तों का वहन भी उसी संगठन द्वारा किया जाएगा जब तक कि वह नए पद पर अपना कार्यभार ग्रहण नहीं कर लेते है । अनिवार्य प्रतीक्षा की अवधि के दौरान ऐसे अधिकारी की सेवा का मंत्रालय द्वारा किसी विशिष्ट कार्य के लिए प्रयोग किया जा सकता है ।
17 (ii) आवासीय आयुक्त अथवा 14.10.1983 से दिल्ली में राज्य सरकार में ऐसे ही समान पद पर तैनात अधिकारी को केन्द्रीय सरकार द्वारा केन्द्रीय प्रतिनियुक्ति के लिए विचार करते समय कम महत्व दिया जाएगा ।
रोक लगना
18 (i ) किसी अधिकारी को केन्द्रीय सरकार के आदेश के अनुसरण में सौंपे गए कार्यभार को ग्रहण करने में असफल होने और संवर्ग प्राधिकरण/ राज्य सरकार द्वारा विशेष समिति / सी एफ ई बी 4-121 GI/ 2007 [भाग I-खण्ड 1 668

द्वारा तैनाती के लिए " पैनल " में उनका नाम शामिल करने से पूर्व " प्रस्ताव सूची " से नाम वापिस लेने का अनुरोध न किया हो तो उसे पांच वर्ष की अवधि के लिए सामान्यतया केन्द्रीय प्रतिनियुक्ति पर आगे रोक लगा दी जाएगी ।
18( ii ) रोक लगाए जाने के विरुद्ध प्रतिवेदन पर मंत्रिमंडल की नियुक्ति समिति द्वारा विचार किया जाएगा और निर्णय लिया जाएगा ।
पर्यावरण एवं वन मंत्रालय की केन्द्रीय स्टाफिंग स्कीम के अंतर्गत कार्मिक एवं प्रशिक्षण विभाग की सेन्ट्रल स्टाफिंग स्कीम और अन्य मंत्रालय की गैर सैन्ट्रल स्टाफिंग स्कीम पदों पर नियुक्त अधिकारियों कासंचालन
19 (1 ) मंत्रालय की केन्द्रीय स्टाफिंग स्कीम के अंतर्गत शामिल पद पर संयुक्त अधिकारी की केन्द्र के दूसरे पद पर संचालन की अनुमति है । पर्यावरण एवं वन मंत्रालय की केन्द्रीय स्टाफिंग स्कीम के अंतर्गत शामिल पदपर अधिकारी की पर्यावरण एवं वन मंत्रालय, कार्मिक एवं प्रशिक्षण विभाग , अन्य मंत्रालय के गैर सैन्ट्रल स्टाफिंग स्कीम में विपरीत संचलन को भी अनुमति है ।
19 ( ii) केन्द्रीय स्टाफिंग स्कीम और गैर- स्टाफिंग स्कीम में लगतार ऊर्यकाल की अधिकतम अवधि सात वर्ष होगी ।
मामले जो स्कीम के अंतर्गत शामिल नहीं है ।
20. केन्द्रीय प्रतिनियुक्ति से संबंधित मामले जो इस स्कीमके अंलग्न विशेष रुप से शामिल नहीं है उन पर कार्मिक एवं प्रशिक्षण विभाग की केन्द्रीय स्टाफिया स्कीम में अपनाई जा रही प्रक्रिया/मार्गनिर्देश लागू होंगे ।
निरस्त करना और बचत
21 इस संशोधित स्कीम के लागू होने की तारीख से इस स्लोभ के कार्य क्षेत्र में आने वाले विभिन्न पदों पर नियुक्तियों के लिए बनाए गए पुराने नियम के लागू होने पर रोक लगा दी जाएगी । 22. इन अनुदेशों के भाषांतर के संबंध में शंका अथवा विवाद का मुद्दा पर्यावरण एवं वन मंत्रालय को अंतिम निर्णय के लिए भेजा जाएगा ।

2. और जबकि महर्षि मारकन्डेश्वर शिक्षा न्यास ने केन्द्र सरकार से अपने द्वारा संचालित 10 उच्चतर शिक्षा संस्थाओं को ' महर्षि मारकन्डेश्वर विश्वविद्यालय ' के नाम एवं शैली में सम- विश्वविद्यालय घोषित करने के लिए आवेदन किया था;
3. और जबकि विश्वविद्यालय अनुदान आयोग ने दिनांक 21 मई, 2007 के अपने अनुशंसा पत्र द्वारा महर्षि मारकन्डेश्वर शिक्षा न्यास को ' महर्षि मारकन्डेश्वर विश्वविद्यालय' के नाम एवं शैली के रूप में सम-विश्वविद्यालय घोषित करने की सिफारिश की है;

The name of the Ministry of Small Scale Industries has been changed to Ministry of Micro , Small & Medium Enterprises vide Cabinet Secretariat Notification No.1 /22/ 4/2007- Cab . dated 10th May, 2007. The Ministry of MSME is the nodal Ministry for formulation of policies and Central Sector Programmes / Schemes , their implementation and related coordination, to supplement the efforts of the States for promotion and development of Micro , Smali & Medium Enterprises in India . In keeping with the new name and responsibilities of the Ministry of MSME, the Government have decided to change the name of the Office of the Development Commissioner ( Small Scale Industries ) , which is also known as Small Industry Development Organisation as Office of the Development Commissioner (Micro , Small & Medium Enterprises ) with immediate effect . CENTRAL STAFFING SCHEME OF
THE MINISTRY OF ENVIRONMENT AND FORESTS
1) The Central Staffing Scheme ( CSS ) hereinafter referred to as 'Scheme of the Ministry of Environment and Forests (MoEF) hereinafter referred to as 'Ministry' has been in operation now for over 20 years . It provides for a systematic arrangement for the selection and appointment of officers of and above the rank of Assistant Inspector General of Forests (AIGF ) the Centre , excluding the tenure deputation posts in the autonomous bodies under the Ministry. known as Non Central Staffing Scheme posts or posts filled by recruitment through the Umon Public Service Commission. Appointments to all posts of the rank of Assistant Inspector General of Forests and above in the Government of India are made under the Scheme of the Mimstry, by borrowing officers from the Indian Forest Service ( IFS ) , the cardinal principle being that allicers so borrowed will serve the Government of India hereinafter referred to as Central Government or Centre , for a stipulated tenure on deputation and , thereafter, return to their parent cadres . Their growth , development and career prospects will be mainly in their own cadres .

2) The raison d'etre of such a scheme is the Ministry's need for fresh inputs at senior levels from different cadres of the Indian Forest Service. This two -way movement is of mutual benefit to the Service cadres and the Government of India .
3) The posts included under this Scheme shall ordinarily be manned by Indian Forest Service (IFS) officers borne on State/ Joint cadres borrowed on tenure basis.
4) In exceptional cases , where sufficient number of IFS officers are not available for appointment to specific posts , the officers borne on the State Forest Service ( SFS) whose names are included in the 'Select List' referred to in Regulation 7(3) of the IFS (Appointment by Promotion) Regulations , 1966 , may be selected for appointment . In case of posts in the North Eastern Region , the SFS officers who are yet to be included in the 'Select List ' referred to above , may also be considered.

5. The scope of the Central Staffing Scheme of MoEF is bound by the following parameters : -
(i) All posts of the rank of Assistant Inspector General of Forests and above in the Government of India may be filled on tenure deputation from the Indian Forest Service;
( ii) The States/ Joint Cadres of the Service have a provision for Senior Posts under the Central Government, which provides for trained and experienced members of Service to serve on posts in the Central Government . Accordingly , utilization of the central deputation quota of different State cadres is an important factor governing the scale at which officers are borrowed from the various State cadres of the Service .

FOREST ESTABLISHMENT OFFICER :
11. Joint Secretary or equivalent dealing with the IFS cadre management in the Ministry shall be designated as the Forest Establishment Officer hereinafter called ( FEO ) under the Scheme and he would be the ex-officio Secretary to the SSC.
The duties of FEO shall be: -
(1) To receive communications intended for the CFEB/ SSC/ ACC and to obtain and communicate their orders to the officers concerned.
(ii) To keep himself informed of all possible or impending vacancies in the posts falling within the purview of the SSC/ CFEB and the availability of officers of the requisite seniority/ qualifications and experience for making such appointments .
( iii) To keep himself in close touch with the State Governments , for the systematic planning for placement of suitable officers on deputation posts at the Centre;
(iv) To ensure up- to- date maintenance and proper custody of the annual confidential records of all officers belonging to the Service;
(v) To correspond with the State Governments in regard to the selection or reversion of officers in connection with the appointments within the purview of the ACC or CFEB ;
(vi) To keep himself fully informed of all aspects of senior management ( i.e. IGF and above and their equivalent ) including development of personnel for it .
CADRE CLEARANCE FOR APPOINTMENT TO AUTONOMOUS BODIES 12. The autonomous bodies wholly or substantially funded by the MoEF or any other Ministry shall not appoint a member of the Service without obtaining cadre clearance from the Ministry.
PROCEDURE FOR FILLING UP OF VACANCIES :
13. The procedure will be as under: -
(1) The IFS officers at different levels shall be empanelled based on the evaluation of their Annual Confidential Reports (ACRs) / Personal Appraisal Reports (PARs) Dossiers ; Vigilance clearance and other Service Records. The Panels at the levels of IGF and above will require approval by the ACC.
(ii ) The list of officers empanelled at different Grades shall be maintained with the FEO .

willing to spare for deputation with the GOI . The list of such officers shall constitute the "Offer List " .
(iv) The anticipated and the existing vacancies shall made known to the State/ UT Governments on six- monthly basis or earlier if so required. This information shall also be put on the Ministry's website.
(v) A Screening Committee shall shortlist the suitable candidates for a particular post . The Committee shall comprise of

For screening of officers at a particular level , no officer of the same level or below shall be a Member of the Screening Committee:
(vi) For final selection of the conadidate the Offer List / Short - listed Offer List shall be put up before the Board / Committee .
(vii) The preparation of a 'panel ' shall be through a process of strict selection and evaluation of such criteria as length of the service , merit , competence , leadership , capacity for policy making on the basis of qualification , experience and specific suitability of the officer (s) to the post .
(viii) The appointments to the posts up to the level of DIGF and equivalent shall be approved by the Ministry and for the level of IGF and above by the ACC . For appointments of officers under this scheme in other Ministries , a 'panel' approved by the competent authority in the MoEF would be forwarded to the concerned Ministry for selection of a suitable officer in that Ministry.
(ix) The validity of a 'panel ' for a particular post shall be for a period of one year from the date of its approval by the competent authority.
(x) The officer once empanelled shall stay empanelled till retirement .

TENURE
14(i) The fixed tenure of deputation of posting under the Central Government in the Ministry is the heart of the Scheme . Rotation between the Centre and the States and headquarters and the field, provide a certain degree of pragmatism to the officers for policy formulation and implementation of programmes of the Central and the State Government . Based on the experience gained so far , the periods of tenure of deputation at the different levels shall be as under: -

14( ii ) An officer holding the post of Inspector General of Forests or equivalent when appointed to a post under the Scheme at the level ofDirector General , Forest Survey of India ( FSI) or Director , Indira Gandhi National Forest Academy ( IGNFA) or equivalent shall have a maximum of seven years of combined deputation tenure . For appointment at the level of the ADGF , the combined tenure will be seven years . There shall be no fixed tenure for the post of the Director General of Forests and Special Secretary (DGF& SS ) .
14( iii) On the exact date of completion of deputation tenure , every officer shall revert back to his parent cadre . The Officer will, however , have a choice to revert to the cadre on the 31st May, previous to the date of the end of the deputation tenure in case of personal grounds such as children's education etc.
14( iv) The period of training abroad undergone by an officer , who was deputed while working at the Centre under the Scheme will not be excluded for the purpose of calculating the tenure at the Centre .
14(v) In cases of the officers who underwent training in India the complete period of training will be excluded for the purpose of calculating tenure at the Centre in the following institutions cases :
(i) The National Defence College, New Delhi .
(ii) The Defence Services Staff College , Wellington .
(iii) The Management Development Institute , Gurgaon for the National Management Programme.
(iv) The Indian Institute of Public Administration , New Delhi for the Advanced Professional Program in Public Administration (APPPA) course (only for the first tenure at the Centre) . If the selection for the APPPA course is towards the end of the first tenure , the officer will get extension of tenure till the end of the course .
(v) The Indian Institute of Management , Bangalore for MBA course on Public Policy sponsored by the DoPT.

(vi) For an officer selected for the Jawahar Lal Nehru Fellowship , only half the period spent on the Fellowship will be counted towards the Central tenure .
14(vi) If an officer at the time of completion of his / her deputation tenure under this scheme has less than one year to retire on superannuation , can be given extension of tenure , if willing , till his/her superannuation and need not be reverted to the parent cadre.
14(vii ) An officer who has served in any of the following institutions /posts for at least three years will be permitted to count half the period spent on that post towards his central deputation tenure , subject to a maximum overall tenure of seven years .
1. State Forest Service College , Burnihat , Dehradun and Coimbatore 2. Eastern Forest Rangers College , Kurseong .
3. Regional Office of the Ministry at Shillong
4. Forest Survey of India.
5. Indira Gandhi National Forest Academy, Dehradun .
14(viii) Officers left with balance tenure of less than a year on return from posting abroad or Foreign Service shall be reverted to their parent cadres.
14( ix) Premature reversion to the respective cadres of the Officers serving under the Central Staffing Scheme of MoEF may be allowed by the Cabinet Secretary:
a. in cases where the officers want to avail the benefit of promotion in their cadres;
b. where the balance tenure of the officer is less than six months.
All other cases of premature repatriation to cadres will require the aproval of the Appointments Committee of the Cabinet . Officers reverting to their cadres prematurely shall be subject to the condition of ' extended colling off ' , viz , the cooling off for the next Central deputation being reckoned from the date the officers (were scheduled to) complete their normal tenures .
14(x) The deputation tenure as prescribed in the preceding paragraphs will not confer any right to the officers to remair, on deputation . The Central Government reserves the right to revert the officers to their parent cadres at any time without assigning any reason or change his place of posting . The tenure of the officer ( s ) can also be curtailed in public interest at the discretion of the Competent Authority.
14(xi ) Every officer appointed to the post under the provision of this Scheme shall revert to the parent State/Joint cadre on the completion of tenure . On completion of approved tenure , the Head of the organization/ institute will be responsible for relieving the PART I-SEC . 1 ]

officer. No officer will be retained in the organization/ institute beyond the approved tenure . Temporary arrangements in vacant posts will require approval of the authority competent to make appointments in such posts .
14(xii ) Officers on repatriation from the Centre on completion of tenure , may be allowed leave not exceeding two months by the concerned organization/ institute . For sanction of further leave required , if any, the officer shall apply to the parent cadre
OFFICERS RETURNING FROM FOREIGN ASSIGNMENT :
15. An officer who has been on foreign assignment for a period of two years or more will not be considered for empanelment until he reverts back from such foreign deputation .
INTERVAL BETWEEN POSTINGS ON DEPUTATIONS TO THE CENTRE :
16(i) An officer will be considered for deputation to the Central Government on the posts of AIGF , DIGF , or IGF only if he has rendered three years of Service, prior to the proposed date of his appointment at the Centre , in the State Government /Union Territory Administration or in his parent cadre . In the case of the states like Assam , Meghalaya , Manipur , Tripura , Nagaland , Arunachal Pradesh , Mizoram , Andaman & Nicobar Islands , Lakshdweep Islands , Jammu & Kashmir and Sikkim the prescribed interval , also known as 'cooling off period, will be two years . For appointments at the level of Director General , FSI/ Director , IGNFA or ADGF or equivalent , the period of 'cooling off will be one year . No such restriction would apply for appointment to the post of DGF & SS .
16 ( ii) Any leave taken by the officer on completion of tenure of deputation at the Centre from the Central Government will not be counted towards 'cooling off period. In other words , the 'cooling off will count from the date the officer reports for duty to the State Government, Union Territory Administration or the cadre authority. 16( iii) The ' cooling off period for the officers belonging to cadres other than North East and J & K, who opt to serve in the North Eastern States and Jammu & Kashmir after completing a spell of Central Deputation , will be reduced to 50 % of the normal ' cooling off period prescribed for others . (The services rendered by such officers in the North Eastern States and Jammu & Kashmir will count towards 'cooling off)
16 (iv) Central deputation will normally not be in continuation of inter cadre deputation . However , it can be allowed in case of officers who borne on cadres other than North Eastern States and Jammu and Kashmir who have served on Inter cadre deputation to North Eastern States or J& K for a minimum period of one and half years .

COMPULSORY WAITING
17( i ) Where an officer is to be appointed to a post diulerent from the one held previously on account of return from training , or abolition of post etc. , he/ she shall continue to be borne on the establishment of the organization in which he/ she previously held the post and his/ her pay and allowances shall be met by that organization , till such time he/ she assumes charge of a new post . The services of such an officer during the period of his/ her compulsory wait can be utilized by the Ministry , for any specific assignment .
17( ii) Officers posted as Resident Commissioners , or against similar posts of the State Governments in Delhi w.e.f. 4/10/1993 would get lower weightage when the Central Government considers their names for Central Deputation .
DEBARMENT
18(i ) An officer will ordinarily be debarred for further Central deputation for a five years period , if he fails to take up an assignment in pursuance of an order of the Central Government and the cadre authority/ State Govt . have not requested for withdrawal of the name from the ' offer list ' before his name was included in the 'panel ' by the Special Selection Committee / CFEB for a placement.
18 ( ii ) A representation against debarment will be considered and decided by the Appointments Committee of the Cabine
MOVEMENT OF OFFICERS APPOINTED UNDER THE CSS OF THE MOEF TO THE CSS OF THE DOPT AND THE NON - CSS POSTS OF OTHER MINISTRIES
19(i) Movement of an officer appointed on a post included under Central Staffing Scheme of the Ministry to another post at the centre is permitted . Movement of an officer appointed on a post included under the Central Staffing Scheme of the MoEF to a non CSS of MoEF , DoPT , other Ministries and vice versa is also permitted.
19 (ii ) Maximum continuous tenure on the CSS and Non-CSS would be seven years .
MATTERS NOT COVERED UNDER THE SCHEME :
20. For the matters related to Central deputation that are not specifically covered under this scheme , the practice / guidelines being followed in the CSS of the DoPT would apply .
REPEAL AND SAVINGS
21. With effect from the date of coming into force of this amended Scheme , the old rules framed for appointment to various posts falling within the purview of this Scherne shall cease to operate .

22. Any issue in doubt or dispute regarding the interpretation of these instructions shall be referred to the Ministry of Environment & Forests for final decision .

Whereas the Central Government is empowered under Section 3 of the University Grants Commission ( UGC ) Act, 1956 to declare , on the advice of the UGC , any institution as deemed to be a university;
2. And whereas , Maharishi Markandeshwar Education Trust had applied to the Central Government to declare ten higher education institutions being run by them as deemed to be a university in the name and style of ' Maharishi Markandeshwar University' ;
3. And whereas , the University Grants Commission vide their recommendation dated the 21st May , 2007 have recommended the Maharishi Markandeshwar Education Trust as deemed- to -be - university in the name and style of Maharishi Markandeshwar University;
4. Therefore, in exercise of the powers conferredby Section 3 of the University Grants Commission Act , 1956 , the Central government , on the advice of the University Grants Commission ( UGC ) , hereby declare ' Maharishi Markandeshwar University , Mullana - Ambala ( Haryana ) , comprising the below - mentioned teaching institutions , as 'deerned- to-be- university' , for the purpose of the aforesaid Act , with effect from the date on which all the below- mentioned institutions are disaffiliated from their affiliating university , viz . , Kurukshetra University , Kurukshetra , Haryana:
( i ) M.M. Engineering College , Mullana , Ambala ;
( ii ) M.M. Institute of Computer Technology & Business Management (MCA ) , Mullana , Ambala;
( iii ) M.M. College of Dental Sciences & Research , Mullana , Ambala ;
( iv) M.M. Institute of Physiotherapy & Rehabilitation , Mullana , Ambala ;
(v) M.M. Institute of Computer Technology and Business Management (Hotel Management ) , Mullana , Ambala;
(vi ) M.M. Institute of Medical Sciences & Research , Mullana , Ambala;
(vii ) M.M. Institute of Management , Mullana , Ambala ;
(viii ) M.M. College of Nursing , Mullana , Ambala;
( ix) M.M. College of Pharmacy , Mullana , Ambala ; and
(x) M.M. Institute of Medical Sciences & Research Nursing College, Mullana , Ambala .
5. The declaration made in para 4 above is also subject to further conditions mentioned at Sr. No. 8 of the endorsement to this Notification .

6. Neither the Government of India nor the University Grants Commission shall provide any Plan and Non - Plan grant - in - aid to Maharishi Markandeshwar University or its constituent teaching units .
