सं. के -11022/26/2007- प्र.सु. राष्ट्रपति, दूसरे प्रशासनिक सुधार आयोग द्वारा सरकार को अपनी रिपोर्ट प्रस्तुत करने के लिए इसकी अवधि सात माह के लिए दिनांक 31.3.2008 तक बढ़ाते हैं ।

सं. एफ. 20-28/2006- यू. 3 - ए- जबकि विश्वविद्यालय अनुदान आयोग अधिनियम, 1956 की धारा 3 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्र सरकार को विश्वविद्यालय अनुदान आयोग की सलाह पर उपर्युक्त अधिनियम के प्रयोजनार्थ उच्चतर शिक्षण की किसी संस्था को सम-विश्वविद्यालय घोषित करने का अधिकार प्राप्त है ;
2. और जबकि भारती विद्यापीठ, पुणे जिसमें शिक्षा के विभिन्न क्षेत्रों के 12 शिक्षण संस्थान शामिल हैं, को इस मंत्रालय की दिनांक 26 अप्रैल, 1996 की अधिसूचना सं. एफ. 9-15/95 -यू. 3 के माध्यम से विश्वविद्यालय अनुदान आयोग अधिनियम , 1956 की धारा 3 के तहत सम विश्वविद्यालय घोषित किया था ।
3. और जबकि विश्वविद्यालय अनुदान आयोग की सलाह पर इस मंत्रालय की दिनांक 28.7.2000 की अधिसूचना सं.एफ. 9-15/ 95- यू 3 , दिनांक 19.8.2004 की अधिसूचना सं. एफ 9-7/2004-यू. 3 , दिनांक 25.2.2005 की अधिसूचना सं. 9-16/2004-यू. 3 और दिनांक 14.2.2007 तथा 6.6.2007 की समसंख्यक अधिसूचनाओं के माध्यम से उक्त अधिनियम के प्रयोजनार्थ भारती विद्यापीठ, सम विश्वविद्यालय, की परिधि के अन्तर्गत इसके घटक एककों के रूप में 17 अन्य शिक्षण संस्थाओं को सम्मिलित किया गया ।
4. अब इसलिए विश्वविद्यालय अनुदान आयोग अधिनियम, 1956 की धारा 3 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्र सरकार, विश्वविद्यालय अनुदान आयोग की सलाह पर एतद्वारा यह घोषित करती है कि नवी मुम्बई में ' भारती विद्यापीठ मेडिकल कालेज और अस्पताल' के नाम स्थापित किए जाने वाली प्रस्तावित संस्था उपर्युक्त अधिनियम के प्रयोजनार्थ " भारती विद्यापीठ" सम विश्वविद्यालय के अधिकार क्षेत्र के अन्तर्गत एक संघटक शिक्षण इकाई होगी जो भारतीय चिकित्सा परिषद की सिफारिश पर भारतीय चिकित्साः परिषद अधिनियम, 1956 के अन्तर्गत स्वास्थ्य और परिवार कल्याण मंत्रालय , भारत सरकार के पूर्व अनुमोदन से औपचारिक रूप से स्थापित तारीख से प्रभावी होगा ।
5. यह घोषणा इस अधिसूचना के पृष्ठांकन की क्र. सं. 5 में उल्लिखित शर्तों के आधार पर निर्भर करेगी ।
6. मानव संसाधन विकास मंत्रालय या विश्वविद्यालय अनुदान आयोग भारती विद्यापीठ, सम विश्वविद्यालय या इसकी किसी संघटक संस्था को कोई योजनागत और योजनेतर अनुदान प्रदान नहीं करेगा ।

सं. एफ. 9-33/2002- यू. 3--जबकि केन्द्र सरकार को विश्वविद्यालय अनुदान आयोग अधिनियम, 1956 की धारा 3 के तहत विश्वविद्यालय अनुदान आयोग की सलाह पर उच्चतर शिक्षण की किसी संस्था को सम-विश्वविद्यालय घोषित करने का अधिकार प्राप्त है;
2. और जबकि केन्द्र सरकार को विश्वविद्यालय अनुदान आयोग अधिनियम, 1956 की धारा 3 के तहत शिक्षा और अनुसंधान, भुवनेश्वर को समविश्वविद्यालय घोषित करने हेतु एक प्रस्ताव प्राप्त हुआ था । 3. और जबकि विश्वविद्यालय अनुदान आयोग ने उपरोक्त प्रस्ताव की जांच की है और दिनांक 18 जनवरी , 2007 के अपने पत्र संख्या एफ 6-65/2004-( सीपीपी- I ) सिफारिश की है कि शिक्षा और अनुसंधान, भुवनेश्वर, जिसकी छः घटक संस्थाएं हैं, के नाम से विश्वविद्यालय अनुदान आयोग अधिनियम , 1956 की धारा 3 के तहत सम विश्वविद्यालय घोषित किया जाए; बशर्ते कि दो वर्ष पश्चात् इसकी समीक्षा की जाएगी । 876

4. अतः विश्वविद्यालय अनुदान आयोग अधिनियम , 1956 की धारा 3 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्र सरकार, विश्वविद्यालय अनुदान आयोग की सलाह पर एतद्वारा शिक्षा और अनुसंधान, भुवनेश्वर, उड़ीसा, जिसमें निम्नलिखित पांच संस्थाएं शामिल हैं को उपर्युक्त अधिनियम के प्रयोजनार्थ उस तिमि से जब से निम्नलिखित संस्थाओं ने अपनी सम्बंधित विश्वविद्यालयों नामतः बीजूपटनायक प्रौद्योगिकी विश्वविद्यालय , राउरकेला तथा उत्कल विश्वविद्यालय , भुवनेश्वर से सम्बद्धन समाप्त किया है, विश्वविद्यालय के रूप में घोषित करती है, बशर्ते कि विश्वविद्यालय अनुदान आयोग की विशेषज्ञ समिति द्वारा दो वर्ष के पश्चात् इसकी समीक्षा की जाए । ( i ) तकनीकी शिक्षा तथा अनुसंधान संस्थान

सं. 1-03/2006- एसईए- I-सरकार ने सदस्य (वित्त ) , दूरसंचार आयोग के समग्र कार्यभार के अधीन दूरसंचार विभाग का भाग रहे संचार लेखा नियंत्रक के कार्यालयों में अधिकारियों के पदनाम को निम्नानुसार परिवर्तित करने का निर्णय लिया है :

( ii ) व्यवसाय तथा संगणक अध्ययन संस्थान
( iii) होटल प्रबंधन स्कूल
(iv) दंत चिकित्सा संस्थान

( 5 ) उपरोक्त पैरा 4 में की गई घोषणा इस अधिसूचना के पृष्ठांकन की क्रम संख्या 7 में उल्लिखित शर्तों के भी अधीन है ।
(6) भारत सरकार अथवा विश्वविद्यालय अनुदान आयोग शिक्षा और अनुसंधान अथवा इसकी संघटक शिक्षण इकाईयों को कोई योजनागत अथवा योजनेतर अनुदान नहीं देंगे ।

No. K- 11022/26/2007 - AR-The President is pleased to extend the term of the second Administrative Reforms Commission (ARC) by seven months upto 31.3.2008 for submission of its Reports to the Government .

2.And whereas , a proposal was received for grant of status of deemed- to- be- universityto Siksha 'O ' Anusandhan , Bhubaneswar under Section 3 of the UGC Act, 1956.

No. F. 20-28/2006- U . 3 ( A)-Whereas the Central Government is empowered under Section 3 of the University Grants Commission (UGC) Act, 1956 to declare , on the advice of the UGC , an institution of higher learning as a deemed-to- be-university for the purpose of said Act.
3.And whereas , the University Grants Commission have examined the said proposal and vide their communication No. F. 6-65/2004( CPP-I) dated the 18th January, 2007 have recommended conferment of status of 'deemed- to- be- university' to Siksha ' O ' Anusandhan , Bhubaneswar , comprising six constitutent institutions , under Section 3 of the UGC Act , 1956 , subject to a review after two years .
2.And whereas , Bharati Vidyapeeth , Pune , comprising 12 teaching institutions in various fields of education , was declared a deemed-to-be- university under Section 3 of the UGC Act , 1956 vide this Ministry's notification No. F. 9-15/ 95 -U. 3 dated the 26th April, 1996.
4.Therefore , in exercise of the powers conferred by Section 3 ofthe University Grants Commission Act, 1956 , the Central Government , on the advice of the University Grants Commission ( UGC ) , hereby declare that Siksha 'O ' Anusandhan , Bhubaneswar, Orissa, comprising the following five institutions , shall be deemed to be a university for the purposes of the aforesaid Act, with effect from the date the following institutions are disaffiliated from their respective affiliating universities , namely, Biju Patnaik University of Technology, Rourkela and Utkal University, Bhubaneswar, subject to a review after two years by an Expert Committee of the UGC.
3. And whereas , on the advice of the UGC, 17 more teaching institutions were included under the ambit of Bharati Vidyapeeth , Deemed - to- be - University , Pune , as its constituent units , for the purposes of the aforesaid Act , vide this Ministry's notifications No. F. 9-15 /95 - U . 3 dated 28.07.2000 , No. F. 9-7/2004 - U . 3 dated 19.08.2004, No. F. 9- 16/2004- U. 3 dated 25.02.2005 , and of even number dated 14.02.2007 & 06.06.2007.
(i) Institute of Technical Education & Research
(ii) Institute of Business & Computer Studies
(iii ) School of Hotel Management
(iv) Institute of Dental Sciences
(v) SUM Nursing College.
5. The declaration made in para 4 above is also subject to further conditions mentioned at Sr. No. 7 of the endorsement to this Notification .
4. Now therefore, in exercise of the powers conferred by Section 3 of the University Grants Commission ( UGC) Act, 1956, the Central Government, on the advice of the UGC ,do hereby declare that the institution proposed to be established in the name of 'Bharati Vidyapeeth's Medical College and Hospital ' at Navi Mumbai , will be a constituent teaching unit under the ambit of " Bharati Vidyapeeth " , "Deemed- to- be-University' , Pune for the purpose of the aforesaid Act, with effect from the date on which it is formally established with the prior approval of the Ministry of Health and Family Welfare , Government of India , under the Indian Medical Council Act, 1956 , on the recommendation of the Medical Council of India (MCI) .
6. Neither the Government of India nor the University Grants Commission shall provide any Plan and Non -Plan grant- in- aid to Siksha 'O' Anusandhan or any of its constituent units.
5. The declaration is subject to the conditions mentioned at Sl . No. 5 of the endorsement of this notification .
