सं. एफ. 9-37/ 2006- यू. - 3 ( ए) जबकि केन्द्र सरकार को विश्वविद्यालय अनुदान आयोग अधिनियम, 1956 की धारा 3 के तहत् विश्वविद्यालय अनुदान आयोग की सलाह पर उच्चतर शिक्षण की किसी संस्थाको सम-विश्वविद्यालय घोषित करने का अधिकार प्राप्त है। सं. 2/13/2006- आई सी भारत के राष्ट्रपति, एशियाई विकास बैंक के सहयोग से " उत्तर पूर्वी राज्य सड़क परियोजना ( एन ई एस आर पी ) " के कार्यान्वयन हेतु राष्ट्रीय स्तर की संचालन समिति/परियोजना समन्वयन समिति का गठन करते हैं । समिति का गठन तत्काल प्रभाव से तथा अगले आदेशों तक निम्नलिखित संघटन के अनुसार होगा:--
2. और जबकि केन्द्र सरकार को विश्वविद्यालय अनुदान आयोग अधिनियम 1956 की धारा 3 के तहत् गांधी प्रौद्योगिकी तथा प्रबंधन संस्थान, विशाखापट्टनम, आन्ध्र प्रदेश , जिसके अंतर्गत 6 संस्थाएं चलाई जा रही हैं कोसम -विश्वविद्यालय घोषित करने हेतु एक प्रस्ताव प्राप्त हुआ था ।

4. अतः विश्वविद्यालय अनुदान आयोग अधिनियम, 1956 की धारा 3 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्र विश्वविद्यालय अनुदान आयोग की सलाह पर एतद्वारा गांधी प्रौधरिकी यों प्रबंधन संस्थान, विशाखापट्टनम, आन्ध्र प्रदेश जिसमें केवल इसके ( 1 ) कालेज आफ इंजीनियरी ( 2 ) कालेज आफ साईंस शामिल हैं, को उपर्युक्तअधिनियम के प्रयोजनार्थ सम - विश्वविद्यालय के रूप में घोषित करती है । इसे सम-विश्वविद्यालय का दर्जा उस तारीख से दिया जाएगा जिस तारीख से इसका अपने सम्बद्ध विश्वविद्यालय नामतः आन्ध्र विश्वविद्यालय, विशाखापट्टनम, आन्ध्र प्रदेश से सम्बद्धन समाप्त हो जाता है । भारत का राजपत्र, सितम्बर 1 , 2007 ( भाद्रपद 10 , 1929 )

5. उपरोक्त पैरा 4 में की गई घोषणा इस अधिसूचना के पृष्ठांकन की क्रम संख्या 4 में उल्लिखित शर्तों के भी अधीन है ।
6. भारत सरकार अथवा विश्वविद्यालय अनुदान आयोग गांधी प्रौद्योगिकी तथा प्रबंधन संस्थान, या इसकी संघटक शिक्षण इकाईयों को कोई योजनागत अथवा योजनेतर अनुदान नहीं देंगे ।

6. भारत सरकार अथवा विश्वविद्यालय अनुदान आयोग पेरियार मनियम्माई विज्ञान और प्रौद्योगिकी संस्थान, इसकी संघटक शिक्षण इकाईयों को कोई योजनागत अथवा योजनेतर अनुदान नहीं देंगे ।

No. F. 9-37/2006- U.3 (A) .-Whereas the Central Government is empowered under Section 3 of the University Grants Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an institution of higher learning as a deemed- to-be-university.
2. And whereas , a proposal was received for grant of status of deemed-to-be- university to Gandhi Institute of Technology and Management ( GITAM) , Visakhapatnam, Andhra Pradesh, comprising six institutions run by it, under Section 3 of the UGC Act, 1956 .
3.And whereas, the University Grants Commission have examined the said proposal and vide their communication No. F. 6-23/96 (CPP- I) dated the 17 July, 2007 have recommended conferment of status of 'deemed- to-be- university' to Gandhi Institute of Technology and Management (GITAM) , Visakhapatnam, Andhra Pradesh, under Section 3 of the UGC Act, 1956.
4. Therefore, in exercise of the powers conferred by Section 3 of the University Grants Commission Act, 1956, the Central Government, on the advice of the University Grants Commission (UGC) , hereby declare that 'Gandhi Institute of Technology and Management (GITAM) , Visakhapatnam, Andhra Pradesh, comprising its ( i) College ofEngineering and ( ii) College of Science only, shall be deemed to be a university for the purposes of the aforesaid Act, with effect from the date on which the College of Engineering and the College of Science are disaffiliated from their affiliating universiry, viz . , Andhra University, Visakhapatnam, Andhra Pradesh .
5. The declaration made in para 4 above is also subject to further conditions mentioned at Sr. No. 4 of the endorsement to this Notification.
6. Neither the Government of India nor the University Grants Commission shall provide any Plan and Non- Plan grant- in-aid to GITAM or its constituent teaching units .
