सा. का. नि. 192.- राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , कृषि मंत्रालय, पशु पालन , डेयरी और मात्स्यिकी विभाग के अधीन केन्द्रीय मात्स्यिकी नाविक एवं इंजीनियरी प्रशिक्षण संस्थान ( उप निदेशक ) भर्ती नियम , 2006 का संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्ः-
1. ( 1 ) इन नियमों का संक्षिप्त नाम केंद्रीय मात्स्यिकी नाविक एवं इंजीनियरी प्रशिक्षण संस्थान ( उप निदेशक ) भर्ती ( संशोधन ) नियम, 2007 है ।
(2 ) ये राजपत्र में उनके प्रकाशन की तारीख से प्रवृत्त होंगे ।
2. केंद्रीय मात्स्यिकी नाविक एवं इंजीनियरी प्रशिक्षण संस्थान ( उप निदेशक ) भर्ती नियम , 2006 की अनुसूची में , स्तंभ 12 में, ' आवश्यक ' शीर्ष के अधीन , मद ( i ) की विद्यमान प्रविष्टि " केंद्रीय मात्स्यिकी शिक्षा संस्थान ( भारतीय कृषि अनुसंधान परिषद्) से मात्स्यिकी में स्नातक डिप्लोमा या समतुल्य " के स्थान पर , निम्नलिखित प्रविष्टि रखी जाएगी , अर्थात्ः-
" केन्द्रीय मात्स्यिकी शिक्षा संस्थान ( भारतीय कृषि अनुसंधान परिषद्) से मात्स्यिकी में संयुक्त डिप्लोमा या समतुल्य " ।

G.S.R. 192. In exercise of the powers conferred by the proviso to article 309 of the Constitution , the President hereby makes the following rules to amend the Central Institute of Fisheries , Nautical and Engineering Training (Deputy Director) Recruitment Rules , 2006 under the Ministry of Agriculture , Department of Animal Husbandry , Dairying and Fisheries , namely: --
1. (1) These rules may be called the Central Institute of Fisheries , Nautical and Engineering Training ( Deputy Director) Recruitment (Amendment ) Rules , 2007.
(2) They shall come into force on the date of their publication in the Official Gazette .
2. In the Schedule to the Central Institute of Fisheries , Nautical and Engineering 'Training (Deputy Director Recruitment Rules , 2007 , in Column 12, under the heading 'Essential ' , in item ( i) , forthe existing entry " Graduate Diploma in Fisheries of the Central Institute of Fisheries Education ( Indian Council of Agricultural Research ) or equivalent " , the following shall be substituted namely: --
"Associate Diploma in Fisheries of the Central Institute of Fisheries Education ( Indian Council of Agricultural Research) or equivalent " .

सा. का. नि. 193.- टैपियोका साबुदाना श्रेणीकरण और चिन्हांकन नियम , 2007 का प्रारूप , कृषि उपज ( श्रेणीकरण और चिन्हांकन ) अधिनियम, 1937 ( 1937 का 1 ) की धारा 3 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, टैपियोका, माबूदाना ( श्रेणीकरण और चिन्हांकन ) नियम, 1980 को अधिक्रांत करते हुए , प्रकाशित किया गया था और जो , ऐसे सभी व्यक्तियों से , जिनके उससे प्रभावित होने की संभावना थी , आक्षेप सुझाव मांगने के लिए सा.का.नि. सं. 315 , तारीख 20 दिसंबर , 2006 द्वारा भारत के राजपत्र , भाग 2. खंड 3 , उपखंड ( i ) , तारीख 20-12 дни के पृष्ठ 1786 से 1791 तक, दिया गया था;
और उक्त राजपत्र की प्रतियां 12 फरवरी , 2007 को जनता को उपलब्ध करा दी गई श्री:
है; और केन्द्रीय सरकार द्वारा , उक्त प्रारूप नियमों के संबंध में जनता से प्राप्त आक्षेपों और सुझाव पर सम्यक् रूप से विचार कर लिया गया अतः , अब , केन्द्रीय सरकार, कृषि उपज ( श्रेणीकरण और चिन्हांकन ) अधिनियम , 193 ( 1937 का ) की धारा 3 द्वारा प्र शक्तियों का प्रयोग करते हुए और टैपियोका साबूदाना श्रेणीकरण और चिन्हांकन नियम , 1980 का अधिक्रांत करते हुए, निम्नलिखित नियम चनात है, अर्थात्ः-
नियम
2007 है । 1. संक्षिप्त नाम , लागू होना और प्रारंभः-( i ) इन नियमों का संक्षिप्त नाम टैपियोका साबूदाना ( श्रेणीकरण और चिन्हांकन) नियम, (ii ) ये टैपियोका ट्यूबर्स ( मैनिहाट एस्क्यूलेन्टा क्रेन्टस साइन यूटिलिसिमा ) से अभिप्राप्त स्टार्च से विनिर्मित टैपियोका साबूभागा कोलागू होंगे ।
(iii) ये राजपत्र में अंतिम प्रकाशन की तारीख से प्रवृत्त होंगे !
2. परिभाषाएं:-इन नियमों में , जब तक कि संदर्भ से अन्यथा अपेक्षित न हो.-
(i ) " कृषि विपणन सलाहकार " से भारत सरकार का कृषि विपणन सलाहकार अभिप्रेत है;

(ii) " प्राधिकृत पैकर " से ऐसा व्यक्ति या व्यक्तियों का निकाय अभिप्रेत है , जिसे इन नियमों के अधीन विहित श्रेणी मानकों और प्रक्रिया के अनुसार टैपियोका साबूदाना की श्रेणी और चिन्हित करवाने के लिए प्राधिकरण प्रमाणपत्र जारी किया गया है;
(iii) " प्राधिकार प्रमाणपत्र " से किसी व्यक्ति या व्यक्तियों के किसी निकाय को सामान्य श्रेणीकरण और चिन्हांकन नियम, 1988 के उपबंधों के अधीन टैपियोका साबूदाना श्रेणीकरण और चिन्हांकन के प्राधिकृत श्रेणी अभिधान चिन्हांकन को जारी गया किया प्रमाणपत्र अभिप्रेत है;
( iv ) " सामान्य श्रेणीकरण और चिन्हांकन नियम " से कृषि उपज ( श्रेणीकरण और चिन्हांकन ) अधिनियम , 1937 ( 1937 का 1 ) की धारा 3 के अधीन बनाए गए सामान्य श्रेणीकरण और चिन्हांकन नियम , 1988 अभिप्रेत है ;
(v) " अनुसूची " से इन नियमों से सलंग्न अनुसूची अभिप्रेत है ।
3. श्रेणी अभिधान: -टैपियोका साबूदाना की क्वालिटी को उपदर्शित करने के लिए श्रेणी अभिधान , अनुसूची 2 के स्तंभ 1 में वर्णित रूप में होंगे ।
4. क्वालिटी की परिभाषाः- श्रेणी अभिधान के संबंध में उपदर्शित क्वालिटी अनुसूची 2 में वर्णित के रूप में होगी । 5. श्रेणी अभिधान चिन्हः श्रेणी अभिधान चिन्ह में ऐसी डिजाइन सम्मिलित होगी जिसमें प्राधिकार प्रमाणपत्र की संख्या , " एगमार्क " शब्द, वस्तु का नाम , और अनुसूची 1 में वर्णित " एगमार्क प्रतीक " श्रेणी अभिधान में समाहित होंगे ।
6. चिन्हांकन की पद्धति ( 1 ) श्रेणी अभिधान चिन्ह कृषि विपणन सलाहकार द्वारा अनुमोदित रीति में प्रत्येक आधान पर स्पष्टतया और अमिट रूप से अंकित किया जाएगा ।
(2 ) श्रेणी अभिधान चिन्ह के अतिरिक्त , निम्नलिखित विशिष्टयों को प्रत्येक आधान पर स्पष्टतया और अमिट रूप से ऐसी रीति में किया जाएगा , जो: -
(क) पैकर का नाम और पता;
(ख) पैकिंग/विनिर्माता का स्थान;
( ग ) पैकिंग की तारीख * ;
(घ) के पूर्व सर्वोत्तम;
(ङ) लाट/बैच सं.;
(च) श्रेणी;
( छ ) शुद्ध भार;
(ज ) अधिकतम खुदरा कीमत;
(झ ) कोई अन्य विशिष्टियां , जो कृषि विपणन सलाहकार द्वारा विनिर्दिष्ट की जाएं ।
* पैकिंग की तारीख नमूने के विश्लेषण पूर्ण होने की तारीख होगी ।
(3 ) पैकिंग पर चिन्हांकन करने के लिए उपयोग में लाई गई स्याही ऐसी क्वालिटी की होगी जो उत्पाद को प्रदूषित नहीं करेगी । (4) प्राधिकृत पैकर , कृषि विपणन सलाहकार या उसके द्वारा इस निमित्त प्राधिकृत किसी अधिकारी द्वारा पूर्व अनुमोदन प्राप्त करने के पश्चात् श्रेणीकृत पैकेज पर अपना निजी व्यापार चिन्ह या व्यापार ब्रांड लगा सकता है। उसमें उपदर्शित की गई क्वालिटी इन नियमों के अनुसार आधान पर लगाए गए श्रेणी अभिधान चिन्ह में उपदर्शित की गई क्वालिटी से भिन्न न हो ।
7. पैकिंग की पद्धतिः-( 1 ) टैपियोका साबूदाना जूट के मजबूत , साफ और शुष्क आधान में, कपड़े के थैले में , लैमिनेटेड पोलिथिलीन या प्रोली प्रोपीलीन या उच्च सघनता वाली प्रोलिथिलीन के थैले या पाऊच में या कृषि विपणन सलाहकार या इस निमित्त उसकी ओर से प्राधिकृत किसी अधिकारी द्वारा सम्य्क रूप से अनुमोदित अन्य फूड ग्रेड सामग्री से बने आधान में पैक किया जाएगा ।
(2 ) आधान कीटाणु संक्रमण या फफूंदी संदूषण से मुक्त होंगे और किसी भी अवांछनीय गंध से भी मुक्त होंगे ।
(3 ) आधान कृषि विपणन सलाहकार या इस निमित्त उसके द्वारा प्राधिकृत किसी अधिकारी द्वारा अनुमोदित रीति से , मजबूती से बंद किया जाएगा और उन पर सील लगाई जाएगी । [PART II SEC . 3111 THE GAZETTE OF INDIA: SEPTEMBER 22 , 2007 /BHADRA 31 , 1929

(4 ) प्रत्येक पैकेज में केवल एक ही श्रेणी अभिधान का टैपियोका साबूदाना होगा ।
परन्तु लाट/बैच की श्रेणीकृत सामग्री के टैपियोका साबूदाना की पैकेट्स संख्या या छोटे पैकेटों में होगी और श्रेणी अभिधान माग्नर आधान में ऐसे जूट बैग से लकड़ी के केसेस , कार्ड बोर्ड कार्टन , आदि मास्टर आधान में पैक किया जाएगा जो मास्टर आधान पर वर्णित होंगे। (5 ) टैपियोका साबूदाना कृषि विपणन सलाहकार द्वारा समय - समय पर जारी निर्देशों के अनुसार पैक साइज में पैक किए जाएंगे । 8. प्राधिकृत प्रमाणपत्र को अनुदत्त करने के लिए विशेष शर्तः-
( 1 ) सामान्य श्रेणीकरण और चिह्नांकन नियम , 1988 के नियम 3 के उपनियम ( 8 ) में विनिर्दिष्ट शर्तों के अतिरिक्त , प्रत्येक प्राधिकृत पैकर समय - समय पर कृषि विपणन सलाहकार द्वारा विहित किए गए सभी अनुदेशों को अनुसरित करेगा ।
( 2 ) प्राधिकृत पैकर टैपियोका साबूदाना की क्वालिटी का परीक्षण सामान्य श्रेणीकरण और चिन्हांकन नियम , 1988 के नियम 9 क अनुसरण में कृषि विपणन सलाहकार या इस निमित्त उसके द्वारा प्राधिकृत किसी अधिकारी द्वारा अनुमोदित अर्हित रसायन द्वारा स्वयं की स्थापित प्रयोगशाला में या तो उस प्रयोजन के लिए अनुमोदित , राज्य श्रेणीकरण प्रयोगशाला या निजी वाणिज्यिकी प्रयोगशाला में पहुंच रखता हो। (3 ) प्रसंस्करण , श्रेणीकरण और पैंकिग के लिए परिसरों में पूर्ण स्वास्थ्य और स्वच्छता की व्यवस्था होगी तथा इन संक्रियाओं में लगे हुए कार्मिकों का अच्छा स्वास्थ्य होगा और वे किसी संसर्ग संक्रमण या संचारी रोग से मुक्त होंगे ।
(4 ) परिसरों में पर्याप्त भंडारण सुविधाएं होंगी , पक्का फर्श होगा तथा कृन्तक और कीटों के संदूषण से मुक्त होंगे ।

टैपियोका साबूदाना की श्रेणी अभिधान और क्वालिटी
1. टैपियोका साबूदाना टैपियोका के कन्दों से प्राप्त किए गए स्टार्च से बनाए जाएगा ( मैनिहाट एस्क्यूलेन्टा क्रेटिस मारन यूटिलिसीका::
2. न्यूनतम अपेक्षाएं: -
(i ) टैपियोका साबूदाना में निम्नलिखित होंगे ,-
(क) समान रंग , रूप और आकार के कठोर , स्वच्छ, पौष्टिक, ग्लोवल्स या पीयरल्स होगा ।
( ख ) पसंद और वासयुक्त लक्षण होगा ।
( ग ) कीट बाधाओं , जीवितकीट, मृतकीट, कीट फ्रगमेन्टस, माउलड/ माईटस , लारवे आदि से मुक्त होगा ।
(घ ) किण्वित और फफूंददार गंध से मुक्त होगा ।.

(ङ) गन्दगी , बाह्य सामग्री ( जिसके अंतर्गत रंग बढ़ाने वाले पदार्थ भी हैं ) से मुक्त होगा ।
(च ) विरंजन , विरंजित करने वाले एजेन्ट या दृष्टि विरंजितकर्ताओं , स्वीटनिंग एजेन्ट या कोई अन्य मिलावट से मुक्त होगा । (छ ) किसी फफूंदी या बैक्टिरिया दूषित से मुक्त होगा ।
( ii) टैपियोका साबूदाना विषाक्त धातु ( नियम 57 ) , फसल संदूषितों ( नियम 57क ) , प्राकृतिक रूप से उत्पन्न विषैले पदार्थ ( नियम 57ख ) कीटनाशी और जीवनाशी अवशिष्ट ( नियम 65 ) के अवशिष्ट स्तर और अन्य खाद्य सुरक्षा , खाद्य अपमिश्रण निवारण नियम , 1955 के उपबंधों के अधीन अधिकथित अपेक्षाओं की अनुपालना करेगा ।

4. अन्य अपेक्षाएं: -
टैपियोका साबूदाना की शर्त उसके समर्थ बनाने के रूप में होगी
यातायात और हेन्डलिंग करना; और
गन्तव्य के स्थान पर संतोषजनक दशा में पहुंचना ।
5. आकार/खंडित से संबंधित उपबंधों:-
(क ) आधान/पैकेज गलोबूले के आकार के अनुसार जो " साधारण साबूदाना " " मोतीदाना साबूदाना " चिन्हित किए जाएं । (i ) साधारण साबूदाना ऊपरी छलनी संख्यांक 11.75 मेस निचली छलनी संख्यांक 9-3/4 मेस ।
(ii) मोतीदाना साबूदाना ऊपरी छलनी संख्यांक 9.5 मेस- निचली छलनी संख्यांक 6-3/4 मेस ।
(iii) खंडित विशेष श्रेणी में 2 प्रतिशत से अधिक भार नहीं होगा और मानक तथा सामान्य श्रेणी में 5 प्रतिशत तक होगा । (ख) आकार अनुकूलन पांच प्रतिशत की सहनशक्ति ऊपरी और निचली छलनी करने के लिए साधारण साबूदाना और मोतीदाना साबूदाना में अनुज्ञात किया है ।

G.S.R. 193 .---Whereas the draft of the Tapioca Sago Grading and Marking Rules, 2007 were published in exercise ofthe powers conferred by Section 3 of the Agricultural Produce ( Grading and Marking ) Act , 1937 ( 1 of 1937 ) , in supersession of Tapioca Sago Grading and Marking Rules , 1980 and appeared at pages 1786 to 1791 of the Gazette of India, Part -11 . Section -3 , sub - section ( i ) , dated 30-12-2006 vide G.S.R. No. 315 , dated 20th December , 2006 for inviting suggestions objections from all persons likely to be affected thereby;
And whereas copies of the said Gazette were made available to the Public on dated 12th February , 2007;
And whereas the objections and suggestion received from the public in respect of said draft rules have been duy considered by the Central Government ;
Now, therefore , in exercise of the powers conferred by Section 3 of the Agricultural Produce ( Grading and Marking : Act, 1937 ( 1 of 1937) and in supersession of Tapioca Sago Grading and Marking Rules , 1980 , the Central Government hereby makes the following rules , namely :
RULES
1. Short title, application and commencement.- ( 1 ) These rules may be called the Tapioca Sago Grading and Marking Rules, 2007 .
(2) They shall apply to Tapioca Sago manufactured from the starch obtained from Tapioca tubers (Manihor esculenta crantz syn utilissima) .
(3) They shall come into force on the date of their final publication in the Official Gazette .
2. Definitions . In these rules; unless the context otherwise requires ,-
(i) Agricultural Marketing Adviser " means the Agricultural Marketing Adviser to the Government of India .
(ii) "Authorised packer " means a person or body of persons , who has been granted the certificate authorization to grade and mark Tapioca Sago in accordance with the grade standards and procedure prescribed under the rules;
(iii) "Certificate of Authorisation " means a certificate issued under the provisions of General Grading and Marking Rules , 1988 authorising a person or a body of persons to grade and mark tapioca sago with the grade designation mark:
( iv) " General Grading and Marking Rules " means the General Grading and Marking Rules . 1988 made under Section 3 of theAgricultural Produce ( Grading and Marking) Act. 19.371 of 1937) ;
(v) " Schedule " means a Schedule appended to these rules .
3. Grade designation . The grade designation to indicate the quality of the Tapioca Sago shall be as set out it . column 1 of Schedule II .
4. Definition of quality . The quality indicated by the respective grade designations shall be as mentioned it . Schedule II .
5. Grade designation mark.- The grade designation mark shall consist of " AGMARK INSIGNIA " consisting of the design incorporating the certificate of authorization number , the word "AGMARK " . name of the commodity and grade designation resembling the one as set out in Schedule I.
6.Method ofmarking .--( 1 ) The grade designation mark shall be securely affixed to or clearly and indelibly printed on each container in a manner approved by the Agricultural Marketing Adviser ;

(h) Maximum retail price;
(i) Any other particulars as may be specified by the Agricultural Marketing Adviser .
* The date of packing shall be the date of completion of the analysis of the sample.
(3) The ink used for marking on packages shall be of such quality which may not contaminate the product.
(4) The authorized packer may , after obtaining prior approval of the Agricultural Marketing Adviser or an officer authorized by him in this behalf, mark his private trade mark or trade brand on the graded packages provided that the same doesnot indicate quality other than that indicated by the grade designation mark affixed to the container in accordance with these rules .
7. Method of packing.- ( 1 ) Tapioca Sago shall be packed only in sound , clean and dry containers made ofjute/ cloth bags with suitable inner lining of food grade materials , laminated polyethylene or poly propylene or high density polyethylene bags , pouches or any other food grade material duly approved by the Agricultural Marketing Adviser or any officer authorized by him in this behalf;
(2) The container shall be free from any insect infestation or fungus contamination and also free from any undesirable or obnoxious smell ;
(3) The container shall be securely closed and sealed in a manner approved by the Agricultural Marketing Adviser or an officer authorized by him in this behalf;
(4) Each package shall contain Tapioca Sago of one grade designation only:
Provided that suitable number or small packets of Tapioca Sago containing graded material of the same lot/batch and grade. designation may be packed in a master container such as jute bags , wooden cases, cardboard cartons , etc. with details on such master containers ;
(5) The Tapioca Sago shall be packed in the pack sizes as per instructions of Agricultural Marketing Adviser issued from time to time.
8.Special conditions for grant of certificate of authorization. ( 1 ) In addition to the conditions specified in sub- rule (8) of rule 3 of the General Grading and Marking Rules , 1988 , every authorized packer shall follow all instructions prescribed by Agricultural Marketing Adviser from time to time .
(2) The authorized packer shall either set up his own laboratory manned by a qualified chemist approved by the Agricultural Marketing Adviser or an officer authorized by him in this behalf in accordance with rule 9 of the General Grading andMarking Rules , 1988 for testing the quality of Tapioca Sago or have access to the State Grading Laboratory or Private Commercial Laboratory approved for the purpose ;
(3)The premises for processing , grading and packing shall be maintained in perfect hygienic and sanitary conditions and the personnel engaged in these operations shall be in sound health and free from any infectious contagious or communicable diseases .
(4) The premises shall have adequate storage facilities with pucca floor and free from rodent and insect infestation..

Grade designation and quality of Tapioca Sago
1. Tapioca Sago shall be made from the starch obtained from the tubers of Tapioca ( Manihot esculenta crantz syn . Utilissima) ;
2. Minimum requirements :
(i) Tapioca Sago shall be.-
(a) hard, clean, wholesome , globuls or pearls of uniform colour , shape and size:
(b) having characteristic taste and flavour ;
( c) free from insect infestations , live insect , dead insects , insect fragments , mould/mites, larvae . etc. (d) free from fermented and musty odour:
(e) free from dirt, extraneous matter (including added colouring matter) ;
(f) free from bleaching, whitening agent or optical whiteners , sweetening agents or any other adulterant:
(g) free from any fungal or bacteria contamination .
(ii) Tapioca Sago shall comply with the residual level of Poisonous Metals ( rule 57 ) , crop contaminants (rule 57 -A) , naturally occurring toxic substances (rule 57-B ), Insecticides and Pesticides residues (rule 651 and other food safety requirements as laid down under the provisions of Prevention of Food Adulteration Rules, 1955 .

4. Other requirements :-
Theconditionof the Tapioca Sago shall be so as to enable it ;
to withstand transport and handling and
to arrive in satisfactory condition at the place of destination .
5.Provisions concerning sizing/ brokens : -
(A) The container/package may be marked as " common sago " or " Motidana sago " according to the size of theglobule.
(i) Common sago - upper sieve No. 11. 75 mesh - lower sieve No.9-3/4 mesh .
(ii) Motidana sago - Upper sieve No. 9.5 mesh -Lower sieve No.6-3/4 mesh .
(iii) Brokens shall not exceed 2 % by weight in special grade and 5 % by weight in standard and general grade.
(B) Size Tolerance- Atolerance of 5 per cent is allowed in common and motidana sago for upper and lower sieving .
