का.नि.आ. 50.-केन्द्रीय सरकार, रक्षा संकर्म अधिनियम, 1903 ( 1903 ) का 7 ) की धारा 3 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए यह घोषणा करती है कि इससे उपाबद्ध अनुसूची में वर्णित भूमि के उपयोग और उपभोग पर जो हिमाचल प्रदेश राज्य में स्नो एंड अवलांच स्टडी इस्टैबलिशमेंट ( एचक्यू एसएएसई ) बहांग , तहसील मनाली , जिला -कुल्लू के पास की भूमि है, उक्त अधिनियम की धारा 7 के खंड (ग ) में विनिर्दिष्ट निर्बधनों को अधिरोपित करना आवश्यक है , जिससे कि उक्त भूमि को भवन निर्माण और अन्य अवरोधों से मुक्त रखा जा सके। उक्त भूमि का रेखांकन का जिला कलक्टर कुल्लू हिमाचल प्रदेश के कार्यालय में निरीक्षण किया जा सकेगा।

हिमाचल प्रदेश राज्य में हेडक्वार्टर स्नो एंड अवलांच स्टडी इस्टैबलिशमेंट ( एचक्यू एसएएसई ) , बहंग, तेह- मनाली, जिला कुल्लू की बाह्य दीवार की सीमा से 100 मीटर की दूरी में आने वाले क्षेत्र में समाविष्ट संपूर्ण भूमि।

In exercise of the powers conferred by Section 3 of the Works of Defence Act, 1903 ( 7 of 1903), the Central Government hereby declares that it is necessary to impose restrictions spécified in clause (c) of Section 7 of the said Actupon the use and enjoyment of the land described in the Schedule hereto annexed , being land lying in the vicinity of Headquarter Snow and Avalanche Study Establishment (HQ SASE ) Bahang , Teh-Manali , Distt- Kullu , in the State of Himachal Pradesh , in order that the said land may be kept free from buildings and other obstructions .

का.नि.आ. 52. राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , रक्षा अनुसंधान और विकास सेवा नियम , 1978 का और संशोधन करने के लिए निम्नलिखित नियम बनाते हैं , अर्थात्:-

1. ( 1 ) इन नियमों का संक्षिप्त नाम रक्षा अनुसंधान और विकास सेवा ( संशोधन ) नियम , 2007 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत होंगे।
2. रक्षा अनुसंधान और विकास सेवा नियम , 1978 में , अनुसूची 7 के स्थान पर निम्नलिखित अनुसूची रखी जाएगी , अर्थात्ः-

1. प्रौद्योगिकी संस्थानों, भारतीय विज्ञान संस्थान , प्रादेशिक इंजीनियरी कालेजों और अन्य मान्यताप्राप्त प्रमुख संस्थानों/विश्वविद्यालयों से विशिष्ट विषयों में प्रतिभाशाली युवा वैज्ञानिकों को आकर्षित करने के लिए प्रतिभा खोज स्कीम।
2. रक्षा अनुसंधान ओर विकास संगठन की प्रतिभा खोज स्कीम के अधीन वैज्ञानिक ' ख ' के चयन के निबंधन और शर्तें निम्नानुसार होंगी:-
( 1) प्रतिभा खोज स्कीम के अधीन कैम्पस चयन , प्रौद्योगिकी संस्थानों, भारतीय विज्ञान संस्थान , प्रादेशिक इंजीनियरी कालेजों और अन्य मान्यताप्राप्त प्रमुख संस्थानों/विश्वविद्यालयों से संगठन की विशिष्ट विषयवार आवश्यकतओं के आधार पर जैसा कि महानिदेशक, अनुसंधान और विकास द्वारा विनिश्चय किया जाए , किए जाऐंगे ।
(2 ) वैज्ञानिक ' ख ' की कैम्पस भर्ती विशिष्ट विषयों में इंजीनियरी पाठ्यक्रम के तीसरे वर्ष के विद्यार्थियों में से की जाएगी । (3 ) कैम्पस चयन के अंतर्गत वैज्ञानिक ' ख ' की सीधी भर्ती के लिए पात्र अभ्यर्थी की पात्रता उस वर्ष के 1 अगस्त की आयु सीमा के भीतर होगी , जिस वर्ष उनकी डिग्री पूरी हो जाएगी।
(4) कैम्पस चयन के लिए पात्रता अंतिम सेमेस्टर/वर्ष तक , जिसका परिणाम घोषित किया गया है , कम से कम प्रथम श्रेणी या समतुल्य होगी। तथापि , साक्षात्कार के लिए बुलाये जाने वाले विद्यार्थियों की संख्या को सीमित करने के लिए पात्रता का मानदंड बढ़ाया जा सकता है।
(5 ) चयन साक्षात्कार या लिखित परीक्षा और साक्षात्कार के द्वारा योग्यता के आधार पर किया जाएगा।
(6 ) प्रतिभा खोज स्कीम के अधीन वैज्ञानिक ' ख ' के रूप में अध्यर्थियों का चयन अस्थायी और इस शर्त के अधीन होगा कि अभ्यर्थियों ने सफलतापूर्वक प्रथम प्रयास में प्रथम श्रेणी या समतुल्य श्रेणी में पाठ्यक्रम पूरा कर लिया है ।
(7) ऊपर उप पैरा 6 के अनुसार पाठ्यक्रम के सफलापूर्वक पूरा करने पर एवं सीधी भर्ती के लिए सभी अन्य अपेक्षाओं को पूरा करने की दशा में अभ्यर्थी, नियम 6 ( ii ) के अधीन रक्षा अनुसंधान और विकास संगठन में वैज्ञानिक ' ख ' के रूप में नियुक्त किए जाएंगे। "

S.R.O. 52. In exercise of the powers conferred by the proviso to article 309 of the Constitution , the President hereby makes the following rules further to amend the Defence Research and Development Service Rules , 1978 , namely :-
1. (1) These rules may called the Defence Research and Development Service ( amendment) Rules , 2007 .
(2) They shall come into force on the date of their publication in the Official Gazette.

[PART II-SEC. 4] 2. Inthe Defence Research and Development Service Rules , 1978 , for the Schedule - VII , the following Schedule shall be substituted , namely : -

1. Talent Search Scheme to attract bright young Scientists in specified disciplines from the Institutes ofTechnology, the Indian Institute of Science , the Regional Engineering colleges and other recognized premier institutions/universities .
2. The terms and conditions of selection of Scientists ' B ' under the Talent Search Scheme of Defence Research and Development Organisation shall be as follows :-
(1) The campus selections under Talent Search Scheme shall be made from the Institutes of Technology , the Indian Institute of Science , the Regional engineering colleges and other recognized premier institutions/ universities as decided by Director General of Research and Development depending on the discipline- wise requirement of the Organisation.
(2) Campus recruitment of Scientists 'B ' shall be carried out from amongst the students of 3rd year of the Engineering Degree Courses in specific disciplines .
(3) The candidates eligible for campus selection shall be within the age limit prescribed for direct recruitment of Scientist ' B ' as on 1st August of the year in which their degree will be completed.
(4) The eligibility for campus selection will be at least first class or equivalent upto the last semester/year for which results have been declared . However , in order to restrict the number of students to be interview the eligibility criteria may be raised .
(5) Selection shall be made on the basis of merit through interview or written test and interview .
(6) The selection of the candidates as Scientist ' B ' under the Talent Search Scheme will be provisional subject to the condition that the candidates successfully complete the course in first class or equivalent in first attempt.
(7) On successful completion of the course , as sub - para (6) above , the candidates shall be appointed as Scientist ' B ' in Defence Research and Development Organisation under rule 6 ( ii ) subject to meeting all other requirements as in the case of direct recruitees ."
