3. सामान्य शर्तें :-

(i) एक वर्ष की अवधि के दौरान पुनः आबंटन का कोई अनुरोध स्वीकार नहीं किया जाएगा । इस अवधि के दौरान लिया गया अवकाश पुनः आबंटन के अनुरोध पर विचार करने के लिए एक वर्ष की अवधि में नहीं गिना जाएगा ।

(ii) नियुक्ति की शर्त यही है कि अधिकारी की तैनाती विनिर्धारित सर्किल में ही होगी ।

( iii) यह अधिकारी का दायित्व होगा कि वह पदोन्नत पद पर प्रभार ग्रहण करने पर प्रभार रिपोर्ट की एक प्रति रिकार्ड के लिए निदेशक ( स्टाफ ) को भेज दें ।

( iv ) यदि वरिष्ठता अथवा किसी अन्य विषय के संबंध में कोई शिकायत हो, तो संबंधित अभ्यावेदन, यदि कोई हो, इस आदेश के जारी होने की तारीख से 15 दिनों के अंदर प्रस्तुत कर दिया जाना चाहिए ।

(v ) अधिकारियों को इस आदेश की तिथि से 30 दिनों के भीतर कार्यमुक्त कर दिया जाए । यदि आबंटित सर्किल से तैनाती आदेश प्राप्त नहीं होते तो पदोन्नत अधिकारियों के मौजूदा सर्किल उन्हें कार्यमुक्त कर आबंटित सर्किल मुख्यालय में रिपोर्ट करने को कह सकते हैं ।

1225 (vi ) यदि, अधिकारी इस पदोन्नति को स्वीकार करने का इच्छुक नहीं हो, तो निदेशालय का इस आदेश के जारी होने के 30 दिनों के अंदर उनका लिखित अस्वीकृति पत्र प्राप्त हो जाना चाहिए, अन्यथा यह माना जाएगा कि अधिकारी ने अपनी पदोन्नति अस्वीकार कर ली है ।

4. सतर्कता/अनुशासनिक मामला, यदि कोई हो

इस कार्यालय के का. ज्ञा. सं . 25-19/ 88 - एसपीजी दिनांक 04.05.88 के साथ परिचालित कार्मिक एवं प्रशिक्षण विभाग के का.ज्ञा.सं. 22011/2/86 - स्था. ( ए) दिनांक 12.01.88 जिसमें (तदुपरांत ) कार्मिक एवं प्रशिक्षण विभाग के ज्ञापन सं. 22022/4/91-स्था. (ए) दिनांक 14.9.92 द्वारा संशोधन किया गया व जिसे इस कार्यालय के ज्ञापन सं. 25-19/88 - एसपीजी दिनांक13.10.92 के साथ परिचालित किया गया था, उसमें उल्लिखित किस्म का कोई सतर्कता /अनुशासनिक मामला यदि कर्मचारियों के खिलाफ लंबित है, तो उसे इस कार्यालय से विशिष्ट आदेश प्राप्त किए बिना तैनाती के लिए कार्यमुक्त नहीं किया जाना चाहिए । वे कर्मचारी जिनके विरुद्ध कोई दण्ड प्रवर्तित है, उन्हें दण्ड की मियाद के समाप्त होने से पूर्व पदोन्नति नहीं दी जानी चाहिए । इस संबंध में एक रिपोर्ट तत्काल भेजी जाए ।

5. परिवीक्षा अवधि

डाक सेवा समूह ' ख ' में पदोन्नत सभी कर्मचारी दो वर्षों के लिए परिवीक्षा पर रहेंगे और इस पद पर बने रहने के लिए उनकी उपयुक्तता पर निर्णय दो वर्षों की परिवीक्षा अवधि के पूरा होने के बाद लिया जाएगा । यदि इस अवधि के दौरान कोई कर्मचारी 30 दिनों से अधिक की अवधि के लिए अवकाश पर जाता है, तो अवकाश की अवधि के आधार पर परिवीक्षा अवधि को बढ़ा दिया जाएगा ।

6. प्रशिक्षण

कर्मचारी को फिलहाल बिना किसी प्रशिक्षण के डाक सेवा समूह ' ख ' में सीधी पदोन्नति दी जाएगी । तथापि, जब और जैसे निदेशक, पोस्टल स्टाफ कालेज, गाजियाबाद द्वारा अधिसूचित किया जाएगा, उन्हें निर्धारित प्रशिक्षण लेना होगा । प्रशिक्षण के सफलतापूर्वक पूरा होने पर निदेशक, पोस्टल स्टाफ कालेज , गाजियाबाद द्वारा दिए गए प्रमाण-पत्र की एक प्रति रिकार्ड के लिए निदेशक ( स्टाफ ) को अग्रेसित कर दी जाए ।

7. वेतन निर्धारण के लिए विकल्प

अधिकारी यदि एक आर-22 ( 1 ) ( क ) ( 1 ) के अंतर्गत वेतन निर्धारण के लिए तारीख चुनने के लिए विकल्प देना चाहते हैं, तो उन्हें पदोन्नति की तारीख से एक माह के अंदर विकल्प देना होगा । 8. ऐसे अधिकारी जिन्हें अपने मूल सर्किल से भिन्न सर्किल आबंटित किए गए है
