परिवहन नियंत्रण प्रणाली, सड़क क्षेत्र में विदेशी वित्त पोषित परियोजनाएं, सड़क निर्माण और परिवहन क्षेत्रों में उन्नत प्रौद्योगिकी का उपयोग, सड़क क्षेत्र में सार्वजनिक-निजी भागीदारी और संबंधित विषयों पर हिन्दी में मौलिक पुस्तक लेखन को बढ़ावा देना है ।

3. योजना अवधि
सं. एफ. 24-6/2002- टी.एस. III . भारत सरकार ने दिनांक
किसी वर्ष विशेष के लिए घोषित किए जाने वाले पुरस्कारों के लिए पूर्ववर्ती 3 वर्षों के ब्लॉक के दौरान प्रकाशित पुस्तकों अथवा ऐसी अवधि के दौरान तैयार की गई पांडुलिपियों पर विचार किया जाएगा ।
4. पुरस्कार
इस योजना के अंतर्गत निम्नलिखित पुरस्कार प्रदान किए जाएंगे: - 16 जनवरी , 2006 की अधिसूचना संख्या एफ 24-6/2002- टी.एस. III के द्वारा ' इंस्टीट्यूशन आफ इंजीनियर्स ( इंडिया ) , 8 गोखले रोड, कोलकाता ' द्वारा संचालित खण्ड ( क ) एवं ( ख ) परीक्षा के 15 पाठ्यक्रमों को यथा संशोधित रूप में भारत के मान्यता प्राप्त विश्वविद्यालयों की उपयुक्त इंजीनियरी शाखा की डिग्री के समकक्ष मान्यता प्रदान की थी । उपर्युक्त अधिसूचना के आंशिक संशोधन में यह स्पष्ट किया जाता है कि यह मान्यता केन्द्र सरकार में केवल रोजगार के प्रयोजनार्थ है ।
(क) प्रथम पुरस्कार (एक) 30,000/- रुपए नकद और प्रशस्ति पत्र रविमाथुर, संयुक्त सचिव
(ख) द्वितीय पुरस्कार (एक) : 20,000/- रुपए नकद और प्रशस्ति पत्र पोत परिवहन, सड़क परिवहन और राजमार्ग मंत्रालय
(ग ) तृतीय पुरस्कार ( एक) : 15,000/ - रुपए नकद और प्रशस्ति पत्र (सड़क परिवहन और राजमार्ग विभाग )
(घ) सांत्वना पुरस्कार ( तीन) पुरस्कार समिति के निर्णय के अनुसार नकद पुरस्कार और प्रशस्ति पत्र नई दिल्ली-110001 , दिनांक 6 दिसम्बर 2007
संकल्प
5. पुरस्कार प्रायोजक
सड़क परिवहन और राजमार्ग विभाग द्वारा इन पुरस्कारों को प्रायोजित तथा वित्तीय रूप से वहन किया जाएगा ।
सं. ई -11012/1/2007 हिन्दी. जन साधारण की सूचना के लिए निम्नलिखित प्रोत्साहन पुरस्कार योजना एतद्वारा प्रकाशित की जाती है :--
6. पात्रता
1. योजना का नाम
इस योजना का नाम " सड़क परिवहन और राजमार्ग से संबंधित विषयों पर हिन्दी में मौलिक पुस्तक लेखन प्रोत्साहन पुरस्कार योजना " है ।
2. योजना का उद्देश्य
(i ) इस योजना में भारत सरकार/ राज्य सरकारों/संघ राज्य क्षेत्रों के अधिकारियों/कर्मचारियों सहित भारत के सभी नागरिक भाग लेने के पात्र है । इस योजना के अंतर्गत सड़क परिवहन और राजमार्ग विभाग के सभी अधिकारी /कर्मचारी भी भाग लेने के पात्र हैं । तथापि, इस योजना के तहत गठित की जाने वाली मूल्यांकन समिति और पुरस्कार समिति के अध्यक्ष और सदस्य इस योजना में भाग लेने के पात्र नहीं है ।
( ii ) इस योजना के अंतर्गत सड़क परिवहन और राजमार्ग विभाग के कार्यक्षेत्र में आने वाले विषयों पर लिखी पुस्तकें/ पाण्डुलिपियाँ ही स्वीकार की जाएंगी । योजना के अंतर्गत कथा , साहित्य आदि की पुस्तकें किसी पुरस्कार के लिए पात्र नहीं होंगी । इस योजना का मुख्य उद्देश्य सड़क परिवहन और राजमार्ग विभाग के कार्य क्षेत्र नें आने वाले विषयों जैसे कि राष्ट्रीय राजमार्गों का विकास और अनुरक्षण, राष्ट्रीय राजमार्ग विकास परियोजना , केन्द्रीय सड़क निधि, पूर्वोत्तर क्षेत्र में सड़क विकास , सड़क परिवहन, सड़क सुरक्षा, परिवहन अनुसंधान , राष्ट्रीय राजमार्गों के विकास के लिए मानक, भारत में सड़क विकास के नए आयाम, राष्ट्रीय राजमार्ग निर्माण और पर्यावरण संरक्षण , भविष्य के लिए सड़क विकास रणनीतियां, राज्यीय सड़कें, वैश्विक सड़क 1356

--सदस्य-सचिव (iii) पुस्तक/पाण्डुलिपि ( सिंगल स्पेस में टंकित ) का मुख्य भाग अनुबंध , परिशिष्ट, अन्य संलग्नकों को छोड़कर, कम से कम 100 पृष्ठों ( लगभग 30,000 शब्दों ) का होना चाहिए ।
( ii ) कार्य
(iv ) किसी सरकारी अधिकारी/कर्मचारी द्वारा शासकीय हैसियत या शासकीय कामकाज के रूप में लिखी पुस्तक पुरस्कार हेतु पात्र नहीं होगी ।
यह समिति उन प्रविष्टियों का चयन करेगी जो इस विभाग से संबंधित विषयों पर होंगी ।
यह समिति योजना के अधीन निर्धारित की गई पात्रताओं के अनुसार चयनित प्रविष्टियों की छंटनी करेगी । ( v ) केन्द्र सरकार/ राज्य सरकारों/संघ राज्य क्षेत्रों अथवा केन्द्र सरकार/राज्य सरकारों/संघ राज्य क्षेत्रों के प्रशासनों के सार्वजनिक क्षेत्र के उपक्रमों या स्वायत्तशासी निकायों की वित्तीय सहायता से लिखी गई अथवा प्रकाशित पुस्तकें पुरस्कार हेतु पात्र नहीं होंगी ।
यह समिति प्रविष्टियों का मूल्यांकन करने के लिए तीन मूल्यांकनकर्ताओं का नामांकन करेगी ।
( vi ) इस योजना में केवल मूल रूप से हिंदी में लिखी पांडुलिपि/पुस्तक पात्र होगी न कि अनूदित पुस्तक ।
7. प्रविष्टि भेजने की प्रक्रिया
चयनित प्रविष्टियां मूल्यांकनकर्ताओं को मूल्यांकन के लिए भेजी जाएंगी । मूल्यांकनकर्ता अंक प्रदान करने के लिए निर्धारित मानदंडों के अनुसार प्रविष्टियों का मूल्यांकन करेंगे । वे एक माह के भीतर - भीतर अपनी मूल्यांकन रिपोर्ट सड़क परिवहन और राजमार्ग विभाग को भेजेंगे ।
( i ) लेखक/लेखिका/लेखकों को अपना प्रविष्ट फार्म ( अनुबंध ) विधिवत् रूप से भरकर भेजना होगा ।
मूल्यांकन समिति पुरस्कार निर्धारण हेतु मूल्यांकन रिपोर्ट पुरस्कार निर्धारण समिति के समक्ष प्रस्तुत करेगी । ( ii ) लेखक/लेखकों को अपनी प्रविष्टि के साथ पाण्डुलिपि/पुस्तक की पाँच प्रतियां एवं उसका संक्षिप्त सार ( कम से कम दो पृष्ठों में ) भी भेजना होगा ।
मूल्यांकनकर्ता प्रविष्टियों के मूल्यांकन के लिए 500/- रु. प्रति प्रविष्टिकी दर से मानदेय के हकदार होंगे । (iii ) इस योजना के तहत प्राप्त पाण्डुलिपियां पुस्तकें लौटाई नहीं जाएंगी ।
II . पुरस्कार समिति इस समिति का गठन और कार्य निम्न प्रकार होंगे :--
(i ) गठन : यह समिति निम्नानुसार गठित की जाएगी :-- ( iv ) कोई भी लेखक/लेखिका/लेखकगण इस योजना की अवधि विशेष के लिए एक से अधिक प्रविष्टियां भेज सकता/सकती है/सकते हैं, परन्तु उसकी उनकी प्रविष्टियां एक से अधिक पुरस्कारों के लिए पात्र नहीं होंगी ।

--सदस्य ( v ) प्रविष्टियां , इस योजना के विज्ञापन/कार्यालय ज्ञापन में दी गई अंतिम तारीख से पूर्व या तक पहुंच जानी चाहिएं ।

--सदस्य इस योजना की अवधि विशेष के लिए प्राप्त प्रविष्टियों के मूल्यांकन और पुरस्कार निर्धारण के लिए दो समितियां नामतः मूल्यांकन समिति और पुरस्कार समिति गठित की जाएंगी । इन दोनों समितियों का गठन और इनके कार्य निम्नवत होंगे :--

--सदस्य- सचिव 1. मूल्यांकन समिति : इस समिति का गठन और इसके कार्य निम्नानुसार होंगे : --
(i ) गठन : यह समिति विभाग के अधिकारियों में से निम्नानुसार गठित की जाएंगी:---
इस समिति की बैठक में मूल्यांकनकर्ताओं को विशेष रूप से आमंत्रित किया जाएगा । पुरस्कार समिति की बैठक में भाग लेने पर गैर सरकारी मूल्यांकनकर्ताओं को आने- जाने के लिए टी ए/डी ए दिया जाएगा । टी ए को अधिकतम वातानुकूलित द्वितीय श्रेणी के रेल किराए से सीमित किया जाएगा ।
1. संयुक्त सचिव /मुख्य अभियंता --अध्यक्ष अध्यक्ष , विभागीय राजभाषा कार्यान्वयन समिति
( ii ) कार्य यह समिति उन मूल्यांकित प्रविष्टियों के लिए पुरस्कार का निर्धारण करेगी , जो न्यूनतम 35 प्रतिशत अंक प्राप्त करेंगी । 2. निदेशक, सड़क परिवहन

योजना के प्रतिभागियों को निम्नलिखित निबन्धन और शर्तों का पालन करना होगा और वे इनसे शासित होंगे :-- भारत का राजपत्र, दिसम्बर 22, 2007 ( पौष1, 1929)
भाग I-खण्ड 1 ]
1 ) रोजगार समाचार ( हिन्दी संस्करण ) सहित प्रमुख समाचार पत्रों/पत्रिकाओं में विज्ञापन देकर लेखक/लेखिकाओं से प्रविष्टियां आमंत्रित की जाएंगी ।
2) चालू योजना के अधीन निर्धारित अवधि के दौरान प्रकाशित पुस्तकें और टंकित पाण्डुलिपियां ही स्वीकार की जाएंगी । 3 ) यह विभाग पुस्तकों/पाण्डुलिपियों के डाक में खो जाने अथवा देर से प्राप्त होने के लिए जिम्मेदार नहीं होगा।
4) नियत तारीख के बाद प्राप्त प्रविष्टियों पर विचार नहीं किया जाएगा ।
5) लेखक/लेखिका/लेखकों को इस आशय का प्रमाण पत्र देना होगा कि यह पुस्तक उसकी उनकी मौलिक रचना है और कॉपीराइट अधिनियम ( समय - समय पर यथा संशोधित ) , 1997 का उल्लंघन नहीं करती है । पुरस्कार प्राप्त होने के बाद भी लेखक/लेखिका/लेखकों का पुस्तक/ पाण्डुलिपि पर का कापीराइट अधिकारी बना रहेगा ।
6 ) प्रविष्टि किसी अन्य भाषा में पहले लिखी या प्रकाशित पुस्तक का उसी लेखक द्वारा हिन्दी अनुवाद नहीं होना चाहिए । 7) ऐसी पुस्तक/पांडुलिपि जिसे पहले सरकार की किसी योजना के अंतर्गत पुरस्कार प्राप्त हो चुका है, पर इस योजना के अधीन विचार नहीं किया जाएगा ।
8 ) यदि पुस्तक/पाण्डुलिपि के एक से अधिक लेखक हैं तो पुरस्कार की धनराशि उनमें बराबर- बराबर बांट दी जाएगी । 9 ) यदि पुस्तक/पाण्डुलिपि किसी भी पुरस्कार के लिए अपेक्षित स्तर की नहीं पायी जाती है तो पुरस्कार समिति यदि ठीक समझे तोउस पुस्तक/पाण्डुलिपि के लिए कितनी भी धनराशि ( तृतीय पुरस्कार से कम राशि) का सांत्वना पुरस्कार देने का निर्णय कर सकती है।
10 ) पुरस्कार के लिए किसी पुस्तक /पाण्डुलिपि को चुने जाने के बारे में कोई पत्र- व्यवहार नहीं किया जाएगा ।

1357 11 ) पुरस्कार एक समारोह अथवा किसी उपयुक्त अवसर पर प्रदान किए जाएंगे जिसके बारे में पुरस्कार विजेताओं को सड़क परिवहन और राजमार्ग विभाग द्वारा पत्र द्वारा सूचित किया जाएगा । 12 ) दिल्ली से बाहर के पुरस्कार विजेताओं को पुरस्कार वितरण समारोह में भाग लेने के लिए आने-जाने का निकटतम रेलवे स्टेशन से पुरस्कार वितरण स्थल तक का टी ए डी ए दिया जाएगा । टी ए को अधिकतम वातानुकूलित द्वितीय श्रेणी के रेल किराए से सीमित किया जाएगा ।
13 ) सड़क परिवहन और राजमार्ग विभाग को पुरस्कार प्राप्तकर्ताओं के चयन और पुरस्कार चयन प्रक्रिया के संबंध में अनन्य अधिकार होगा ।
14 ) पुरस्कार समिति का निर्णय अंतिम होगा और सभी को मान्य होगा और इस निर्णय के विरुद्ध किसी प्राधिकारी से कोई अनुरोध या अपील नहीं की जा सकेगी ।
10. नियमों में छूट प्रदान करने की शक्ति
इन नियमों के प्रावधानों में, यदि आवश्यक हो अथवा ऐसा किया जाना उपयुक्त हो तो सचिव ( सड़क परिवहन और राजमार्ग ) एक आदेश द्वारा छूट प्रदान कर सकते हैं ।
11. इस विषय पर पूर्ववर्ती कार्यालय ज्ञापन संख्या-ई-11012/1/ 2006- हिन्दी, दिनांक 12 मई , 2006 को वापिस लिया हुआ माना जाए ।

In partial modification to the said Notification, it is clarified that this recognition is only for the purpose of employment in Central Government .

6. ELIGIBILITY
RESOLUTION
New Delhi - 110001 , the 6th December 2007
No. E- 11012/ 1/2007-Hindi . The following Incentive Award Scheme is hereby published for general information :-
1. TITLE OF THE SCHEME
( i) Every Indian citizen , including the officers/employees ofGovernment of India/State Governments/UTs , shall be eligible to participate in the Scheme. The employees / officers of the Department of Road Transport & Highways shall also be eligible to participate in the Scheme . However , Chairman and the Members of Evaluation Committee and Award Making Committee to be constituted under the scheme , shall not be eligible.
The Scheme may be called ' INCENTIVE AWARD SCHEME FOR WRITING ORIGINAL BOOKS IN HINDI ON THE SUBJECTS PERTAINING TO ROAD TRANSPORT AND INGIIWAYS ' .
2. OBJECT OF THE SCHEME
(ii) The books/manuscripts written on the subjects falling under the purview of Department of Road Transport & Highways will only be accepted under the Scheme. Work of fiction etc. shall not be eligible for any award under the Scheme .
(iii) The main part of the book/ manuscript ( typed in single space) should run into a minimum 100 pages ( 30,000 words approximately) excluding the annexure , appendix and other attachements .
(iv) Any book authored by any Government Servant in his official capacity or as a part of his official duty shall not be eligible for the award .
The nain objective of the Scheme is to encourage original works by authors in Hindi on the subjects under the purview of the Department of Road Transport & Highways such as Development & Maintenance of National Highways , National Highways Development Projects , Central Road Fund, Road Development in North Eastern Region Road Transport , Road Safety, Transport Research , Standards for Development of National Highways , New Dimensions of Road Development in India , Construction of National Highways & Conservation of Environment, Road Development Strategies for coming years , State Roads , Global Road Transport Control System, Externally funded Projects in Road Sector , Use of advanced Technology in Road & Transport Sectors , Public Private Partnership in Road Sector and related subjects.
3.PERIOD OF THE SCHEME
(v) Any book authored by or published by or with the financial aid of the Central Government/State Governments/Union Territory Administrations or any Public Sector Undertaking or Autonomous body of the Central Government/State Governments /Union Territory Administrations shall not be eligible for the award.
(vi ) Only original book shall be eligible for the award , not translation.
For awards to be pronounced for any particular year , the books published during the preceding block of 3 years or the manuscripts prepared during such period shall be considered.

7. PROCEDURE FOR SUBMISSION OF THE ENTRIES
The Committee shall nominate three Evaluators for evaluating the entries .
Short listed entries shall be sent to the Evaluators .
( i) The author/ authors shall submit his/her/their duly filled entry in form (Annexure) .
They shall evaluate the entries as per the prescribed norms of evaluation by award of marks . They shall send their Evaluation report to the Department within one month .
( ii) The author/ authors shall submit his / her/their entry alongwith 5 copies of the book/ manuscript and summary ( at least in two pages ) thereof.
( iii ) The books/ manuscripts received under this award Scheme shall not be returned .
The Evaluation Reports shall be submitted to the AwardMaking Committee for deciding the awards.
The Evaluators shall be eligible for honorarium for evaluating the entiries @ Rs . 500/ - per entry.
II . Award Making Committee :
(iv) An author/ authors may send more than one entry under a particular period of the scheme but his /her / their entry/ entries will not be considered for more than one Award .
The Composition and functions of the Committee shall be as under :
( v) The entries should reach on or before the last date indicated in the Office Memorandum/ advertisement of the Scheme.

The participants of the scheme shall abide by and shall be governed by the following terms and conditions : - ( ii ) FUNCTIONS
1. The entries shall be invited from the authors through open advertisements in leading Newspapers/ Journals including the Employment News (Hindi Edition. ) The Committee shall short list those entries which are on the subjects pertaining to the Department .
The Comnmittee shall scrutinize the short listed entiries as per the eligibility prescribed under the Scheme.
2. Manuscripts ( typed )/ Books written/published during the prescribed period in which the scheme is in force shall only be accepted .

3. The Department shall not be responsible for late receipt or loss in transit of books/manuscripts .
4. Books/manuscripts received after the due date shall not be considered.
12. The Prize Winners of outside of Delhi shall be paid to and fro T.A. and D.A. for attending Prize Distribution Ceremony from the nearest railway station to the venue oftheAward Ceremony. T.A. shall be restricted to the Second Class AC railway fare.
13. The Department of Road Transport & Highways shall have exclusive right to select the recipients of the award and to regards its selection procedure .
5. Author shall furnish a certificate to the effect that the work is his original and does not violate the copyright of any other author under the Copyright Act ( As amended from time to time) 1997. The authors shall continue to have the copy- right of their books / manuscripts even after the receipt of awards .
14. The decision of Award Making Committee will be final and acceptable to all . No request/ appeal can be made to any authority against the decision.
10. POWER TO RELAX THE REGULATIONS 6. The book/manuscript shall not be the Hindi version of a book already written or published in any other language by the same author.
The Secretary (RT&H ) may, if it is necessary or appropriate to do so , relax any of the provisions of these regulations by an order.
7. A book/manuscript which have already received an award under any other scheme of the Government shall not be considered under the Scheme .
11. The earlier Resolution No. E- 11012/ 1 /2006 - Hindi dated 12May, 2006 on the subject shall be treated as withdrawn .
ORDER
8. If there are more than one authors of a book/ manuscript , the amount of prize will be equally divided amongthem.
9. In the event of a book/ manuscript being adjudged as not up to the required standard for any of the awards , the Award Making Committee may decide a consolation prize of any amount ( less than the minimum prize) of that book/ manuscript, if it deems fit.
Ordered that a copy of the Resolution be communited to all StateGovernments/Administrations of UTs , ali Ministries/ Departments of Government of India, President Secretariat , PrimeMinister'sOffice , Lok Sabha Secretariat , Rajya Sabha Secretariat , Cabinet Secretariat, Election Commission of India , Planning Commission , Comptroller and Auditor General of India and Union Public Service Commission .
10. No correspondence shall be entertained regarding selection of a book/ manuscript for the award .
