उन सेवाओं का विवरण जिनके लिए पदक प्रदान किया गयाः
दिनांक 8.2.2005 को लगभग 1800 बजे गाजियाबाद जिले के मुरादनगर पुलिस स्टेशन क्षेत्र में अपनी हिरासत में लिए दो दुर्दान्त अपराधियों को दिल्ली के कोर्ट में पेश करने के बाद डी टी सी की बस में ले जा रही पुलिस पार्टी पर कुछ दुस्साहसियों ने अधाधुंध गोलियां चलाकर आक्रमण कर दिया। दुस्साहसी दोनों अपराधियों को छुड़ाने में कामयाब हो गये। उन्होंने तीन पुलिस कार्मिकों को घायल कर दिया। जिनमें से एक ने बाद में दम तोड़ दिया। अपराधी पुलिस कार्मिकों की राइफल्स भी छीन ले गए। उक्त सूचना मिलते ही एस एस पी गाजियाबाद , श्री जय नारायण सिंह अपराध स्थान की ओर दौड़े और उझेरहा रजवाहा की पुलिया पुलिस स्टेशन मुरादनगर पहुंचे जहां सी ओ मोदीनगर ने एस एस पी को सूचना दी कि गांववालों ने अपराधियों का पीछा किया था और यह देखा कि वे नजदीक के गन्ने के खेत में घुस गए हैं। एस एस पी ने उपलब्ध पुलिस बल को ध्यान में रखते हुए अपराधियों को पकड़ने के लिए तीन पुलिस पार्टियाँ बनाई। लगभग 2030 बजे अति एस पी (ग्रामीण क्षेत्र) गाजियाबाद श्री वी के शेखर भी वहां पहुंच गए। पुलिस पार्टी द्वारा छोड़े गए पी एम एफ की दूधिया रोशनी में गन्ने के खेत में अपराधियों की झलक दिखाई दी। श्री जय नारायण सिंह ने उन्हें चेतावनी दी और समर्पण करने के लिए कहा। यह सुनते ही अपराधियों ने तुरंत पुलिस पार्टी पर उनको मारने के उद्देश्य से अंधाधुंध गोलीबारी शुरु कर दी। एस एस पी, अति. एस एस पी और एस आई सी पी श्री सुशील कुमार यादव अपराधियों की गोलीबारी की जद में आ गए इसलिए वे छर्रों से घायल हो गए। घायल होने के बावजूद भी, एस एस पी और अति. एस पी युद्ध कौशल से अपनी रक्षा करते हुए अपराधियों को पकड़ने के लिए उनकी तरफ तेजी से रंगकर आगे भारत का राजपत्र, जनवरी 5 , 2008 ( पौष 15, 1929 )
[भाग I-खण्ड 1 बढ़े और उनकी गोलीबारी के जवाब में अपनी तरफ से प्रभावी गोलीबारी की। पीछा करने के दौरान जब पुलिस पार्टी उनके नजदीक पहुंची तो वहां दो अपराधियों के शव मिले। इन शवों की पहचान बाद में अनिल भारसी और राजीव उर्फ बबलू के रुप में हुई। अपराधियों द्वारा कुछ घंटे पहले पुलिस कार्मिकों द्वारा लूटी गई दो राईफलें शवों के बगल में पड़ी हुई मिली जिनके साथ ज़िन्दा और प्रयोग किए हुए कारतूस भी बरामद हुए। कुछ ही घंटे पहले एक पुलिस वाले को मारने और अन्य दो पुलिस कार्मिकों को घायल करने और उनके हथियार लूटने वाले ने दुर्दात अपराधियों के साथ हुई आमने सामने की भीषण मुठभेड़ में श्री जय नारायण सिंह और श्री वी के शेखर द्वारा चलाई गई गोलियों की चोट से वे दोनों अपराधी मारे गए।
इस मुठभेड़ में, श्री जय नारायण सिंह, वरिष्ठ पुलिस अधीक्षक ने अदम्य वीरता, साहस एवं उच्चकोटि की कर्तव्यपरायणता का परिचय दिया ।
यह पुरस्कार, पुलिस पदक पुरस्कार के संबंध में लागू नियमावली के नियम 4( i ) के अंतर्गत वीरता के लिए दिया जाता है तथा इसके साथ फलस्वरूप नियम 5 के अंतर्गत स्वीकार्य विशेष भत्ता भी दिनांक 8 फरवरी , 2005 से दिया जाएगा ।

एसटीक्यूसी/ 1 (3 )/2004: एसटीक्यूसी निदेशालय में आईएसओ 15408 के अनुसार सुरक्षा की दृष्टि से सूचना प्रौद्योगिकी उत्पादों के मूल्यांकन और प्रमाणन के लिए सूचना प्रौद्योगिकी के क्षेत्र में सामान्य मानदण्ड (सीसी) योजना तथा सामान्य मानदण्ड परीक्षण प्रयोगशाला का प्रचालन शुरू करना सूचना प्रौद्योगिकी विभाग के विचाराधीन था । इस दिशा में उठाए गए एक कदम के रूप में सरकार ने अंतर्राष्ट्रीय मानदण्डों के अनुरूप सूचना प्रौद्योगिकी के क्षेत्र में सामान्य मानदण्ड को अनुमोदित किया है । सूचना प्रौद्योगिकी विभाग के अंतर्गत संबद्ध कार्यालय मानकीकरण परीक्षण तथा गुणवत्ता प्रमाणन निदेशालय प्रमाणन निकाय के रूप में कार्य करेगा , ईआरटीएल (पूर्व) , कोलकाता योजना के कार्यान्वयन के लिए सामान्य मानदण्ड परीक्षण प्रयोगशाला के रूप में कार्य करेगा तथा महानिदेशक, एसटीक्यूसी निदेशालय प्रमाणन निकाय के पदेन अध्यक्ष के रूप में कार्य करेंगे जिसके अधिशासी बोर्ड में सभी हितधारियों का प्रतिनिधित्व होगा जो योजना के कार्यान्वयन से संबंधित मार्गदर्शन , निरीक्षण करेंगे और नीतिगत निर्णय लेंगे ।

No. 227- Pres /2007 - The President is pleased to award the Police Medal for Gallantry to the undermentioned officer of Uttar Pradesh Police: -

Statement of service for which the decoration has been awarded :
On 08.02.2005 at about 1800 hrs . in P.S. Muradnagar area distt . Ghaziabad, some desperadoes assaulted at police party carrying two dreaded criminals in its custody in a DTC bus , after producing them in the court in Delhi , by opening indiscriminate fire on them . The desperadoes managed to set free both the dreaded criminals , injuring three police personnel , one of whom died later on . The criminals also snatched away rifles of the police personnel . On receipt of the above information SSP Ghaziabad, Sri Jai Narayan Singh rushed to the scene of crime and reached Ujherha Rajwaha Ki Pulia P.S. Muradnagar , where C.O. Modinagar met him along with police force and the local villagers . C.O. Modinagar informed the SSP that the villagers had chased the criminals and they have entered the nearby sugarcane field . The SSP took account of the available police force and formed three police parties for arresting the criminals . At about 2030 hrs . Addl . S.P. ( Rural Area) Ghaziabad Shri V.K. Shekhar also reached there . In the white light of the P.M.F , fired by the police party , a glimpse of the criminals was seen in the sugarcane field. Shri Jai Narayan Singh warned and asked them to surrender . Hearing this , the criminals instantly opened indiscriminate fire on the police party with intention to kill them . SSP, Addl . S.P. , and SI C.P. Sri Sushil Kumar Yadav were in the firing range of the criminals , resulting in gun shot injuries to them. Despite the injuries , SSP and Addl . S.P. , crawled fast towards the criminals to arrest them defending themselves using field- craft tactics and retaliating their firing with minimum effective firing from their side . During this hot pursuit when the police party reached closer , two dead bodies of the criminals were found there . These bodies were identified as that of to Anil Bharsi and Rajeev Alias Babloo . Two rifles , looted by the criminals from the police personnel a few hours earlier , lying besides the bodies , were also recovered from there along with live and used cartridges . During fierce , face to face , hot pursuit encounter with the dreaded criminals who only a few hours earlier had killed one police man 9 THE GAZETTE OF INDIA, JANUARY 5 , 2008 (PAUSA 15, 1929 )

and had injured two other police personnel having looted their weapons , the criminals succumbed to their injuries caused by the bullets fired by Shri Jai Narayan Singh and Shri V.K. Shekhar .
In this encounter Shri Jai Narayan Singh , Senior Superintendent of Police displayed conspicuous gallantry , courage and devotion to duty of a high order.
This award is made for gallantry under Rule 4 (i) of the Rules governing the award of Police Medal and consequently carries with it the special allowance admissible under Rule 5 , with effect from 8th February, 2005.

RESOLUTION
STQC/ 1 ( 3 )/2004 : Department of Information Technology have had under consideration launching operation of Common Criteria ( CC) Scheme and Common Criteria Test Laboratory for Evaluation & Certification of IT products for Security as per ISO 15408 at STQC Directorate in IT Sector . As a step in that direction the Government have approved the Common Criteria ( CC) in IT Sector in conformance to international standards . The Standardisation, Testing & Quality Certification (STQC) Directorate an attached office under the Department of Information Technology will function as Certification Body ERTL ( E) , Kolkata will function as Common Criteria Test Laboratory for implementing the scheme with Director General , STQC Directorate functioning as ex - officio Chairman of the Certification Body which will have a Governing Board representing all the interests involved to guide , oversee and take policy decisions with regard to the implementation of the scheme .
