जबकि "केरल कलामंडलम , त्रिस्सूर , केरल को इस मंत्रालय की समसंख्यक अधिसूचना दिनांक 14 मार्च 2006 के जरिए विश्वविद्यालय अनुदान आयोग अधिनियम , 1956 की धारा 3 के तहत कुछ शर्तों के अध्यधीन समविश्वविद्यालय घोषित किया गया था जिनमें " समविश्वविद्यालय ' के दर्जे के लिए आवेदन प्रस्तुत करने की तारीख से उसके कर्मचारियों को यूजीसी के वेतनमान प्रदान किए जाने " संबंधी शर्त शामिल थी;
2. और जबकि राज्य सरकार ने केन्द्र सरकार से उपर्युक्त पैरा-1 में उल्लिखित शर्त के खण्ड को समाप्त करने का अनुरोध किया है और पात्र कर्मचारियों को वर्तमान शैक्षिक सत्र की शुरूआत से अर्थात् संस्था के ' समविश्वविद्यालय ' के रूप में कार्य शुरू करने की तारीख से यूजीसी के वेतनमान प्रदान करने की तत्परता व्यक्त की है ;
3. और जबकि केरल राज्य सरकार के उक्त अनुरोध को जॉच के लिए यूजीसी को अग्रेषित किया गया था । अनुरोध पर विचार करने के बाद आयोग ने विचाराधीन धारा के खंड को समाप्त करने और उनके कर्मचारियों को ' समविश्वविद्यालय ' के दर्जे की अधिसूचना की तारीख से यूजीसी के वेतनमान प्रदान करने हेतु केरल कलामंडलम को अनुमति दिए जाने की शर्त का खण्ड जोड़ने पर अपनी ' अनापत्ति ' की सूचना दे दी है;
4. अतएव अब इस मामले में केरल राज्य सरकार के अनुरोध तथा यूजीसी की सलाह पर विचार करते हुए और यूजीसी अधिनियम , 1956 की धारा 3 में प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्र सरकार इस मंत्रालय की समसंख्यक अधिसूचना दिनांक 14.3.2006 की उपर्युक्त पैरा -1 में उल्लिखित शर्त के खंड को एतद्वारा समाप्त करती है और उसके स्थान पर शर्त का संशोधित खंड जोड़ती है जो इस प्रकार होगा " अधिसूचना की तारीख से अपने कर्मचारियों को यूजीसी के वेतनमान प्रदान करना। "
5. मंत्रालय की समसंख्यक अधिसूचना दिनांक 14.3.2006 में की गई घोषणा की अन्य नियामक शर्ते यथावत् रहेंगी ।

Whereas " Kerala Kalamandalam , Thrissur , Kerala was declared deemed to be a university under Section 3 of the University Grants Commission ( UGC) Act, 1956 vide this Ministry's notification of even number dated the 14th March , 2006 subject to certain conditions including the one that pertained to ' granting of the UGC's pay scales to its employees with effect from the date of submission of application for ' deemed to be university' status' ;
2. And whereas , the State Government requested the Central Government to do away with the clause of condition referred to in para 1 above and expressed its readiness to pay the UGC's pay scale to the eligible employees instead from the beginning of the current academic year , i.e. from the effective date of functioning of the ' deemed -to- be - university' institution ;
3. And whereas , the said request of the State Government of Kerala was forwarded to the . UGC for examination . Upon consideration of the request , the Commission have now conveyed their 'No Objection ' to the deletion of the clause of condition in question and to replace it with a clause of condition to allow the Kerala Kalamandalam to grant UGC's pay scale to its employees with effect from the date of notification of ' deemed to be university' status;
4. Now, therefore, the Central Government, on considering the request of the State Government of Kerala and the advice of the UGC in the matter , and in exercise of the powers conferred by Section 3 of the UGC Act , 1956 , do hereby delete the clause of condition of this Ministry's Notification of even number dated the 14.03.2006 referred to in para 1 above and substitute the same with a modified clause of condition which shall read as " granting of the UGC'spay scales to its employees with effect from the date of this Notification " .
5. The other conditions that govern the declaration made in the Ministry's Notification of even number dated the 14.03.2006 shall remain unaltered .
