सं.1/61/2004 - निर्यात-1 ( 1 ) . दिनांक 09 नवम्बर 2004 की अधिसूचना सं. 1/61/2004- निर्यात I की ओर ध्यान आकृष्ट किया जाता है, जिसके द्वारा सरकार ने परिधान एवं निटवियर निर्यात हकदारी ( कोटा ) नीतियों के अवशिष्ट प्रावधानों का प्रचालन आरंभिक तौर पर 01 जनवरी 2005 से एक वर्ष के लिए लागू करने का निर्णय लिया था और बाद में इन प्रावधानों कोदिनांक 31 दिसम्बर 2007 तक बढ़ा दिया गया था ।
2. सरकार ने परिधान एवं निटवियर निर्यात हकदारी ( कोटा ) नीतियों के अवशिष्ट प्रावधानों का प्रचालन अब 01 जनवरी 2008 से एक साल की अवधि के लिए और आगे बढ़ाने का निर्णय लिया है ।
3. उपर्युक्त पैरा 1 में उल्लिखित दिनांक 9 नवम्बर 2004 की अधिसूचना की अन्य सभी शर्तें अपरिवर्तित रहेंगी ।

सं. ई. 11015(3)2004-हिंदी ( का. ) , इस मंत्रालय के दिनांक 30 नवम्बर , 2004, 13 दिसम्बर , 2004 और 2 मई , 2006 के समसंख्यक संकल्प के अनुक्रम में इस्पात मंत्रालय की हिंदी सलाहकार समिति का कार्यकाल एक वर्ष की अवधि (दिनांक 30.11.2007 से 29.11.2008 तक) के लिए बढ़ाया जाता है ।
आदेश
आदेश दिया जाता है कि इस संकल्प की प्रति सभी राज्य सरकारों और संघ राज्य प्रशासनों , प्रधानमंत्री का कार्यालय , मंत्रिमण्डल सचिवालय, संसदीय कार्य मंत्रालय , लोक सभा सचिवालय , राज्य सभा सचिवालय , योजना आयोग , राष्ट्रपति सचिवालय , भारत के नियंत्रक एवं महालेखा परीक्षक , महालेखाकार, केन्द्रीय राजस्व और भारत सरकार के सभी मंत्रालयों तथा विभागों को भेजी जाए ।
यह भी आदेश दिया जाता है कि संकल्प को सर्वसाधारण की जानकारी के लिए भारत के राजपत्र में प्रकाशित किया जाए ।

जबकि केन्द्र सरकार को विश्वविद्यालय अनुदान आयोग की सलाह पर किसी उच्चतर अध्ययन संस्था को विश्वविद्यालय अनुदान आयोग अधिनियम , 1956 के तहत समविश्वविद्यालय के रूप में घोषित करने का अधिकार प्राप्त है;
2. और जबकि ( 1) पुनिया रामाजायाम कालेज, ( 11 ) पी. आर. इंजीनियरी कालेज और ( ।।। ) पूनिया रामाजायाम शिक्षा कालेज वाले पूनिया रामाजायाम विज्ञान तथा प्रौद्योगिकी कालेज ( प्रीस्ट) को सम -विश्वविद्यालय का दर्जा प्रदान करने के लिए जून , 2004 में श्री पूनिया रामाजायाथाम्मल शैक्षिक और धर्मार्थ न्यास , थंजावुर, तमिलनाडु से एक प्रस्ताव प्राप्त हुआ है;
3. और जबकि विश्वविद्यालय अनुदान आयोग से प्राप्त सिफारिशों की इस मंत्रालय में 9.4.2007 को जांच की गई थी और प्रीस्ट को सम विश्वविद्यालय का दर्जा प्रदान करने वाले प्रस्ताव को मंत्रालय की दिनांक 25.07.2007 की अधिसूचना के द्वारा रद्द कर दिया गया था । इस निर्णय को इस मंत्रालय के दिनांक 29.08.2007 की समसंख्यक अधिसूचना द्वारा दोहराया गया था;
4. और जबकि प्रीस्ट द्वारा प्रस्तुत ताजे दस्तावेजों में उन कमियों को दूर कर दिया गया है जिनका उपर्युक्त पैरा 3 में उल्लिखित अधिसूचनाओं में उल्लेख किया गया है, मामले पर इस मंत्रालय में पुनर्विचार किया गया और विश्वविद्यालय अनुदान आयोग की सिफारिशों तथा विश्वविद्यालय अनुदान आयोग अधिनियम , 1956 की धारा 3 के तहत प्राप्त शक्तियों के आधार पर केन्द्र सरकार एतद् द्वारा पूनिया रामाजायाम कालेज, थंजावुर वाले पूनिया रामाजायाम विज्ञान एवं प्रौद्योगिकी संस्थान, थंजावुर , तमिलनाडु को अस्थाई रूप से पांच वर्ष की अवधि के लिए सम-विश्वविद्यालय के रूप में घोषित करती है । यह उस तिथि से प्रभावी होत जब पूनिया रामाजायाम कालेज सम्बद्धता विश्वविद्यालय , नामतः भारतीदासन विश्वविद्यालय त्रिचरापल्ली, तमिलनाडु से स्वयं को असम्बद्ध कर लेता है । और यह उस शर्त के भी अधीन है कि प्रीस्ट को दिए गए दर्जे की विश्वविद्यालय अनुदान आयोग द्वारा विशेषज्ञ समिति की सहायता से पांच वर्ष बाद समीक्षा की जाएगी । प्रीस्ट को दर्जे की पुष्टि केवल विश्वविद्यालय अनुदान आयोग की विशेषज्ञ समीक्षा समिति की कार्यनिष्पादन रिपोर्ट और उस पर विश्वविद्यालय अनुदान आयोग की सिफारिशों के आधार पर की जाएगी ।
5. उपयुक्त पैरा 4 में की गई उद्घोषणा इस शर्त के भी अधीन है जिसका उल्लेख इस अधिसूचना के पृष्ठांकन की कम संख्या 3 पर किया गया है ।
6. न तो भारत सरकार और न ही विश्वविद्यालय अनुदान आयोग पूनिया रामाजायाम विज्ञान और प्रौद्योगिकी संस्थान , थंजावुर या इसकी अंगीभूत शिक्षण इकाई को कोई योजनागत और योजनेत्तर सहायता अनुदान प्रदान करेंगे.।

Sub: Extension of operation of residuary provisions of Garments and Knitwears Export Entitlement ( Quota ) Policies with effect from 1st January , 2008.
No. 1/61/2004- Exports - I ( 1 ) Attention is invited to Notification No.1 / 61 /2004 - Exports - I dated 9th November , 2004 , vide which the Government decided to enforce operation of the residuary provisions of Garments and Knitwears Export Entitlement ( Quota ) Policies initially for one year with effect from 1st January , 2005 and later on these provisions were extended upto 31st December , 2007 .
2. Now, the Government has decided to extend the operation of the residuary provisions of Garments and Knitwears Export Entitlement ( Quota ) Policies for a further period of one year with effect from 1 " January, 2008 .
3. All other terms and conditions of the Notification dated 9th November, 2004 mentioned in Para 1 above will remain unchanged .

Whereas the Central Government is empowered under Section 3 of the University Grants Commission ( UGC ) Act , 1956 to declare , on the advice of the UGC , an institution of higher learning as deemed to be a university;
2. And whereas , a proposal was received from Sri Ponnaiyah Ramajayathammal Educational & Charitable Trust , Thanjavur , Tamil Nadu in June , 2004 , seeking grant of status of deemed - to - be - university to Ponnaiyah Ramajayam Institute of Science & Technology ( PRIST ) , comprising ( 1 ) Ponnaiyah Ramajayam College , ( ii ) P.R. Engineering College and ( iii ) Ponnaiyah Ramajayam College of Education;
3. And whereas , the recommendations of the University Grants Commission (UGC) received in the matter on 09.04.2007 were examined in this Ministry and the proposal for conferment of status of ' deemed- to - be - university ' to PRIST was rejected vide this Ministry's notification of even number dated the 25.07.2007 . This decision was also reiterated vide this Ministry's subsequent notification of evennumber dated the 29th August , 2007;

4. And whereas , upon submission of fresh documents by the PRIST to remove the deficiencies as pointed out in the notifications referred to in para 3 above , the matter has once again been reconsidered in the Ministry in detail , and on the basis of the recommendations of the UGC , and in exercise of the powers conferred by Section 3 of the University Grants Commission Act , 1956 , the Central Government do hereby declare ' Ponnaiyah Ramajayam Institute of Science & Technology ' ( PRIST) , Thanjavur , Tamil Nadu , comprising ' Ponnaiyah Ramajayam College ' , Thanjavur , Tamil Nadu , as deemed to be a university for the purposes of the aforesaid Act , provisionally for a period of five years with effect from the date the Ponnaiyah Ramajayam College is disaffiliated from its affiliating university , namely , Bharathidasan University , Tiruchirappalli , Tamil Nadu , subject to a condition that the status conferred upon the PRIST will be reviewed after five years by the UGC with the help of an Expert Committee . The status shall be confirmed only on the basis of the performance report of UGC'sExpert Review Committee and the recommendations of the UGC theron .
5. The declaration made in para 4 above is also subject to further conditions mentioned at Sr. No. 3 of the endorsement to this Notification .
