( 8 ) 70/बी 52 और भारत सरकार के दिनांक 21 फरवरी, 1990 के असाधारण राजपत्र सं. 67 के अंतर्गत यथा संशोधित लोक ऋण अधिनियम, 1944 की धारा 28 के अंतर्गत भारत सरकार द्वारा बनाए गएलोक ऋण नियमावली, 1946 के नियम 18 के अनुसरण दिसम्बर 2007 को समाप्त माह के लिए निम्नलिखित सूची खो गई आदि ऐसी प्रतिभूतियों के बारे में एतद्वारा विज्ञापित की जाती हैं, जिसके संबंध में इस बात का विश्वास करने के लिए प्रथम दृष्टया आधार मौजूद है कि प्रतिभूतियां खो गयी हैं और आवेदकों का दावा न्यायोचित है । नीचे लिखे गये संबंधित दावेदारों से इतर सभी व्यक्ति जिसका प्रतिभूतियों पर किसी प्रकार का दावा हो , तत्काल महा प्रबंधक, भारतीय रिज़र्व बैंक केन्द्रीय कार्यालय , सरकारी और बैंक लेखा विभाग , केन्द्रीय ऋण प्रभाग , मुंबई-400008 को संसूचित करें । सूची दो भागों में विभाजित की गई है । भाग " क " में अभी पहली बार विज्ञापित प्रतिभूतियां शामिल की गई हैं और भाग " ख " में पूर्व विज्ञापित प्रतिभूतियों की सूची दी गई है ।

बैंककारी कम्पनी (उपक्रमों का अर्जन तथा अन्तरण ) अधिनियम 1970 ( 1970 का 5) की धारा 19 में प्रदत्त शक्तियों का प्रयोग करते हुए पंजाब नैशनल बैंक का निदेशक- मंडल , भारतीय रिजर्व बैंक के परामर्श तथा केन्द्रीय सरकार की पूर्व स्वीकृति से एतद् द्वारा पंजाब नैशनल बैंक (शेयर एवं बैठकें) विनियम 2000 में आगे निम्नलिखित संशोधन का प्रस्ताव करता है , यथा: -
1. ( 1 ) इन विनियमों को पंजाब नैशनल बैंक ( शेयर एवं बैठकें) संशोधन विनियम 2008 कहा जाएगा ।
( 2 ) ये संशोधन सरकारी राजपत्र में प्रकाशित होने की तारीख को प्रवृत्त होंगे ।
2. पंजाब नैशनल बैंक ( शेयर एवं बैठकें ) विनियम 2008 के विनियम 2 एवं 4 में संशोधन (i) विनियम 2 में धारा ( पी) के लिए निम्न धारा प्रतिस्थापित की जाएगी -
" (पी) इसमें प्रयुक्त शब्द एवं अभिव्यक्ति जिन्हें इन विनियम में परिभाषित नही किया गया है परंतु जिन्हें अधिनियम अथवा योजनाओं में अथवा भारतीय प्रतिभूति एवं एक्चेंज बोर्ड द्वारा जारी मार्गनिर्देशों में और अधिनियम के खण्ड 3 के उपखण्ड (2 बी ) की धारा (सी ) के प्रावधानों के अंतर्गत दी गयी शक्तियों के अनुसरण में भारतीय रिजर्व बैंक द्वारा तैयार मार्गनिर्देशों में परिभाषित किया गया है , का क्रमशः वही अर्थ होगा जो अर्थ उन्हें अधिनियम अथवा योजना में अथवा भारतीय प्रतिभूति एवं एक्सचेंज बोर्ड अथवा भारतीय रिजर्व बैंक द्वारा तैयार मार्गनिर्देशों , जैसा भी मामला हो , में दिया गया है । "
(ii) विनियम 4 के पश्चात निम्नलिखित विनियम शामिल किया जाए -
" 4ए (1 ) बैंक सार्वजनिक निर्गम द्वारा अथवा इक्विटी शेयरों अथवा अधिमानी शेयरों के अधिमानी आबंटन अथवा प्राइवेट प्लेसमेंट द्वारा पूंजी एकत्रित कर सकता है ।
(2) बैंक पूंजी बढ़ाने के लिए , पूंजी बढ़ाने से संबंधित भारतीय प्रतिभूति एवं एक्सचेंज बोर्ड के मार्गनिर्देशों , नियमों अथवा विनियमों के अनुसरण में एक प्रस्ताव तैयार करेगा । 1110

(3 ) बैंक द्वारा सार्वजनिक निर्गम द्वारा अथवा अधिमानी शेयरों के अधिमानी आबंटन अथवा प्राइवेट प्लेसमेंट के द्वारा पूंजी बढ़ाने के लिए ऐसे अधिमानी शेयरों ( चाहे वे शाशवत रूप में हों अथवा मोचनीय अथवा अमोचनीय) , जारी किए जाने वाले प्रत्येक वर्ग के शेयरों की मात्रा एवं बैंक द्वारा जारी किए जाने वाले प्रत्येक वर्ग के अधिमानी शेयरों के लिए नियम एवं शर्तों का निर्धारण अधिनियम के खण्ड 3 के उपखण्ड ( 2 बी) की धारा (सी) में दिए गए प्रावधानों के अंतर्गत भारतीय रिजर्व बैंक द्वारा तैयार मार्गनिर्देशों के अनुरूप होंगे ।
(4) बैंक भारतीय रिजर्व बैंक को प्रस्ताव प्रस्तुत करेगा एवं प्रस्ताव को अंतिम रूप देने से पूर्व रिजर्व बैंक के विचारों को ध्यान में रखेगा ।
(5) तत्पश्चात अंतिम रूप से तैयार प्रस्ताव केन्द्र सरकार के पास उसकी मंजूरी के लिए प्रस्तुत किया जाएगा एवं केन्द्र सरकार किन्हीं नियम एवं शर्तों , जैसा वह ठीक समझे, के अध्याधीन मंजूरी प्रदान कर सकती है ।
(6 ) बैंक केन्द्र सरकार की मंजूरी के अनुरूप पूंजी उगाहेगा । "

सं. यू. 16/53/Kart/03-चि. 2. कर्नाटक कर्मचारी राज्य बीमा ( साधारण ) विनियम, 1950 के विनियम 105 के अधीन निगम की शक्तियों महानिदेशक को प्रदान करने के संबंध में कर्मचारी राज्य बीमा निगम की दिनांक 25 अप्रैल , 1951 को हुई बैठक में पारित किए गए संकल्प के अनुसरण में तथा महानिदेशक के आदेश संख्या 1024 ( जी ) दिनांक 23/5/1983 द्वारा ये शक्तियां आगे मुझे सौंपी जाने पर मैं इसके द्वारा निम्नलिखित डॉक्टर को मानकों के अनुसार देय परिश्रमिक पर निम्नलिखित तिथि तक एक वर्ष के लिए पूर्णकालिक चिकित्सा निर्देशी के कार्यग्रहण करने तक , जो भी पूर्व हो , को राज्य बीमा आयुक्त, कर्नाटक द्वारा निर्धारित क्षेत्र के लिए बीमाकृत व्यक्तियों की स्वास्थ्य परीक्षा करने तथा मूल प्रमाण - पत्र की सत्यता संदिग्ध होने पर उन्हें आगे प्रमाण- पत्र जारी करने के प्रयोजन के लिए चिकित्सा अधिकारी के रूप में कार्य करने के लिए प्राधिकृत करती हूं ।

In exercise of powers conferred by section 19 of the Banking Companies (Acquisition And Transfer of Undertakings) Act, 1970 (5 of 1970) , the Board of Directors of Punjab National Bank after consultation with the Reserve Bank of India and with the previous sanction of the Central Government propose to make the following amendments to the Punjab National Bank (Shares and Meetings ) Regulations , 2000 , namely: -
1. Short title and commencement- ( 1 ) These Regulations may be called Punjab National Bank (Shares & Meetings ) Amendment Regulations , 2008. (2) They shall come into force on the date of their publication in the 2. Official Gazette . Amendments of Regulations 2 and 4 In the Punjab National Bank (Shares and Meetings ) Regulations , 2008.
(i) in regulation 2, for clause (p ) , the following clause shall be substituted, namely: -
" (p) The words and expressions used herein and not defined in these Regulations but defined in the Act or Schemes , or guidelines issued by the Securities and Exchange Board of India , and the guidelines framed by the Reserve Bank in pursuant to the powers conferred on it under the proviso to clause ( c ) of sub section (2B) of section 3 of the Act shall have same meaning respectively assigned to them in the Act or the Scheme or the guidelines issued by the Securities and Exchange Board of India or framed by the Reserve Bank, as the case may be ";
( ii) after regulation 4 , the following regulations shall be inserted, namely: -
"4A ( 1 ) The Bank may raise capital by public issue or preferential allotment or private placement of Equity Shares or Preference shares .
(2) The Bank shall formulate a proposal to raise capital in accordance with the guidelines , rules or regulations of the 1114

Securities and Exchange Board of India , relating to raising of such capital.
(3) For raising capital by public issue or preferential allotment or private placement of Preference Shares , the extent of issue of each class of such Preference Shares (whether perpetual or irredeemable or redeemable ) and the terms and conditions subject to which each class of such Preference Shares that may be issued by the Bank shall be determined in accordance with the guidelines framed by the Reserve Bank in pursuant to the provisions contained in the proviso to clause ( c ) of sub- section (2B ) of section 3 of the Act .
(4) The Bank shall submit the proposal to the Reserve Bank and take into account the views of the Reserve Bank before finalizing the proposal .
(5) The final proposal shall thereafter be submitted to the Central Government for its sanction and the Central Government may grant sanction subject to such terms and conditions as it may deem fit .
(6) The Bank shall raise capital in accordance with the sanction of the Central Government . "
