सं. 6-प्रेज/2008- राष्ट्रपति, गणतंत्र दिवस, 2008 के अवसर पर श्री कृष्ण पाल चंदिला, उप जेलर, जिला जेल, आगरा ( उत्तर प्रदेश ) को शौर्य के लिए राष्ट्रपति का सुधारात्मक सेवा पदक प्रदान करती हैं । उन सेवाओं का विवरण जिनके लिए अलंकरण प्रदान कियागया है :
प्रधान सचिव ( जेल ) , उत्तर प्रदेश ने जिला जेल मेरठ में तलाशी अभियान चलाने के लिए एक कार्यदल का गठन किया। श्री कृष्ण पाल चंदिला, उप जेलर, आगरा इस कार्यदल के सदस्य थे । 30 मार्च. 2007 को जब यह कार्य दल बैरक संख्या 13 और 14 का तलाशी अभियान चला रहा था तो उस समय विभिन्न बैरकों के लगभग 1700 कैदियों ने कार्यदल के सदस्यों का घेराव किया तथा ईंटों, पत्थर, लोहे की छड़ों आदि से हमला करके उन्हें घायल कर दिया । घायल होने के बावजूद श्री चंदिला ने अदम्य साहस और सूझ- बूझ का परिचय दिया और उन्होंने न केवल उन्हें उनके बैरकों में वापिस जाने के लिए बाध्य किया तथा सामान्य स्थिति बहाल करने में जिला प्रशासन की मदद की बल्कि एल पी जी सिलेंडर में आग लगाकर जेल के दरवाजे को उड़ाने के कैदियों के प्रयास को भी विफल कर दिया। श्री चंदिला ने बैरकों से मोबाइल फोन, चाकू, देशी पिस्तौल. नकदी आदि जैसी अनेक निषेधात्मक वस्तुएं भी बरामद कीं ।
2. इस प्रकार श्री चंदिला ने अदम्य शौर्य, साहस और कर्तव्य के प्रति निष्ठा का परिचय दिया।
3. यह पुरस्कार शौर्य के लिए राष्ट्रपति का सुधारात्मक सेवा पदक प्रदान किए जाने को शासित करने संबंधी नियमों के नियम 4( iv ) के अंतर्गत प्रदान किया जाता है और इसके परिणामस्वरूप इसके साथ , 30 मार्च 2007 से नियम 5( ड. ) के अंतर्गत यथा स्वीकार्य विशेष भत्ता प्रदान किया जाता है ।

सं. 7-प्रेज./2008 - राष्ट्रपति, गणतंत्र दिवस, 2008 के अवसर पर श्री नरेन्द्र द्विवेदी, उप जेलर, जिला जेल, मेरठ को मरणोपरांत शौर्य के लिए सुधारात्मक सेवा पदक प्रदान करती हैं ।
उन सेवाओं का विवरण जिनके लिए अलंकरण प्रदान किया गया है :
श्री नरेन्द्र द्विवेदी, उप जेलर एक बहादुर, ईमानदार और साहसी अधिकारी थे जो अपनी ड्यूटियों के प्रति पूर्णतया समर्पित थे । अपनी ड्यूटियों के प्रति परम निष्ठा के कारण, वे 7 अगस्त, 2007 को अपराधियों की गोली का शिकार हो गए ।
2. जिला जेल , मेरठ में उप जेलर के पद पर तैनात रहते हुए श्री नरेन्द्र द्विवेदी ने अपनी अंतिम सांस तक वर्दी की उच्चतम परम्परा को कायम रखते हुए ईमानदारी और बहादुरी के साथ अपनी ड्यूटियों का निर्वहन किया और इस प्रकार " मृत्यु पर्यन्त सेवा" करते हुए परम बलिदान दिया ।
3. यह पुरस्कार शौर्य के लिए सुधारात्मक सेवा पदक प्रदान करने को शासित करने संबंधी नियमों के नियम 4( iv ) के अन्तर्गत प्रदान किया जाता है तथा परिणमस्वरुप इसके साथ 7 अगस्त, 2007 से नियम 4( क) के अंतर्गत यथा स्वीकार्य विशेष भत्ता प्रदान किया जाता है।

2. यह पुरस्कार विशिष्ट सेवा के लिए राष्ट्रपति के सुधारात्मक सेवा पदक प्रदान करने को शासित करने संबंधी नियमों के नियम 4 के अंतर्गत प्रदान किया जाता है ।

श्री प्रवीण रूशनाराव हिंवारे को दिनांक 4 जुलाई, 2005 को एक संदेश मिला कि यशोदा नदी का जल स्तर खतरे के निशान से 17 फुट ऊपर जा चुका है और बाढ़ का पानी बोपापुर गांत्र की ओर तेजी से बढ़ रहा है । गांव के दस व्यक्तियों ने एक पानी की टंकी पर शरण ली हुई है लेकिन पानी का जल स्तर बहुत तेजी से बढ़ रहा था और पानी की टंकी के ऊपर तक पहुंचने वाला था । इन दस व्यक्तियों की जान खतरे में थी ।
2. श्री हिवारे शाम सात बजे घटना स्थल पर पहुंचे और बाढ़ के तेज बहाव की परवार न करने हुए अपने को पेड़ो, बिजली के खंबों इत्यादि से अपने को रस्सी द्वारा बांधे हुए अपने कौशल से किसी प्रकार टंकी तक पहुंच गए और अपने साथ लाई हुई जीवन रक्षक जैकट और ट्यूबों को फंस हुए लोगों , जो पानी की टंकी पर खड़े थे, तक पहुंचाया । इसके बाद उन्होंने रस्सी तथा जीवन रक्षक जैकट की मदद से एक- एक करके उन लोगों को सुरक्षित बाहर निकाला । उनकी इस बहादुरी पर जिला मंत्री द्वारा स्वतंत्रता दिवस पर रूपये 5000/ - के नकद पुरस्कार द्वारा सम्मानित किया । 3. दूसरी घटना में, बिना स्वार्थ लोक हित में और बहादुरी का परिचय देते हुए दिनांक १७ सितम्बर, 2006 को वारधा में भामतीपुरा गांव के रिहायशी इलाके की ऊपरी इमारत में लगी आग , जो कि सिलेण्डर फटने से लगी थी, में श्री हिवारे ने तीन बच्चों को बचाया । श्री हिवारे ने पीछे क्रा दरवाजा तोड़कर इमारत में प्रवेश किया और उनके पास जो भी साधन था उससे आग पर काबू पाया और बच्चों को बचाया ।
4. इस प्रकार श्री हिवारे ने अदम्य साहस , शूरवीरता, कार्य क्षमता और कर्तव्य निष्ठा में उच्च स्तर का परिचय दिखाया ।

दिनांक 13 मार्च, 2007 को 1855 बजे डिंडोषी दमकल केन्द्र को सूचना प्राप्त हुई कि मुम्बई के गोरेगांव ( पू० ) की आरे कॉलोनी में पार्क प्लाजा के निकट रायल पॉम एस्टेट में एक इमारत ढह गई है। डिंडोषी दमकल केन्द्र से दमकल गाड़ियों के साथ अग्निशमन कार्मिक तथा समीप के अन्य दमकल केन्द्रों से कुमुक रवाना हुए । घटना स्थल पर पहुंच कर प्रभारी अधिकारी ने पाया कि एक इमारत ढह गई थी और कई मजदूर 12 फुट से अधिक गहरे गड्ढे में मलबे के नीचे दबे हुए थे । ढह चुकी इमारत के अस्थिर ढांचे के गिरने का खतरा था, जिसमें कंक्रीट के बड़े- बड़े स्लैब थे, जिससे बचाव कार्य में लगे फायरमैनों की जान को खतरा बना हुआ था । फायरमैनों की छोटी सी चूक बचावकर्ताओं और अंदर फंसे हुए व्यक्तियों की जान खतरे में डाल सकती थी । श्री के ० ए० कदम, चीफ फायर आफिसर ने कार्मिकों के साथ, स्लैब को काटकर एक छोटा सा रास्ता बनाया और उस सुरंग से रेंगते हुए मलबे में फंसे पीड़ितों तक पहुंचे। कार्मिकों ने श्री के ० ए० कदम के सक्षम नेतृत्व, मार्गदर्शन, प्रोत्साहन से मलबे में दबे दो लोगों को जिन्दा बचा लिया।
2. इस प्रकार श्री किरण अनन्त कदम, मुख्य अग्निशमन अधिकारी ने उत्कृष्ट वीरता, अदम्य साहस, नेतृत्व, व्यवसायिक कुशलता और उच्च कोटि की कर्त्तव्य- परायणता का परिचय दिया । 3. यह पुरस्कार, वीरता के लिए राष्ट्रपति का अग्नि शमन सेवा पदक पुरस्कार को शासित करने वाली नियमावली के नियम 3( 1 ) के तहत प्रदान किया जाता है और परिणामतः नियम 5 (क) के तहत अनुमेय विशेष भत्ता दिनांक 13.03.20007 से इसके साथ देय होगा ।

26 दिसम्बर , 2006 को 20.10 बजे अग्नि नियंत्रण कक्ष, इम्फाल में सूचना प्राप्त हुई कि अल्लू गली, थांगल बाजार, इम्फाल स्थित गोदाम में आग लग गई है । सूचना प्राप्त होने पर श्री लाल मोहन सिंह सोइबाम, सब- ऑफीसर के नेतृत्व में अग्निशमन कर्मी दमकल गाड़ियों के साथ तुरंत घटना स्थल को गए । घटना स्थल पर पहुंचने पर अधिकारी ने देखा कि गोदाम पूरी तरह से आग की चपेट में आ गया था और आग की लपटें सभी दिशाओं से उठ रही थी । बिना समय गंवाए उन्होंने दमकल गाड़ियों को सामरिक स्थलों पर लगाया और आग को बुझाने की कार्रवाई प्रारंभ कर दी । इमारत के अंदर एल.पी.जी. सिलेन्डर में विस्फोट होने से स्थिति और बिगड़ गयी। उन्होंने इमारत के अंदर से लोगों के चिल्लाने की आवाजें सुनी । पूरी इमारत से घना धुआं, हॉट गैसें, लपटें निकल रही थीं और कोई भी व्यक्ति वहां फंसे लोगों को बचाने के लिए इमारत के अंदर प्रवेश करने का साहस नहीं कर रहा था। सभी तरह के खतरों के बावजूद श्री सोइबाम इमारत की पहली मंजिल पर पहुंचे और वहां फंसे 84 वर्षीय वृद्ध व्यक्ति श्री थोकचोम नीलमणि सिंह को बचा लिया । 2. इस प्रकार , श्री लाल मोहन सिंह सोइबाम ने उत्कृष्ट वीरता. अदम्य साहस, नेतृत्व व्यावसायिक कुशलता और उच्च कोटि की कर्तव्य परायणता का परिचय दिया ।
3. यह पुरस्कार वीरता के लिए राष्ट्रपति का अग्निशमन सेवा पदक पुरस्कार को शासित करने वाली नियमावली के नियम 3 ( 1 ) के तहत प्रदान किया जाता हैं और परिणामतः , नियम 5 (क ) के तहत अनुमेय विशेष भत्ता दिनांक 26.12.2006 से इसके साथ देय होगा ।

दिनांक 01.02.2006 को 9.35 बजे फायर स्टेशन खन्ना में सूचना प्राप्त हुई कि ओरिएंटल बैंक ऑफ कामर्स, खन्ना, पंजाब के परिसर में आग लग गई है । खन्ना एवं लुधियाना फायर स्टेशनों से दमकल गाड़ियां तत्काल आग लगने के स्थान पर पहुंची । घटनास्थल पर पहुंचने पर यह देखा गया कि खिड़कियों से आग की लपटें एवं घना धुआं उठ रहा है । आग बुझाने के लिए वाटर जेटों के साथ अग्निशमन कार्मिकों को सामरिक महत्व के स्थलों पर तैनात किया गया। श्री सुशील कुमार , फायरमैन ने साहस के साथ, जलती हुई इमारत के अन्दर गए और तब तक अन्दर रहे जब तक आग पर पूर्ण रुप से काबू नहीं पा लिया गया । उन्होंने पैट्रोल पंप और आस- पास की इमारतों तक आग नहीं फैलने दी और इस प्रकार से आगे होने वाले विनाश को रोका। वे आग बुझाने की कार्रवाई के दौरान जख्मी हो गए और उन्हें उपचार हेतु सिविल अस्पताल , समराला भेजा गया ।
2. इस प्रकार से फायरमैन, श्री सुशील कुमार ने उत्कृष्ट वीरता, अदम्य साहस, व्यवसायिक कुशलताऔर उच्च कोटि की कर्तव्य-परायणता का परिचय दिया।
3. यह पुरस्कार, वीरता के लिए राष्ट्रपति का अग्नि शमन सेवा पदक पुरस्कार को शासित करने वाली नियमावली के नियम 3 ( i ) के तहत प्रदान किया जाता है और परिणामतः नियम 5 (क) के तहत अनुमेय विशेष भत्ता दिनांक 01-02-20006 से इसके साथ देय होगा ।

दिनांक 11 अगस्त, 2007 को लगभग 0900 बजे जम्मू एवं कश्मीर के अनन्तनाग जिले के खुन्दरू नामक स्थान में स्थित । फील्ड आयुध भंडार में आग लग गई जिसके बाद उच्च विस्फोस्टक गोला-बारूद में विस्फोट होने शुरू हो गए । सूचना मिलने पर, जम्मू एवं कश्मीर अग्निशमन सेवा की दमकल गाड़ियां मौके पर पहुंचीं । वहां पहुंचने पर दल ने देखा कि वहां ताप, धुआं और भयंकर आग लगी हुई है जिसमें बार- बार विस्फोट हो रहे थे और चारों तरफ छरें उड़ भाग -खण्ड । ]

रहे थे। जिला प्रशासन, ग्रामीणों से निकटवतों स्थानों को खाली करने का अनुरोध कर रहा था। दमकल गाड़ियों को सामरिक स्थानों पर खड़ा किया गया और तबाह करने वाली आग पर नियन्त्रण पाने के लिए अग्निशमन कार्रवाईयां आरम्भ कर दीं । अग्निशमन दल ने सेना के जवानों के सहयोग से निकटवर्ती इलाके को खाली करवाने की कार्रवाई को प्राथमिकता दी और कई जानें बचाईं । दल के सदस्य आग से अथक रूप से जूझते रहे और निरन्तर हो रहे विस्फोटों, खतरे के सामने , ताप, दमघोटू धुएं, विपरीत परिस्थितियों और चोटों के बीच निर्भीकता से स्थिति को काबू किया । दल के सदस्योने, बमों को निष्क्रिय करने के लिए सेना द्वारा देश भर से बुलाए गए बम निष्क्रिय दस्तेके साथ, कंधे से कंधा मिलाकर कार्य किया ।

दिनांक 21-3-2007 को 6.15 बजे जम्मू एवं कश्मीर अग्निशमन सेवा नियंत्रण कक्ष, श्री नगर में एक सूचना प्राप्त हुई कि 9 सिविलियन, महिलाएं और बच्चे रिहायशी स्थान , श्रीनगर में बाढ़ में असहाय फंस गए हैं । सूचना प्राप्त होने पर बचाव नावों के साथ दमकल गाड़ियां तत्काल घटना स्थल पर पहुंची। घटना स्थल पर पहुंचने पर, यह पाया कि, आदमी, औरतें और बच्चे एक मंजिली मकान के भूतल में फंस गए हैं जोकि तेज बाढ़ के कारण एक बड़े जलाशय में परिवर्तित हो गया है । बचाव दल के सदस्य सर्वश्री सज्जाद अहमद खान , फारुख अहमद शागू, मोहम्मद यासीन शाह अपनी नावों पर और अपने मार्ग में आने वाली सभी बाधाओं जैसे अदृश्य कांटेदार बाड़, ऊंची दीवारें , बिजली के खंभों इत्यादि पर विचार किए बगैर फंसे हुए कार्मिकों को बचाने के लिए तत्काल आगे बढ़े । अन्ततः उन्होंने फंसे हुए व्यक्तियों नामतः सर्वश्री नाजिर अहमद, आयु 500 वर्ष, मोहम्मद मकबूल . 4.5 वर्ष, असीया, 30 वर्ष, मन्जूर अख्तर, 12 वर्ष, गुलशन बानो , 12 वर्ष, फुरकान अहमद, ५ वर्ष, इरफाना बानो. ४ वर्ष, राफीका बानो, 6 वर्ष और इकरा , आयु 5 वर्षको बचा लिया ।
2. इस प्रकार सर्व/श्री सज्जाद अहमद खान , प्रभागीय अग्निशमन अधिकारी , फारुख अहमद शागू, ड्राईवर और मोहम्मद यासीन शाह, फायरमैन ने उत्कृष्ट वीरता, अदम्य साहस . नेतृत्व, व्यवसायिक कुशलता और उच्च कोटि की कर्तव्य - परायणता का परिचय दिया ।

15 दिसम्बर , 2006 को 14.08 बजे अग्नि नियंत्रण कक्ष, गांधी नगर में सूचना प्राप्त हुई कि मुबारक मंडी, पुराना सचिवालय कॉम्पलेक्स, जम्मू में आग लग गई है । सूचना प्राप्त होने पर नजदीकी अग्निशमन स्टेशन से दमकल गाड़ियां, तुरंत घटना स्थल पर पहुंची। घटना स्थल पर पहुंचने पर प्रभारी अधिकारी ने देखा कि आग सभी दिशाओं में तेजी से फैल रही थी । उन्होंने अग्निशमन कर्मियों को सामरिक स्थलों पर लगाया और आग बुझाने की कार्रवाई प्रारंभ कर दी। टीम के सदस्य, लीडिंग फायरमैन श्री मोहम्मद इकबाल और फायरमैन श्री विजय कुमार ने वाटरजेट्स का नेतृत्व संभाला और बढ़ती हुई लपटों. घने काले धुएं आदि के कारण अपनी जान के लिए उत्पन्न जोखिम की परवाह न करते हुए पीछे से जल रही इमारत के अंदर घुस गए और आग बुझाने की कार्रवाई करते रहे और तोशखाना जहां पर डोगरा महाराजा का हजारों करोड़ का खजाना था, को बचाने के साथ- साथ मुबारक मंडी कॉम्पलेक्स स्थित आस- पास के कार्यालयों , संस्थानों में रह रहे लोगों की जान बचायी ।
2. इस प्रकार, सर्व/श्री मोहम्मद इकबाल , लोडिंग फायरमैन और श्री विजय कुमार , फायरमैन ने उत्कृष्ट वीरता. अदम्य साहस, व्यावसायिक कुशलता और उच्च कोटि की कर्तव्य परायणता का परिचय दिया।

दिनांक 13 मार्च, 2007 को 1855 बजे डिंडोषी दमकल केन्द्र को सूचना प्राप्त हुई कि मुम्बई के गोरेगांव ( पू० ) की आरे कॉलोनी में पार्क प्लाजा के निकट रायल पॉम एस्टेट में एक इमारत ढह गई है। डिंडोषी दमकल केन्द्र से दमकल गाड़ियों के साथ अग्निशमन कार्मिक तथा समीप के अन्य दमकल केन्द्रों से कुमुक रवाना हुए। घटना स्थल पर पहुंच कर प्रभारी अधिकारी ने पाया कि एक इमारत ढह गई थी और कई मजदूर 12 फुट से अधिक गहरे गड्ढे में मलबे के नीचे दबे हुए थे । ढह चुकी इमारत के अस्थिर ढांचे के गिरने का खतरा था, जिसमें कंक्रीट के बड़े- बड़े स्लैब थे, जिससे बचाव कार्य में लगे फायरमैनों की जान को खतरा बना हुआ था । फायरमैनों की छोटी सीचूक बचावकर्ताओं और अंदर फंसे हुए व्यक्तियों की जान खतरे में डाल सकती थी। चीफ फायर आफिसर ने श्री रमेश दामोदर भोर, स्टेशन अधिकारी और प्रमोद शांताराम सावंत. फायरमैन के साथ. स्लैब को काटकर एक छोटा सा रास्ता बनाया और उस सुरंग से रेंगते हुएए मलबे में फंसे पीड़ितों तक पहुंचे। उन्होंने मलबे में दबे दो लोगों को जिन्दा बचा लिया ।
2. इस प्रकार सर्वश्री रमेश दामोदर भोर , स्टेशन अधिकारी और प्रमोद शांताराम सावंत, फायरमैन ने उत्कृष्ट वीरता , अदम्य साहस, नेतृत्व, व्यवसायिक कुशलता और उच्च कोटि की कर्तव्य- परायणता का परिचय दिया।

दिनांक 16.12.2006 को 22.00 बजे अथागढ़ अग्निशमन केन्द्र में सूचना प्राप्त हुई कि तिगिड़िया पुलिस थाने के अन्तर्गत साबरशाही में एक व्यक्ति एक गहरे संकरे कुएं में गिर गया है । सूचना मिलने पर दमकल गाड़ियां, दल के सदस्यों सहित मौके पर पहुंची। घटनास्थल पर पहुंचने पर यह पता चला किमधु बेहेरा नाम का एक व्यक्ति, कीचड़ और पानी से भरे एक गहरे संकरे कुएं में गिरा हुआ है । कुएं के अन्दर जहरीली गैसें होने का खतरा था। खतरे से पूरी तरह विदित होते हुए भी फायरमैन, प्रकाश चन्द्र नायक ने श्री बेहेरा को बचाने के लिए, मुंह में टार्च पकड़ कर रस्सियोंकी मदद से कुएं के अन्दर प्रवेश करने का साहस किया परन्तु सफल नहीं हो सके क्योंकि कुएं के अन्दर असहनीय दुर्गन्ध थी । उन्होंने एक कपड़े से अपना मुंह ढक कर एक बार पुनः कुएं में प्रवेश करने का प्रयास किया और वे श्री बेहेरा , जो एक भैंस के कंकाल पर बेसुध पड़े थे, को बचाने में सफल हो गए। फायरमैन श्री नायक को भी चक्कर और छाती में दर्द महसूस होने लगा जिसके लिए उन्हें चिकित्सा उपचार दिया गया ।
2. इस प्रकार श्री प्रकाश चन्द्र नायक, फायरमैन ने उत्कृष्ट वीरता, अदम्य साहस, व्यवसायिक कुशलता और उच्च कोटि की कर्तव्य- परायणता का परिचय दिया ।
3. यह पुरस्कार , वीरता के लिए अग्नि शमन सेवा पदक पुरस्कार को शासित करने वाली नियमावलीके नियम 3( 1 ) के तहत प्रदान किया जाता है और परिणामतः नियम 5 (क ) के तहत अनुमेय विशेष भत्ता दिनांक 16.12.2006 से इसके साथ देय होगा ।

जबकि केन्द्र सरकार को विश्वविद्यालय अनुदान आयोग की सलाह पर किसी उच्चतर अध्ययन संस्था को विश्वविद्यालय अनुदान आयोग अधिनियम, 1956 के तहत समविश्वविद्यालय के रूप में घोषित करने का अधिकार प्राप्त है ।
2. और जबकि बीजापुर लिबरल डिस्ट्रिक्ट एजुकेशनल एसोसिएशन, बीजापुर, कर्नाटक से बी.एम. पाटिल मेडिकल कालेज, हास्पिटल एण्ड रिसर्च सेंटर, बीजापुर को विश्वविद्यालय अनुदान आयोग अधिनियम , 1956 की धारा 3 के तहत 'बी.एल.डी. विश्वविद्यालय ' के नाम से समविश्वविद्यालय के रूप में घोषित करने के लिए प्रस्ताव प्राप्त हुआ है;
3. और जबकि विश्वविद्यालय अनुदान आयोग ने उक्त प्रस्ताव की जांच की है और अपने दिनांक 28.12.2007 के पत्र संख्या एफ.26-13 /2007 (सीपीपी ) के द्वारा बी. एम . पाटिल मेडिकल कालेज , हास्पिटल एण्ड रिसर्च सेंटर, बीजापुर को शुरूआत में 5 वर्ष की अवधि के लिए बीएलडीई विश्वविद्यालय, बीजापुर, कर्नाटक के नाम और शैली में विश्वविद्यालय अनुदान आयोग अधिनियम, 1956 की थारा 3 के तहत समविश्वविद्यालय का दर्जा देने की सिफारिश की है;
4. अतः विश्वविद्यालय अनुदान आयोग अधिनियम, 1956 की धारा 3 द्वारा दी गई शक्तियों का उपयोग करते हुए केन्द्र सरकार विश्वविद्यालय अनुदान आयोग की सलाह पर श्री बी.एम. पादिल मेडिकल कालेज, हास्पिटल एण्ड रिसर्च सेंटर, बीजापुर को उक्त अधिनियम के प्रयोजनार्थ 5 वर्ष की अवधि के लिए समविश्वविद्यालय के रूप में घोषित करती है । यह उस तिथि से प्रभावी होगा जिस तिथि से उक्त कालेज स्वयं को अपने सम्बद्ध विश्वविद्यालय अर्थात् राजीव गांधी स्वास्थ्य विज्ञान विश्वविद्यालय से असंबंद्ध कर लेगा। बीएलडीई विश्वविद्यालय को दिया गया दर्जा इस शर्त के अधीन होगा कि 5 वर्ष की अवधि समाप्त होने से पहले विश्वविद्यालय अनुदान आयोग विशेषज्ञ समिति की सहायता से इस दर्जे की समीक्षा करेगा। इस दर्जे की पुष्टि तभी होगी जब विश्वविद्यालय अनुदान आयोग की विशेषज्ञ समिति की जाँच और मूल्याकन रिपोर्ट पर विश्वविद्यालय अनुदान आयोग अपनी सिफारिशें दे देगा ।
5. उपर्युक्त पैरा 4 में की गई उद्घोषणा इस शर्त के भी अधीन है जिसका उल्लेख इस अधिसूचना के पृष्ठांकन की कम संख्या 5 पर किया गया है ।
6. न तो भारत सरकार और न ही विश्वविद्यालय अनुदान आयोग बीएलडीई विश्वविद्यालय या इसकी अंगीभूत शिक्षण इकाई को कोई योजनागत और योजनेत्तर सहायता अनुदान प्रदान करेंगे ।

कार्य
2. समिति का कार्य केन्द्रीय हिन्दी समिति और राजभाषा विभाग द्वारा सरकारी काम में हिन्दी के प्रगामी प्रयोग के संबंध में निर्धारित नीतियों को पर्यटन मंत्रालय में कार्यान्वित करने के बारे में सलाह देना होगा ।
कार्यकाल
3. समिति के सदस्यों का कार्यकाल सामान्य रुप से समिति के गठन की तारीख से निम्नलिखित बातों के अधीन तीन वर्ष होगा:-
(
क) जो संसद सदस्य समिति के सदस्य हैं, वे संसद सदस्य न रहने पर इस समिति के सदस्य नहीं रहेंगे ।
(ख) समिति के पदेन सदस्य अपने पद पर कार्य करते रहने तक समिति के सदस्य रहेंगे । (ग) यदि किसी सदस्य की मृत्यु हो जाने के कारण अथवा समिति की सदस्यता से त्यागपत्र देने के कारण स्थान खाली होता है तो उस स्थान पर नियुक्त सदस्य तीन वर्ष के कार्यकाल की शेष अवधि के लिए ही सदस्य रहेगा ।
मुख्यालय
4. समिति का मुख्यालय नई दिल्ली में होगा किन्तु समित्ति अपनी बैठक आवश्यकता पड़ने पर दिल्ली से बाहर किसी अन्य स्थान पर भी कर सकती है ।
यात्रा भत्ता तथा अन्य भत्ते
5. (क) समिति की बैठकों में भाग लेने के लिए समिति में नामित सांसदों को "संसद सदस्य (वेतन, भत्ता एवं पेंशन) अधिनियम, 1954 " के प्रावधानों एवं समय- समय पर जारी किए गए संशोधनों तथा उनके अधीन बनाए गए नियमों के अनुसार यात्रा भत्ता तथा दैनिक भत्ता दिया जाएगा ।
(ख) समिति की बैठकों में भाग लेने के लिए गैर- सरकारी सदस्यों को राजभाषा विभाग के दिनांक 22 जनवरी, 1987 के कार्यालय ज्ञापन सं०. ThePrincipal Secretary (Jail ), Uttar Pradesh has constituted a task force to carryout search operation in the District Jail Meerut. Shri Krishna Pal Chandila , Deputy Jailor, Agra was a member of the task force. On 30th March, 2007 when the task force was carrying out search operation of barrack numbers 13 & 14, about 1700 prisoners of different barracks gehraced and attacked the members of the task force with bricks , stone, iron bars etc. and injured them . Despite being injured, Shri Chandila has shown exemplary courage and presence of mind and he not only forced them to go back to their barracks and helped the district administration in restoring the normalcy but also foiled the attempt of the prisoners to blast the gate of thejail by igniting the LPG cylinder. Shri Chandila was also. instrumental in recovering many prohibitive items such as mobile phone , knife, country made pistols , cash etc. from the barracks.
2. Shri Chandila has thus displayed exemplary gallantry, courager and devotion to duty.

Statement of services for which the decoration has been awarded.
On4th July, 2006, Shri Pravin Krushnarao Iliware received a message that the river Yashoda has flooded into Village Bopapur Dighai and cross the danger level by 17 ft . Ten villagers had taken shelter on a water tank, but water level was rising fast and had reached the top of the water tank and the lives of these persons were in great danger. They needed immediatehelp.
2. Shri Hiware rushed to the spot at 7 pm and with ingenuinity reached the tank by tying ropes along the standing trees/electric poles , etc. and brought life jackets and tubes to PART Sec . 1 )
the people stranded on the water tank , amidst the strong current ofthe flood water. He then rescued them one by one with the help ofthe rope he had tied and with the security of the life jackets . For this valour on his part , he was honoured by the District Minister with a cash award of Rs . 5,000/- on the occasion of Independence Day.
3.In another act of selfless public service and gallantry, on 19th September, 2006, Shri Hiware rescued 3 children from the upper floor of a residential building in village Bhamtipura , Wardhawhich had caught fire due to gas cylinder explosion . Shri Hiware broke the rear door, entered the building , extinguished the fire with whatever improvisation was available with him , rescued the children.
4. Shri Hiware thus displayed conspicuous gallantry. exemplary courage , professional expertise and devotion to duty of very high order.

On 26th December , 2006 at 2010 hrs a call was received in the fire control room at Imphal informing that a fire has broken out in a godown at Allu Galli , Thangal Bazar, Imphal . Immediately on recipt of a call, Fire Tenders with crew were rushed to the spot under the command of Shri Lalmohan Singh Soibam, Sub officer. On reaching the spot the officer observed that the godown was fully engulfed by the fire and the flames were leaping out in all directions. Without wasting time, he positioned the Fire Tenders at strategic location and started the fire fighting operstions . The situation aggravated due to the explosion in the LPG Cylinders in side the building. He heard human cries from the building. The building was full ofdense smoke , bot gases , flames and nobody was daringto enter into the building to rescue them . Despite all dangers , Shri Soibam reached the first floor and rescued an old man of 84 years age Shri Thokchom Nilamani Singh .

On 13th March , 2007 at 1855 hours a call was received at Dindoshi Fire Station about the building collapse at Royal Palm Estate, Near Park Plaza , Aarey Colony, Goregaon (E) , Mumbai . The Fire Crews with fire tenders were dispatched from Dindohsi Fire Station and the reinforcement from other nearest fire Stations . On arrival at the scene of the incident, officer- in - charge observed that a building was collapsed and many workers were trapped under the debris in more than 12 feet deep cavity. The unstable structure of the collapsed building was posing the danger of further collapse of huge Concrete slabs threatening the life of the fireman involved in rescue operations . Any slightest mistakeby the firemen could have endangered the life of the rescuer and the people trapped inside. Shri K. A. Kadam , Chief Fire Officer along with crew have made narrow opening by cutting the slabs and crawled through the tunnel and reached the trapped victims . The crew under the able leadersip , guidance , motivation of Shri K. A. Kadam rescued two people alive the rubble.
2. Chief Fire Officer , Shri Kiran Anant Kadam thus displayed conspicuous gallantry, exemplary courage , leadership , professional expertise and devotion to duty of a very high order.
3. This award is made for gallantry under Rule 3( i ) of the Rules governing the award of President's Fire Service Modal
On01.02.2006 at 9.35 hrs a call was received at Fire Station Khanna, about a fire in the premises of Oriental Bank of Commerce , Khanna, Punjab. Immediately Fire Tenders were rushed to the scene of fire from Khanna and Ludhiana Fire Stations. On reaching the spot it was observed that flames and thick smoke was leaping out from the windows . The fire crews were deployed at the strategic locations with water jets to contain the fire . Sh. Sushil Kumar, Fireman courageously entered deep inside the burning building and remained inside till the fire was completely brought under control . He did not allow the fire to spread to the Petrol Pump and other surrounding properties and prevented the further disaster.

He was injured in the fire fighting operations and send to the CivilHospital, Samrala for further treatment .
The crew members have ruthlessly fought the fire and professionally tackled the situation amid series of blast, exposure hazards , heat radiation, obnoxious fumes , hostile involvements and injuries . The crewmembers also work shoulder to shoulder with bomb disposal squad summouned by the army from all over the country to clear the shells.
2. Fireman, Shri Sushil Kumar, thus displayed conspicuous gallantry, exemplary courage , professional expertise and devotion to duty of a very high order.
3.This award is made for gallantry under Rule 3 (i ) of the Rules governing the award of President's Fire Service Medal for Gallantry and consequently carries with it special allowance admissible under rule 5(a) w.e.f.01.02.2006 .

On 21.03.2007 at 6.15 hrs . a call was received in the Jammu &Kashmir Fire Service Control room , Srinagar informing that nine çivilain men , women and children have been marooned by flash tloods in residential housing , Srinagar . Immediately onreceipt of call, Fire Tenders along with Rescue Boats were rushedto the spot . On reachingto the spot , it was observed that men , women and children are trapped in the ground floor ofa single story house , turned as a huge water reservoir due to flash flood. Immediately S/Shri Sajjad Ahmd Khan , Farooq AhmadShagoo, Mohammad Yaseen Shah , as members ofthe rescue team with their boats and without considering all odds in their way such as invisible barbed wire fencing, high walls , electrical polls ete. approached to save trapped personnel.
On 11th August 2007 at around 0900hrs . a fire broke out with successive explosion ofHigh Explosive ammunitions in 21 Field Ammunition Depot, Khundroo , Distt . Anantnag .
They finally saved trapped personel namely S/Shri Nazir Ahmad age (50) years. Mohd Maqbool (45) years , Assiya (30) years, Manzoor Akhtar ( 12 ) years , Gulshan Bano ( 12) years , Furkan Ahmad (9) Years , Irfana Bano (8) years , RafiqaBano (6) years and Iqra age (5) years.
2. S/Shri Sajjad Ahmd Khan , Divisional FireOfficer Farooq Ahmad Shagoo. Driver and Mohammad Yaseen Shah , Fireman, thus displayed conspicuous gallantry, exemplary courage , leadership, Professional expertise and devotion to duty of a very high order.
3. This award are made for gallantry under Rule 3 ( i ) ofthe Rulesgoverning the award of Fire Service Medal for Gallantry Jammu and Kashmir. On receipt of the Call , Fire Tenders from Jammu and Kashmir Fire Service were reached to the spot .On arrival crew noticed heat , smoke and multiple fires accompanied with repeated explosions and flying splinters all around . The District Administration were requesting to the villagers to evacuate the nearby places . The Fire Tenders were parked at the strategic locations and started fire- fighting operations to control the devastating fire . The fire crews in association with army jawans , prioritized the evacuation process from the nearby site and save the namber of lives .

officer- in-charge observed that a building was collapsed and many workers were trapped under the debris in more than 12 feet deep cavity. The unstable structure of the collapsed building was posing the danger of further collapse ofhuge Concrete slabs threatening the life of the firemen involved in rescue operations. Any slightest mistake by the firemen could have endangered the life of the rescuer and the people trapped inside. Chief Fire Officer along with Shri Ramesh Damodar Bhor, Station Officer and Pramod Shantaran Sawant, Fireman, have made narrow opening by cutting the slabs and crawled through the tunnel and reached the trapped victims . They rescued two people alive from the rubble.

On 15.12.2006 at 14.08 hrs a call was received in the Fire Control Room Gandhi Nagar informing that fire has broken out atMubarak Mandi , Old Secretariat Complex , Jammu . On receipt of the call , Fire Tenders from the nearest Fire Station were rushed to the spot. On reaching at the scene the officer- in-charge observed that the fire was spreading fast in all directions . He positioned the fire tenders at the strategic location and started fire -fighting operations .Leading Fireman, ShMohammad Iqbal and Fireman Sh Vijay Kumar as part of the team spearheaded the water jets and entered deep into the burning building from the rear side in spite of danger to the life due to leaping flames , black dense smoke etc. and continued fire fighting and saved the Toshkhana were Dogra Maharaja's Treasure worth thousand of crores besides lives of the occupants of the adjoining offices , institutions in Mobarak Mandi Complex.

On16.12.2006 at 22.00 hours a call was received at Athagarh FireStation inforning that a man had fallen into a narrow deep well at Sabarasahi under Tigiria Police Station. On receipt of the call , Fire Tenders with crews were rushod to the spot. On reaching the spot it was found that a person named Madhu Behera had fallen into a narrow deep well filled with mud and water. There was danger of life threatening gases in thewell. Knowing fully the danger , Fireman , Prakash Chandra Nayak dared to enter in the well with the help of ropes and holding a torch light in the mouth to rescue Shri Behera but could not succeed as there was unberable stench present inside the well .He did attempted once more by covering his face with a cloth and succeeded in rescuing Sh . Behera who was lying unconscious on the skeleton of the buffalo. Fireman Shri Nayak was also felt dizziness and chest pain for which he was given medical treatment.
