सं. 11 (39) /2007-खान-1 जीएसआई के कार्यकरण की पूर्ण रूप से समीक्षा करने तथा संगठन की प्रौद्योगिकी एवं मानव शक्ति संसाधनों को ध्यान में रखते हुए उभरती हुई चुनौतियों का सामना करने की इसकी क्षमता का आकलन करने हेतु उच्चाधिकार प्राप्त समिति ( एचपीसी) का गठन करने से संबंधित दिनांक 7 जनवरी, 2008 के संकल्प संख्या -11 (39)/2007-खान-1 में आंशिक संशोधन करते हुए सरकार एतद्वारा एचपीसी की संरचना में संशोधन करती है । संशोधित संरचना निम्नानुसार होगी :

माननीय भारतीय उच्चतम न्यायालय की विभिन्न न्यायिक घोषणाओं के मद्देनजर अखिल भारतीय तकनीकी शिक्षा परिषद ने दिनांक 21 जनवरी, 2004 को भारत के राजपत्र असाधारण (भाग - ।।। , धारा 4) प्रकाशित अधिसूचना संख्या 37-3/लीगल 2004 में अखिल भारतीय तकनीकी शिक्षा परिषद द्वारा अनुमोदित सभी संस्थाओं/विश्वविद्यालय विभागों में प्रवासी भारतीयों , विदेशी राष्ट्रिकों और भारतीय मूल के लोगों के इंजीनियरी और प्रौद्योगिकी, वास्तुकला और नगर आयोजना , फार्मेसी, अनुप्रयुक्त कलाओं , एम.बी.ए. , एम.सी.ए. , होटल प्रबंध और कैटरिंग प्रौद्योगिकी आदि में डिप्लोमा , डिग्री और स्नातकोत्तर तकनीकी पाठ्यकों में दाखिलों के संबंध में विस्तृत विजियम जारी किए हैं । इन विबियमों के तहत कुल सीटों का 15 प्रतिशत (अनुमोदित दाखिला भंमता) को खाड़ी देशों में भारतीय कर्मचारियों के बच्चों सहित ऊपर उल्लिखित श्रेणियों हेतु अधिसंख्य आधार पर विभिन्न विषयों में आरक्षित किया गया है ।
2. उपर्युक्त अधिसूचनाओं के मद्देनजर विदेशी राष्ट्रिकों के लिए अनापत्ति प्रमाण पत्र जारी करने की वर्तमान परंपरा को समाप्त करने, समविश्वविद्यालयों अथचा सरकार द्वारा वित्त पोषित संस्थाओं सहित स्ववित्त पोषित संस्थाओं अथवा विश्वविद्यालय विभागों में प्रवासी आरतीयों, भारतीय मूल के लोगों आदि को अवर स्नातक और स्नातकोत्तर स्तर पर ऊपर उल्लिखित तकनीकी पाठ्यकम करने की अनुमति देने का प्रश्न भारत सरकार के विचाराधीन था । सावधानीपूर्वक विचार करने के बाद यह निर्णय लिया गया है कि उपर्युक्त श्रेणियों के हत्रों को भारतीय प्रबंध संस्थानों और भारतीय औद्योगिक इंजीनियरी संस्थान, मुम्बई में ऐसे पाठ्यकस करने के लिए सरकार से अनापत्ति प्रमाण पत्र की आवश्यकता नहीं होगी और उनका दाखिला समय - समय पर संशोधित उक्त अधिसूचना भाग 1 ---खण्ड 1 ]

291 द्वारा अभिशासित होगा । तथापि , निदेशक , भारतीय प्रबंध संस्थानों तथा राष्ट्रीय औद्योगिक इंजीनियरी संस्थान , मुम्बई का यह कत्र्तव्य होगा कि वे उक्त वर्ग के दाखिल छात्रों के ब्यौरे की सूची (दश- वार) जिसमें उनके पाठ्यक्रमों का विवरण, पासपोर्ट विवरण , लिए जाने वाले शुल्क एवं भारत में आवासीय पते को , प्रत्येक वर्ष ३० सितम्बर तक मानव संसाधन विकास मंत्रालय, उच्चतर शिक्षा विभाग (तकनीकी अनुभाग-४) , शास्त्री भवन , नई दिल्ली को भेज दे । यह सूची विदेश मंत्रालय (छात्र प्रकोष्ठ) अकबर भवन, नई दिल्ली के साथ - साथ अखिल भारतीय तकनीकी शिक्षा परिषद को भी प्रस्तुत की जानी चाहिए । यह अधिसूचना पहले से ही दाखिल या शैक्षिक सत्र 2008-09 तया इससे आगे से प्रभावी होगा।

In partial modification of the Resolution No. No.11 (39)/2007 -M1 dated 7th January , 2008 , constituting a High Powered Committee (HPC) to thoroughly review the functioning of the Geological Survey of India (GSI ), and assess its capacity to meet the emerging challenges taking into account the organisation's technological and manpower resources , the Government hereby modifies the composition of the HPC. RESOLUTION
No. 3-6/2008 -TS-V-
In pursuance of various judicial pronouncements of the Hon'ble Supreme Court of India, the All India Council for Technical Education (AICTE) , vide Notification No.37- 3/Legal/2004 dated 21 " January, 2004 published in the Gazette of India Extraordinary (Part- III Sec.4) on 26th February 2004 , had issued detail regulations concerning admission of Non- Resident Indians (NRIs) , Foreign Nationals ( FN ) and persons of Indian Origin (PIO ) etc in all institutions /University Departments approved by AICTE offering technical courses leading to Diploma, Degree and Post-Graduate Degree in Engineering & Technology, Architecture & Town Planning, Pharmacy , Applied Arts , MBA , MCA, Hotel Management & Catering Technology etc. Under these regulations , fifteen percent ( 15 % ) of seats (approved intake capacity) have been reserved across diffcrent disciplines on supernumerary basis for the above- mentioned categories of students including the children of Indian workers in the Gulf Countries.
2. In the light of the above notification , the question of doing away with the present practice of issuing No Objection Certificate (NOC ) to the Foreign Nationals , NRIs , PIOs etc. for pursuing the above mentioned technical courses at under-graduate and post graduate level in Self- Financing Institutions or University Departments including Deemed Universities or Government funded Institutions was under consideration of the Government of India. After careful consideration , it has been decided that a NOC from the Government would no longer be required in respect of the above categories of students for pursuing such courses in Indian Institutes of Management (IIMs ) and National Institute of Industrial Engineering (NITIE) , Mumbai and their admission shall be governed by the above notification as amended from time to time. However, it shall be duty of Directors , IIMs and NITIE , Mumbai admitting above categories of students , to furnish a complete list of admitted students (country wise ) every year by 30th September , giving details of their courses , passport particulars , fee being charged and the residential addresses in India to the Ministry of Human Resource Development , Department ofHigher Education, ( Technical Section - V ) , Shastri Bhavan, New Delhi. This list should also be furnished to AICTE as well as to the Ministry of External Affairs ( Students Cell ) , Akbar Bhavan, New Delhi . This would be applicable for admissions already made or to be made from the Academic Session 2008-2009 onwards.
