संकल्प
में ए-11011/1/2007- स्थापना- III.--
इस मंत्रालय में जन प्रचार एकक ( एम एम यू) जो इसमें उपलब्ध घिसी- पिटी मुद्रण मशीनें होने के कारण काम करने योग्य नहीं रह गई हैं और पुरानी प्रौद्योगिकी तथा अन्य तकौं जिनका उल्लेख नीचे किया गया है , के कारण बेकार हो गई हैं, के पुनरूत्थान में सरकार द्वारा अनुभव की जा रही विभिन्न कठिनाइयों को ध्यान में रखते हुए सक्षम प्राधिकारी के अनुमोदन से यह निर्णय लिया गया है कि इस मुद्रणालय को 1 अप्रैल , 2008 से बंद कर दिया जाएः (i) मुद्रणं प्रौद्योगिकी में द्रुतगति से हुए परिवर्तनः
(ii) मुद्रण मशीनों को बदलना महंगा,
(iii ) भारत सरकार के अन्य मुद्रणालयों और निजी मुद्रणालयों के माध्यम से मुद्रण संबंधी सुविधाओं की पर्याप्त और यथोचित रूप से सस्ती सुविधाओं की उपलब्धता ।
2. इस मुद्रणालय के बंद हो जाने के फलस्वरूप निम्नलिखित लालिका के कॉलम 4 में उल्लिखित पदः । अप्रैल, 2008 से उनके फालतू हो जाने कारण समाप्त हुए समझे जायेंगे । तथापि , समाप्त किए जा रहे पदों पर अभी तक काम कर रहे व्यक्तियों को समायोजित करने के लिए इस विभाग में 20 अतिरिक्त पद सृजित किए जाएंगे जैसाकि नीचे दी गई तालिका के कॉलम 6 में उल्लिखित किया गया है । ये अतिरिक्त पद केवल उसी समय तकं जारी रहेंगे जब तक इन पदों पर काम करने वाले व्यक्तियों को किसी अन्य पद पर पुनः तैनात नहीं कर दिया जाता अथवा जब तक कि वे किसी भी कारण से पद को छोड़ नहीं देतेः :

(घ) श्रमिक सहकारी समितियों के लिए नीतिगत , प्रशासनिक , वित्तीय और तकनीकी समर्थन पर सलाह देना ।
(ङ) इन सहकारी समितियों के सदस्यों के कौशल विकास के लिए श्रमिक सहकारी समितियों और व्यवस्थाओं से संबंधित काग्रक्रमों को बनाने पर सलाह देना , और
(च) ऐसे अन्य उपायों पर सलाह देना जो परिषद के विचारणीय विषयों के लिए संगत हैं ।
3. परिषद , जब कभी आवश्यक समझे, श्रमिक सहकारी समितियों के कार्यक्रम के विभिन्न पहलुओं के समाधान के लिए सर्मितियां नियुक्त कर सकती है । ऐसी समितियां विशिष्ट समस्याओं या उपयुक्त फील्ड अनुभव रखने वालों का सह- वरण कर सकती हैं ।

4. सरकारी प्रतिनिधियों और विभिन्न सहकारी हितों का प्रतिनिधित्व करने वाले अन्य सदस्यों के लिए किसी टी ए / डी ए का भुगतान नहीं किया जाएगा । वह संगठन , जिसका वे प्रतिनिधित्व करते हैं , टी ए डी ए इत्यादि की लागत को पूरा करेगा । वे व्यक्ति जो किसी संगठन का प्रतिनिधित्व नहीं करते हैं और उन्होंने परिषद और इसकी समितियों की बैठकों में भाग लेने का अनुरोध किया है , उन्हें भारत सरकार के ग्रेड- । के अधिकारियों के लिए अनुमत टी ए/ डी ए का भुगतान किया जाएगा ।

जबकि भारत सरकार ने दिनांक 28 सितंबर , 2005 को भारतीय उच्च अध्ययव संस्थान, सोसायटी , शिमला का पुनर्गठन किया है । प्रो . सब्यसाची भयधार्य, जो कि भारतीय उच्च अध्ययन संस्थान सोसायटी के एक नामित सदस्य थे , को भारतीय इतिहास अनुसंधान परिषद, नई दिल्ली के अध्यक्ष के रूप में नियुक्ति किया गया है । तदनुसार एक पद रिक्त हो गया है । अतः भारतीय उच्च अध्ययन संस्थान सोसायटी, शिमला की नियमावली और विनियमों के नियम ३ (ख) (ii), 25 और 30 के प्रावधान के अनुसरण में भारत सरकार एतद्द्वारा श्री यमुना प्रसाद पाण्डेय , सदस्य, कार्यकारी परिषद, इलाहाबाद विश्वविद्यालय , इलाहाबाद को सदस्यता की शेष कार्यावधि के लिए सदस्य के रूप में नामित करती है ।

3 . और जबकि विश्वविद्यालय अनुदान आयोग की सिफारिश पर 10 नवम्बर, 2006 के इस मंत्रालय की अधिसूबना संख्या एफ. 9-12 /2006-यू. ३ (ए) के द्वारा उक्त अधिनियम के प्रयोजनार्थ सिम्बायोसिस अंतर्राष्ट्रीय शिक्षा केन्द्र, समविश्वविद्यालय , पुणे के क्षेत्राधिकार के तहत आने वाली विम्नलिखित 10 संस्थाओं को शामिल किया गया;

5. और जबकि उक्त समविश्वविद्यालय संस्था से बंगलौर में आफ कैम्पस सेंटर आरंभ करने की अनुमति प्राप्त करने के लिए एक प्रस्ताव प्राप्त हुआ है;
6 और जबकि विश्वविद्यालय अनुदान आयोग ने उक्त प्रस्ताव की जांच की है तथा दिनांक 27 दिसम्बर, 2007 के अपने पत्र संख्या एफ, 30-14 /2007 (सी.पी.पी. ) के जरिए इस मंत्रालय से ग्रह सिफारिश की है कि सिम्बायोसिस इंस्ट्योट्यूट ऑफ मैनेजमेंट, बंगलौर को सिम्बायोसिस अंतर्राष्ट्रीय विश्वविद्यालय समविश्वविद्यालय, पुणे के आफ कैम्पस के रूप में मान्यता प्रदान करे;
7. अब केन्द्र सरकार विश्वविद्यालय अनुदान आयोग अधिनियम , 1956 की धारा द्वारा प्रदत्त अधिकारों का प्रयोग करते हुए और उक्त पैरा 6 में उल्लिखित विश्वविद्यालय अनुदान आयोग की सिफारिशों पर एतद्द्वारा यह अनुमति प्रदान करती है कि उक्त अधिनियम के प्रयोजनार्थ सिम्बायोसिस अंतर्राष्ट्रीय विश्वविद्यालय के क्षेत्राधिकार में सिम्बायोसिस इंस्टीट्यूट ऑफ मैनेजमेंट, बंगलौर एक आफ कैम्पस केन्द्र होगा बशर्ते कि यह संस्थान मार्केटिंग, सूचना प्रौद्योगिकी , वित्त , आपरेशनल मैनेजमेंट, मानव संसाधन विकास आदि जैसे कार्यात्मक और सेक्टोरल क्षेत्रों में प्रदान किए जाने वाले प्रस्तावित एम.बी.ए. पाठ्यक्रमों के संबंध में 150 छात्रों की दाखिला क्षमता को बनाए रखेगा;

8 . इस उद्घोषणा के साथ केन्द्र सरकार सिम्बायोसिस अंतर्राष्ट्रीय विश्वविद्यालय , 'समविश्वविद्यालय' , पुणे को सिम्बायोसिस प्रबंधन संस्थान , बंगलौर में प्रस्तावित शैक्षणिक कार्यक्रम अर्थात् एम.बी.ए. शुरू करने के लिए तथा शैक्षणिक वर्ष 2008-09 उक्त पाट्यक्रम के लिए छात्रों को दाखिल करने की अनुमति प्रदान करती है बशर्ते कि नई प्रबंध संस्थाएं शुरू करने , जाए प्रबंध और तकनीकी शिक्षा कार्यक्रम शुरू करने, छात्रों की दाखिला क्षमता आदि के संबंध में अखिल भारतीय तकनीकी शिक्षा परिषद और विश्वविद्यालय अनुदान आयोग के विस्तृत मानंदण्डों और दिशा-निर्देशों का अनुपालन किया जाए । 'समविश्वविद्यालयों संस्था की शुल्क संरचना विश्वविद्यालय अनुदान आयोग के नियमावली एवं धिनियमों के अनुसार होगी । सिम्बायोसिस प्रबंध संस्थान, बंगलौर के कांर्यनिष्पादन का विश्वविद्यालय अनुदान आयोग शुरू तीन वर्ष की अवधि के लिए प्रत्येक वर्ष और उसके बाद प्रत्येक पांच वर्ष की अवधि के बाद मानीटरन करेगा ।
9. उक्त पैरा 7 में की गई घोषणा इस अधिसूचना के पृष्ठांकन की क्रम संख्या 4 में उल्लिखित परिस्थितियों की शर्त पर होगा ।

10. न तो भारत सरकार और न ही विश्वविद्यालय अनुदान आयोग सिम्बायोसिस अंतर्राष्ट्रीय विश्वविद्यालय अथवा इसकी घटक शिक्षण इकाईयों को कोई योजनागत और योजनेत्तर सहायता अनुदान प्रदानं नहीं करेंगे ।

Keeping in view the various constraints being experienced by the Government in revival of the Mass Mailing Unit (MMU ) Press in this Ministry, which has become non -functional because the printing machines available with the Press are worn out and have become unviable due to obsolete technology and other considerations, as mentioned below, it has been decided with the approval of the competent authority to close the Press with effect from 1 " of April 2008:
(i) Rapid changes in the Printing technology;
(ii) The replacement of the Printing Machines being uneconomical;
(iii) Adequate and reasonably economical availability of the printing facilities through the other Government of India Presses and Private Presses;
2. Consequent upon the closure of the Press , the posts mentioned in column 4 of the following table shall stand abolished upon their having become surplus with effect from 1 " April 2008. However, to accommodate those individuals who are still working against the posts, which are being abolished, 20 supernumerary posts shall be created in this Department as mentioned in column 6 of the table given below. The supernumerary posts will continue only till the time the persons holding these posts are relocated to some other post or till they cease to hold the post for any reason:

3. The Council may, whenever considered necessary, appoint Committees to deal with different aspects of the programme of labour cooperatives . Such committees may co-opt for specific problems or having appropriate field experience.
4. No TA/DA will be paid to the Government representatives and other members representing various cooperatives interests . The organization , which they represent, would meet the cost of TA/DA etc. Persons not representing any organization and requested to attend the meetings of the Council and Its Committees, willbe paid TA/DA admissible to grade - I officers of the Government of India.

Andwhereas , on the recommendation of the UGC , Symbiosis International Educational Centre , Pune , comprising (1 ) Symbiosis Institute of Computer Studies and Research, ( ii ) Symbiosis Institute of Business Management and ( ii) Symbiosis Sucicty's Law Collene , was declared as deemed to be a university under the meaning of Section 3 of the UGC Act , 1956, vide this Ministry's notification No.F.9- 12/2001 - U.3 dated the 6th May , 2002;
3. And whereas , on the recommendation of the UGC , the following ten institutions were included under the ambit of Symbiosis International Educational Centre, Deemed-to-be-University , Pune for the purposes of the aforesaid Act , vide thisMinistry's notification No.F.9-12/ 2006 -U.3 (A) dated the 10th November, 2006;
(i) Symbiosis Centre for Management and Human Resource Development (ii) Symbiosis Institute of International Business
(iii ) Symbiosis Institute of Telecom Management
( iv) Symbiosis Institute of Management Studies
(v) Symbiosis Institute of Mass Communication
(vi ) (vii ) Symbiosis Institute of Operations Management Symbiosis Centre for Information Technology
( viii ) Symbiosis Institute of Geoinformatics
( ix) Symbiosis Institute of Health Sciences
(x) Symbiosis Institute of Design

4. And whereas , the name of Symbiosis International Educational Centre (SIEC) has been changed to Symbiosis International University vide this Ministry's notification in F. No. 9-11 /2008 - U.3 (A) daled the 25th March 2008;
5. And whereas , a proposal was received from the aforesaid deemed- to-be- university institution seeking permissionto start off- campus centre in Bangalore:

And whereas , the University Grants Commission has examined the said proposal and vide its communication No.F.30-14/2007 ( CPP -I ) dated the 27 December 2007 has recommended! to this Ministry for recognizing the Symbiosis Institute of Managernent, Bangalore as an off- campus centre of Symbiosis International University , ' Deemed - to -be - University . Pune;
7. Now, the Central Government , in exercise of the powers conferred by Section of the UGC Act, 1956 , and on the recommendation of the UGC referred to in para 6 above , do hereby allow that ' Symbiosis Institute of Management Bangalore, shall be an off- campus centre in the ambit of Symbiosis International University, for the purposes of the aforesaid Act , subject to a condition that the institute shall maintain the student intake capacity of 150 in respect of the course of 317 THE GAZETTE OF INDIA, MAY 3 , 2008 (VAISAKHA 13 , 1930)

MBA proposed to be offered in the functional and sectoral areas like , Marketing , Information Technology, Finance , Operational Management , Human Resource Management, etc.
8. With this declaration , the Central Government permits Symbiosis International University' , ' Deemed-to-be- University' , Pune to commence the proposed academic programme , viz , MBA, at the Symbiosis Institute of Management , Bangalore as also to admit students for the said course with effect from the academic year 2008-2009 subject to adherence of the extant norrhs and guidelines of the All India Council for Technical Education (AICTE) and the UGC pertaining to starting of new management institutions , starting of new management and technical academic programmes , intake capacity of students , etc. The deemed-to-be- university' institution shall follow the fee structure as per the Rules Cand Regulations of the UGC. The performance of Symbiosis Institute of Management , Bangalore shallbe monitored by the UGC initially on yearly basis for a period of 3 years and subsequent y after every 5 years.
9. The declaration made in Para 7 above is subject to further conditions mentioned at Sr. No.4 of the endorsement to this Notification ;
10. Neither the Government of India nor the University Grants Commission shall provide any Plan and Non - Plan grant - in - aid to Symbiosis International University or its constituent teaching units .
