दिनांक 11 अगस्त, 2007 को 0900 बजे जम्मूएवं कश्मीर के अनन्तनाग ज़िले के खुन्दरू नामक स्थान में स्थित 21 फील्ड आयुध भंडार के एक शेड मेंविस्फोट हुआ । फायर मास्टर गुरमुख सिंह, अग्नि शमन दल के इक्कीस अन्य सदस्यों के साथ एक दमकल ट्रक में सवार होकर मौके पर पहुंचे । इसी बीच, आरम्भमें हुए विस्फोट के कारण साथ लगते कई शेडों में एक के बाद एक विस्फोट होने लगे और चारों तरफ ताप , आग और धुआं फैल गया । गोला बारूद के विस्फोटों से निकलने वाले छरों ने स्थिति को और बदतर बना दिया । यह स्थिति, अग्निशमन दल को अपना कार्य रोक कर पीछे हटने के लिए बाध्य नहीं कर सकी अपितु दल के सदस्य , सीमित संसाधनों के साथ उन विपरीत परिस्थितियों में अपनी सुरक्षा की परवाह न करते हुए, आग बुझाने, राहत एवं बचाव कार्य जारी रखते हुए आगे बढ़ते रहे । ऐसा करते हुए उन्होंने लोगों की जान और कई करोड़ रुपए के कीमती गोला- बारूद को बधा लिया । दल के चौदह सदस्य इस कार्रवाई के दौरान बीरगति को प्राप्त हो गए और आठ अन्य सदस्य गम्भीर रूप से घायल हो गए जिसके कारण वे स्थायी रूप से अक्षम हो गए । 390

राजभाषा अधिनियम, 1963 ( यथा संशोधित, 1967 ) की धारा 4 ( 4 ) के अंतर्गत इस विभाग के दिनांक 4 नवम्बर, 1991 के संकल्प संख्या 13015/1/91 - रा.भा. ( घ ) के द्वारा सूचित किए गए थे । उस संकल्प के पैरा -5 के तहत्दिए गए आदेश में आंशिक संशोधन करते हुए संकल्प सं. 14034/17/2005- रा.भा. ( प्रशि. ) दिनांक 16 नवम्बर, 2005 के तहत्से आदेश दिया गया था कि सभी क्षेत्रों ( अर्थात्" क", " ख" एवं " ग " ) पें स्थित कार्यालयों के कर्मचारियों को हिन्दी का प्रशिक्षण वर्ष 2008 के अंत तक पूरा कर लिया जाए।

2. उक्त संकल्प में पुनः आंशिक संशोधन करते हुए राष्ट्रपति ने अब यह आदेश दिया है कि सभी क्षेत्रों ( अर्थात्" क ", "ख " एवं " ग " ) में स्थित कार्यालयों के कर्मचारियों को हिन्दी का प्रशिक्षण वर्ष 2015 के अंत तक पूरा कर लिया जाए ।

ये पुरस्कार, वीरता के लिए राष्ट्रपति का अग्नि शमन सेवा पदक पुरस्कार कोशासित करने वाली नियमावली के नियम 3 ( ⅰ ) के तहत् प्रदान किये जाते हैं और परिणामतः नियम 5 ( क ) के तहत्अनुमेय विशेष भत्ता दिनांक 11.8.2007 से इनके साथ देय होगा ।

On 11.08.2007 at 900 hours an explosion took place in one of the ammunition shed of 21 Field Ammunition Depot . , Khundru , Distt. Anantnag , Jammu and Kashmir. Fire Master Gurmukh Singh, with twenty-one other fire crew rushed to the spot in Fire Fighting Truck. Meanwhile initial blast set on a chain reaction causing successive blast from various adjoining sheds with heat, fire and smoke all -around. Flying splinters of exploded ammunitions aggravated the situation further. But that did not deter the fire crews to stop work and retreat, bur theypreferred to go ahead with fire fighting , rescue and salvage work with such limited resources in such hostile conditions totally ignoring personal safety. In doing so, they saved lives and valuable ammunitions worth several crores of rupees . Fourteen fire crews died in harness and another eight were grievously injured resulting in their permanent disability.

3. These awards are made for gallantry under Rule 3 (i ) of theRules governing the award of President's Fire Service Medal for Gallantry and consequently carries with it special allowance admissible under rule 5( a) w.e.f. 11.08.2007.

No. 21304/ 18/2008-OL (Trg.)-The orders ofthe President , on the recommendations made by the Committee of Parliament on Official Language in the third part of its Report were convenyed vide this Department Resolution No. 13015/ 1/91- OL(D), dated 4th November, 1991 in accordance with Section 4(4) of the Official Languages Act, 1963 (as amended 1967). In Partial modification of the orders laid down in para -5 of the said Resolution, it was ordered, vide Resolution No. 14034/ 17/2005 -OL(Trg .) dated 16 November, 2005 that the training in Hindi impartedto the employees of the offices located in all the regions (viz.' A' , 'B ' and ' C ' ) would be completed by the end ofthe year 2008 .
