का.नि.आ. 57.- केन्द्रीय सरकार , रक्षा संकर्म अधिनियम , 1903 ( 1903 का 7 ) की धारा 3 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, यह घोषणा करती है कि इससे उपाबद्ध अनुसूची में वर्णित भूमि के उपयोग और उपभोग पर जो आंध्र प्रदेश राज्य में उन्नत संख्यात्मक अनुसंधान तथा विशलेषण ( अनुराग ) कंचनबाग हैदराबाद , के पास की भूमि है , उक्त अधिनियम की धारा 7 के खंड ( ग ) में विनिर्दिष्ट निर्बंधनों को अधिरोपित करना आवश्यक है , जिससे कि उक्त भूमि को भवन निर्माण और अन्य अवरोधों से मुक्त रखा जा सके ।

S. R.O. 57. In exercise of the powers conferred by section 3 of the Works of Defence Act, 1903 (7 of 1903), the Central Government hereby declares that it is necessary to impose restrictions specified in clause (c) of section 7 of the said Act upon the use and enjoyment of the land described in the Schedule being land lying in the vicinity ofAdvanced Numerical Research and Analysis Group (ANURAG) , Kanchanbagh , Hyderabad in the state of Andhra Pradesh , in order that the said land may be kept free from buildings and other obstuctions .

का.नि.आ. 59.- रक्षा संकर्म अधिनियम , 1903 ( 1903 का 7 ) की धारा 3 द्वारा प्रदत्त शक्तियों का इस्तेमाल करते हुए केन्द्र सरकार एतद्द्वारा घोषणा करती है कि नीचे दी गई अनुसूची में उक्लिखित भूमि पंजाब राज्य के अमृतसर जिले के कठानिया पूर्व (एमएएमएस , खास ) में स्थित अग्रवर्ती सम्मिलित उड्डयन बेस (एफसीएबी) के निकटवर्ती होने के कारण इसे भवनों तथा अन्य

टिप्पण : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में , जिन्होंने अपनी अर्हक/पात्रता सेवा पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रहा हो जहां उनके ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक/पात्रता सेवा अपेक्षित अर्हक/पात्रता सेवा के आधे से अधिक से या दो वर्ष से , इनमें से जो भी कम हो , कम न हों और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित , जिन्होंने ऐसी अर्हक/पात्रता सेवा पहले ही पूरी कर ली है , अगली उच्चतर श्रेणी में प्रोन्नति के. लिए अपनी परिवीक्षा की अवधि सफलता पूर्वक पूरी कर ली हो ।

का.नि.आ. 61.-राष्ट्रपति , संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, रक्षा अनुसंधान तथा विकास संगठन और वैमानिक गुणता' आश्वासन महानिदेशालय , रक्षा मंत्रालय , लेखा काडर भर्ती नियम , 1999 का संशोधन करने के लिए निम्नलिखित नियम बनाती हैं , अर्थात्:-
1. ( 1 ) इन नियमों का संक्षिप्त नाम रक्षा अनुसंधान तथा विकास संगठन और वैमानिक गुणता आश्वासन महानिदेशालय , रक्षा मंत्रालय , लेखा काडर भर्ती ( संशोधन ) नियम , 2008 है ।
टिप्पण: पोषक प्रवर्ग के ऐसे विभागीय अधिकारी , जो प्रोन्नति की सीधी पंक्ति में हैं , प्रतिनियुक्ति पर नियुक्त के लिए विचार किए जाने के पात्र नहीं होंगे। इसी प्रकार , प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्तिके लिए विचार किए जाने के पात्र नहीं होंगे । प्रतिनियुक्ति की अवधि, जिसके अन्तर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है , साधारणतया तीन वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति पर नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी। "

hereby makes the following rules to amend the Defence Research and Development Organisation and Directorate General of Aeronautical Quality Assurance, Ministry of Defence Accounts Cadre Recruitment Rules , 1999 , namely:-
1. ( 1 ) These rules may be called the Defence Research and Development Organisation and Directorate General of Aeronautical Quality Assurance , Ministry of Defence Accounts Cadre Recruitment (Amendment) Rules , 2008.
(2) They shall come into force on the date of their publication in the Official Gazette .
2. In the Defence Research and Development Organisation and Directorate General of Aeronautical Quality Assurance , Ministry of Defence Accounts Cadre Recruitment Rules , 1999, in the Schedule , against the post ofSeniorAccounts Officer Grade- II,-
(i) in column 11 , for the existing entry , the following shall be substituted , namely :-- "66.66 per cent by promotion 33.34 per cent by deputation or absorption" (ii) in column 12 , for the existing entry, the following shall be substituted, namely:----
"Promotion : Accounts Officer in the grade of Rs . 7450-11500 with three years regular service in the grade.
Note:-WhereJuniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service bymore than half of such qualifying or eligibility service, or two years , whichever is less , and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service .
Deputation or Absorption Officers of the Central Government:
(a) (i) holding analogous posts on regular basis in the parent cadre or department;
or
(ii) with two years service in the grade rendered after appointment thereto on regular basis in the scale of pay of Rs . 7500--12000 or equivalent in the parent cadre or department;

(iii) with three years service in the grade rendered after appointment thereto on regular basis in the scale ofpay of Rs . 7450-11500 or equivalent in the parent cadre or department ; and
(b) possessing atleast five years experience in Accounts Matter.
[PART II- SEC. 4] Note : The departmental officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, deputationist shall not be eligible for consideration for appointment by promotion . Period ofdeputation including period of deputation in another ex -cadre post held immediately preceding this appointment in the same or some other organisation/department of the Central Government shall ordinarily not to exceed three years . The maximum age limit for appointment by deputation shall not be exceeding 56 years as on the closing date of receipt of applications."

का.नि.आ. 62.-राष्ट्रपति , संविधान के अनुछेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , रक्षा अनुसंधान तथा विकास सेवा नियम, 1979 का और संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-
1. ( 1 ) इन नियमों का संक्षिप्त नाम रक्षा अनुसंधान तथा विकास सेवा ( संशोधन ) नियम , 2008 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे । 2. रक्षा अनुसंधान विकास सेवा नियम , 1979 की अनुसूची 7 के पैरा 2 के उप-पैरा ( 2 ) के स्थान पर निम्नलिखित रखा जाएगा , अर्थात्:-

1. ( 1) These rules may be called the Defence Research and Development Service ( Amendment) Rules , 2008.
(2) They shall come into force on the date oftheir publication in the Official Gazette .
2. In the Defence Research and Development Service Rules , 1979 in the Schedule VII , in para2 , for the sub para (2) , the following shall be substituted , namely :---
"(2) Campus recruitment of Scientists ' B ' shall be carried out from amongst the Students of 3rd year onwards 2341 G1/08-2
oftheEngineering Degree Courses in specific disciplines ."
