सं . 5 ( 18 )/2002 - चमड़ा औद्योगिक नीति और संवर्धन विभाग की दिनांक 03 नवम्बर. 2005 की अधिसूचना सं . 5 ( 18)/2002 - चमड़ा के साथ जारी दिशा- निर्देशों के पैरा 5.1.3 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , संचालन समितिं , इस बात से संतुष्ट होते हुए कि ऐसा किया जाना जन- हित में आवश्यक है , एतद्वारा भारत सरकार , वाणिज्य और उद्योग मंत्रालय (औद्योगिक नीति और संवर्धन विभाग ) की दिनांक 03 नवम्बर , 2005 अधिसूचना संख्या 5 ( 18 )/2002- चमड़ा में निम्नलिखित संशोधन करती हैः-
उपर्युक्त दिशानिर्देश के पैरा 2.1 में , जिसमें यह उल्लेख है कि " अधिसूचना की तारीख पर या उसके पश्चात् प्रौद्योगिकी उन्नयन पर जीवनक्षम तथा बैंक ग्राह्य कार्यक्रमों को प्रारंभ करने वाले चर्मशोधन , चमड़े की वस्तुओ , जीनसाजी , चमड़ा फुटवियर और फुटवियर घटक क्षेत्र सहित चमड़ा तथा चमड़ा उत्पादों में सभी मौजूदा इकाईयाँ सहायता के लिए पात्र हैं । 3 नवम्बर , 2005 को कम से कम तीन वर्षों से अस्तित्व में रहने वाली और कम से कम दो वर्षों से नकद लाभ कमाने वाली किसी भी इकाई पर मौजूदा इकाई के रूप में विचार किया जाएगा " निम्निलिखित के अनुसार संशोधन किया जाता हैः-
" अधिसूचना की तारीख अर्थात 3 नवम्बर , 2005 को या उसके पश्चात् प्रौद्योगिकी उन्नयन पर जीवनक्षम तथा बैंक ग्राह्य कार्यक्रमों को प्रारंभ करने वाले चर्मशोधन, चमड़े की वस्तुओं, जीनसाजी , चमड़ा फुटवियर और फुटवियर घटक क्षेत्र सहित चमड़ा तथा चमड़ा उत्पादों में सभी मौजूदा इकाईयाँ सहायता के लिए पात्र हैं। प्रौद्योगिकी उन्नयन पर किसी भी जीवनक्षम एवं बैंक ग्राह्य कार्यक्रमों को प्रारंभ करते समय कम से कम तीन वर्षों से अस्तित्व में रहने बाली और कम से कम दो वर्षों से नकद लाभ कमाने वाली किसी भी इकाई पर मौजूदा इकाई के रूप में विचार किया जाएगा" ।

No. 5( 18 ) 2002 - Leather- In exercise of the powers conferredby para 5.1.3 of the guidelines issued along-with Department of Industrial Policy and Promotion's Notification No. 5 (18 )2002- Leather dated November 3 , 2005, the Steering Committee being satisfied that it is necessary in public interest to do so, hereby makes the following amendments in the Notification of the Government of India in the Ministry of Commerce and Industry (Department of Industrial Policy and Promotion ) No. 5( 18) 2002- Leather dated November 3, 2005
In the said guidelines para 2.1 which reads as "All existing units in leather and leather products including tanneries, leather goods, saddlery, leather footwear and footwear component sector undertaking viable and bankable programmes on technology upgradation on or after the date of notification are eligible for assistance. Any unit in existence for at least three years and having cash profits for at least two years on 3rd November, 2005 would be considered as an existing unit . " is revised to the effect as under:-
"All existing units in leather and leather products including tanneries , leather goods, saddlery, leather footwear and footwear component sector undertaking viable and bankable programmes on technology up- gradation on or after the date of notification ie. , 3rd November, 2005, are eligible for assistance. Any unit in existence for at least three years and having cash profits for at least two years at the time of undertaking viable and bankable programmes on technology up-gradation would be considered as an existing unit"
