का.नि.आ. 63.-राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , भारतीय वायु सेना आशुलिपिक, श्रेणी -2 भर्ती नियम , 1982 का संशोधन करने के लिए निम्नलिखित नियम बनाती है , अर्थात्: -
1. ( 1 ) इन नियमों का संक्षिप्त नाम भारतीय वायु सेना आशुलिपिक , श्रेणी -2 भर्ती ( संशोधन ) नियम, 2008 है । (2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. भारतीय वायु सेना आशुलिपिक , श्रेणी-2 भर्ती नियम , 1982 की अनुसूची में-
(क) स्तंभ 12 की विद्यमान प्रविष्टि के स्थान पर निम्नलिखित रखा जाएगा , अर्थात्:-
प्रोन्नति: ऐसे आशुलिपिक, श्रेणी -3 , जिसने उस श्रेणी में आठ वर्ष नियमित सेवा की है ।
टिप्पण 1 : ऐसे व्यक्तियों के लिए , जो पुनरीक्षित नियम की अधिसूचना की तारीख , अर्थात् 31 अगस्त, 2001 , को पोषक प्रवर्ग पद को नियमित आधार पर धारण किए हुए हैं , पात्रता सेवा वही, अर्थात् पांच वर्ष बनी रहेगी ।
टिप्पण 2 : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक/पात्रता सेवा पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रहा हो जहां उनके ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परन्तु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक/पात्रता सेवा, अपेक्षित अर्हक/पात्रता सेवा के आधे से अधिक से या दो वर्ष से , इनमें से जो भी कम हो , कम न हो, और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित , जिन्होंने ऐसी अर्हक पात्रता सेवा पहले ही पूरी की ली है , 2553 GI/2008

आमेलन : सदृश या उच्चतर पद धारण किए हुए ऐसे व्यक्ति , जिनको रक्षा सेवा प्राक्कलन से संदाय किया जाता है और जो स्तंभ 8 के अधीन सीधी भर्ती के लिए विहित की गई अपेक्षित शैक्षिक अर्हताएं रखते हैं ।

SR.O. 63. In exercise of the powers conferred by the proviso to article 309 of the Constitution , the President herebymakes the following rules to amend the Indian Air Force Stenographer Grade - II Recruitment Rules , 1982 namely :---
1. (1) These rules may be called the Indian Air Force Stenographer Grade - II Recruitment (Amendment ) Rules, 2008 .
(2) They shall come into force on the date of their publication in the Official Gazette .
2. In the Indian Air Force Stenographer Grade - II Recruitment Rules , 1982, in the Schedule;
(a) In column 12 ( for the existing entry) , the following shall be substituted , namely: -
Promotion : Stenographer Grade - III with Eight years regular service in the grade.
Note 1 : The eligibility service shall continue to be the same i.e. five years for persons holding feeder grade post on regular basis on the date of notification of the revised rules i.e. 31 August, 2001 .
Note 2: Where juniors who have completed their qualifying eligibility service are being considered for promotion , their seniors would also be considered provided they are not short of the requisite qualifying/ eligibility service by more than half of such qualifying/ eligibility service or two years , whichever is less and have successfully completed their probation period for promotion to the next higher grade along with theirjuniors who have already completed such qualifying/ eligibility service .
Absorption: Persons holding analogous or higher posts who are paid from the Defence Services Estimates and having the requisite educational qualification as prescribed for Direct Recruits în Column 8.

Note: The Principal Rules were published in Part II , Section IV of the Gazette of India vide S.R.O. No. 118 dated 28 April , 1982 and subsequently amended vide S.R.O. 339 dated 16th October 1986 , S.R.O. dated 25th February 1988 , S.R.O. 206 dated 31st October 1990, S.R.O. 182 dated 16th December , 1993 and S.R.O. 223 dated 31st August, 2001 .
