सं. 7-2/2008 - यू 3 ए-चूंकि राष्ट्रीय संस्कृत विद्यापीठ, तिरुपति (आंध्र प्रदेश ) के कुलाधिपति, डॉ. वी. आर . पंचमुखी, का कार्यकाल दिनांक 15 जून, 2008 को समाप्त हो रहा है, भारत सरकार राष्ट्रीय संस्कृत विद्यापीठ, तिरुपति ( आंध्र प्रदेश ) के संगम ज्ञापन तथा नियमावली के नियम 2 , 32 तथा 33 के अंतर्गत प्रदत्त शक्तियों को प्रयोग करते हुए प्रज्ञानवाचस्पति डॉ. जे. वी. पट्नायक को 5 वर्ष की अवधि के लिए राष्ट्रीय संस्कृत विद्यापीठ, तिरुपति ( आंध्र प्रदेश ) का कुलाधिपति नियुक्त करती है जोकि 16 जून, 2008 अथवा कार्यालय में उनके कार्यभार ग्रहण करने की तारीख जो भी बाद में हो , से लागू होगा ।
2. कुलाधिपति अपनी शक्तियों का प्रयोग विद्यापीठ के संगम ज्ञापन तथा नियमों के आधार पर करेंगे ।
उपमन्यु बसु निदेशक सं. के-12012/5/16/2006-पी एण्ड आर अखिल भारतीय हस्तशिल्प बोर्ड का दिनांक 8 सितम्बर, 2006 के समसंख्यक संकल्प द्वारा दो वर्ष की अवधिके लिए पुनर्गठन किया गया था । भारत सरकार ने दिनांक 8 सितम्बर, 2006 ( क्रमांक 1 , 3 , 5 एवं 7 को छोड़कर ) 23 अक्तूबर, 2006, 22 एवं 27 नवम्बर, 2006 , 5 , 21 दिसम्बर , 2006 , ( क्रमांक 2 को छोड़कर ) और 22 दिसम्बर, 2006 ( क्रमांक 5 को छोड़कर ) 5 एवं 10 जनवरी , 2007 , 1 फरवरी, 2007 ( क्रमांक 1 को छोड़कर ) और 14 फरवरी, 2007 ( क्रमांक 2, 3 , 4 , 7 , 8 , 9 और 10 को छोड़कर ) 2 , मार्च, 2007 ( क्रमांक 2 को छोड़कर ) 7 , 9 मार्च , 2007, 8 मई, 2007 ( क्रमांक 2 को छोड़कर ) 16 मई, 2007 , 25 जुलाई, 2007 , 3 और 29 अगस्त, 2007 , 11 सितम्बर , 2007, 24 सितम्बर, 2007 , 15 अक्तूबर, 2007, 2 नवम्बर, 2007 , 11, 12 एवं 25 मार्च, 2008 और 8 मई, 2008 के संकल्प द्वारा गठित मौजूदा अखिल भारतीय हस्तशिल्प बोर्ड के सभी सरकारी एवं गैर- सरकारी सदस्यों को यथावत बनाए रखते हुए निम्नलिखित व्यक्तियों को नए गैर - सरकारी सदस्यों के रूप में शामिल करने का निर्णय लिया है :--

सं. एफ . 9-11/ 2000 - यू. 3 ( ए) जबकि " प्रावरा आयुर्विज्ञान संस्थान" , पो.ओ. लोनी जिला अहमदनगर , महाराष्ट्र जिसमें निम्नलिखित संघटक शामिल हैं, को इस मंत्रालय के दिनांक 29 सितम्बर, 2003 की समसंख्यक अधिसूचना के माध्यम से विश्वविद्यालय अनुदान आयोग अधिनियम, 1956की धारा 3 के तहत समविश्वविद्यालय के रूप में घोषित किया गया था उसमें कतिपय शर्तें थीं जिनकी तीन वर्षों के पश्चात् समीक्षा कीजाएगी:--
(1): रूरल मेडिकल कालेज, लोनी
(2) रूरल डेन्टल कालेज, लोनी
(3) कालेज ऑफ फिजियोथेरेपी, लोनी
(4) कालेज ऑफ नर्सिंग , लोनी
(5) सेंटर फॉर बॉयोटेक्नोलॉजी
(6) सेंटर फॉर सोशल मेडिसन
2. और जबकि विश्वविद्यालय अनुदान आयोग ने इस प्रयोजनार्थ गठित विशेषज्ञ समितिके माध्यम से उपरोल्लिखित संघटक इकाईयों सहित " प्रावरा आयुर्विज्ञान संस्थान " के कार्यकरण की समीक्षा की है ।
3. और जबकि विशेषज्ञ समिति की रिपोर्ट के आधार पर विश्वविद्यालय अनुदान आयोग ने " प्रावरा आयुर्विज्ञान संस्थान " को स्थायी आधार पर ' समविश्वविद्यालय ' का दर्जा जारी रखने की सिफारिश की है;
4. अतः अब विश्वविद्यालय अनुदान आयोग अधिनियम , 1956 की धारा 3 द्वारा दी गई शक्तियों का उपयोग करते हुए केन्द्र सरकार एतद्वारा विश्वविद्यालय अनुदान आयोग की सलाह पर " प्रावरा आयुर्विज्ञान संस्थान " जिसमें उपरोल्लिखित संघटक इकाईयां भी शामिल हैं , को इस मंत्रालय के दिनांक 29 सितम्बर, 2003 की समसंख्यक अधिसूचना के अनुसार उक्त अधिनियम के प्रयोजनार्थ समविश्वविद्यालय का दर्जा प्रदान करती है बशर्ते किवे समय -समय पर विश्वविद्यालय अनुदान आयोग और भारतीय चिकित्सा परिषद और अन्य सांविधिक परिषदों द्वारा निर्धारित मानदण्डों और दिशा-निर्देशों का अनुपालन करें जो विश्वविद्यालय अनुदान आयोग अधिनियम, 1956 की धारा 3 के अंतर्गत समविश्वविद्यालय के रूप में घोषित संस्थाओं पर लागू हैं । उक्त पैरा 4 में की गई घोषणा आगे उन शर्तों पर की जाएगी जिनका इस अधिसूचना के पृष्टाकन की क्र. सं. 4 में उल्लेख किया गया है ।

6. न तो भारत सरकार और न ही विश्वविद्यालय अनुदान आयोग नेहरु ग्राम भारती या इसकी अंगीभूत शिक्षण इकाई को योजनागत और योजनेत्तर सहायता अनुदान प्रदान करेंगे ।
सं. एफ. 9-42/2005 - यू. 3 ( ए) जबकि विश्वविद्यालय अनुदान आयोग अधिनियम , 1956 की धारा 3 के अंतर्गत केन्द्र सरकार को विश्वविद्यालय अनुदान आयोग की सलाह पर किसी उच्चतर अध्ययन संस्थान को" समविश्वविद्यालय " घोषित करने का अधिकार प्राप्त है ।
सुनिल कुमार संयुक्तसचिव 2. और जबकि नेहरु ग्राम भारतीय, कोटवा-जामुनीपुर, डबवाली जिला इलाहाबाद से प्रस्ताव प्राप्त हुआ है जिसमें विश्वविद्यालय अनुदान आयोग अधिनियम, 1956 की धारा के अंतर्गत समविश्वविद्यालय के दर्जे की मांग कीगई थी ।
संस्कृति मंत्रालय नई दिल्ली, दिनांक 2 जुलाई 2008 संकल्प
3. और जबकि, विश्वविद्यालय अनुदान आयोग ने उक्त प्रस्ताव की जांच की है और दिनांक 12 जून, 2007 के अपने पत्र संख्या एफ. 6-54/2005 (सी.पी.पी -1 ) के माध्यम से नेहरु ग्राम भारती को शुरूआत के 3 वर्ष के लिए विश्वविद्यालय अनुदान आयोग अधिनियम, 1956 की धारा 3 के अंतर्गत ' समविश्वविद्यालय ' का दर्जा प्रदान करने की सिफारिश की है ।
सं. 2-1/2008-हिन्दी- इस मंत्रालय के दिनांक 20.06.2005 के संकल्प सं. 2-1 /2003- हिन्दी के अनुक्रम में भारत सरकार ने संस्कृति मंत्रालय की हिन्दी सलाहकार समिति का कार्यकाल 20 जून, 2009 तक बढ़ाने का निर्णय लिया है । साथ ही , प्रो. रामदेव भण्डारी और श्रीमती कुमकुम राय को क्रमशः श्री अशोक वाजपेयी और श्री मधुकर उपाध्याय के स्थान पर संस्कृति मंत्रालय की हिन्दी सलाहकार समिति के सदस्य के रूप में नामित किया जाता है ।
आदेश
आदेश दिया जाता है कि इस संकल्प की एक प्रति राष्ट्रपति सचिवालय, प्रधानमंत्री के कार्यालय, समिति के सभी सदस्यों, सभी राज्य सरकारों , संघ राज्य क्षेत्र के प्रशासनों, मंत्रिमंडल सचिवालय , संसदीय कार्य मंत्रालय, लोक संभा सचिवालय, राज्य सभा सचिवालय, संसदीय राजभाषा समिति, भारत के नियंत्रक तथा महालेखा परीक्षक और भारत सरकार के सभी मंत्रालयों/विभागों को भेजी जाए ।
4. अतः विश्वविद्यालय अनुदान आयोग अधिनियम , 1956 की धारा 3 द्वारा दी गई शक्तियों का उपयोग करते हुए केन्द्र सरकार विश्वविद्यालय अनुदान आयोग की सलाह पर राजीव गांधी स्नातकोत्तर कालेज सहित नेहरु ग्राम भारती को उक्त अधिनियम के प्रयोजनार्थ 3 वर्ष की अवधि के लिए समविश्वविद्यालय के रूप में घोषित करती है जो कि उस तिथि से प्रभावी होगा जिस तिथि से उक्त कालेज स्वयं को अपने सम्बद्ध विश्वविद्यालय अर्थात् छत्रपति साहूजी महाराज विश्वविद्यालय , कानपुर से असंबंद्ध कर लेगा। नेहरु ग्राम भारती को दिया गया दर्जा इस शर्त के अधीन होगा कि 3 वर्ष की अवधि समाप्त होने से पहले विश्वविद्यालय अनुदान आयोग विशेषज्ञ समिति की सहायता से इस दर्जे की समीक्षा करेगा । इस दर्जे की पुष्टि तभी होगी जब विश्वविद्यालय अनुदान आयोग की विशेषज्ञ समिति की जांच और मूल्यांकन रिपोर्ट पर विश्वविद्यालय अनुदान आयोग अपनी सिफारिशें दे देगा।
यह भी आदेश दिया जाता है कि यह संकल्प आम जानकारी के लिए भारत के राजपत्र में प्रकाशित किया जाए ।

under Rule 2 , 32 and 33 of the Memorandum of Association and Rules of the Rashtriya Sanskrit Vidyapeetha , Tirupati (Andhra Pradesh) , the Government of India is please to appoint Prajnanavacaspati Dr. J. B. Patanaik as the Chancellor (Kuladhipati ) of the Rashtriya Sanskrit Vidyapeetha , Tirupati (Andhra Pradesh) for a period of five years with effect from 16th June 2008 or from the date he takes over charge of office; whichever is later .
2. The Chancellor (Kuladhipati ) will exercise his powers in accordance with the Memorandum of Association and Rules of the Vidyapeetha .

3.And whereas , the University Grants Commission have examined the said proposal and vide their communication No. F. 6-54/2005 ( CPP - I) dated the 12th June , 2007 have recommended conferment of status of " deemed- to-be- university " to Nehru Gram Bharati Vishwavidyalaya under Section 3 of the UGC Act, 1956 , initially for a period of 3 years;
No. F. 9-11/2002 - U. 3.-Whereas " Pravara Institute of Medical Sciences ( PIMS) " , P.O. Loni , Distt . Ahmednagar , Maharashtra comprising of following constituent units was declared as an institution " Deemed to be university " under Section 3 of the University Grants Commission ( UGC) Act , 1956 vide this Ministry's notification of even number dated the 29th September, 2003 subject to certain conditions that included a review after three years ;
(1) Rural Medical College , Loni .
(2) Rural Dental College , Loni .
( 3 ) College of Physiotherapy, Loni .
4. Therefore, in exercise of the powers conferred by Section 3 of the UGC Act, 1956 , the Central Government, on the advice of the University Grants Commission (UGC) , hereby declare Nehru Gram Bharati Vishwavidyalaya comprising ofRajiv Gandhi P. G. College a period of3 years , with effect from the date on which the aforesaid College is disaffiliated from its affiliating universiry , viz . , Ch . Sahuji Maharaj University, Kanpur, subject to the condition that 824

Government of India has decided to extend the tenure of the Hindi Salahakar Samiti of Ministry of Culture upto 20th June 2009. Besides , Prof. Ramdeo Bhandari & Smt . Kumkum Rai in place of Shri Ashok Vajpayee & Shri Madhukar Upadhayay respectively have been nominated as Members of the Hindi Salahakar Samiti of Ministry of Culture.
the status conferred upon the Nehru Gram Bharati Vishwavidyalya will be reviewed by the UGC with the help of an Expert Committee before the expiry of the 3 - year period . The status shall be confirmed only on the basis of the inspection and assessment report of UGC's Expert Review Committee and subjected to nullification of its present shortcoming as pointed out by the Expert Committee .

5. The declaration made in para 4 above is subject to further conditions mentioned at Sr. No. 3 of the endorsement to this Notification;
6. Neither the Government of India nor the University Grants Commission shall provide any Plan and Non- Plan grant- in- aid to Nehru Gram Bharati or its constituent teaching units.
